Short answer: India’s publicly documented satellite-internet field is still at the authorization stage rather than a transparent consumer market. A 29 January 2026 Ministry of Communications reply says the Department of Telecommunications (DoT) issued GMPCS authorizations to OneWeb India, Jio Satellite Communications and Starlink; Amazon Kuiper Services India’s application was still under examination. Those authorizations do not by themselves show that a household can order service, that spectrum has been assigned, or that plans, prices, coverage and real-world performance are available. Compare any future offers only after checking orderability at your address, the complete first-year cost, dated performance evidence, service terms and installation requirements.

What counts as a Starlink alternative in India?

For a household buyer, an alternative is not simply a satellite company named in a government document. It is a provider that can legally deliver a service at your location, has the spectrum and gateway arrangements required for that service, accepts an order, supplies compatible equipment and publishes terms you can evaluate against fiber or mobile broadband.

The regulatory record currently identifies potential providers, but it does not establish a live retail market. The Ministry of Communications’ Rajya Sabha reply dated 29 January 2026 lists three companies that had received Unified License authorization for Global Mobile Personal Communications by Satellite (GMPCS): OneWeb India Communications Private Limited, Jio Satellite Communications Limited and Starlink Satellite Communication Private Limited. It says Amazon Kuiper Services India Private Limited’s application was under examination. Applications from Nelco and Yotta were rejected, while Connect4sure withdrew its application. Read the Ministry’s 29 January 2026 reply.

That list should be read as a regulatory snapshot, not a list of services you can definitely buy. The official material reviewed does not verify current household prices, equipment, speeds, latency, coverage maps, launch dates, reseller arrangements or consumer order pages for these companies. Availability can also differ by state, terrain, capacity and the exact service address.

Company Position in the official record What the record establishes What a buyer still has to verify
OneWeb India Communications Private Limited GMPCS authorization issued DoT authorization for GMPCS service is reported by the Ministry of Communications and listed on DoT’s GMPCS page. Consumer orderability, address-level coverage, equipment, pricing, data policy and measured performance.
Jio Satellite Communications Limited GMPCS authorization issued DoT authorization for GMPCS service is reported by the Ministry of Communications and listed on DoT’s GMPCS page. Consumer orderability, address-level coverage, equipment, pricing, data policy and measured performance.
Starlink Satellite Communication Private Limited GMPCS authorization issued DoT authorization for GMPCS service is reported by the Ministry of Communications and listed on DoT’s GMPCS page. Consumer orderability, address-level coverage, equipment, pricing, data policy and measured performance in India.
Amazon Kuiper Services India Private Limited Application under examination in the 29 January 2026 reply The Ministry confirms that an application was being examined at that date. Whether authorization was later granted, spectrum was assigned, and consumer service is available.

DoT’s GMPCS service page, last updated 12 June 2025, describes the service as covering data services including internet with a national service area and lists OneWeb India, Jio Satellite Communications and Starlink as licensees as of 10 June 2025. Check the DoT GMPCS service page. The different dates matter: a status shown in a 2025 service page or a January 2026 parliamentary reply can change, so check the latest regulator and provider notices before paying a deposit.

Why a GMPCS authorization is not the same as an internet launch

Spectrum requires a separate decision

DoT explicitly separates the service authorization from radio-frequency rights. Its FAQ states: “The License does not confer any right to assignment and use of spectrum, for which a separate specific frequency assignment shall be required from the WPC Wing of DoT.” In practical terms, a company can hold a GMPCS authorization while still needing the Wireless Planning and Coordination (WPC) Wing to assign the frequencies needed for its proposed network. See DoT’s spectrum clarification.

Gateways and Indian traffic controls are part of the framework

DoT’s framework requires a separate Indian satellite earth-station gateway for each satellite system used under the service. It also sets conditions concerning security, privacy, lawful interception, technical standards and routing of Indian traffic through gateways in India. These are network and compliance requirements; they do not tell a consumer when a plan will be sold or what its performance will be.

Consultations show policy work, not retail availability

TRAI published a consultation paper on satellite-network authorization and spectrum assignment on 8 April 2026. The consultation closed on 13 May 2026, and the page was updated on 12 October 2026. Its stakeholder list includes Amazon Leo and service-provider stakeholders including OneWeb, Jio and Starlink. Participation in a consultation documents a policy process, not a consumer launch. View the TRAI consultation page.

TRAI’s 9 May 2025 recommendations discuss Starlink, Kuiper/Amazon, OneWeb/Eutelsat and SES/Jio among constellations interested in Indian spectrum and market access. The recommendations describe satellite services as potential competitors to terrestrial access in some use cases, but they are not proof that any particular retail offer is on sale. Read the TRAI recommendations (PDF).

Five criteria that make provider comparisons meaningful

1. Availability at the exact address

Ask the provider to confirm that your full address is orderable now, not merely inside a national coverage ambition. Save the result with its date. A coverage map can indicate satellite visibility while capacity controls, regulatory limits or local installation constraints prevent an order. Request written clarification if the service is wait-listed, limited to business users, restricted to a pilot area or dependent on a future gateway.

  • Enter the precise installation address and, if offered, the coordinates or serviceability code.
  • Check whether the quoted service is fixed, portable, maritime, mobility or another category; these can have different equipment and terms.
  • Ask whether the provider will refund equipment or activation charges if service cannot be commissioned at the site.

2. Total cost, not the advertised monthly number

Normalize every quote to the same period, preferably the first 12 months. Include the one-time and recurring items below, along with applicable taxes:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Cost item Questions to ask
Equipment Is the terminal, dish, modem or router purchased, rented or financed? What happens if service is cancelled?
Installation Is professional installation required? Are mast, roof, cable-run or grounding charges separate?
Activation Is there a one-time activation or setup fee, and is it refundable?
Taxes Does the displayed price include Indian taxes, or are they added at checkout?
Monthly service What recurring charge applies to the selected location and service class?
Contract and cancellation Is there a minimum term, notice period, early-cancellation charge or equipment-return cost?

Do not infer any of these figures from overseas plans or from a company’s authorization. The official sources reviewed contain no verified, comparable Indian consumer prices.

3. Performance evidence with context

Record advertised download and upload speeds, latency, reliability commitments and any data-priority policy. Then separate those claims from independent measurements. For every test, note the date, location, access method, time of day, weather if relevant, subscription tier and measurement method. A single speed result cannot represent a whole region or a busy cell.

  • Speed: Compare both download and upload figures; a large download headline can conceal an upload limit that affects video calls, backups and publishing.
  • Latency: Ask whether the number is a typical range, a minimum, a maximum or a test average, and which destination server was used.
  • Reliability: Look for a stated uptime target, outage-credit policy and evidence over a meaningful period rather than an isolated screenshot.
  • Capacity policy: Check for congestion management, priority data, hard caps, throttling or time-based restrictions.

4. Service terms and permitted use

Read the plan’s acceptable-use, data-management, portability and support clauses. Confirm whether a plan permits a home office, public-facing server, resale, community access, backup use or movement between addresses. A service-level commitment is useful only if it defines measurement, exclusions, credits and the support channel that handles a claim.

5. Physical and practical fit

Satellite equipment normally needs a clear view toward the relevant part of the sky, a stable mounting point, power and a protected cable route. Have the provider or installer identify obstructions from trees, neighboring buildings, parapets and seasonal growth. Ask who performs alignment, weatherproofing, repairs and replacement, and how long parts take to arrive in your district. Compare those requirements with fiber or mobile broadband available at the same address; a terrestrial connection may be simpler even when satellite is technically possible.

A step-by-step method for comparing offers

  1. Define the use case. Write down the address, number of users, work-from-home requirements, video-meeting frequency, cloud-backup needs, gaming or latency sensitivity, and whether portability matters.
  2. Verify regulatory and retail status. Check the latest DoT, WPC and provider notices. Treat a GMPCS authorization as a prerequisite, not as proof of a purchasable plan.
  3. Obtain an address-specific quote. Use the provider’s official ordering channel when one exists. Save the plan name, service class, equipment list, taxes, installation assumptions and quote date as a PDF or screenshot.
  4. Build a 12-month cost sheet. Add equipment, installation, activation, taxes, twelve monthly payments, financing charges and cancellation or return costs. Keep one-time and recurring costs in separate columns.
  5. Normalize performance claims. Put advertised values beside independently measured values, with location, date and method attached to every number. Do not blend laboratory, marketing and household measurements into one average.
  6. Inspect the site. Identify the mounting surface, unobstructed sky view, electrical outlet, cable path, lightning and grounding requirements, and safe access for maintenance.
  7. Read the operating terms. Check data limits, prioritization, traffic restrictions, portability, outage credits, support hours, repair obligations and the cancellation process.
  8. Compare alternatives at the same address. Obtain current fiber, fixed-wireless and mobile-broadband quotes. Compare first-year cost, expected latency, installation complexity and failure recovery, not just headline speed.
  9. Decide what evidence is still missing. If a provider cannot confirm orderability, spectrum status, equipment compatibility or total cost in writing, mark the offer as unverified and do not treat it as equivalent to a fully documented plan.

How to judge a quote when numbers conflict

Marketing speed versus usable capacity

Satellite networks serve many terminals through shared capacity. An advertised maximum and a short, favorable test can coexist with lower speeds during busy periods. Ask for typical or percentile performance for your service area, the definition of “unlimited” data and the point at which traffic is deprioritized.

Latency claims versus your actual applications

Web browsing and ordinary streaming can tolerate more delay than interactive gaming, remote desktop work or two-way video production. Evaluate round-trip latency to the services you actually use, not just to a nearby test server. Also ask how often outages or obstruction events interrupt sessions.

Coverage color versus installable location

A map can show a satellite footprint while a roofline, trees or local capacity block service. Require an address check and a mounting assessment before treating a colored map as a purchase decision.

Installation, power and resilience questions

Include the physical system in your comparison. Ask for the terminal’s power requirements, indoor equipment, cable length limits, connector and weatherproofing specifications, and whether the provider or a certified contractor supplies the installation. Clarify who owns the equipment, who bears damage risk, and whether a replacement can be shipped to your location.

Plan for electrical interruptions and severe weather. If connectivity is essential, price a suitable backup power arrangement and a second access path such as mobile broadband. Do not assume that a satellite link removes every local failure: the terminal, power, cable, gateway path and provider network can each be unavailable.

Regulatory and launch checks to repeat before ordering

Because the status can change after the dates cited above, run these checks immediately before committing money:

  • Confirm the company’s current GMPCS authorization and whether the relevant satellite system is covered.
  • Confirm that the WPC Wing has made the separate spectrum assignment required for the proposed service.
  • Check that the required Indian gateway and traffic-routing arrangements are in place for that system.
  • Look for a live address-level order flow, equipment terms, Indian tax treatment and a written cancellation policy.
  • Match every speed, latency, coverage and reliability number to a date, geography and measurement method.
  • Verify any dealer, installer or referral program directly; an authorization does not create an affiliate or reseller program.

Common mistakes that produce a misleading comparison

Counting licensees as market share

The number of authorized companies is a regulatory count, not a subscriber total, revenue figure or coverage ranking. No named market-size, subscriber, speed, latency or coverage statistic suitable for a current India comparison was established in the official material cited here.

Assuming “licensed” means “available”

A license, a spectrum assignment, a gateway deployment and a consumer launch are separate milestones. Verify each one rather than using a single approval headline as a substitute for an order confirmation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Importing foreign plan prices

Overseas hardware and subscription prices may exclude Indian taxes, local installation, import costs, warranty support or India-specific service restrictions. They are not valid substitutes for an Indian quote.

Using an undated speed screenshot

Without a date, location, plan and method, a screenshot cannot tell you what performance to expect at your address. Keep dated records and compare like with like.

Ignoring terrestrial options

Satellite can be valuable where fiber or reliable mobile service is absent, but a nearby fiber or fixed-wireless connection may offer lower latency, simpler installation and clearer support terms. Make that address-level comparison before paying for specialized equipment.

What “Is Starlink available in India?” means in practice

The official sources cited here establish that Starlink Satellite Communication Private Limited was among the companies issued GMPCS authorization in the 29 January 2026 Ministry reply. They do not verify a current consumer launch, a purchasable plan at your address, Indian pricing, coverage, equipment availability or measured performance. The correct answer for a specific household therefore requires a current address check and written commercial terms, not just the authorization record.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to keep your comparison current

Use a dated worksheet and update it whenever a provider or regulator publishes a change. Keep separate fields for authorization, spectrum assignment, gateway readiness, orderability, equipment, one-time charges, monthly charges, data policy, measured performance and support. Link each field to the official notice or quote that supports it. This prevents a 2025 license entry or a January 2026 parliamentary answer from being mistaken for a guarantee of service in October 2026 or later.
