If an FPS DLC is missing, first determine whether Steam recognizes the purchase. In the Steam Library, open the game’s Properties > DLC tab. An absent DLC usually indicates the wrong account, edition, platform, or purchase; a listed but unchecked item needs installation enabled; an installed item that is still missing usually needs file verification and a Steam restart; and a game that reports “not owned” may have a separate publisher activation check. Work through those checks in that order before reinstalling the whole game.
Use the DLC tab to identify the failure
Steam DLC problems are easier to fix when you separate four states: entitlement, installation, local files, and in-game activation. The table below maps what you see in Steam to the appropriate next step.

How Steam DLC ownership and activation differ
Buying a DLC creates an account entitlement. Installation is a separate decision: Steam can know that the account owns content without downloading it, especially when automatic DLC downloading is disabled. A third layer is the game’s local file set. A fourth may exist when a publisher launcher or game service performs its own ownership check.
That separation explains common contradictions. “Steam says I own it” confirms an entitlement, not that the DLC files are present or that the game has accepted them. Conversely, seeing files on disk does not prove that the current Steam account owns the matching store item. The official Steamworks guidance starts with the client’s DLC tab for precisely this reason.

Follow the official repair sequence
1. Confirm the purchase and the account
- Open Steam’s purchase history and locate the receipt for the DLC.
- Check the exact DLC name and the game edition named on the receipt. Bundles, deluxe editions and season passes can contain different app entitlements from a similarly named standalone item.
- Verify that the currently signed-in Steam account is the account shown on the purchase.
- Determine whether the game is being accessed through Family Sharing. Shared access can make a game available without giving the borrowing account a separately owned DLC entitlement.
- If the purchase was made on another platform or through a different storefront, do not assume Steam can display or activate it. Confirm that the DLC is a Steam item for this game.
Steam identifies account mismatch and Family Sharing as common reasons content is missing. Keep the receipt available; it becomes important if support is needed.
2. Open the game’s DLC management screen
- Go to Library in the Steam client.
- Right-click the FPS game and choose Properties.
- Select the DLC tab.
Steam Support describes this screen as the place to see which DLC the account has for the game and whether each item is installed. Compare the list with the receipt, including spelling and edition. If the purchased item is not listed at all, continue checking entitlement details rather than repeatedly verifying files; a file check cannot create an account entitlement.
3. Enable installation and force the download
If the DLC appears in the list but is unchecked or marked not installed, select the checkbox for that item. Steam will schedule the download. Steamworks documents that DLC can be manually installed from the client when automatic DLC downloading is disabled.

- Leave the game’s Properties > DLC window open.
- Check the DLC you want installed.
- Watch Steam’s download activity and wait for the item to complete.
- Do not launch the game until the download has finished; an item that is merely queued is not yet available to the game.
If the checkbox is selected but no download starts, check whether Steam is already processing another queued download. The important diagnostic is whether the DLC changes from not installed to downloading or installed; if it never does, proceed to file verification and a client restart.
4. Verify the game files
- In the same game Properties window, open Installed Files.
- Select Verify integrity of game files.
- Wait for Steam to complete the scan. Steam Support warns that verification may take several minutes.
- Allow Steam to reacquire any files it reports as missing or damaged.
Some local configuration files can fail verification normally and may be ignored, according to Steam’s support guidance. The goal is to restore the game and DLC files managed by Steam, not to erase personal settings. When verification finishes, continue to the restart step even if Steam reports that no files needed replacement.
5. Restart Steam and relaunch the FPS game
- Close the FPS game.
- Exit and relaunch the Steam client.
- Launch the FPS game again from the Steam Library.
A fresh launch gives the game another opportunity to query Steam’s ownership APIs. Steamworks explains that games can check DLC ownership through Steam APIs, so a game that was already running while the entitlement or files changed may not recognize the DLC until it starts again.

6. Handle a title-specific key or launcher
Some third-party games issue an activation key only after the DLC download has begun. In Steam, open the game’s Library entry, choose Manage, then CD keys. Follow the game’s instructions for entering the generated key in its publisher launcher or activation screen.
If no key appears, Steam’s guidance is to verify the game files and restart Steam before trying again. Valve games bought online do not require a CD key. Do not expect the same activation path for every FPS: some titles use Steam-only checks, while others use a publisher account or launcher.
7. Escalate with a complete evidence package
Contact the game publisher or Steam Support when the DLC is visibly owned and installed in Steam but remains unavailable after verification and a restart, or when the title’s launcher rejects a valid entitlement. Include:

- The Steam account used for the purchase (do not send your password).
- The store receipt and purchase date.
- The exact DLC name, game name and edition.
- The DLC’s app ID if the support form requests it.
- A screenshot of Properties > DLC showing the installation state.
- A screenshot of the in-game or launcher error.
- Whether access comes from direct ownership or Family Sharing.
- The platform or storefront where the DLC was purchased.
This information lets support distinguish an entitlement problem from a local installation problem or a publisher-side activation requirement. The exact in-game activation step cannot be generalized without the FPS title.

“I bought the DLC, but Steam says I do not own it”
Compare the receipt with the signed-in account and the exact store item. Check whether the receipt is for a different edition, a bundle component, another platform, or an account that is not currently logged in. Family Sharing can provide access to the base game without transferring DLC ownership to the borrowing account. If the item remains absent from the DLC tab after those checks, contact Steam Support with the receipt rather than reinstalling files.

Use Properties > Installed Files > Verify integrity of game files, let the scan complete, restart Steam, and relaunch the game. If Steam still shows the DLC as installed while the game reports “not owned” or “not activated,” the title may be checking a publisher service separately. Follow the game’s support instructions after the Steam verification.

“How do I force Steam to download DLC?”
Open Library > right-click the game > Properties > DLC, select the unchecked DLC, and wait for Steam to schedule and finish the download. This manual selection is the documented method when automatic DLC downloading is disabled. A download that has not completed cannot supply usable content to the game.
“Where is the Steam DLC tab?”
The tab is inside the individual game’s properties, not in the general Steam settings: open Library, right-click the game, select Properties, and choose DLC. The list reflects the account currently signed in and the DLC associated with that Steam game.
Edition, platform and ownership traps
- Edition mismatch: A DLC for one edition or release can differ from a similarly named item for another edition. Use the receipt and store listing to match the exact game.
- Wrong platform: A purchase made through another storefront may not create a Steam entitlement. Steam’s DLC tab only reports content associated with the Steam account and game.
- Family Sharing: Borrowed access to a base game is not the same as purchasing every DLC on the borrowing account.
- Publisher account: A game can perform its own DLC ownership check through a launcher or service even after Steam confirms ownership.
- Key-based activation: A third-party title may require the generated CD key after download begins; Valve games purchased online do not use this requirement.
When not to reinstall the entire game
A full reinstall is not the first response to a missing DLC. The DLC tab can identify an account problem immediately, and Steam’s verification tool can repair incomplete or corrupted managed files without removing the complete installation. Reinstalling cannot fix a purchase on the wrong account, a cross-platform entitlement, Family Sharing limitations, or a publisher-side activation check. Use the ownership, installation, verification and activation sequence first; escalate with evidence when those layers disagree.
