CSS Loader is the best fit if your goal is to change the Steam Deck Gaming Mode interface. It applies community-made themes, while Decky Loader is the launcher and management layer that installs community plugins. PowerTools belongs in a different category: it exposes CPU, GPU, SMT, thread, power and battery controls rather than primarily changing appearance.
There is no reliable, controlled evidence that any of these plugins increases frame rate, extends battery life or avoids interface slowdowns. Choose by function, current maintenance, Steam client and SteamOS compatibility, and how much system risk you are prepared to manage.
What each plugin actually does
These projects are often discussed together because they appear in the Decky ecosystem, but they solve different problems. Treating them as interchangeable “UI plugins” leads to poor choices and unrealistic performance expectations.

Decky Loader: the plugin launcher
Decky Loader is the homebrew framework and plugin browser used to install and manage extensions in Steam Deck Gaming Mode. It is not itself a theme. Individual plugins are maintained by separate developers, so compatibility, update frequency and risk vary from one extension to another.

The loader can host visual tools, system sounds, screen-saturation controls and additional system settings. Its store gives you a common interface to install, update, uninstall and reload those extensions, but store presence is not a security audit or a guarantee that a plugin will remain compatible with future SteamOS or Steam client releases.
CSS Loader: appearance customization
CSS Loader applies community themes and custom CSS to the Deck interface. It is the most directly relevant choice when you want to alter colors, layouts, fonts or other visual details without changing CPU or GPU behavior.
CSS Loader depends on the Steam client’s internal class names and selectors. When Valve changes those names, a theme can stop applying correctly or make parts of the interface look broken. CSS Loader’s release history documents class mappings, automatic mapping updates and beta-branch mapping handling as compatibility aids, not as a promise that every theme works on every client build.

PowerTools exposes controls such as enabling or disabling CPU threads and SMT, setting CPU and GPU frequencies and power limits, and displaying battery information. Those settings can affect system behavior and game performance, but the project should not be presented as a visual alternative to CSS Loader.

The original public repository states that it was archived by its owner on August 23, 2023. Before relying on it, check whether a compatible fork or successor is currently maintained for your SteamOS and Deck model. An archived repository is a maintenance warning, not evidence that the controls are safe or unsafe in every configuration.

Install Decky Loader safely
The maintainers document a Desktop Mode installation rather than a Gaming Mode-only process. A keyboard and mouse can make the desktop workflow easier, but they are optional: the right trackpad can act as a mouse and the on-screen keyboard can supply text input.
- Switch to Desktop Mode. Open the Steam power menu and choose Desktop Mode, then connect to the internet.
- Download the released installer. Use the installer supplied in the Decky Loader project. The maintainers recommend the latest stable release for most users.
- Run the installer and select a branch. Choose stable unless you are developing or testing plugins. Prerelease builds are intended for plugin developers and may be less stable.
- Return to Gaming Mode. After installation completes, switch back to Gaming Mode and open Quick Access.
- Open the Decky tab. The Decky icon appears in Quick Access when the loader is running. Open its plugin browser and search for the extension you need.
- Install one plugin at a time. Read the owner information and recent issue activity before installing. Keeping changes isolated makes a later failure easier to identify.
- Manage updates from the same browser. Use the store to update, uninstall or reload plugins. Do not install packages from untrusted sources.
The loader documentation notes that it can sometimes disappear after a SteamOS update. Reinstalling the stable branch is the documented recovery path. If another application already occupies port 1337 or 8080, resolve that conflict before assuming the loader itself is defective.
Install and manage CSS Loader
- In Gaming Mode, press the Quick Access button.
- Select the Decky tab.
- Open the built-in Store.
- Search for CSS Loader and select Install. The complete path is documented at CSS Loader’s Steam Deck installation page.
- Open CSS Loader from Decky, install a theme from a trusted source, and apply it.
Install a single theme first and inspect the home screen, library, settings and Quick Access panels. A theme that looks correct on one screen can expose an outdated selector elsewhere. If controls become unreadable, panels disappear or navigation behaves strangely, disable the last theme in CSS Loader and reload before adding another.

Steam client updates are the main compatibility variable. The CSS Loader release history records responses to class-name changes, including mapping support and beta-branch handling. These mechanisms help CSS Loader translate changed selectors; they do not make an old theme automatically compatible. Check a theme’s recent updates and compatibility notes after a client update instead of assuming a previously working theme will remain safe.
When PowerTools is the right category
Choose a system-control plugin only when you have a specific reason to change hardware behavior. PowerTools can expose CPU-thread and SMT switches, CPU and GPU frequency and power controls, and battery information. Those controls may be useful for troubleshooting or experimentation, but changing them is materially different from applying a visual theme.
- Define the setting you are changing. Record the default values before adjusting frequencies, power limits, SMT or thread counts.
- Change one control at a time. If stability or battery behavior changes, a single-variable approach identifies the likely cause.
- Return to defaults when diagnosing a game. Custom limits can confound ordinary troubleshooting.
- Verify current support. Because the original repository is archived, look for current maintenance and compatibility information before installation. The archive date shown on the project page is August 23, 2023.
Do not describe PowerTools as a performance upgrade. The project page lists controls, not a controlled benchmark demonstrating higher frame rates, longer battery life or lower temperatures.

Compatibility after SteamOS and Steam client updates
Decky Loader updates
SteamOS updates can cause Decky to disappear from Quick Access. Reinstall the stable loader branch using the project’s installer, then check whether each plugin is available and current. A loader recovery does not prove that every installed extension survived the update; inspect the plugin list individually.

CSS and theme breakage
CSS themes are coupled to the Steam client’s markup. A client update can rename classes or alter layout structure, producing missing styling, misplaced controls or an unusable panel. Mapping features in newer CSS Loader releases are mitigations. If a theme remains broken, disable or remove it rather than repeatedly applying it.
Plugin-specific support
Decky is a launcher, not a compatibility certification program. Check the plugin owner, latest release and open issues. A plugin that has not been updated for your SteamOS or Steam client build deserves more caution than one with recent fixes and active issue responses.

A meaningful test would name the exact Steam Deck model, SteamOS and Steam client builds, plugin versions, game or interface workload, power settings and repeat conditions. Without those controls, reports of a plugin being “faster” or “better for battery” are anecdotal and should not be generalized.

Trust, updates and cleanup
Use the released stable Decky installer and its built-in store wherever possible. The loader maintainers explicitly warn against untrusted plugin sources. Read the owner information and recent issues before installing, and recheck that information after major SteamOS or Steam client updates.
Uninstalling a plugin removes its plugin files, but the loader documentation warns that it may not remove every other file the plugin created. If you are cleaning up a system, inspect the plugin’s own uninstall guidance rather than assuming one button restores every setting and file.
An independent operational overview at SteamOS.club, dated July 15, 2026, discusses update, trust and rollback risks. Use it as operational context, while relying on the project maintainers for installation and release facts.
Troubleshooting decision tree
Decky no longer appears
- Confirm that you are in Gaming Mode and open Quick Access.
- If the Decky tab is missing after a SteamOS update, reinstall the stable Decky branch with the official installer.
- Restart Gaming Mode and check the tab again.
- If it still fails, check whether software on the Deck is using port 1337 or 8080.
The interface is visually broken
- Open CSS Loader and disable the most recently applied theme.
- Reload the plugin or restart Gaming Mode.
- Check the theme’s compatibility notes and recent updates against your Steam client branch.
- Leave the theme disabled until a compatible update or mapping is available.
A system-control change causes instability
- Return CPU, GPU, SMT, thread and power values to the defaults you recorded.
- Remove the last PowerTools change before testing another variable.
- If the issue began after installing the plugin, disable or remove it and reboot.
- Recheck current maintenance and compatibility before reinstalling an archived or outdated project.
Which option should you choose?
- Choose CSS Loader for a visual redesign of Gaming Mode, provided you are willing to check theme compatibility after client updates.
- Choose Decky Loader when you need the launcher and management layer for community extensions. It is infrastructure, not a theme.
- Consider PowerTools only for a defined system-control task and only after verifying current support for your software build.
- Evaluate every other Decky extension separately. Compare its purpose, owner activity, recent fixes, update history and recovery process rather than assuming all store plugins have the same risk.
This function-first approach is more reliable than naming a universal “best” plugin. Appearance tools, a plugin launcher and hardware controls cannot be ranked on one performance scale, and the cited sources do not supply the controlled measurements needed to make that claim.
