If a Steam achievement appears complete in a game but is missing from your Steam profile, work through the client and game checks in order: restart Steam and your computer, reconnect and update Steam, test the Steam Overlay, verify the game files, resolve any Steam Cloud conflict, and then reproduce the requirement in a clean session. If the game’s own tracker shows completion but Steam still does not, the most likely explanation is a title-specific Steamworks implementation problem or bug that only the developer can correct.
First, identify which failure you have
The fastest fix depends on where the evidence of completion appears. Check the game’s in-game achievement or statistics screen and your Steam profile, then match the symptom below.

Do not assume that an in-game counter and a Steam achievement are the same data source. A game can display local progress while Steam has not received the final unlock event.
How Steam achievements are supposed to work
Steam achievements are persistent, roaming user data. In a Steamworks game, the title awards an achievement through ISteamUserStats::SetAchievement and uploads the changed statistics with StoreStats. Steam can then issue callbacks to the game and display an Overlay notification. The game’s code must call the right identifier and complete the upload path; Steam cannot infer an unlock merely from an on-screen counter.

Valve’s Steamworks documentation also explains that Steam merges achievement data from multiple machines and keeps a local cache of statistics data. That cache avoids requiring every game to maintain its own on-disk copy, but it also means a stale client state or an interrupted upload can temporarily make the profile differ from what you saw in the game.
Steam Cloud is a separate synchronization layer for games that opt in. It can include profile statistics and other user-specific files. Offline Mode prevents connection-dependent features from syncing until the client reconnects. When local and cloud files diverge, Steam may not be able to choose safely; launching while ignoring a conflict can upload an older version and overwrite newer progress.
Why the Overlay matters
The Overlay is not just a convenience panel. Some games use it in the background for Steam-dependent features, including achievement-related interactions. Press Shift+Tab while the game is running. If nothing opens, the client-wide or per-game Overlay setting may be disabled, or another program may be interfering with it. An Overlay failure does not prove that achievements are broken, but it is a useful diagnostic signal.

Fixes in the least-invasive order
Follow these steps in sequence. After each change, launch the game from your Steam Library and perform a small, known achievement action rather than testing several variables at once.
- Restart Steam and the computer. Exit the game, open the Steam menu, choose Exit, and wait for the client to close completely. Reopen Steam, then restart the computer before testing again. Steam Support describes restarting both Steam and the computer as a good first step because it clears transient client state, stuck processes, and file locks. Do not merely close the game window while leaving a hung Steam process running in the background.
- Reconnect Steam and finish updates. Confirm that Steam is not in Offline Mode and that the client is signed in to the account that owns the game. Allow Steam to finish any client, game, or workshop update before pressing Play. Offline Mode keeps games from synchronizing until Steam is online again, so an achievement earned offline can remain local until the next successful connection. If the client repeatedly returns to Offline Mode, fix that connection state before testing achievement behavior.
- Test and enable the Steam Overlay. Start the game from the Library, wait until you reach a playable screen, and press
Shift+Tab. If the panel does not appear, open Steam > Settings > In Game and enable Enable the Steam Overlay while in-game. Then open the game’s Library entry, choose Properties > General, and make sure the game-specific Overlay option is enabled there as well. Close and relaunch the game after changing either setting. Overlay-injecting utilities, capture software, or aggressive security tools can also block the panel; temporarily close nonessential overlays while testing, then restore them one at a time. - Verify the installed files. In the Steam Library, right-click the game and choose Properties > Installed Files > Verify integrity of game files. Let the process finish before launching. Verification can replace a damaged executable, library, or data file involved in achievement triggers. Steam notes that one or more local configuration files may fail verification normally; that result does not necessarily indicate a damaged installation. Do not delete saves unless the developer specifically instructs you, because verification is intended to repair installation files, not to reset progress.
- Resolve every Steam Cloud warning before playing. If Steam displays a Cloud conflict, stop and compare the local and cloud timestamps or file details. Select the copy that contains your newest legitimate progress, then wait for synchronization to complete. Steam warns that dismissing a conflict casually can allow an older local or cloud version to replace newer data. If you already launched with the wrong copy, close the game without making further progress, reconnect Steam, and check whether the newer version is still available before attempting recovery.
- Recheck the exact requirement in a clean session. Read the achievement’s wording carefully, including difficulty, mode, order, timing, collectible, and completion conditions. Community troubleshooting commonly separates three possibilities: the criteria were not actually met, cheats or modifications altered the session, or the game displayed completion but failed to publish the unlock. This is community guidance rather than a universal Valve rule, so treat it as a diagnostic approach, not proof that every cheat disables achievements. For the retest, disable cheats, trainers, unsupported mods, and debug commands; start a fresh qualifying session; remain online; and complete only the required action. If the achievement depends on a sequence, perform the entire sequence again instead of repeating only its final step.
- Retest after a normal exit. Once the qualifying action is complete, wait for any in-game confirmation, return to a stable menu, and quit through the game’s normal exit path. Keep Steam online for several minutes, then reopen the game or your profile and check the achievement list. A normal shutdown gives the game an opportunity to finish its statistics upload. If you terminate the process immediately after the trigger, you may interrupt the call that sends the unlock to Steam.
- Escalate to the developer when the evidence points to the game. If the game’s own statistics show the achievement as complete, the Overlay works, files are verified, Steam is online, and the profile remains unchanged after a clean retest, the likely fault is in that title’s Steamworks implementation or a title-specific bug. The game may be using the wrong achievement identifier or failing to complete the
SetAchievement/StoreStatsupload path. Contact the developer through the game’s official support channel and include the diagnostic details listed below.
Compare the likely causes instead of guessing
When several explanations fit, classify the failure on four axes: scope, evidence location, connection state, and reproducibility. This prevents a single missed requirement from being mistaken for an account-wide Steam problem.

There is no reliable cross-game prevalence statistic for Steam achievement unlock or synchronization failures. Anecdotal reports cannot establish a failure rate, so diagnose your observed pattern rather than applying a percentage to it.

Do cheats, offline mode, or mods disable achievements?
Offline Mode
Offline Mode prevents Steam from synchronizing until the client is online again. That does not by itself establish that an achievement is permanently lost. Reconnect before launching, allow Steam Cloud and client synchronization to finish, and then repeat the qualifying action online if the profile still does not update.

Cheats and debug commands
Games decide how cheats affect their own achievement logic. Some ignore cheat-flagged sessions, some leave the in-game counter unchanged, and others may still display a local completion that never reaches Steam. Because there is no universal Valve rule covering every title, the dependable test is a clean session with cheats and debug commands disabled.
Unsupported modifications
Mods can alter game scripts, achievement identifiers, or the timing of the statistics call. A mod that changes gameplay is not automatically responsible, but it becomes a variable you should remove when reproducing the issue. Verify the files after removing unsupported modifications, then test an unmodified session before drawing a conclusion.

When only one achievement refuses to unlock
Start by copying the exact wording from the Steam achievement page and listing every implied condition. Check whether the game requires a particular difficulty, level, character, item, order of actions, or no-death/no-detection state. Some descriptions compress several conditions into a single sentence, and an in-game tracker may count partial progress without recognizing the final combination.
Next, create a controlled retest: use a new save or a clearly qualifying chapter, stay online, disable cheats and unsupported mods, and perform the conditions from the beginning. Record the game version and the exact point at which the requirement should trigger. If other achievements continue to unlock but this one never does, provide that comparison to the developer; it narrows the issue to one definition or trigger rather than the entire Steam connection.

Use the full sequence rather than repeatedly replaying the requirement. A title-wide failure is more consistent with a disabled Overlay, an outdated or offline client, damaged installation files, Cloud divergence, or a game-wide Steamworks defect. Check a simple, early achievement after each repair step so you can identify which change resolved the problem.

If achievements fail in several unrelated games on the same computer and account, note whether the Overlay also fails in each one. A shared failure points toward Steam client or connection state; a failure confined to one title points toward that title’s files or implementation.
What to include when contacting the developer
Support can investigate a missing upload only if it can reproduce or correlate the event. Send a concise report containing:
- The game name and exact version or build number.
- Your operating system and whether the issue occurs on one computer or multiple machines.
- The Steam account region if the developer asks for it, but never send your password or authentication codes.
- The exact achievement name and its wording.
- Whether the game’s in-game tracker shows completion and whether Steam displayed an Overlay notification.
- Whether Steam was online, offline, or showing a Cloud conflict when you performed the action.
- The date and approximate time of the attempt.
- Whether you verified files, restarted Steam and the computer, and retested without cheats or unsupported modifications.
- Step-by-step reproduction instructions, including the save or level used and the action that should trigger the unlock.
- Relevant screenshots or logs with personal account information removed.
Explain the difference between the in-game result and the Steam profile result. That distinction helps the developer determine whether the game reached its local trigger but failed to call the Steamworks API, or whether the achievement criteria were never satisfied.

- Start Steam while online and wait for pending updates or Cloud operations to finish.
- Launch the game from the Steam Library, not a standalone executable.
- Confirm that
Shift+Tabopens the Overlay. - Complete one known, low-risk achievement requirement in an unmodified session.
- Wait for the game’s confirmation, exit normally, and leave Steam open long enough to upload the statistics.
- Check the achievement in both the game’s list and your Steam profile.
- If you move to another computer, allow Cloud synchronization to complete before starting the game there.
If this controlled test succeeds, the earlier failure was likely transient or tied to the original session. If it fails under the same clean conditions, preserve your notes and send the developer the evidence instead of repeatedly risking newer save data.
Bottom line
Steam does not award an achievement merely because a game displays a completed counter. The title must set the correct achievement and successfully upload its statistics while Steam can synchronize them. Restart first, reconnect and update, restore the Overlay, verify files, handle Cloud conflicts carefully, and retest the exact requirement without cheats or unsupported modifications. When the game consistently reports completion but Steam does not, treat it as a game-specific Steamworks defect and provide the developer with a precise reproduction report.
