For a startup app with user-generated content, define harassment and personal-information exposure as separate moderation categories, then connect those rules to in-app reporting, blocking, review, and privacy safeguards. Google Play and Apple require meaningful UGC protections, but neither provides a universal, ready-to-use taxonomy for every app. Treat the categories below as a practical starting point and adapt them to your app’s features, users, data, and jurisdictions.
What counts as harassment in an app?
Harassment is conduct directed at a person, not merely a list of words that a filter can detect. A slur or threat may be clear evidence, but context matters: a quoted post, a report of abuse, or a disagreement is not automatically harassment. Google Play’s examples include threats, harassment, bullying, targeted abuse, malicious attacks, ridicule, and humiliation; it also flags ongoing failure to address complaints. Apple expressly identifies bullying and physical threats in its UGC guidance.
The following categories are a proposed policy structure, not a taxonomy mandated verbatim by either store. Explain them with examples that fit your product and make clear that moderators consider context and behavior.
Threats and intimidation
Cover credible or targeted physical threats, coercive messages, and threats used to silence someone. Google Play identifies threats as a concern for UGC safeguards. State how users can report an immediate safety concern, and define the escalation process internally rather than promising an unverified response time.

Targeted harassment and bullying
Include content or conduct primarily intended to single someone out for abuse, ridicule, or humiliation. Repeated unwanted contact and coordinated targeting can be useful subcategories for moderators, but those distinctions are policy-design choices rather than exact wording shared across the platforms. Give examples relevant to your app, such as repeatedly directing hostile replies at one account or organizing users to mock a person.
Report abuse and failure to act
Let people report both offending content and user behavior. Google Play calls for reporting and blocking safeguards and identifies continual failure to address complaints as a policy concern. Track reports through review and action so complaints are not silently lost.

How should an app handle doxxing or exposed personal information?
Create a distinct category for private information exposure, often called doxxing: sharing another person’s private information without permission. X uses “doxxing” for this kind of disclosure and notes the safety and security risks. That platform example is not a universal legal definition or an app-store taxonomy.

Before naming specific data types in your rules, decide what your app protects and how consent, context, and public availability affect a report. Do not assume there is one cross-country definition of personal information that resolves every case. The platform materials cited here do not supply an app-ready list covering every data type and circumstance.

Separate user-to-user exposure reports from the app’s own data practices. A report that a user posted someone’s details calls for content and account review. Whether your app collects, shares, secures, retains, or deletes personal data is a separate privacy and security responsibility.
What moderation tools does an app with user posts need?
Build protections around how people interact, not just around individual posts. Google Play requires robust, effective, ongoing moderation; user acceptance of rules before contributing; and in-app reporting and blocking safeguards. Its examples vary across identified-user communities, one-to-one features, public UGC, and augmented-reality experiences. Apple’s App Review Guideline 1.2 calls for filtering objectionable material, reporting with timely responses, blocking abusive users, and published contact information.

| Area | Google Play | Apple App Store | Practical design implication |
|---|---|---|---|
| User-facing rules | Require acceptance before contribution and define prohibited content and behavior. | UGC safeguards are required; developers are responsible for removing content that violates the guideline, terms, or community standards. | Publish examples users and moderators can apply. |
| Reporting | In-app reporting for objectionable UGC and, in relevant cases, users. | A mechanism to report offensive content and timely responses to concerns. | Offer clear categories and enough context for investigation. |
| Blocking | Blocking objectionable users is part of the required safeguards; one-to-one interaction is specifically addressed. | Users must be able to block abusive users. | Explain whether blocking hides content, prevents contact, or does both. |
| Harassment examples | Examples include threats, harassment, bullying, targeted abuse, ridicule, and humiliation. | Bullying and physical threats are expressly identified. | Use a product-specific policy rather than assuming identical definitions. |
| Privacy | Disclosures must address personal and sensitive data practices, security, retention, and deletion. | Privacy guidance emphasizes care with personal data and applicable obligations and customer expectations. | Keep abuse review distinct from the app’s data-handling process. |
These are not interchangeable rulebooks. Check the current policy text that applies to your distribution and app features. Google Play’s UGC page says the full policy governs if its summary conflicts with the policy. Apple’s cited guideline is an official UK-localized page; the core design considerations here should not be read as a substitute for checking the version applicable to your submission.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to turn the categories into a moderation workflow
- Before a user posts: show the conduct rules and require agreement before users create or upload UGC. Explain report categories in plain language. Google Play explicitly requires acceptance and defined prohibited content and behavior.
- At the point of harm: provide an in-app way to report both content and users, plus blocking wherever users can interact. Tell reporters what happens next without guaranteeing a response deadline the app cannot meet.
- During review: triage by behavior and context instead of relying only on isolated keywords. Filters may help identify material, but the cited platform requirements do not prescribe a classifier, staffing model, or specific review method.
- When taking action: apply proportionate measures to content or accounts under published rules, and handle complaints consistently. The cited policies do not establish one severity matrix, appeal workflow, evidence-retention period, or universal service-level response time; choose and document these for your product and applicable jurisdictions.
- For privacy: separately review the data the app collects, uses, shares, secures, retains, and deletes. Keep privacy policies and store disclosures accurate.
What should the privacy policy cover?
Google Play’s developer policy calls for disclosures about personal and sensitive data collection, use, sharing, security, retention, and deletion. The Federal Trade Commission’s U.S. guidance says app developers should adopt and maintain reasonable data security practices and protect stored personal information. That is general security guidance, not a moderation-category rule or a complete legal analysis.

- DISPLAY: Immersive viewing on a 6.7-inch super-bright 120Hz display with powerful stereo speakers and Bass Boost for cinematic entertainment.

Make the privacy process actionable: identify who handles a report that exposes data, who evaluates your app’s own data practices, and how each issue is routed. The content team’s decision to remove a post does not answer whether the app itself handled information appropriately.
What the platform requirements do—and do not—settle
Store policies establish important safeguards, but they do not settle every policy-design decision. They do not provide a universal legal definition of PII, a one-size-fits-all harassment taxonomy, a required response interval, or a single correct appeals and evidence-retention process. Your final rules should reflect the app’s interaction model, user population, information handled, and operating jurisdictions; seek jurisdiction-specific legal review where needed.
