For locomotive propulsion, a diesel-electric system is usually the practical winner: it uses less fuel, needs less maintenance and manpower, starts faster, and avoids the water and firing infrastructure of a historical steam locomotive. The U.S. Environmental Protection Agency (EPA) says diesel locomotives replaced steam by the 1950s for those reasons, and cites locomotive-diesel thermal efficiency of 40% or higher. A NASA comparison treats 6% as typical system efficiency for 1920–1950 steam locomotives, but that figure and the diesel figure use different eras and system boundaries.
Steam is not automatically the loser. A steam plant can burn a wide range of fuels and can be attractive when its exhaust or process heat has substantial value. In stationary combined heat and power (CHP), the right comparison is total useful energy, not electric efficiency alone.
Quick verdict: which engine should you choose?
| Question | Best-supported answer | Important qualification |
|---|---|---|
| Which is more efficient in a locomotive? | Diesel-electric, in normal historical comparisons. | EPA reports locomotive-diesel thermal efficiency of 40% or higher; NASA used about 6% system efficiency for steam locomotives typical of 1920–1950. Those are not identical boundaries or eras. |
| Which has more usable power? | Usually diesel-electric for sustained, controllable railway work. | Power depends on the complete plant, traction system, gearing, load and duty cycle. Peak engine horsepower alone does not determine tractive performance. |
| Which costs less to maintain? | Diesel-electric, for comparable locomotive power. | A 1959 British Transport Commission estimate put diesel maintenance cost per engine mile at least 20% below a comparable steam locomotive. Actual cost varies with age, workshop practice and utilization. |
| When can steam make sense? | When fuel flexibility or useful heat is more valuable than quick, efficient electricity or traction. | Steam-turbine CHP power efficiency is listed at 15–38%, versus 27–45% for diesel-engine CHP; recovered process heat can make the steam plant competitive overall. |
The most defensible answer is therefore application-specific: compare fuel-to-wheel, fuel-to-shaft or whole-plant fuel-to-electricity performance at the same load, then add water, staffing, warm-up, maintenance and downtime.
How the two systems turn fuel into useful work
Steam engine or steam turbine
A steam system is an external-combustion plant. Fuel heats water in a boiler, the resulting steam expands through a reciprocating engine or turbine, and the mechanical output drives wheels, a generator or another load. The boiler, pumps, water treatment, fuel-handling equipment and exhaust equipment are all part of the energy chain. Losses occur before steam reaches the expander and again in the expander, condenser or exhaust system and auxiliaries.

That arrangement gives steam a major fuel-flexibility advantage. A suitable boiler can be designed around coal, oil, biomass or other fuels rather than a single liquid fuel specification. It also makes steam useful when the plant needs heat at the same time as electricity. The trade-off is a larger support system: water must be supplied and managed, combustion must be controlled, and the boiler must be inspected and maintained.
Diesel and diesel-electric propulsion
A diesel engine is an internal-combustion machine: fuel burns inside cylinders and the expanding gases act directly on pistons. In a diesel-electric locomotive, the engine drives a generator or alternator; traction motors then turn the axles. This adds electrical conversion equipment, but it lets the engine operate in a controlled speed range while motors provide the wheel torque.
For a fair comparison, count the generator, traction motors, cooling system, controls and auxiliaries in the diesel-electric system, just as you count the boiler, pumps and water equipment in the steam plant. Comparing a bare diesel engine’s brake efficiency with a steam locomotive’s complete fuel-to-wheel result will produce a misleading headline.

Historical locomotive figures
The EPA’s 2008 Regulatory Impact Analysis states: “Thermal efficiency of locomotive diesel engines is 40% or higher.” That is a locomotive-diesel thermal-efficiency statement, not a promise that 40% of fuel energy reaches the rail after every generator, motor and transmission loss.
A 1982 NASA technical report, by contrast, says: “The system efficiency is assumed to be 6%, typical of the steam engine in the 1920 to 1950 era.” NASA’s figure is a complete historical steam-locomotive system assumption. It includes the realities of the period’s boiler and machinery rather than an isolated component test.
It is reasonable to conclude that diesel-electric locomotives generally used far less fuel than those historical steam locomotives. It is not reasonable to subtract 6% from 40% and call the difference a universal engine advantage: the figures describe different boundaries, equipment generations and operating assumptions.

Whole-plant accounting
A 1980 Stott and Casey comparison recorded fuel use for the boiler, turbine, pumping, transmission, lubrication and electrical loads. Its conclusion is a useful warning: in some applications the disparity between steam and diesel can be smaller than commonly assumed, and part-load performance can be remarkably similar. The lesson is to define the boundary before selecting a percentage.
Use one of these boundaries consistently:
- Fuel-to-shaft: chemical fuel energy to the engine or turbine shaft.
- Fuel-to-wheel: fuel energy to locomotive tractive output, including the generator, motors or mechanical transmission.
- Fuel-to-electricity: fuel energy to net electrical export after plant auxiliaries.
- Total CHP efficiency: net electricity plus useful recovered heat, each counted at its delivered point.
Then test the same duty cycle. A locomotive that spends hours at low load, a generator that runs near full load, and a CHP plant that cycles with a factory have different results even when their nameplate ratings match.
Stationary CHP ranges
The EPA’s 2008 Catalog of CHP Technologies gives typical electric power-efficiency ranges of 15–38% for steam turbines and 27–45% for diesel engines. These are technology ranges, not guaranteed values for every machine or plant. A steam turbine near the lower end may still be the better investment if its exhaust supplies process heat that would otherwise require a separate boiler.
For CHP, calculate the value of both products. Record net electric output, useful heat delivered at the required temperature, hours at each load, fuel consumption and any heat that is rejected. A plant with lower electric efficiency can have higher total efficiency if its heat load is steady and large; a plant with no customer for low-grade heat should not claim that benefit.
Power and performance under real loads
Rated horsepower is only the starting point
“More power” can mean peak engine output, continuous shaft power, starting tractive effort, acceleration, hill-climbing ability or energy delivered over a shift. Those are different measurements. Compare the complete propulsion system at the wheel or shaft, at the speeds and loads the application actually imposes.

Steam locomotives can produce substantial low-speed torque and can be built around large cylinders and driving wheels. Their performance, however, is tied to boiler steaming capacity, pressure, water supply, fire or burner response and the crew’s ability to manage those variables. A nominally powerful locomotive can be limited by how quickly the boiler can generate steam or by a tender that needs refilling.

Diesel-electric locomotives use traction motors at the axles. The engine supplies electrical power while control equipment meters torque to the motors, making repeated starts and load changes easier to manage. The practical advantage is not that every diesel engine has a higher peak horsepower than every steam engine; it is that the system can deliver predictable, controllable tractive power over the operating range.
Continuous duty, transients and part load
Match the load profile rather than using a single maximum number. List starting events, cruise periods, grades, idling, regenerative or auxiliary loads and shutdowns. Stott and Casey’s whole-plant work shows why this matters: once pumping, transmission and electrical loads are included, part-load behavior can narrow the apparent efficiency gap in some applications.
For a stationary plant, determine whether the load is steady enough to keep a steam turbine hot. The EPA notes that large steam turbines can require more than ten hours to warm up. They suit continuous operation better than a site that must start and stop several times a day. A diesel generator generally reaches useful output much faster, although its own cooling, emissions and warm-up procedures still need to be included in the operating plan.
Maintenance: what owners actually have to service
Steam locomotive workload
Steam maintenance extends beyond the expander. Regular work includes boiler inspection and repair, water-level and water-quality control, scale and corrosion prevention, burner or firebox servicing, fuel handling, lubrication, valve gear, rods, bearings, pumps, injectors and many other moving parts. Crews also manage water stops, ash or fuel handling and the preparation needed before a run.
NASA’s locomotive life-cycle analysis reports considerably higher maintenance costs for steam locomotives than for diesel-electrics and includes historical annual maintenance estimates for alternative Berkshire steam designs. The exact estimates belong to those historical designs; they should not be treated as a current price list for every steam locomotive.
Diesel-electric workload
Diesel-electric maintenance is concentrated in the diesel engine, generator or alternator, traction motors, cooling circuit, fuel system, controls and electrical insulation. Those components are complex and expensive, but the locomotive eliminates the steam boiler, daily firing work and routine water logistics. Troubleshooting can also be organized around modular electrical and engine systems rather than a long chain of steam auxiliaries.

The historical EPA explanation for diesel’s adoption includes lower maintenance and manpower, not efficiency alone. A diesel fleet can therefore reduce both workshop hours and the number of people needed to prepare and operate each locomotive, even where a diesel component overhaul remains substantial.

In a 13 May 1959 UK Parliament Hansard debate, Mr. Nugent quoted the British Transport Commission: “The British Transport Commission estimates from the limited experience of main line diesel operation so far, that the cost per engine mile of maintaining a diesel locomotive seems likely to be at least 20 per cent. less than for a steam locomotive of comparable power.”
This is a contemporaneous estimate based on limited main-line diesel experience, expressed per engine mile and for comparable power. It is strong evidence for the direction of the historical difference, not a current universal discount. Modern labor rates, parts availability, overhaul policies, utilization and emissions equipment can change the result.
Stationary steam-turbine maintenance
The maintenance picture changes for a fixed steam turbine. The EPA describes steam turbines as having long service life and generally simple turbine maintenance. The plant still carries boiler inspections, water chemistry, pumps, fuel handling, combustion controls, emissions equipment and the cost of thermal transients. A turbine may be mechanically durable while the boiler house and balance of plant remain labor-intensive.
Fuel, water, staffing and startup logistics
Fuel flexibility versus fuel convenience
Steam boilers can accept a broad range of fuels, which can matter where local coal, biomass, waste fuel or process by-products are inexpensive or readily available. That flexibility does not remove the need for fuel storage, ash or residue handling, combustion control and emissions compliance.

Water and support infrastructure
A steam locomotive needs treated water, tender or tank capacity and reliable filling points. Water chemistry affects boiler scale and corrosion, so shortages or poor treatment can become a performance and safety problem. Diesel locomotives need cooling-system maintenance and fuel logistics but do not consume boiler water during normal traction service.
People and preparation time
Steam operation historically required people to fire, monitor water and pressure, lubricate machinery and service the locomotive before and after trips. Dieselization reduced those tasks, which is why the EPA lists manpower as one of the reasons diesel locomotives displaced steam. Staffing savings should be calculated over the full shift, including preparation, coaling or fueling, watering, inspection and cleanup.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Why diesel locomotives replaced steam by the 1950s
The replacement was cumulative rather than the result of one laboratory percentage. According to the EPA, diesel locomotives required less fuel, maintenance and manpower. Their self-contained fuel supply removed many water and servicing stops; their controls simplified operation; and diesel-electric traction provided practical power over a broad railway duty cycle.
Recommended Free Tools
Steam’s disadvantages multiplied across a fleet. Every locomotive carried a boiler that needed inspection, a water supply that had to be distributed along the route, and a firing or fuel-handling operation. A diesel locomotive concentrated its equipment in a more compact power unit and could spend more time available for service. Railways therefore compared availability, crew requirements and total operating cost, not just peak drawbar horsepower.
When steam can still be the rational choice
Industrial CHP with a dependable heat load
Choose a steam system when a facility needs large, continuous quantities of process heat and can use the steam after expansion. The electric-only efficiency may be lower than a diesel engine’s, but useful heat can raise total CHP efficiency substantially. The heat user must be real, nearby and consistent; rejected heat has no value merely because a boiler can produce it.
Fuel-flexible or unusual fuel supplies
A boiler may be justified where the available fuel is unsuitable for a conventional diesel engine or where a site wants to use several fuels over the plant’s life. The decision must include fuel preparation, ash or residue disposal, emissions controls, water treatment and operator expertise.
Continuous operation with few starts
Steam turbines are better suited to steady operation than frequent cycling because large units can take more than ten hours to warm up. A base-load industrial plant can spread that startup penalty over long runs; a backup generator that starts only during outages cannot.
A repeatable method for comparing two real systems
- Define the application. State whether the machines propel a locomotive or ship, drive a generator, supply industrial CHP or perform intermittent workshop work.
- Set the system boundary. Choose fuel-to-shaft, fuel-to-wheel, fuel-to-electricity or total CHP efficiency, and include all auxiliaries inside that boundary.
- Build the duty cycle. Record operating hours, load percentages, starts, idling, grades, ambient conditions and required response time. Do not use a full-load rating for a mostly part-load job.
- Measure useful output. For traction, use tractive effort and energy delivered at the wheels. For a generator, use net exported electricity. For CHP, add metered useful heat at the required temperature.
- Map logistics. Count fuel storage and delivery, water supply and treatment, waste or ash handling, cooling, emissions controls and access to skilled technicians.
- Price maintenance as a life-cycle item. Include inspections, scheduled services, overhauls, spare parts, labor, downtime and replacement of major components. The historical 20% Hansard estimate is a benchmark for direction, not a quote for a new project.
- Check startup and availability. Model warm-up, shutdown, minimum loading, emergency starts and the time required to return a failed unit to service.
- Run sensitivity cases. Recalculate with different fuel prices, load factors, heat values, staffing assumptions and outage costs. The preferred technology can change when the duty cycle changes.
Decision guide by application
| Application | Usually favored | Reason to investigate the alternative |
|---|---|---|
| Main-line locomotive | Diesel-electric | Historical evidence supports lower fuel, maintenance and manpower requirements for diesel. Steam may be retained for heritage operation, not because its historical system efficiency is higher. |
| Continuous industrial CHP | Depends on heat-to-power ratio | Steam can win when process heat is valuable and fuel flexibility matters; diesel has the higher typical electric-efficiency range in the EPA CHP catalog. |
| Fast-start or standby generator | Diesel engine | Long steam-turbine warm-up times are a poor fit for frequent starts. |
| Site with low-cost solid or waste fuel | Steam may be attractive | Evaluate boiler, emissions, ash, water and operator costs rather than assuming fuel flexibility is free. |
| Remote operation with limited staff | Diesel-electric | Reduced water handling, firing work and manpower generally simplify deployment. |
Common comparison mistakes
- Mixing eras: A 6% steam-locomotive system assumption from 1920–1950 cannot be compared directly with a modern diesel component test.
- Mixing boundaries: Do not compare fuel-to-wheel steam with fuel-to-shaft diesel, or gross generator output with net plant output.
- Ignoring part load: A plant that rarely reaches nameplate load may have a different ranking from a full-load test.
- Counting only electricity in CHP: Excluding useful process heat understates a steam plant’s value; counting heat that no customer can use overstates it.
- Using peak horsepower as a proxy for service: Starting effort, continuous rating, acceleration, grades, control response and availability determine what a locomotive can actually do.
- Treating a historical maintenance estimate as a current price: The 1959 “at least 20 per cent” figure is tied to that period’s equipment and operating evidence.
- Leaving infrastructure outside the spreadsheet: Water stations, fuel handling, boiler inspections, staffing, warm-up time and downtime can dominate a seemingly small engine-efficiency difference.
Bottom line for a buyer or fleet planner
For a locomotive, select diesel-electric unless a specific heritage, fuel-supply or operational requirement points elsewhere. The historical evidence consistently favors diesel on fuel use, maintenance, staffing and availability. For a stationary plant, do not make the decision from the engine label or one efficiency percentage: calculate net electricity and useful heat over the actual duty cycle, then include water, fuel handling, warm-up, emissions equipment, labor and downtime. Steam remains a credible choice where its fuel flexibility and heat output have measurable value; diesel is usually the simpler, faster and more economical source of mobile power.
