To show that a data center is both faster and cleaner, an operator needs to report useful computing output, total energy and water use, emissions, and the boundaries behind each figure. A low Power Usage Effectiveness (PUE), a clean-energy contract, or a modeled estimate of avoided emissions can each tell part of the story; none alone proves that a facility delivers more computing with a smaller overall footprint.
What “faster and cleaner” should mean
“Faster” is a claim about computing output, not simply about facility efficiency. It needs a defined workload and a comparable baseline: for example, the amount of useful work completed per unit of energy on specified hardware. “Cleaner” is broader still. It can refer to energy efficiency, electricity emissions, water use, waste, or effects on local resources, and improvement in one area can come with a cost in another.
Keep efficiency and total use separate. Energy per unit of computing can improve while total electricity consumption rises if demand grows faster than efficiency. Google reported that its data-center energy emissions fell 12% in 2024 compared with 2023 while electricity use rose 27%. That company-reported example shows why an intensity improvement is not the same as a reduction in total use (Google’s environmental progress page).

What PUE and WUE measure—and leave out
PUE measures facility overhead
Power Usage Effectiveness (PUE) is total facility energy divided by energy used for computing equipment. A value closer to 1 means less facility overhead under that measurement boundary; it does not mean the facility’s total energy use is low, nor does it describe the emissions associated with its electricity. Microsoft notes that climate and location affect the metric, including ambient temperature and humidity (Microsoft’s data-center metrics).

Google reports a global fleet average PUE of 1.09 for 2025. Its page compares that with 1.54, the global average among respondents to Uptime Institute’s 2025 Global Data Center Survey, and calculates 83% less overhead energy relative to that comparison. These are Google-reported figures, not a controlled facility-to-facility test: one is a company fleet average and the other a survey average, so populations and measurement boundaries matter (Google data-center efficiency).
WUE measures a defined kind of water use
Microsoft defines Water Usage Effectiveness (WUE) as annual liters used for humidification and cooling divided by annual kWh used to power IT equipment. It is useful for tracking water use against computing energy, but the ratio does not show the whole water footprint or whether the water is scarce where a facility uses it. To interpret a WUE figure, readers also need the reporting period, the water included, and local water-stress context (Microsoft’s data-center metrics).

How cooling choices trade energy against water
There is no universally cleanest cooling method. Data centers may use air, water, refrigerants, or combinations, and Google says its choices depend on local hydrology, geography, energy, and emissions. A system that uses less water at the site may need more electricity; the consequences depend partly on the source and emissions intensity of that electricity and on local water conditions.
In a 2022 post, Google said water cooling can use about 10% less energy than many air-cooled data centers. That is a company statement with a qualified comparison, not a universal result for every design or climate (Google’s 2022 account of its cooling choices).

The same post reported that a Google data center used about 450,000 gallons of water per day on average in 2021, and that its global fleet consumed about 4.3 billion gallons in the prior year. These are historical figures, not current consumption totals. It also said reclaimed or non-potable water was used at more than 25% of campuses at that time; that dated disclosure does not establish current deployment or performance of a low-water alternative.
What clean-energy and emissions claims establish
Contracts are not the same as delivered electricity
Google’s 2026 Environmental Report page says the company contracted more than 12 GW of net-new clean energy in 2025. The total includes power-purchase, storage, and environmental-attribute agreements, and the page says actual generation can vary. A contract figure is therefore not a measure of how much clean electricity a particular data center received in every hour. A scrutiny-ready claim should identify the facility, the energy instrument, the project’s generation, and how closely its timing and location match the facility’s electricity use (Google’s 2026 Environmental Report page).

Inventory reductions differ from modeled avoided emissions
The same page reports that Google initiatives collectively avoided more than 58 million tonnes of carbon-dioxide equivalent (tCO₂e) across operations and the supply chain in 2025. Google describes this as an estimate against a scenario in which the actions were not taken and says it continues to refine its methodology. That is a modeled counterfactual, not a direct reduction in the company’s reported emissions inventory. The two claims answer different questions and should not be added together as though they were the same measure.
Efficiency can improve while demand rises
Google says its 2025 compute performance per unit of energy was more than three times its 2020 level, based on its internal estimates for comparable work across CPU and GPU/TPU hardware. This is a performance-per-energy claim; it does not establish that total energy use fell. Any similar “faster” claim is more informative when it names the workload, hardware, comparison period, and energy boundary (Google data-center efficiency).

What dated environmental disclosures can—and cannot—show
Google’s 2026 Environmental Report page reports that in 2025, 88% of operational waste at its owned and operated data centers was diverted from disposal. It also reports about 7.7 billion gallons replenished through 165 projects across 97 watersheds, equivalent to roughly 78% of the company’s total freshwater consumption for that year. These are company-reported figures with stated scopes; they are not substitutes for a facility’s own electricity, water, or waste data (Google’s 2026 Environmental Report page).
Disclosure quality matters when readers compare operators. Axios reported on July 10, 2026, that major technology companies’ latest disclosures differed and that many AI-related environmental metrics lacked a common reporting standard. The article described the resulting comparisons as potentially apples-to-oranges; that is reporting context, not a regulatory finding or an independent audit of the underlying company figures. UN Secretary-General António Guterres was quoted by Axios saying, “AI may feel intangible — but its footprint is not.” The point for readers is practical: figures are only comparable when their dates, boundaries, definitions, and methods line up (Axios’s July 10, 2026 report on data-center disclosures).
A checklist for evaluating a data-center claim
For any claim that a facility is faster, cleaner, or both, look for enough information to reproduce the comparison:
- Facility and period: Is the claim about a named site or an entire fleet, and what dates does it cover?
- Useful computing: What workload and baseline define “faster,” and what hardware is included?
- Energy: Are both energy per unit of useful compute and total electricity use reported? What facilities and equipment fall inside the boundary?
- Water and cooling: What water uses and sources are counted? What cooling design is used, and what is the local water-stress context?
- Clean energy: Is the figure contracted capacity, environmental attributes, or electricity actually generated and delivered? How are location and timing matched?
- Emissions: Does the number refer to an inventory, a reduction against a prior year, or a modeled avoided-emissions scenario? What methodology and assumptions support it?
- Verification: Who collected the data, how was it calculated, and whether—and by whom—it was independently assured.
Without those details, a headline metric may be accurate within its stated definition yet insufficient for judging a facility’s overall footprint or comparing it fairly with another site.
