Solidigm, SK hynix’s U.S. SSD subsidiary, has reportedly applied for U.S. approval to export additional American chipmaking tools to SK hynix’s Dalian, China, NAND facility. Reuters reported on October 14, 2026, that the request is linked to a possible U.S. NAND factory whose construction could be financed partly by increased Chinese production. Neither the export license nor the U.S. factory has been confirmed.
What Reuters reported
The request concerns additional U.S.-made equipment for unused space in Dalian’s Mod B facility. Reuters reported that Solidigm applied for an export license and that the U.S. Commerce Department had not issued a license for 2027 when the report was published.
Sources described higher Dalian output as one possible way to generate cash for a NAND plant in the United States. Solidigm is also considering an initial public offering as another financing source. These are reported corporate plans, not an announced investment, approved construction project or completed equipment shipment.

U.S.-origin semiconductor manufacturing equipment cannot automatically be sent to China, even when the facility is owned by a foreign company. On August 29, 2025, the Department of Commerce’s Bureau of Industry and Security (BIS) closed the Validated End-User (VEU) pathway that had allowed certain foreign-owned fabs to receive many U.S.-origin items without individual licenses.
#1 Best Overall
- COMPATIBILITY: Development board supporting multiple wireless protocols including Bluetooth
- Thread, Matter, Zigbee, ANT, and NFC at 2.4GHz frequency
- PROCESSOR: Features the advanced nRF54L15 transceiver chip from Nordic Semiconductor for reliable wireless communications
- WIRELESS STANDARDS: Implements IEEE 802.15.4 protocol support for Matter, Thread, and Zigbee networking applications
- DEVELOPMENT PLATFORM: Comprehensive evaluation board designed for testing and prototyping wireless connectivity solutions
BIS said former VEU participants could apply for licenses to operate existing fabs, but that it did not intend to approve licenses for capacity expansion or technology upgrades. The policy was presented as an effort to close export-control loopholes and prevent U.S. suppliers from being placed at a competitive disadvantage.
What SK hynix and Solidigm have said
SK hynix told Reuters that installation of equipment for Mod B is being performed “in close consultation with and under authorization from the US government.” The company also said, “No capacity expansion is being sought for the Dalian Mod B, which was completed in 2023.”

That statement distinguishes installing tools in an already completed module from expanding its stated production capacity. Whether BIS treats the requested equipment as ordinary operation, an upgrade or expansion will determine how the application fits the post-2025 licensing policy. Solidigm declined to comment.

Is SK hynix trading Dalian access for a U.S. factory?
The available reporting does not establish a signed trade or a government commitment to approve one in exchange for the other. It does show a proposed financing logic: permission to install additional tools could support Dalian production, and the resulting cash flow could help fund a U.S. NAND facility.

No confirmed price, location, construction timetable or final design has been published for the prospective U.S. fab. There is also no confirmed 2027 export license. The relationship between the Dalian request and any U.S. investment therefore remains conditional.
How the Dalian operation fits SK hynix’s corporate history
SK hynix acquired Intel’s NAND and SSD business and the Dalian NAND facility in a transaction announced by Intel on December 29, 2021. The first closing was valued at $7 billion; Intel said a later closing would transfer remaining assets for an additional $2 billion. The SSD business moved into a newly formed subsidiary, Solidigm.

- Development Platform: nRF52833-DK evaluation board designed for prototyping and testing Bluetooth
- BLE, Thread, and Zigbee applications using the nRF52833 SoC
- Wireless Connectivity: Supports multiple protocols including Bluetooth
- (BLE), 802.15.4 (Thread, Zigbee) operating at 2.4GHz frequency for versatile wireless development
- Integrated Antenna: Features PCB trace antenna built directly on-board for immediate testing and development without requiring external antenna components
Solidigm is therefore a U.S.-based operating arm of the business SK hynix bought from Intel, while Dalian is the China manufacturing site at the center of the license request.

Why Dalian matters to SSD supply
Dalian produces NAND flash used in solid-state drives for data-center artificial-intelligence and cloud-computing workloads. Reuters identified Lam Research, Applied Materials and KLA as major U.S. equipment suppliers whose tools are used at the site. A decision on additional tools could consequently affect both a Chinese manufacturing line and the American equipment companies that service it.

Storage demand is already influencing the commercial stakes. Walt Coon of TechInsights told Reuters that NAND pricing had increased sevenfold since mid-2023. That figure is a market-source estimate, not a company-reported financial statistic, and it does not by itself show how much additional Dalian output would reach customers or change prices.
Quick Recap
What could happen next
| Scenario | What it would mean | Main uncertainty |
|---|---|---|
| License for operation of existing Mod B space | Solidigm could install tools without presenting the project as a capacity increase. | Whether BIS considers the equipment routine operation or a prohibited technology upgrade. |
| License denied or delayed | Dalian would continue under currently authorized equipment, while the proposed financing contribution to a U.S. fab could be reduced or postponed. | Timing of a decision and any revised application. |
| Approval followed by higher Dalian production | Additional NAND could support SSD supply and potentially provide cash for U.S. construction. | Actual production ramp, market pricing and the amount available for U.S. investment. |
| Separate U.S. fab financing | An IPO or other funding could let Solidigm pursue a U.S. plant without relying on extra Dalian output. | No public valuation, site or construction schedule has been confirmed. |
What this means for NAND and SSD buyers
- Near term: The report does not confirm new Dalian capacity, so it should not be treated as an immediate increase in SSD availability.
- For AI and cloud operators: Dalian’s NAND feeds enterprise SSD supply chains, making licensing and production decisions relevant to procurement planning, but the volume and timing of any change are unknown.
- For equipment and policy watchers: The case tests how BIS applies its post-VEU rules when a company describes a project as installation in existing space rather than expansion.
- For U.S. manufacturing: Any factory remains a prospective project. The reporting provides no confirmed dollar value, site or construction start date.
