If an SPF record contains an all mechanism anywhere, its redirect= modifier must be ignored. That is true even if redirect= appears before -all. The reason is the SPF standard’s rule—not the position of the terms: all always matches, and RFC 7208 explicitly disables redirect when it appears in the record.

Why does SPF ignore redirect when the record contains -all?

SPF checks mechanisms in order. A matching mechanism ends evaluation with the result indicated by its qualifier; the minus qualifier produces fail. Because all always matches, a record that reaches -all returns fail and does not check later mechanisms.

There is an additional rule for redirect=: RFC 7208 says it must be ignored whenever an all mechanism occurs anywhere in the record, regardless of term order. So moving redirect= before or after -all does not restore it. RFC 7208, Section 5.1

Example: -all makes the redirect ineffective

v=spf1 include:_spf.vendor.example -all redirect=_spf.example.com

If the connecting IP passes the included domain’s SPF policy, the include mechanism matches and evaluation ends with that result. If it does not pass, evaluation continues to -all, which returns fail. The presence of all also means redirect=_spf.example.com is ignored; the target is not evaluated.

When does SPF evaluate redirect=?

Without an all mechanism in the source record, SPF considers redirect= only after every mechanism fails to match. It then evaluates the target domain’s SPF policy using the same connecting IP and sender. The modifier delegates the policy result; it is not an instruction to check the target at a particular point in the mechanism list. RFC 7208, Section 6.1

A redirect-style record might look like this:

v=spf1 include:_spf.vendor.example redirect=_spf.example.com

This is a structural example, not a record to copy without checking which senders the domain intends to authorize. If the redirect target has no SPF record or its name is malformed, the result is permerror, not a neutral result. RFC 7208, Section 6.1

Should you use redirect= or include:?

They serve different purposes. RFC 7208 describes redirect as a way to share both authorization and policy, especially among domains under the same administrative control. An include: mechanism instead checks whether another domain’s policy returns pass for the connecting IP; the original record remains responsible for its own result. RFC 7208, Section 5.2

Need SPF construct Effect
Share the complete SPF policy among domains under the same administration redirect=target If no mechanism matches, evaluate the target’s policy. The source record must not contain an all mechanism.
Authorize a provider while keeping the original domain’s policy in control include:provider Check the referenced policy for a pass, then apply the original record’s remaining policy.
End evaluation with an explicit result all, such as -all Always matches; a record containing it cannot use redirect=.

Redirecting to a domain outside the same administrative control may not work reliably, particularly if that policy depends on sender local-parts. RFC 7208 says include: is generally more appropriate for that situation. RFC 7208, Section 5.2

Does redirect count toward SPF’s DNS lookup limit?

Yes. RFC 7208 counts redirect among the terms that can cause DNS queries. SPF implementations must limit such terms to 10 during an evaluation; exceeding the limit produces permerror. By contrast, all, ip4 and ip6 do not cause DNS queries during SPF evaluation. Redirect is therefore not a way to avoid the lookup budget. RFC 7208, Section 4.6.4

How to troubleshoot an ignored SPF redirect

  1. Read the complete SPF record. Look for every occurrence of the all mechanism, not just terms near redirect=.
  2. Confirm the intended policy structure. Decide whether the domain needs an explicit ending result such as -all, or wants to delegate the complete policy through redirect=. A record cannot do both.
  3. Use the construct that matches the goal. Use include: to incorporate a provider’s authorization while retaining the original domain’s policy. Use redirect= to share a complete policy when the domains are under the same administration.
  4. Check the lookup budget and target policy. Redirect counts toward SPF’s limit of 10 DNS-querying terms, and its target needs a valid SPF policy.

Changing the order of -all and redirect= does not fix the conflict: any all mechanism in the record disables redirect.
