Prioritize the upgrade that solves an immediate home problem first. Replace a failing furnace, air conditioner, or other end-of-life system before adding discretionary equipment. If both systems still work, evaluate the roof and shade, how your utility values exported solar power, your current heating fuel and equipment, household electricity use, and itemized local installation quotes. A heat pump deserves early attention when you use electric-resistance heat or your heating and cooling equipment needs replacement. Solar deserves close consideration when the roof has useful unshaded exposure and your utility rules make on-site use or exports valuable.
There is no evidence-based universal winner or dependable national payback period. The right sequence is conditional on your house and utility, not on a generic “solar versus heat pump” ranking.
The short answer: use a four-part priority test
Work through these questions in order. They prevent a large project from hiding a more urgent repair and keep estimates tied to your actual home.
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →- Is existing equipment failing? A leaking roof, unsafe furnace, failed air conditioner, or unreliable electrical system can create immediate risk and extra rework. Address that condition before adding generation or changing the heating system.
- Would a heat pump replace an inefficient baseline? Heat pumps can be especially compelling when the home currently uses electric-resistance heating. The U.S. Department of Energy cites approximately 65% lower electricity use for heating compared with electric resistance; that figure is not a claim about gas furnaces or total household bills. DOE’s comparison is the appropriate reference for that baseline.
- Can the roof produce useful solar power? A suitable roof needs adequate usable area, a reasonable remaining life, and sunlight that is not heavily blocked by trees or nearby buildings. ENERGY STAR notes that shading can reduce production. Its rooftop-solar guidance also explains that export compensation and net metering vary by location.
- What do your bills, utility rules, and local quotes show? Compare your own electricity and fuel use with site-specific designs. Neither the reviewed federal sources nor the available evidence establishes a current national installed-cost comparison or a universal payback period.
If a system is at the end of its service life, that condition normally decides the first project. Otherwise, collect both types of quote, check current state and utility programs, and choose the project that has a sound technical design and a value you can verify.

What the two upgrades actually change
Solar panels: generating electricity on your roof
A photovoltaic system converts sunlight into electricity. Your home can use that power immediately; depending on local rules and equipment, excess production may flow to the grid. The financial result therefore depends on how much electricity the home consumes while the system is producing, the retail electricity rate, and the utility’s export-compensation or net-metering terms.
Solar output is a site-specific production problem rather than a panel-count problem. Roof orientation, usable area, tilt, weather, and shading all matter. Trees, neighboring buildings, and other obstructions can reduce production, as ENERGY STAR warns. A proposal should identify its assumed annual production and the shade or roof measurements behind that estimate.
Heat pumps: moving heat for heating and cooling
A heat pump transfers heat instead of creating it by burning fuel or passing electricity through a resistance element. Depending on the system, it can provide space heating, air conditioning, or both. The installation may involve indoor and outdoor equipment, refrigerant lines, electrical work, controls, duct modifications, or a different distribution arrangement.

The strongest evidence in the supplied DOE material is specific: approximately 65% lower electricity use for heating than electric resistance heat. Do not apply that percentage to a gas furnace, propane system, every household energy use, or your entire utility bill. Your result depends on the existing equipment, climate, thermostat settings, insulation, distribution system, electricity price, and any backup heat.
Compare the decision factors before choosing
| Decision factor | Solar panels | Heat pump |
|---|---|---|
| Home condition | Roof age, remaining life, usable area, orientation, and shade determine whether the array can produce as proposed. ENERGY STAR identifies trees and nearby buildings as potential production limits. | The condition of the heating and cooling equipment, ducts or other distribution, electrical service, and controls determines urgency and installation scope. |
| Best efficiency baseline | Your household’s electricity demand and ability to use generation on site. | Electric-resistance heating is the baseline for DOE’s approximately 65% electricity-use comparison. The figure does not establish savings against gas or other fuels. |
| Utility economics | Check retail electricity rates, export compensation, net-metering rules, fixed charges, and whether production matches your load. ENERGY STAR says net metering is available in some areas, not everywhere. | Compare electricity prices with your current heating fuel and equipment performance. No universal bill-savings amount is established. |
| Timing and incentives | The federal Residential Clean Energy Credit does not cover qualifying property placed in service after December 31, 2025, according to the IRS. | The federal Energy Efficient Home Improvement Credit, which formerly included qualifying heat pumps, does not cover new qualifying property placed in service after December 31, 2025. |
| Information to demand in a quote | System design, estimated production assumptions, equipment, labor, roof work, financing terms, and utility interconnection costs. | Equipment and labor, electrical-panel work, duct or distribution changes, controls, commissioning, and assumptions about backup heating. |
| Strongest immediate trigger | A suitable, mostly unshaded roof plus utility rules that reward self-consumption or exports, with production sized to your electricity needs. | Heating or cooling equipment that needs replacement, or a home currently heated with electric resistance. |
When solar should move to the front of your list
Check the roof before discussing panel capacity
Ask for the roof’s age, remaining useful life, structural condition, and usable area. If a roof replacement is likely soon, coordinate the two projects rather than installing panels and paying to remove and reinstall them later. A solar contractor should document obstructions and the shading assumptions used for production estimates. A large roof with persistent shade is not automatically a good solar site.
Measure how much electricity you can use directly
Gather at least 12 months of electric bills, including kWh consumption, time-of-use periods if applicable, fixed charges, and any demand-related charges. Note daytime loads such as cooling, pool equipment, water heating, laundry, or electric-vehicle charging. Self-consuming generation can have a different value from electricity exported under a utility’s tariff.

Read the utility tariff, not just the sales summary
Confirm whether your utility offers net metering, a different export rate, credits that expire, capacity limits, or special interconnection requirements. ENERGY STAR describes net metering as a policy available in some areas rather than a universal feature. Ask when the export rate can change and whether a new system is placed under a different tariff.
Require a production model tied to the site
The proposal should state the array’s location, equipment, estimated annual production, shade assumptions, and expected losses. Compare that production with your historical load rather than treating the panel nameplate rating as a bill forecast. Ask what happens if the utility limits exports or if the roof design changes.
When a heat pump should move to the front of your list
Start with the existing heating and cooling system
Record the age, fuel, recent repair history, efficiency information, and comfort problems of the furnace, boiler, air conditioner, or resistance heaters. A system that is failing, unsafe, or unable to maintain temperature can justify replacement even when a solar project is attractive. Tell bidders whether you need heating, cooling, or both and whether any rooms already have distribution problems.
Identify an electric-resistance baseline
Electric baseboards, wall heaters, and some older electric furnaces use resistance heating. This is the comparison for DOE’s approximately 65% lower electricity-use figure. Estimate the kWh used during heating months and separate it from cooling and other loads. A heat pump may change the home’s electricity pattern even as it reduces electricity used specifically for heating.
Inspect distribution, electrical capacity, and controls
Ask whether existing ducts are appropriately sized and sealed, whether indoor airflow is adequate, and whether the electrical panel and service can support the proposed equipment. A quote should identify panel upgrades, line-set routing, condensate management, thermostat or control changes, and any duct, insulation, or weatherization work. Require commissioning information, including how airflow, refrigerant charge, and controls will be verified.
Clarify cold-weather and backup assumptions
Do not assume a heat pump eliminates every other heat source. Ask the contractor to state the design temperature, expected capacity at that temperature, the point at which supplemental heat operates, and how the system behaves during an outage. These assumptions affect both comfort and operating costs, but the reviewed sources do not provide a universal performance number for every climate or model.

For a qualifying heat pump installed before the cutoff, the former credit could be up to $2,000, subject to efficiency and other requirements. That historical limit is not a credit for a new 2026 installation; consult the IRS Energy Efficient Home Improvement Credit page.
Payment date is not enough to preserve the former solar credit. In FAQ FS-2025-05, the IRS states that an expenditure is treated as made when original installation is complete; paying before the deadline does not qualify a system completed after December 31, 2025.

A practical, step-by-step decision process
- Document the current home. List equipment ages, failures, fuel types, roof age, panel condition, electrical-panel capacity, insulation or duct issues, and the rooms that are uncomfortable.
- Collect bills and usage. Save 12 months of electricity and heating-fuel statements. Mark seasonal heating, cooling, and daytime loads so a solar proposal and a heat-pump proposal use the same baseline.
- Screen the roof. Obtain roof measurements, shading observations, remaining-life information, and any repair or replacement estimate before accepting a solar design.
- Read the utility rules. Record retail rates, export compensation, net-metering availability, time-of-use periods, interconnection fees, and any export or system-size limit.
- Request scoped proposals. Obtain itemized solar and heat-pump quotes that identify equipment, labor, permits, electrical work, roof or duct work, financing, and commissioning.
- Normalize the comparison. Compare each project’s total installed scope, expected energy flow, operating assumptions, and household disruption. Do not compare a complete heat-pump installation with a solar price that excludes roof or interconnection work.
- Check current incentives. Verify state, utility, and local programs directly. Exclude the expired post-2025 federal credits from a new 2026 calculation.
- Choose the project with the stronger trigger. Favor the failing system, a heat pump replacing electric resistance, or solar on a productive roof with favorable utility treatment. If neither has a clear advantage, defer rather than rely on an invented payback estimate.
Common situations and the likely first question
| Your situation | First question to answer | Why it matters |
|---|---|---|
| Furnace or air conditioner is failing | What replacement system meets the home’s heating and cooling needs? | Urgent equipment work can determine timing and may avoid paying for overlapping repairs. |
| Electric baseboard or resistance heat | What heat-pump design, backup strategy, and electrical work are required? | DOE’s cited 65% comparison uses electric resistance as the baseline, making this the most directly supported heat-pump case. |
| Young roof with open, sunny exposure | How much of the generated electricity can be used on site, and what does the utility pay for exports? | Production and tariff rules determine the value of the array. |
| Old or shaded roof | What roof work is needed before solar, and how much shade will remain? | Roof replacement and shading can change the project scope and production estimate. |
| Gas, propane, or oil heating that still works | What are the local electricity and fuel costs, and what does the proposed heat pump do at design temperatures? | The available 65% figure does not apply to these fuels, so a home-specific comparison is necessary. |
| Limited budget for only one project | Which project addresses a failure or has a verifiable local value after all required work? | Headline equipment prices omit site work, financing, and utility requirements. |
Pitfalls that produce bad decisions
Using an expired federal credit in a 2026 spreadsheet
Remove the former residential clean-energy and home-improvement credits from calculations for qualifying property placed in service after December 31, 2025. Do not treat an early deposit or equipment payment as installation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteApplying the 65% number to every heating system
The DOE figure is approximately 65% lower electricity use for heating than electric resistance. It is not a gas-versus-heat-pump savings guarantee and not a whole-home bill forecast.
Assuming every utility has net metering
Export rules differ. Confirm the tariff in writing and model self-consumption, export compensation, fixed charges, and any time-of-use schedule.
Ignoring shade, roof life, or future roof work
Request a shade-aware production estimate and coordinate roof repairs. A panel count without roof and shading assumptions is not a reliable output forecast.
Comparing incomplete quotes
Require every bidder to disclose permits, interconnection, panel work, ducts, controls, roof work, commissioning, financing fees, and removal of existing equipment. “Installed” does not mean the same scope in every proposal.
Expecting a universal payback answer
The evidence does not provide comparable current installed costs or a modeled solar-versus-heat-pump payback. Use your bills, tariff, production estimate, equipment assumptions, and local quotes instead of a national average that may not match your house.
Bottom line
Choose the upgrade that fixes the most consequential problem with the clearest, site-specific value. A failing heating or cooling system generally comes first; a heat pump is particularly worth evaluating over electric resistance; and solar becomes a strong candidate when the roof is productive and utility rules reward the electricity you generate. In every other case, let documented roof conditions, equipment performance, utility tariffs, itemized quotes, and current local incentives—not a universal ranking—determine the order.
