Sovereign AI means controlling the data, infrastructure, operations and model lifecycle behind an AI application—not simply running it on a local server. To judge whether an app is private, traceable and secure, check where every data artifact goes, who controls keys and privileged access, what can be audited, and how the system behaves when disconnected.

What does sovereign AI mean?

Sovereign AI is an approach to controlling an AI system across its lifecycle: from data sourcing and model training through deployment, inference, monitoring and retirement. Microsoft Learn’s “AI workloads and sovereignty” guidance, last updated March 31, 2026, describes sovereignty as extending existing controls across each stage and artifact. That is technical guidance from a vendor, not a neutral certification or proof that a particular deployment is secure or compliant.

The practical test is whether your organization can define and enforce the boundaries that matter: which jurisdictions may process data, who can access systems and cryptographic keys, what evidence exists about models and data, and which operations remain under your control.

Which data and artifacts must stay within the boundary?

Do not limit a residency review to the original documents or database. Prompts and responses are only part of an AI workload’s data footprint. Training and inference data, embeddings, vector indexes, model snapshots, logs and other derived artifacts can also expose sensitive information or fall under residency requirements.

Microsoft Learn advises treating models and derived assets such as embeddings and vector indexes as regulated data objects subject to the same residency, access and audit requirements as their source datasets. For each data class, define the approved regions and determine where it is created, processed, stored, backed up, exported and deleted.

  • Prompts and outputs: Find out whether they are processed locally or sent to a hosted model, and whether either is retained.
  • Source and training data: Establish where data is prepared, loaded and used, including any copies made for evaluation or fine-tuning.
  • Derived assets: Include embeddings, vector indexes and model snapshots in residency and access controls.
  • Logs and telemetry: Identify what content is captured, who can read it, how long it is retained, and whether sensitive prompt or response text can be removed.

How do you assess privacy and security controls?

Separate location from key control

A system can be hosted in an approved region while its encryption keys or privileged operations are controlled elsewhere. Evaluate encryption in transit, at rest and, where feasible for the workload, in use. If your threat model requires your organization to retain control of cryptographic material, ask whether customer-managed or externally managed keys are supported, who can use them, and how they are rotated and revoked.

Map privileged access and operations

Ask who administers the infrastructure, can access stored data or model artifacts, and can provide support. Determine whether those actions are restricted, recorded and reviewable. A residency claim does not by itself answer who can access the system or how operational access is governed.

Minimize what telemetry retains

Logs can help investigate failures and demonstrate what happened, but they may also preserve sensitive content. Specify which events must be recorded, whether prompt and response bodies are necessary, retention periods, access permissions and a method to scrub or exclude sensitive text. The goal is useful evidence without collecting more personal content than operations require.

What makes an AI system traceable?

Traceability requires records that connect the model and its outputs to the artifacts and operations behind them. A model name alone is not enough to reproduce or investigate a deployment. Microsoft’s sovereignty guidance and its AI deployment guidance identify provenance and operational evidence as important control areas.

For each deployed model, maintain records of:

  • Model and artifact origin, version and integrity information, such as an artifact hash.
  • Dataset references and the versions of relevant inputs or derived assets.
  • Evaluation outputs and attestations used to approve the model or release.
  • Relevant operational events, including deployment and update activity.

Keep these records exportable and access-controlled. Also define how long they are retained and how an auditor or incident responder can connect a deployed artifact to its version, evaluation and data references.

Which deployment pattern fits your sovereignty needs?

Local inference, disconnected operation and vendor-managed services describe different architectural boundaries; none alone proves that an application is private or secure. Microsoft documents on-premises AI patterns that use local inference and retrieval-augmented generation (RAG) against private data, with connected and disconnected operating modes. Its guidance also names GPU-enabled hardware as a deployment component.

Pattern What the cited guidance establishes What to verify for your workload
On-premises inference with private-data RAG Microsoft describes local inference and retrieval against private data, with connected or disconnected operating modes. Where data, indexes, logs and model artifacts reside; how access, keys, updates and operations are controlled.
Foundry Local on Azure Local Microsoft describes local model deployment for sovereignty, low-latency inference and control over the location of data processing. Which processing and support functions remain local, what depends on connectivity, and what configuration and audit evidence is available.
Disconnected operation Microsoft documents a disconnected mode as an option for its on-premises AI scenario. Which model, support, monitoring and update functions stop or change without network access, and how updates are validated before installation.

The Foundry Local capabilities above are vendor-described; they are not independent validation of security or compliance. More generally, a local or disconnected architecture still needs controls for identity, privileged access, key custody, logging, updates and ongoing operations.

Plan hardware around the workload

Microsoft’s on-premises guidance identifies GPU-enabled hardware, but does not prescribe a universal workstation, GPU or configuration. Fit depends on model size, throughput, memory and operational requirements. Treat hardware as one part of the design: teams must also plan for model storage, monitoring, patching, access control and the people responsible for running the system.

How should you verify a vendor’s privacy claims?

Ask for evidence about the actual deployment boundary rather than relying on broad labels such as “private,” “local” or “sovereign.” The answers should cover the application, its dependencies and operational support—not just where a primary database sits.

  1. Map every data path. Ask where prompts, outputs, source data, embeddings, indexes, logs and model artifacts are processed and stored, including backups and exports.
  2. Identify control holders. Confirm who controls encryption keys, administrative access and support access, and how those permissions are granted, monitored and removed.
  3. Test the connectivity claim. Ask whether inference can run without public-cloud reachability and which model, support, update or monitoring functions require a connection.
  4. Inspect provenance and audit evidence. Request records for artifact hashes, versions, dataset references, evaluations, attestations and relevant operational events.
  5. Check update integrity. Find out how models and software are delivered, validated and rolled back, and whether the process works in a disconnected environment.
  6. Confirm export and deletion. Ask how data, logs and artifacts can be exported, what deletion covers, and what evidence verifies either claim.

Read disclosures for limitations as carefully as capability statements. For example, a vendor-authored SovereignAI self-audit says the product stores data in local SQLite but does not encrypt its database at rest, advising users to rely on operating-system disk encryption; it also describes the model layer as borrowed. This is one vendor’s disclosure, not evidence of a universal property of private AI software. It illustrates why “local storage” and “encrypted storage” are separate questions.

What evidence supports a trustworthy decision?

Build the decision around your organization’s requirements and the evidence a provider or internal team can produce. Microsoft Learn’s guidance provides useful control dimensions, but it is written within Microsoft’s ecosystem. The cited materials do not establish independent audits, comparative performance or comparative costs for the named deployment patterns.

  • Document approved regions and data classes, including derived artifacts and logs.
  • Record key custody, privileged access and support arrangements.
  • Set requirements for provenance, evaluation records, audit events and exportability.
  • Test the disconnected operating mode if it is part of the security or continuity case.
  • Review update, deletion and incident procedures against the actual architecture.
