AI infrastructure is sustainable only when its entire operating system is managed as one. That means accounting for the electricity and carbon used by data centers, the local grid and watershed where they operate, cooling, construction and manufacturing, accelerator and software efficiency, hardware reuse, and the quality of the measurements. Buying renewable-energy certificates or deploying a more efficient chip can help, but neither addresses the full impact on its own.
The practical objective is to deliver each useful AI workload with less energy, carbon, water, and material impact while avoiding the transfer of burdens to communities near data-center clusters.
AI’s electricity demand is growing faster than global averages suggest
The International Energy Agency (IEA) estimates that data centers consumed about 415 TWh of electricity in 2024, or 1.5% of global electricity use. Its 2025 outlook projects data-center consumption at approximately 945 TWh in 2030, more than double the 2024 level, with AI as the main growth driver.

Those global percentages conceal highly concentrated local effects. The IEA says nearly half of U.S. data-center capacity is located in five regional clusters. In those places, grid congestion, the local generation mix, water stress, transmission construction, and permitting can determine whether a project is responsible even when its global emissions share appears small.

Clean electricity is necessary, but annual matching is not the whole answer
Adding clean generation can reduce operational emissions while electricity demand rises. Google’s 2025 Environmental Report recorded a 27% increase in data-center electricity demand alongside a 12% reduction in data-center energy emissions. Google also reported using carbon-free electricity for 66% of its data-center hours in 2024 and adding 2.5 GW of new clean energy to the grids serving its operations.
Microsoft reports that its renewable-energy purchases matched 100% of annual electricity consumption in fiscal year 2025. Annual matching, however, does not prove that a facility was powered by carbon-free electricity in every hour. A credible plan should show hourly carbon-free supply, the effect of new procurement on marginal grid emissions, transmission constraints, and whether the contracted projects are genuinely additional. Otherwise, clean-energy claims can coexist with fossil generation during the hours when AI workloads draw the most power.

Efficiency has to be measured across the stack
Power usage effectiveness (PUE) captures facility overhead, but it does not describe the energy required by a particular model or useful result. Efficiency also depends on accelerator utilization, model architecture, precision, software, data movement, and scheduling.

The useful metric is therefore energy and carbon per completed task, prediction, training run, or other defined service unit. Smaller or specialized models, quantization, efficient kernels, high accelerator utilization, and moving flexible jobs to cleaner hours or regions can reduce that figure. A facility with an excellent PUE can still waste energy if its accelerators are idle or if an oversized model is used for a simple task.

Water and materials belong in the same ledger
Cooling decisions create local water consequences that a global electricity statistic cannot show. Microsoft reported a 23% year-over-year reduction in water usage effectiveness (WUE) at its Phoenix facilities in fiscal year 2025, attributing the change to real-time cooling-control adjustments. Phoenix is a useful reminder that a cooling design must be assessed against seasonal conditions and watershed stress, not just its annual average. Microsoft also reported replenishing more than 14.2 million cubic meters of water in fiscal year 2025.
Hardware turnover adds embodied carbon and supply-chain impacts. Microsoft says its Circular Centers reused or recycled 92% of decommissioned data-center hardware in 2024, including more than 3.2 million components. Designing servers and accelerators for repair, component recovery, and second-life use can reduce the need for new materials and manufacturing. Cooling systems should be evaluated for water consumption, refrigerants, electricity, and end-of-life impacts together rather than optimized for one metric.

A practical sustainability plan for AI workloads
- Plan around the grid and watershed. Select sites with available transmission, reliable lower-carbon electricity, manageable marginal emissions, and sufficient water or a cooling design that minimizes freshwater demand. Publish local impacts instead of relying only on global averages.
- Use time-aware clean power. Report annual renewable matching separately from hourly carbon-free electricity. Explain the location and timing of generation, transmission limitations, and the additional capacity created by procurement.
- Optimize the workload. Choose the smallest model that meets the quality target; apply quantization and efficient software; measure accelerator utilization; and schedule deferrable training or batch inference for cleaner hours or regions.
- Control cooling water. Track PUE and WUE by site and season. Use climate-conscious air, liquid, or other water-efficient cooling where appropriate, and verify that a water reduction in one location is not causing a larger electricity or chemical burden elsewhere.
- Extend hardware life. Specify repairable systems, recover components, reuse equipment where performance and security allow, and document the disposition of decommissioned hardware.
- Count lifecycle impacts. Include manufacturing, minerals and supply chains, construction, electricity, water, maintenance, and end-of-life treatment. NVIDIA says its published product carbon footprints conform to ISO 14067:2018 and are verified by a third party; comparable verification makes supplier claims more useful.
What a credible disclosure should contain
Organizations should publish enough context for customers, regulators, and communities to reproduce or challenge the claim. At minimum, disclose:

- Annual renewable matching and hourly carbon-free electricity as separate metrics.
- Site geography, grid connection, marginal-emissions assumptions, and reporting year.
- PUE and WUE by facility and season, plus cooling technology and local water-stress context.
- Embodied-carbon methods, supply-chain boundaries, construction assumptions, and uncertainty ranges.
- Hardware service life, repair rates, reuse, recycling, and component recovery.
- Permitting, transmission, employment, noise, and other community effects that may not appear in a carbon total.

AI’s potential climate benefit is conditional
The IEA estimates that broad adoption of existing AI applications could produce emissions reductions equivalent to around 5% of energy-related emissions in 2035. It also identifies barriers involving data, skills, security, and infrastructure. That estimate is an opportunity, not an offset: reductions elsewhere depend on real deployment, measured outcomes, and avoiding rebound effects in which lower operating costs drive more activity.

For that reason, the most sustainable AI strategy is not a single “green” chip or a renewable-energy label. It is a transparent system that places workloads where grids and watersheds can support them, minimizes energy and water per useful result, keeps equipment in service longer, and reports what happened at the facility and workload level.
