Yes, Steam bundles can be refunded, but the standard test is stricter than checking each game separately. Valve’s ordinary rule requires a request within 14 days of purchase and combined use of every product in the bundle for less than two hours. None of the bundle’s items may have been transferred. A qualifying bundle receives a full refund; Steam does not promise an automatic prorated refund when you keep some items. Individual components can be considered under the refund rule for their own content type, while non-refundable DLC or in-game items can make the complete package ineligible. Check the eligibility message at checkout and submit the purchase through Steam Support.

The standard Steam bundle refund test

Valve’s consumer policy describes a qualifying bundle as eligible for a full refund when two conditions are met: no item in the bundle has been transferred, and the combined usage time for all products is less than two hours. The policy’s wording is: “You can receive a full refund for any bundle purchased on the Steam Store, so long as none of the items in the bundle have been transferred, and if the combined usage time for all items in the bundle is less than two hours.”

That sentence answers the most common misunderstanding: Steam evaluates the package as a whole for the normal bundle refund, rather than granting a new two-hour allowance for every game. The ordinary 14-day purchase window also applies to the standard game and software rule.

Two clocks run at the same time

  • Purchase age: the request normally must be made within 14 days of the purchase.
  • Combined usage: total usage of all products in the bundle must remain under two hours.

Both limits matter. A bundle used for 90 minutes can still fall outside the automatic conditions if it was bought more than 14 days ago. Conversely, a bundle purchased yesterday can be outside the standard test if the combined usage has reached two hours or more.

Playtime is combined across the products

Suppose a four-game bundle records 45 minutes in the first game, 35 minutes in the second, 20 minutes in the third and 25 minutes in the fourth. The relevant total is 125 minutes, not four separate allowances. Starting a title, leaving it running, or otherwise accumulating recorded usage can therefore affect the entire bundle request. The policy does not describe a separate two-hour allowance for each included product.

Transfer and irreversible use can stop a refund

The bundle condition requires that none of its items has been transferred. Other Steam refund rules also look at whether digital content has been consumed, modified or otherwise used irreversibly. This matters especially when the package contains downloadable content, consumable items, or content that can be moved to another account. A recent purchase date does not erase those restrictions.

Condition What it means for the ordinary full-bundle request
Request within 14 days Meets the normal purchase-age window for games and software.
Combined usage below two hours Playtime from every product is counted together.
No item transferred Transferred content can prevent the bundle from qualifying.
No disqualifying consumption or modification Irreversible use can block a refund, particularly for DLC or consumables.
Checkout says the bundle is refundable Steam’s notice reflects whether non-refundable contents prevent a whole-bundle return.

What if the bundle contains non-refundable DLC or an in-game item?

Some bundles include content that has a different refund status from an ordinary game. Valve says Steam identifies during checkout whether a non-refundable in-game item or DLC means the entire bundle is not refundable. Read that notice before completing the purchase; it is the clearest indication of whether the package can later be returned as one unit.

DLC has its own restrictions

For DLC, Valve’s rule generally requires a request within 14 days, no more than two hours of use of the associated base product after the DLC purchase, and no irreversible consumption, modification or transfer of the DLC. Some third-party DLC is marked non-refundable before purchase. A bundle can therefore fail the full-package test even when the transaction is recent and total recorded playtime appears low.

Consumable or modified content

An in-game item that has been consumed, changed, or transferred is different from an unused game license. If a bundle contains that type of content, Steam may warn that the complete package cannot be refunded. Do not assume that removing one used item from the bundle will automatically produce a partial credit; the checkout notice and the rules for that content type control what can be requested.

Can you refund just one game or DLC from a bundle?

The public consumer-facing bundle rule describes a full refund for the package. Steamworks documentation separately states that “the individual parts of that bundle may be refunded following the same refund rules for the type of content purchased.” Treat these as two different paths:

Request type How Steam evaluates it What is not promised
Complete bundle Uses the bundle conditions: within 14 days, combined usage under two hours, no transferred items, and no disqualifying content. A full refund is available only when the package qualifies.
One component The selected game, DLC, movie or other component is considered under the refund rule for its own content type. Steam does not promise an automatic prorated refund for every bundle.

For example, a game component may be assessed under the ordinary game rule, while DLC is assessed under the DLC rule. A movie or another content type can have different conditions. Requesting one component is therefore not the same as asking Steam to divide the bundle price mathematically. The support decision depends on the component’s eligibility and the way the bundle was sold.

How to frame a component request

When you contact support, identify the exact bundle and the specific item you want reviewed. Explain whether the item was used, transferred, consumed or modified, and provide the purchase date if the form asks for it. Steam may approve, deny or redirect the request according to that item’s content-type policy. A component request should not be described as a guaranteed partial refund.

Pre-orders, release dates and Early Access

Pre-release timing changes how the two clocks are applied. For a title bought before release, Valve says the two-hour limit applies immediately, except for beta testing. The 14-day refund period begins on the title’s official release date. In other words, pre-release use can consume the two-hour allowance before the 14-day calendar window has even started.

Early Access and Advance Access playtime counts toward the two-hour limit. If a bundle includes a title played during either period, that recorded use contributes to the combined bundle total. Waiting for the official release does not reset the usage clock.

How to submit a Steam bundle refund request

Use Steam’s support site at help.steampowered.com. The labels can change, but the workflow is built around selecting the transaction and sending a request for that purchase.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Sign in to Steam Support. Use the account that bought the bundle so the transaction appears in your purchase history.
  2. Select the bundle purchase. Choose the transaction rather than opening a general technical-support ticket for one of the games.
  3. Choose the refund or purchase-help option shown for that transaction. Steam will display any eligibility information it has for the package.
  4. State whether you want the complete bundle or one component reviewed. If you are asking about one game or DLC, name it explicitly.
  5. Submit the request and monitor the support response. Keep the explanation factual: purchase date, recorded use, and whether any content was transferred, consumed or modified.

Requests outside the automatic conditions

Steam still allows customers to submit requests that are outside the 14-day or two-hour conditions. Valve says support can review those cases manually, but approval is not guaranteed. Use this option when there is a specific circumstance worth explaining, rather than treating manual review as an extension of the standard entitlement.

What happens after approval?

Valve says approved refunds are normally issued within one week. The money is sent to the original payment method when that method can accept a refund. If it cannot, Steam Wallet credit is used instead. The exact destination depends on the payment method and the country involved, so the same bundle may return to a card for one customer and to Steam Wallet for another.

A refund removes the returned licenses or content from the account under Steam’s normal process. If you requested only one component, the outcome applies to that item rather than automatically cancelling every other product associated with the bundle.

Common bundle scenarios

Scenario Likely treatment under the stated rules
Bundle bought 5 days ago; combined use 70 minutes; no transfers Meets the ordinary time and usage conditions for a full-bundle request.
Bundle bought 10 days ago; 1 hour 50 minutes in one title and 20 minutes in another Total usage is 2 hours 10 minutes, so it is over the combined limit.
Bundle bought 20 days ago; combined use 15 minutes Outside the ordinary 14-day window; manual review can still be requested.
Bundle includes DLC marked non-refundable at checkout Steam’s checkout notice determines whether the complete bundle can be refunded.
DLC used for more than two hours through its associated product after purchase May fail the DLC-specific usage condition even if the bundle is recent.
Pre-order played for 90 minutes before release Those 90 minutes count toward the two-hour limit; the 14-day period starts at official release.
Early Access use followed by a refund request after release Early Access usage remains part of the recorded total.
One game in a qualifying bundle is the only item you want to return Ask for that component to be evaluated under its own content-type rule; no automatic prorating is promised.

Related exceptions and abuse rules

Eligible Valve in-game purchases

Valve’s policy mentions a separate 48-hour window for eligible in-game purchases. That is a related exception, not the ordinary rule for a multi-product bundle. Eligibility depends on the purchase being identified as eligible and on the applicable in-game-item conditions.

Refunds are not a way to cycle through games for free

Valve warns: “This is not a way to get free games.” Suspected abuse can lead to loss of refund access. The policy also says that requesting a refund for a game bought shortly before a sale so it can be repurchased at the sale price is not considered abuse. That sale example does not remove the normal eligibility checks for the purchase.

A practical checklist before you submit

  • Check the purchase date against the 14-day window.
  • Add the recorded usage of every product in the bundle; do not calculate two hours per title.
  • Look for transferred items or content that was consumed, modified or otherwise used irreversibly.
  • Review the checkout warning for non-refundable DLC or in-game items.
  • Decide whether you are requesting the whole bundle or asking for one component under its own content rules.
  • For a pre-order or Early Access title, include playtime recorded before official release.
  • If the request is outside the standard limits, submit it for manual review with a clear explanation.
  • After approval, allow up to one week for the refund and check the original payment method or Steam Wallet.

The safest interpretation is straightforward: a bundle is one combined usage test for the normal full refund, while a single-item request is a separate content-type review. Steam’s own checkout eligibility message and the transaction-specific support form are the decisive places to confirm what can be returned.
