Stablecoins are not automatically safe because they target one dollar. Before relying on one, check what backs it, how those assets are disclosed and assured, whether you personally can redeem with the issuer, and which banks, custodians, exchanges and blockchains your money depends on. Even a well-documented token can trade below its target when redemptions, banking access, liquidity or market infrastructure are under stress.
What “safe” means for a stablecoin
Safety has several separate dimensions. A reserve can be sufficient on paper yet difficult to sell quickly. An issuer can promise one-for-one redemption while limiting direct access to eligible accounts. An exchange can quote a token near $1 while your own off-ramp is unavailable. Evaluate reserve assets, redemption rights, operational continuity and secondary-market liquidity separately rather than treating a $1 display as a guarantee.
- Reserve safety: What assets are held, who safeguards them, how liquid and short-dated they are, and whether an independent party provides assurance.
- Legal and practical access: Whether you have an enforceable route to redeem, what account, identity, geographic, fee and timing conditions apply, and whether the issuer is operating.
- Market and infrastructure resilience: Whether exchanges, banks, custodians, wallets, blockchains and payment rails continue functioning during stress.
These checks describe risk; they do not create a blanket safety rating or investment recommendation. Stablecoin terms, reserves and access can change, so use the issuer’s latest documents and the law that applies to your location.

Look beyond the word “backed”
A reserve claim is useful only when it identifies the assets and the evidence behind them. Ask whether reserves consist of cash, Treasury securities, repurchase agreements, commercial paper, other cryptocurrencies or a mixture. Then check maturity, liquidity, concentration, custodians and banking relationships. Assets that are valuable in normal markets may be harder to sell, or worth less, during a rush for cash.

Circle describes USDC as backed by cash and cash-equivalent assets. Its disclosure describes a reserve fund invested in cash, short-dated U.S. Treasuries and overnight Treasury repurchase agreements. Those are issuer descriptions of the stated reserve structure, not a promise that every holder can obtain immediate cash in every circumstance. Read the disclosure at the date you rely on it: Circle’s USDC disclosure.
Check the reporting date and assurance scope
Circle’s USDC page reported $73.0 billion in circulation and $73.2 billion in reserves as of 8 October 2026. The figures are dated issuer balances, not a permanent market statistic. Circle says reserve holdings are disclosed weekly and receive monthly assurance from a Big Four accounting firm under AICPA attestation standards: Circle’s transparency page.
An attestation should not be silently upgraded to a full audit. An attestation addresses the procedures and assertions described in that engagement; it does not mean an auditor has provided every form of assurance a reader might associate with a financial-statement audit. Record the as-of date, the assets covered and the exact assurance language whenever you compare tokens.

Ask who controls and safeguards the assets
Custody and concentration matter. A bank, fund, trustee or other custodian can face its own liquidity, legal or operational problems. Multiple custodians do not remove risk if they depend on the same banking network or settlement system. A reserve can also be technically present but unavailable for a period if transfers, account access or settlement are interrupted.
Can you redeem a stablecoin for cash?
Issuer redemption is not the same as selling on an exchange
A token’s issuer may describe a one-for-one redemption commitment, while most holders obtain dollars by selling to another market participant. The exchange price is a secondary-market quote; it is not proof that you possess a direct contractual redemption right. Fees, spreads, withdrawal limits, settlement delays and the exchange’s own solvency affect the result.

Circle’s USDC terms say each USDC is intended to maintain a value of 1 U.S. dollar and that Circle commits to redeem one USDC for one U.S. dollar subject to the terms, applicable law and fees. The same terms say certain holders must qualify for a Circle Mint account before redeeming directly with Circle: Circle USDC Terms.

If you hold through a wallet, exchange or broker, determine whether that intermediary—or the issuer—owes you the redemption. A platform may pool customer assets, impose its own withdrawal rules or pause service even when the issuer’s direct route remains open.
Why a stablecoin can depeg
A peg is an intended relationship between a token’s market price and a reference asset. It is not a physical force that fixes every trade at $1. A token can trade below or above its target when buyers and sellers value immediate liquidity, credit and operational access differently from the issuer’s stated redemption value.
Reserve doubts or losses
Questions about whether reserves are sufficient, what they contain or who controls them can cause holders to sell or redeem. If reserve securities become less valuable or harder to liquidate, meeting a wave of requests becomes more difficult. The Federal Reserve summarizes the mechanism this way: “Stablecoins are susceptible to runs if there are widespread redemption demands by coin holders, and are vulnerable to risks from liquidity and maturity transformation due to holdings of reserve assets that may become illiquid or lose value amid stress or increases in interest rates.” See the Federal Reserve Financial Stability Report (November 2022).

Redemption and banking bottlenecks
When many holders seek dollars at once, the issuer must process requests and mobilize reserve assets rapidly. A banking partner’s failure, a frozen account, a custody problem or a payment-rail outage can slow that process. Even if reserves ultimately cover the tokens, a delay can push holders toward exchanges, where a temporary discount may widen.
Unclear rights and interrupted infrastructure
Holders may not know whether they can redeem directly, whether an intermediary has priority, or which legal entity is responsible. Minting and redemption contracts, exchanges, wallets, bridges and blockchains can also experience outages or congestion. The Federal Reserve’s analysis of stablecoins in 2025 explains how stress at connected providers can transmit into off-ramp pressure: Federal Reserve Board staff note.
Market psychology and flight to safety
Evidence from a New York Fed staff report, “Runs and Flights to Safety: Are Stablecoins the New Money Market Funds?” by Kenechukwu Anadu and coauthors (2023, revised April 2024), describes flight-to-safety dynamics and a discrete “break-the-buck” threshold below $1 in the authors’ analysis, where redemptions accelerate. This is a finding within that paper’s analytical scope, not a deterministic rule for every token or market episode: New York Fed Staff Report 1073.
How runs and depegs reinforce each other
- Holders notice a reserve, bank or operational concern and sell or request redemption.
- Large requests require the issuer or intermediaries to raise cash quickly.
- Assets that are thinly traded, impaired or slow to settle increase the time and cost of obtaining cash.
- Exchange liquidity thins, so the token trades below its target.
- The visible discount increases fear, prompting additional selling and redemption requests.
This feedback loop does not prove that a particular token will fail. It explains why a reserve statement alone cannot guarantee an uninterrupted $1 exit during stress.

|---|---|---|
| Direct issuer redemption | Am I eligible? What account, fees, limits, documents and settlement time apply? | Account restriction, legal hold, delayed processing or issuer suspension |

Circle’s terms also state that virtual currency is not government-backed and is not covered by FDIC or SIPC protections. Do not treat a stablecoin balance as equivalent to an insured bank deposit or brokerage cash balance: the USDC terms.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.USDC evidence: what it establishes—and what it does not
| Question | What Circle’s published material says | Proper qualification |
|---|---|---|
| Target value | Each USDC is intended to maintain a value of 1 USD. | This is an issuer-stated intention and contractual description, not a guarantee that every market trade is at $1. |
| Reported balances | $73.0 billion circulating and $73.2 billion in reserves on 8 October 2026. | A dated snapshot that can change; it is not a statistic for all stablecoins. |
| Reserve assets | Cash, short-dated U.S. Treasuries and overnight Treasury repurchase agreements are described for the reserve fund. | Review the latest disclosure and its asset, custody and liquidity details. |
| Disclosure and assurance | Weekly reserve disclosure and monthly third-party assurance under AICPA attestation standards are described. | Attestation is not automatically a full audit; examine scope and date. |
| Direct redemption | One USDC for one U.S. dollar is described subject to terms, law and fees. | Some holders need an eligible Circle Mint account; eligibility is not universal. |
| Protection | Virtual currency is described as not government-backed and not FDIC- or SIPC-protected. | Do not assume deposit or brokerage insurance applies. |
A practical pre-use checklist
- Open the latest reserve disclosure. Record its as-of date, asset categories, custodians or fund structure, and whether the assurance is an attestation or an audit.
- Read the legal terms. Check direct-redemption eligibility, onboarding, fees, limits, timing, suspension rights and jurisdictional restrictions.
- Identify your actual holder relationship. Determine whether your exchange, wallet or broker—not the issuer—controls the asset or owes you payment.
- Trace the conversion path. Document the issuer, exchange, bank, off-ramp, blockchain and wallet involved in moving from token to cash.
- Plan for interruption. Decide how a bank outage, exchange pause, blockchain congestion or compliance review would affect your access and how much exposure you can tolerate.
- Monitor the market independently. Compare the target, exchange quotes, spreads and withdrawal status; a displayed $1 target is only one input.
How to compare two stablecoins without overclaiming
Use comparable, dated evidence rather than market capitalization, name recognition or the existence of a one-to-one target. A useful comparison records the following:
| Comparison axis | Evidence to collect |
|---|---|
| Reserve composition | Asset types, maturity, liquidity, concentration and exposure to a bank, fund or custodian |
| Disclosure quality | Frequency, as-of dates, publication detail and whether assurance is an attestation or audit |
| Redemption rights | Eligible holders, account requirements, fees, limits, timing and governing law |
| Issuer and jurisdiction | Legal entity, regulator relationships, applicable customer protections and suspension provisions |
| Operational availability | Minting, redemption, blockchain support, custody, banking and off-ramp dependencies |
| Secondary-market liquidity | Where it trades, spreads, depth, withdrawal conditions and observed interruptions |
If a comparable value is not published, mark it as unavailable rather than inferring safety. The Federal Reserve’s general risk analysis applies mechanisms, not a ranking of every token: Financial Stability Report. Circle-specific figures and terms should likewise remain Circle- and USDC-specific.
Bottom line for holders
A stablecoin is safest to use when you understand both the reserve and your own exit route. Verify the dated reserve evidence, distinguish attestation from audit, confirm that you personally qualify for direct redemption, and map every intermediary between the token and cash. Keep in mind that a token can still depeg when confidence, liquidity, banking access or market infrastructure fails—and that virtual-currency balances generally do not inherit government deposit insurance merely because the token targets one dollar.
