Steam Input is Valve’s controller-configuration system. It lets Steam recognize supported gamepads, apply a per-game layout, and translate buttons and sticks into the inputs a game expects. The practical path is straightforward: connect the controller, enable the matching support option in Steam’s controller settings when one is offered, then open the target game’s controller configuration from the Library.

What you can edit depends on the game. Titles integrated with Steam Input expose developer-defined actions, while every game can use Legacy Mode to emulate keyboard, mouse, or XInput-style gamepad input. The guide below explains the difference, the current setup workflow, and what to check when detection or mappings fail.

What Steam Input does

Steam Input sits between a physical controller and a game. Steam reads the device, applies the layout selected for that game, and sends the resulting signals in a form the game can use. Valve describes Steam Input as supporting the major controller types used with Steam, but the exact result still depends on the controller’s protocol, connection method, drivers, and the game’s own input handling.

Steam Input is separate from the Steam Input API used by developers. A player does not need to understand the API to configure a controller; the player-facing controls are the per-game configuration and layout editor. Valve’s overview is at Steam Input.

Which controllers Steam Input supports

Valve’s documented major-device list includes these categories:

Controller category What Valve documents Qualification
Steam Controller Supported Valve’s own controller family
PlayStation 4 Supported Exact behavior can vary by connection and game
Xbox 360 Supported Uses the Xbox controller protocol
Xbox One Supported Uses the Xbox controller protocol
Nintendo Switch Pro Supported Connection method can affect detection
Steam Link App Mobile Touch Controller Supported A software touch controller rather than a conventional USB pad
PlayStation 3 Supported Driver and connection details still matter
DirectInput gamepads Valve lists any DirectInput gamepad This is a protocol-level category, not a guarantee for every model, driver, wireless adapter, or game

See Valve’s supported-device list for the documented categories and protocol notes. A controller can follow a listed protocol and still need a working driver, a charged battery, or a wired connection before Steam can use it.

How to connect a controller and open its layout

Valve’s player workflow applies in the desktop Steam client and Big Picture mode. Menu names and screenshots can change as the client is redesigned, so follow the labels currently shown in your installation.

  1. Connect and power the controller. Plug it in by USB, pair it over Bluetooth or another supported wireless method, or start the appropriate mobile touch controller. Charge it if the device requires a battery.
  2. Open Steam’s controller settings. In the Steam client, open the settings area and select the controller section. Big Picture mode has a corresponding controller-settings page.
  3. Enable the relevant support option. Turn on the support entry that matches the controller family when Steam presents one. For a generic device, confirm that the device is visible through its DirectInput or other recognized protocol.
  4. Confirm Steam can see the device. If the controller is not listed, do not proceed to layout editing yet; work through the detection checks in the troubleshooting section below.
  5. Open the game’s controller configuration. Go to Library, select the game, and choose its controller configuration or layout option. Valve notes that this per-game option appears only when a controller is connected.
  6. Review, select, or edit a layout. Choose an existing community or default layout where available, or open the editor to change individual buttons, sticks, triggers, paddles, trackpads, or motion controls.
  7. Launch and test in the game. Test menus as well as gameplay. A layout can be correct from Steam’s perspective while the game ignores, duplicates, or conflicts with some inputs.

Valve’s player instructions, including the connection and per-game configuration sequence, are available in the player setup guide.

Native Steam Input layouts versus Legacy Mode

Layout type What you configure What Steam sends When it is useful
Native Steam Input Actions defined by the game developer, often grouped into action sets The game’s named actions, such as menu navigation or character movement Games that implement Steam Input and expose their own action schema
Legacy Mode Controller controls bound to keyboard keys, mouse actions, or XInput-style gamepad controls Emulated keyboard, mouse, or gamepad input Any game, including titles without native Steam Input integration

Native action-based layouts

In a native integration, the editor can show actions rather than raw keys. A developer might define separate action sets for contexts such as gameplay, menus, driving, or a radial interface. Switching an action set changes what a button means in that context without requiring a completely separate physical controller.

The names and groups are game-specific. One title may expose actions such as Jump and Reload; another may organize controls by menu and gameplay sets. Do not expect every game to show the same editor or the same number of actions.

Legacy Mode bindings

Valve states that “Legacy mode” bindings are always available for any game. You assign a controller input to a keyboard key, mouse movement or click, or an XInput-style gamepad control. This makes it possible to use a controller with older games and with games that do not expose native Steam Input actions.

Legacy Mode is an emulation layer, not proof that the game natively supports a controller. A game may display keyboard prompts because it is receiving emulated keys, or it may switch prompts when it detects an emulated gamepad. Valve’s explanation is in the Legacy Mode bindings documentation.

Why the editor looks different from game to game

There is no universal Steam Input layout. The editor content depends on the physical device and the game’s implementation.

  • A native game can expose named actions and multiple action sets.
  • A non-native game can still use Legacy Mode, but its layout is built from keyboard, mouse, or XInput outputs.
  • Different controllers expose different controls. A trackpad, gyro, rear paddle, or analog trigger will not appear on a simpler gamepad.
  • A community layout may be available, but it is still a mapping choice. Inspect it before relying on it for a competitive or accessibility-critical control.

If you cannot find the action you expected, first determine whether the game is using native actions or Legacy Mode. A missing native action cannot be created from Steam’s side unless the game exposes a suitable action; in Legacy Mode, you can instead bind the desired keyboard, mouse, or gamepad output.

Troubleshooting Steam Input detection and configuration

The controller is not listed in Steam

  • Check the physical connection, wireless pairing, battery, and cable. Reconnect the controller before reopening Steam’s controller settings.
  • Confirm that the operating system detects the device. If the system does not see it, Steam cannot configure it.
  • In Steam’s controller settings, enable the support option that corresponds to the controller family when that option is available.
  • For a generic pad, identify whether it presents as DirectInput or another protocol. Valve’s “any DirectInput gamepad” wording describes support for the protocol category, not every hardware and driver combination.
  • Return to the game’s Library page only after Steam lists the controller. Valve says the per-game controller-configuration option requires a connected controller.

The per-game controller configuration option is missing

Reconnect the controller, verify it appears in Steam’s controller settings, and then reopen the game’s Library page. If the option remains absent, the problem is still at the detection or Steam-client layer rather than in the layout itself. Client menu labels can change, so look for the current controller or gamepad configuration entry rather than relying on an older screenshot.

Steam shows an Xbox controller when a PlayStation controller is connected

An external remapping utility may be presenting an emulated Xbox 360 controller to Steam. Valve specifically names DS4Windows and InputMapper as examples of software that can do this. Steam then interfaces with the emulated Xbox device instead of the original PlayStation device.

Close or reconfigure the remapper if you need Steam to identify the original controller family. If you intentionally use the emulated device, select the layout that matches the controls Steam is actually receiving; the on-screen button labels may follow the Xbox mapping.

A layout opens, but the game does not respond

Separate Steam recognition from game-level input handling. Steam can display a connected controller and apply a layout while the game rejects, ignores, or conflicts with the resulting signals.

Valve’s developer guidance identifies simultaneous gamepad and mouse input as a common compatibility issue. A game may switch input modes when it sees mouse movement, causing prompts to flicker or controls to stop responding consistently. Avoid claiming a universal fix: the correct response depends on the title’s input implementation. Test with a layout that sends only the input type the game expects, and check the game’s own controller and mouse settings.

For native layouts, verify that the intended action set is active in the relevant context. For Legacy Mode, verify that each button is bound to the correct key, mouse action, or XInput control and that the game’s own bindings still use those outputs.

Keyboard emulation produces the wrong key

Legacy keyboard bindings are sent as scancodes. The resulting character or command therefore depends on the system keyboard layout. Valve calls out layouts such as Dvorak and Colemak as cases where a key mapping can produce an unexpected result.

Check the game’s displayed binding and your operating-system keyboard layout. If the game expects a key that is difficult to reproduce through the current layout, revise the Steam Input binding or change the game’s own control assignment to a key whose scancode behaves consistently on your system.

Some controls work in menus but not during gameplay

This usually points to context-specific actions or a game-level mode switch rather than a failed connection. In a native implementation, inspect the active action set for the menu and gameplay contexts. In Legacy Mode, check whether a mode shift, outer ring, toggle, or activator changes the output after a button is pressed. Test each context separately so you know whether the failure follows the layout or only one game state.

Steam detection versus game compatibility

Three layers can fail independently:

  1. Hardware and operating system: the controller must have power, a usable connection, and a driver or protocol the system recognizes.
  2. Steam Input: Steam must identify the device, load the selected per-game layout, and produce the configured output.
  3. The game: the title must accept the native action, emulated keyboard or mouse signal, or emulated gamepad signal without conflicting input-mode logic.

Use this order when diagnosing a problem. If the controller is absent from Steam, editing the game’s bindings will not help. If Steam applies the layout but the game ignores it, inspect the game’s input mode and whether simultaneous mouse and gamepad signals are being sent. If only one action is wrong, edit that binding rather than replacing the entire layout.

Choosing the right configuration approach

  • Use native actions when the game exposes clear action names and contexts. This gives the editor information about what the game means by each control and can make action-set switching cleaner.
  • Use Legacy Mode for games without native integration, older PC titles, or situations where you need to reproduce a specific keyboard, mouse, or XInput command.
  • Use the controller family’s support option when Steam provides one and you want Steam to handle that protocol directly.
  • Use an emulated Xbox-style device only deliberately. External remapping software can change what Steam sees, which may be useful for compatibility but can also explain unexpected controller labels.

There is no single best layout for every game. The correct choice is the one that matches the game’s input path and the controls you actually need.

A quick pre-launch checklist

  • Controller is powered, charged, paired, or connected by USB.
  • Steam’s controller settings show the device.
  • The matching support option is enabled when applicable.
  • The game’s Library page shows its controller-configuration entry.
  • The selected layout matches native actions or the intended Legacy Mode outputs.
  • Only the input types the game expects are being sent.
  • Keyboard bindings have been checked against the active system keyboard layout.
  • Any external remapper is either intentionally configured or closed.

Valve’s developer-facing setup and compatibility notes, including the simultaneous gamepad-and-mouse warning, are documented in Steam Input setup for developers.

What Steam Input does not guarantee

Valve’s supported-device page is a documented major-device list, not a promise that every model, firmware version, cable, wireless adapter, driver, or game will behave identically. DirectInput support does not remove those variables. Likewise, the existence of a Legacy Mode layout does not guarantee that a game will accept every emulated mouse, keyboard, or gamepad signal without its own compatibility limitations.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a problem persists, record which layer succeeds: whether the operating system sees the controller, whether Steam lists it and applies the layout, and whether the game reacts. That distinction points to the next useful change without replacing a working configuration at random.
