South Korea does not have one automatic unemployment check for every young person. The main national route is 국민취업지원제도 (National Employment Support System), which combines tailored employment services with either a cash job-search promotion allowance (Type I) or employment-activity cost support (Type II). For most applicants aged 15–34, the practical choice is whether they meet the income, asset and selection conditions for the Type I youth special selection or should apply for the broader Type II service track.

This guide explains the current eligibility framework, payments, documents, application sequence, reporting duties and common reasons an application is delayed or refused. Thresholds and selection rules can change by policy year, so confirm the current notice in Work24 and with the employment center serving your address before filing.

What South Korea’s youth unemployment benefit actually is

The National Employment Support System began on 1 January 2021. The Ministry of Employment and Labor designed it for people who need employment assistance and are outside ordinary unemployment-insurance coverage, including unemployed young people, low-income households and career-break workers. Work24 describes the program as providing employment-support services and minimum livelihood support to people who satisfy its participation requirements.

It is not the same as ordinary unemployment insurance. Unemployment insurance is tied to an insured job and qualifying separation from that job; 국민취업지원제도 is an employment-support program with its own household, asset, work-history and participation rules. A person receiving unemployment benefits, a government-funded direct-job program or another job-search-cost allowance may be blocked or required to wait until that support ends.

Type I and Type II at a glance

Route Who it is aimed at Income and assets Work-history rule Main support
Type I youth special selection Generally ages 15–34; statutory military-service extensions can raise the upper age under implementing rules Household income up to 120% of median income; household assets up to KRW 500 million Recent work or training history and annual selection rules matter. Applicants above 60% and up to 120% of median income, or those lacking at least 100 days/800 hours where relevant, may not be selected when the budget is limited. KRW 600,000 per month for six months, plus an allowance for qualifying dependents
Other Type I, requirements-review route Ages 15–69 Household income at or below 60% of median income; assets up to KRW 400 million (KRW 500 million for ages 15–34) At least 100 days or 800 hours of work experience Type I job-search promotion allowance and employment services
Other Type I, non-economic-activity route Ages 15–69 Household income at or below 60% of median income; assets up to KRW 400 million Less than 100 days or 800 hours of work experience Type I job-search promotion allowance and employment services, subject to determination
Type II youth Ages 15–34 No income or asset requirement is listed for the youth route No work-experience requirement is listed Employment-support services and employment-activity cost support; it is not the Type I monthly allowance

The table describes the current Work24 framework, not a guarantee of approval. The center verifies household composition, income, assets, work history and exclusion conditions before deciding which route, if any, is available.

Type I youth special selection: eligibility in detail

Age

The youth special selection generally covers applicants from age 15 through 34. Implementing rules can extend the upper age for qualifying military service, so an applicant who is over 34 should enter the service history accurately rather than assuming automatic exclusion.

Household income

The youth special selection uses household income of no more than 120% of the median-income benchmark. “Household” is important: the review is not limited to the applicant’s personal wages. The authority determines which household members count and verifies their records. Because median-income amounts are updated by policy year, use the percentage in the current Work24 notice rather than an old won figure found in a blog post.

Household assets

The youth special selection has a household-asset ceiling of KRW 500 million. Asset review is separate from income review; a person with low current earnings can still fail the asset test. Enter household members and ownership information completely so the administrative check does not produce an avoidable discrepancy.

Recent work or training and budget selection

Meeting the headline age, income and asset limits does not always result in Type I selection. Work24 warns that applicants in the higher income band—above 60% and up to 120% of median income—or applicants without at least 100 days or 800 hours of recent experience where that condition is relevant may not be selected when the available budget is insufficient. The center applies the detailed selection rules in force when it reviews the application.

Other Type I routes for young applicants

A young person who does not fit the youth special selection may still be assessed under another Type I route. The requirements-review route covers ages 15–69, household income at or below 60% of median income, assets up to KRW 400 million (or KRW 500 million for ages 15–34), and at least 100 days or 800 hours of work experience. The non-economic-activity selection route uses the same age, income and KRW 400 million asset limits but is intended for people with less than 100 days or 800 hours of work experience.

These categories are not interchangeable labels that an applicant can choose to obtain a preferred payment. The employment service reviews the evidence and assigns the applicable route under the rules and budget in effect.

Type II youth support: broader access, different payment

Type II youth support is listed for ages 15–34 without an income, asset or work-experience requirement. Its core value is access to counseling, training, job matching and other employment-support services, together with employment-activity cost support. The current overview does not state a single fixed monthly cash amount equivalent to the Type I allowance.

Apply for Type II when you need structured employment help but do not meet Type I’s economic or selection conditions, or when the center determines that Type II is the appropriate route. Do not describe Type II activity-cost support as a six-month unemployment check; its payment conditions follow the activities in the individual employment-activity plan (IAP) and the applicable program rules.

Conditions that can block or delay participation

Work24 lists several conflicts that can make an applicant ineligible at the time of review or require a waiting period:

  • Current employment, except for limited incomplete-employment situations recognized by the rules.
  • Lack of the ability or genuine intention to work or search for work.
  • Receipt of unemployment benefits.
  • Participation in a government-funded direct-employment program.
  • Receipt of a national or local job-search-cost allowance.
  • Enrollment whose purpose is progression to a higher school or professional certificate.

In some cases, participation can begin after the conflicting benefit or program ends. Tell the counselor about a job, benefit, school enrollment or funded program rather than submitting a form that omits it; the employment center can explain the applicable end date and waiting rule.

How much Type I pays and when it is paid

Base allowance and dependents

Work24 states that Type I job-search promotion allowance (구직촉진수당) is KRW 600,000 per month for six months. A qualifying dependent who is age 18 or under, age 70 or over, or has a severe disability can add KRW 100,000 per month. The dependent addition is capped at KRW 400,000 per month, and household members must be entered accurately.

Employment-activity plan requirement

The first payment follows completion of the individual employment-activity plan. The plan is prepared with the counselor and sets the job-search, counseling, training or other activities you must complete. From the second payment onward, complete every activity due in that period, register the activity-implementation report and then submit the payment request. Missing an activity or report can delay, reduce or stop the payment under the applicable rules.

Possible extension of the activity period

Work24 says the activity period can be extended to as long as one year, but an extension does not increase the total allowance. It changes the time available to complete the plan; it does not create additional monthly payments beyond the approved total.

Payment-request processing

Government24 treats the allowance request as a separate civil-service filing after eligibility has been recognized and the employment or job-search support program has been completed for the relevant payment. It lists online or in-person filing, no fee and a stated processing period of 14 days. That 14-day figure is a processing standard for the payment-request service, not a promise that every applicant will receive the first payment 14 days after the initial application. Work24 separately states that the eligibility or non-eligibility notice is sent within one month.

Documents and information to prepare

Four mandatory application documents

Whether you file online or at an employment center, prepare these forms:

  1. Employment-support application (취업지원 신청서, Form 1).
  2. Personal-information and unique-identification-information collection, use and provision consent, including consent from household members where required.
  3. Administrative-information joint-use consent.
  4. Confirmation form for investigation and determination of eligibility for employment-support services and the job-search promotion allowance.

Before an online application, create or access a Work24 account and complete job-seeker registration (구직등록). If you cannot use the website, print the forms and submit them to the employment center serving your address.

Records checked through administrative-information sharing

With consent, officials can verify many facts without requiring you to collect every certificate yourself. Government24 lists resident-registration records, income certificates, business records, disability or veteran certificates, school records, tax records, and basic-livelihood or near-poor status records among the information that may be checked. If you withhold consent, you may have to provide the records directly, which can lengthen the review.

Category-specific evidence

Additional documents depend on your circumstances. Work24 gives examples such as a job-abandonment youth questionnaire, a current enrollment certificate and final-semester transcript for a university or graduate-school student who is graduating, and certificates for certain protected groups. The center may request further evidence when the household, income, asset or work-history data cannot be confirmed electronically.

Application steps in Work24 or at an employment center

  1. Watch the required introductory videos. Complete the orientation videos on Work24 before submitting the application.
  2. Create an account and register as a job seeker. Sign in to Work24 and finish 구직등록, including your contact details, education, work history and desired employment information.
  3. Complete the application and consents. Fill in the employment-support application and the four mandatory consent or confirmation documents. Include every household member whose consent is requested and enter dependents accurately.
  4. Submit online or in person. Submit through Work24, or take printed forms to the employment center responsible for your registered address if you cannot use the website.
  5. Wait for the eligibility investigation. The service reviews household composition, income, assets, work or training history and exclusion conditions. Work24 says the written eligibility or non-eligibility notice is sent within one month.
  6. Complete the individual employment-activity plan if approved for Type I. Meet with the counselor to set required activities, dates and reporting methods. Type II participants also follow the plan applicable to their service and activity-cost support.
  7. Request the first payment after plan completion. Use the designated payment-request process once the required initial plan stage is complete.
  8. Report each later period. Carry out every activity in the plan, register the implementation report and submit the job-search promotion allowance request for that period.
  9. Report changes promptly. Tell the counselor or center about employment, new income, household changes, school enrollment, attendance problems or another government benefit, and keep copies of everything submitted.

How to avoid common application problems

Using personal income instead of household information

The principal tests are household tests. Omitting a household member or entering an incorrect relationship can produce a mismatch with resident-registration, tax or income records and delay the decision.

Assuming Type II pays the Type I amount

Type II is a service and activity-cost route. Before planning your finances, confirm in writing which type the center has approved and which activity-cost rules apply.

Ignoring a conflicting benefit or enrollment

Unemployment benefits, local job-search allowances, direct-job programs and qualifying school or certificate enrollment can block or postpone participation. Provide the dates and proof so the counselor can identify when an application is permissible.

Missing monthly reporting

Completing an activity is not enough if the required implementation report is not registered. Keep appointment confirmations, training attendance, applications and other evidence until the center confirms the report and payment request.

Relying on an old threshold

Median-income amounts, selection priorities and budgets are policy-year dependent. Check the current Work24 eligibility table on the day you submit, especially if your income is between 60% and 120% of median income or your recent work history is close to the stated threshold.

Separate youth vacant-job program under Type II

Work24 also describes a youth vacant-job specialized Type II program. It is not the standard unemployment allowance. A Type II youth participant must complete at least one month of vocational training included in the IAP and then enter a designated vacant-job sector. The listed sectors include manufacturing and other specified industries; the program describes training-participation and employment-success payments after employment and six-month retention.

Because this route depends on the designated sector, training, employment and retention conditions, ask the employment center whether your occupation and job offer qualify before counting on it. Do not substitute its conditional payments for the general Type I six-month allowance.

Practical decision guide

  • Choose an initial Type I assessment if you are 15–34 and your household appears to fall within the youth income and KRW 500 million asset limits, particularly if you can document the relevant recent work or training history.
  • Ask about Type II if you are 15–34 but fail the Type I economic test, lack the experience used in a Type I selection rule, or primarily need counseling, training and job matching.
  • Ask the center to screen other Type I routes if you are outside the youth special selection or have a different work-history and income profile.
  • Resolve conflicts first if you currently receive unemployment insurance, a job-search allowance or a funded direct-job placement, or are enrolled for progression to a higher school or professional certificate.

Submission checklist

  • Work24 account created and 구직등록 completed.
  • Introductory videos watched.
  • Employment-support application (Form 1) completed.
  • Personal-information and household-member consent completed.
  • Administrative-information joint-use consent completed.
  • Eligibility-investigation confirmation completed.
  • Household members, dependents, income and assets entered consistently with official records.
  • Any category-specific questionnaire, enrollment certificate, transcript or protected-group certificate attached.
  • Conflicting benefits, employment, school enrollment and program participation disclosed.
  • Copies of submissions, notices, activity evidence and reports saved.

What to check before you submit

The current Work24 notice controls the operative age, median-income calculation, asset assessment, selection priority, activity requirements and budget. The local employment center controls the case-specific explanation of household records and additional evidence. Check both sources immediately before filing, then follow the counselor’s written IAP and reporting instructions rather than relying on a generic checklist.
