A static web page is delivered by a server as a stored resource, without server-side code generating or changing its content for each request. The browser then renders the files. “Static” describes how the server delivers the page—not whether the page looks simple or can respond to user actions.
What makes a web page static?
In a static setup, the browser requests a resource over HTTP and the web server returns the requested file as stored. MDN puts it this way: “A plain HTML file is stored on the server. When requested, it is delivered to the client, unchanged, and rendered by the browser.” (MDN: The web standards model)
MDN summarizes the key distinction: “Remember that the term static means ‘served as-is’.” (MDN: What is a web server?) A static page can still include HTML, CSS, images, and JavaScript; the defining point is that the server does not build or alter the response for each request.

How is a static page different from a dynamic page?
A dynamic page can be assembled by an application server using request information, templates, and database content before the server sends the result to the browser. For example, a site could store product information in a database and use a template to generate a product page. A static approach instead serves a stored page for each product.

| Aspect | Static page | Dynamic page |
|---|---|---|
| Where the response is generated | The server returns a stored file as-is. | Server-side application logic can construct the response. |
| Variation by request or user | The delivered file does not change for each request. | The response can vary using request data or other changing information. |
| Typical content source | Separate stored files, such as a page for each product. | A template can combine with database content to produce pages. |
The distinction is about server-side delivery, not the broad meaning of “web page.” W3C’s guidance on web-page meaning includes dynamic and interactive experiences as well as simpler pages. (W3C: Understanding Page Titled)
Can a static page be interactive?
Yes. JavaScript delivered as a static file can run in the browser, respond to clicks, and create a rich interface. Interactivity by itself does not mean the server generated the page dynamically. AWS notes that static sites can use client-side JavaScript frameworks to provide interactive experiences. (AWS: Static web hosting)
There is an important boundary: if the browser later requests personalized information from a server or API, that exchange is a separate client-server interaction. The original page files may still have been served statically, while some of the displayed content comes from a dynamic service.
When does a static approach fit?
Static pages are often a good fit when content changes infrequently and is broadly the same for visitors. Examples include documentation, blogs, marketing and product landing pages, microsites, team homepages, asset catalogs, and early proofs of concept. (AWS: Static web hosting; MDN: Introduction to the server side)
Rank #3
- Consider static delivery when pages are stable, shared among visitors, and can be maintained as stored files.
- Consider server-side generation when content changes often, depends on a visitor or request, or is built from frequently changing data.
Static files can be cached through a content delivery network, and serving them does not require application logic or database queries for the page response. Those characteristics are not a guarantee that every static site will be faster, safer, or cheaper: the outcome depends on the content, deployment, and maintenance requirements. A large collection of separate pages can also become cumbersome to keep updated.

No. “Web page” is the broader term; a web page can be static, dynamically generated, or interactive. Use “static” specifically to describe a resource served as-is, rather than as a synonym for every page on the web.
