Short answer: Steam can suppress weeds, fungal pathogens, and plant-parasitic nematodes as effectively as the chloropicrin-plus-1,3-dichloropropene treatment used in several California strawberry trials, but that does not make it a universal replacement for fumigation. Steam requires specialized machinery, substantial fuel, labor, and treatment time; a historical Central Coast estimate was $3,720 per acre, with propane accounting for more than 80% of the cost. Evidence for how long suppression lasts is limited, and commercial economics remain unsettled.

What the comparison actually shows

The best direct comparison comes from California field trials, not a universal multi-region standard. A USDA Agricultural Research Service program tested a tractor-drawn steam prototype at four California sites over two years (2011–2013). Steam was mixed into shaped beds, and the trials reported significant suppression of weeds and soilborne pathogens comparable to commercial chemigation with chloropicrin plus 1,3-dichloropropene (the product identified in those trials as Pic-Clor 60). Mustard seed meal was added in two trials and produced favorable results when combined with steam.

A California Council on Science and Technology (CCST) assessment likewise found suppression of fungal pathogens, weeds, and plant-parasitic nematodes within the depths treated in published strawberry trials. Marketable-yield increases over untreated soil ranged from 18% to 214% in those individual studies, and steam matched the cited 1,3-dichloropropene and chloropicrin comparisons. Those percentages describe specific sites, seasons, pest pressures, soil depths, and treatment designs; they are not a yield forecast for a particular farm.

Fumigation remains a more established, rapid field option where a product is labeled and permitted. Steam is most defensible where a grower needs a non-fumigant system, has access to suitable equipment and fuel, can schedule a slower preplant operation, and can accept uncertainty about cost and residual control.

How steam soil disinfestation works

Heat, temperature, and dwell time

Steam transfers heat into soil through a specialized applicator. The treatment only works where the soil reaches an effective temperature for long enough. UC Integrated Pest Management guidance gives an approximate target of 160°F (about 71°C) for 20 minutes. A UC Santa Cruz project now being conducted in California is working in a 158–176°F (70–80°C) range for 20–30 minutes.

These are treatment conditions, not a guarantee that every pest at every depth will be eliminated. Applicator design, bed shape, soil texture, moisture, heat distribution, and the depth being treated determine whether the target is actually achieved throughout the root zone.

Pasteurization rather than sterilization

The UC Santa Cruz project describes its approach as selective pasteurization. The aim is to reduce damaging organisms while allowing beneficial microbiomes to recover, not to make soil biologically sterile. That distinction matters: steam can change the balance of organisms in the treated layer, but it does not create a permanent pest-free soil profile.

What a grower must measure

  • Temperature at representative locations and depths in the bed, not only at the steam outlet.
  • The time each monitored zone remains at the selected target temperature.
  • Bed-to-bed consistency, including edges and areas affected by equipment speed or soil variation.
  • Fuel use, labor hours, machine throughput, and delays, so the treatment can be priced using the farm’s own conditions.

A probe soil thermometer can help verify temperature readings, but it is only a monitoring accessory. It is not the field-scale steam applicator and cannot by itself validate a commercial treatment.

What California trials found

USDA field trials at four sites

The USDA ARS work covered four California sites during 2011–2013. A tractor-drawn prototype injected and mixed steam into shaped strawberry beds. Reported weed and soilborne-pathogen suppression was significant and comparable to commercial chemigation with chloropicrin plus 1,3-dichloropropene. Two trials also included mustard seed meal, with favorable production results from the combined treatment.

The result establishes that mobile steam can perform at a commercial field scale under the conditions tested. It does not establish identical performance in another region, a different soil, a different bed geometry, a different pest complex, or with another fumigant product.

Yield results in the CCST assessment

The CCST review summarized published strawberry trials in which marketable yield was 18% to 214% higher than untreated controls. In the cited comparisons, steam performed similarly to 1,3-dichloropropene and chloropicrin fumigation. The wide range reflects differences among studies rather than a normal expected response. Untreated control pressure, cultivar, season, soil history, and the organisms present can all change the apparent benefit.

Depth and target-pest limits

The assessment reports control within the soil depths that were treated. It does not support a claim that steam reaches every pest below the treated layer. Before choosing it, map where the damaging organism is active: a surface weed seedbank, a shallow pathogen zone, and a deeper nematode population create different treatment requirements.

Steam versus fumigation: practical comparison

Decision factor Steam disinfestation Fumigation
Evidence base for strawberries Promising California trials, including four USDA sites and studies summarized by CCST; results are site- and treatment-specific. Established commercial practice where a specific product is labeled, permitted, and applied according to its requirements.
Targets shown in the cited evidence Weeds, fungal pathogens, and plant-parasitic nematodes in treated soil depths. Target spectrum depends on the active ingredient, formulation, label, application method, and local restrictions.
Temperature or chemical requirement Approximately 160°F for 20 minutes in UC IPM guidance; the UC Santa Cruz project is testing 158–176°F for 20–30 minutes. Must meet the selected product’s label, rate, tarp or application rules, buffer requirements, and worker-protection provisions.
Speed and timing Requires time to heat the soil and hold the dwell period, plus machine setup and fuel logistics; normally planned as a preplant operation. Usually faster to apply over a prepared field, but scheduling, tarp handling, aeration, and re-entry requirements depend on the product and label.
Cost information Historical Central Coast estimate: $3,720 per acre, including fuel, labor, and annualized applicator cost; not a 2025 or 2026 quote. The cited comparison found steam cost more than twice the compared 1,3-D plus chloropicrin treatment in that historical analysis.
Main operating burden Fuel consumption, labor, treatment time, and access to specialized field machinery. Product handling, regulatory compliance, application restrictions, and required safety controls.
Persistence evidence One study observed suppression for at least seven weeks, the longest follow-up point in that study; no other duration data were identified in the CCST review. Residual performance varies by active ingredient, rate, soil, pest, and label; do not transfer one product’s interval to another.
Best fit Fields seeking a non-fumigant approach where equipment, labor, fuel, and schedule are workable. Fields where a labeled fumigant is legal and its cost, speed, and target spectrum fit the production plan.

What steam costs and why adoption has been slow

The $3,720-per-acre figure

The CCST report cites a $3,720 per acre Central Coast California estimate from Xu et al. (2017). The calculation included propane, labor, and annualized applicator costs. Propane represented more than 80% of the total, and the modeled steam treatment cost more than twice the compared 1,3-dichloropropene-plus-chloropicrin fumigation.

This is a 2017 estimate reported in a 2025 assessment, not a current contractor quote, equipment lease rate, or universal price. A farm’s result will change with fuel prices, field size, machine capacity, travel distance, labor rates, soil heating time, and whether the applicator is owned, rented, or hired as a service.

Equipment availability

The CCST assessment says commercial steam-applicator purchase prices were not publicly available when it was written. It identifies Soil Steam International and Sioux Corporation as providers of commercial agricultural soil-steam applicators. Those names are equipment leads, not verified prices, service guarantees, or endorsements.

Build a farm-specific cost model

  1. Record the acres, bed dimensions, and soil depth that must be treated.
  2. Obtain the applicator’s expected throughput and fuel consumption under those conditions.
  3. Price propane or another approved fuel for the treatment window, including delivery and storage.
  4. Add operators, field support, setup, cleanup, maintenance, and any custom-application fee.
  5. Annualize ownership costs if the machine is purchased, including financing, depreciation, repairs, and the number of acres over which those costs will be spread.
  6. Compare the result with the complete fumigation cost, not just the chemical invoice: application, tarp or sealing work, aeration, monitoring, labor, and compliance all belong in the comparison.

How long does steam keep strawberry soil under control?

The available evidence does not support promising a full-season or multi-year protection period from one preplant treatment. The CCST review found one study in which suppression lasted at least seven weeks, but seven weeks was simply the longest time measured in that study. The review found no other duration data describing pest and pathogen inactivation after steam.

For planning, treat duration as an open field question. Monitor the treated beds and untreated comparison areas for the organisms that caused the original problem. Record when symptoms, weed emergence, nematode counts, or pathogen indicators return. Do not assume that a result measured at seven weeks extends through harvest unless a study in the same crop, soil, pest situation, and treatment design establishes that interval.

A step-by-step way to decide on a field

1. Define the problem before choosing the treatment

  • Identify the damaging weed, pathogen, nematode, or combination.
  • Confirm its distribution and depth with field history, sampling, and adviser input.
  • Separate a single dominant target from a mixed pest complex; a treatment that works for one organism may not solve another.

2. Check whether steam can reach the target

Compare the target’s depth with the planned treated zone. Ask the applicator provider how temperature will be measured across the bed and how quickly the machine can move while maintaining the dwell requirement. If the machine cannot deliver the target temperature for the full period at the relevant depth, the trial evidence does not transfer.

3. Test the schedule and logistics

Plan the operation backward from planting. Include soil preparation, machine access, fuel delivery, heating and dwell time, cooling or reconditioning, and any follow-up sampling. A method that works biologically but delays planting can still fail economically.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Compare complete costs and risks

Use the farm-specific steam model described above and obtain a current, product-specific fumigation estimate. Include labor, equipment, compliance, and delay costs on both sides. The historical $3,720 figure should be a warning about cost exposure, not a substitute for a current bid.

5. Run a measured block or replicated comparison

Where practical, compare steam with the farm’s current program and an untreated or minimally treated reference. Track temperature and dwell time during application, then record weed emergence, disease symptoms, nematode results, stand establishment, marketable yield, fuel, labor, and calendar days used. A small, well-measured block can reveal whether the method fits a particular field better than a regional average.

6. Verify planting and follow-up requirements

Confirm that the soil is suitable for planting after treatment and establish a monitoring schedule long enough to detect reinfestation. Keep records by bed or block so a later decision is based on the actual pest response and cost rather than on a single yield number.

Where alternatives fit in an integrated program

UC IPM describes non-fumigant strawberry production as an integrated system. Options can include suitable cultivars, sanitation, site-specific management, solarization, steam, anaerobic soil disinfestation (ASD), soilless media, and naturally produced biocides. None should be treated as a universal substitute for diagnosis and field-specific planning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Solarization

On California’s central coast, UC IPM says solarization may require 12–15 weeks. That long treatment window usually makes it impractical there, especially where the production calendar leaves little time between crops.

Anaerobic soil disinfestation

UC IPM reports that rice-bran ASD can improve productivity and sometimes produce fruit yields similar to fumigated soil. It also warns that autumn ASD in coastal California does not control important pathogens including Fusarium oxysporum f. sp. fragariae and Macrophomina phaseolina. Fields with a history of Fusarium wilt should avoid that autumn ASD treatment.

Cultivar, sanitation, and site choices

Resistant or better-adapted cultivars, removal of infested plant material, clean planting stock, rotation where feasible, drainage, and block-level management can reduce the pressure that any soil treatment must handle. These measures complement steam or fumigation; they do not prove that either treatment will control every target.

What current California work is testing

A UC Santa Cruz account dated September 18, 2026 describes a California Department of Food and Agriculture-funded project adapting steam disinfestation for strawberries. The project brings together university researchers, USDA plant pathologists, UC Davis economists, extension advisers, industry participants, and growers. It reports preliminary suppression of key soilborne pathogens and recovery of beneficial microbiomes.

The same account says machine efficiency, economics, and treatment longevity still require study under diverse commercial conditions. A Santa Cruz County pilot is intended to test steam on commercial berry fields adjacent to schools. Proximity to schools is an important reason to investigate non-fumigant options, but the pilot is not proof that commercial performance or costs are settled.

“For forty years, the Center for Agroecology has worked on strawberry research that holds economic performance in balance with community and ecological outcomes,”

—Darryl Wong, executive director of the UC Santa Cruz Center for Agroecology

“After researching preplant fumigant alternatives in berry crops for 13 years together with UC Davis weed scientist Steve Fennimore, I am convinced that steam soil disinfestation is one of the most promising approaches that will enable us to move away from soil fumigants, particularly in areas near schools and other sensitive sites in a community.”

—Jenny Broome, professional researcher in environmental studies and Center for Agroecology research affiliate

These are attributed views in a university news account. They explain the project’s goals and promise, but they are not independent measurements of efficacy, cost, or duration.

Bottom-line decision framework

  • Choose steam for a serious evaluation when the target pests are in the treatable zone, a machine and fuel supply are available, the schedule can absorb the operation, and reducing fumigant use has a meaningful farm or community benefit.
  • Stay with a labeled fumigation program when rapid treatment, known product performance, or a broad target spectrum is essential and the product is legal for the field.
  • Use an integrated plan either way. Cultivar choice, sanitation, site management, monitoring, and a documented follow-up are necessary because neither method guarantees permanent control.

For strawberry growers, the evidence supports steam as a promising California-tested tool, not as a universal winner over fumigation. The decision turns on the pest and depth, verified temperature and dwell time, current local rules, full operating cost, planting schedule, and how long control must last.
