Turn a software request into a reviewable build by agreeing on the user outcome and acceptance criteria first, implementing against that scope, and packaging the change with a focused pull request. The brief explains the need; the criteria let the team and reviewer determine whether the implementation meets it.
Make the request concrete before choosing a solution
Start by describing the need in terms of the person who will use the software and the result they need. A useful brief records more than a feature idea: it captures the workflow, constraints, dependencies, assumptions, and exclusions that affect the work.
- Intended users: Who will use the result, and what context are they working in?
- Workflow: What are they trying to do, and what should happen before, during, and after the change?
- Desired outcome: What should become possible or improve for the user?
- Constraints and dependencies: What existing systems, permissions, data, compatibility needs, or deadlines shape the implementation?
- Assumptions and exclusions: What is being presumed, and what is explicitly outside this request?
These details help prevent a solution from silently growing beyond the request. They also reveal questions that need stakeholder input: if two plausible interpretations would produce materially different behavior, resolve the ambiguity before implementation.
Agree on acceptance criteria before implementation
Translate the desired outcome into observable conditions that the customer or an authorized reviewer can assess. NASA’s Software Engineering Handbook, SWE-034 – Acceptance Criteria, describes defining acceptance criteria with the customer up front and translating functional requirements into system acceptance criteria and acceptance tests.
#1 Best Overall
Good criteria state what must be true, not merely what task the developer should perform. Make each one checkable through an appropriate test, demonstration, inspection, or review. Include quality constraints when they matter to the request, such as how the feature handles errors or respects permissions.
- Use specific, observable behavior rather than terms such as “works well” or “is user-friendly.”
- Identify relevant inputs, conditions, and expected results.
- State which quality or operational constraints are in scope.
- Decide how each criterion will be verified before treating the work as acceptable.
For example, a vague request such as “make it easier to find an invoice” needs clarification. A criterion could instead describe where a user can search, which invoice details are searchable, and what result appears when there is no match. The exact conditions should come from the stakeholder and the product context, not from assumptions inserted during coding.

- Project ruling provides instant organization for notes, plans & deadlines
- Premium-weight paper is perforated to detach easily
- Snag-resistant coil and extra-strong back are perfect for notes on the go
- Gray, navy or maroon cover, 7-1/4" x 9-1/2", 84 sheets
Build and verify against the agreed scope
Use the accepted criteria as the implementation guide and verification plan. Check the behavior each criterion describes, and keep the work within the agreed boundaries. If development uncovers a material ambiguity or a new requirement, take it back to the stakeholder rather than making an unapproved product decision.

Package the change so another person can review it
A pull request should give a reviewer enough context to understand the purpose of the change and assess it efficiently. Microsoft’s Code With Engineering Playbook: Pull Requests connects implementation to a well-defined task description and acceptance criteria, then to checks, documentation, and a pull request. The playbook states: “Changes to any main codebase – main branch in Git repository, for example – must be done using pull requests (PR).”
Write a clear title and description that explain why the change is needed, what changed, and where reviewers should focus. Link the work to its agreed criteria where your team’s workflow supports it. Keep the change focused: GitHub’s guidance on helping others review changes emphasizes review context, self-review, and attention to security-sensitive areas.

- Describe the user need and intended result.
- Summarize the implementation and call out any non-obvious decisions.
- Point reviewers to the criteria, tests, or files that deserve particular attention.
- Report the checks you ran and their relevant results.
- Separate unrelated changes instead of bundling them into the same review.
Use review feedback to reach a decision
Review is a feedback and decision stage, not a substitute for defining the work. GitHub’s documentation on pull request reviews describes review outcomes such as comments, approval, and requests for changes. Address feedback against the agreed scope, clarify disagreement with the relevant criterion, and update the pull request so reviewers can see what changed.
The team’s acceptance criteria and review policy determine whether the change is ready to merge. A pull request’s approval status is useful workflow information, but it does not by itself establish that every customer outcome or quality constraint has been met.

Keep automated review in an assistive role
GitHub documents Copilot code review options, including configurable effort levels and repository instructions, in its guide to using Copilot code review. Its availability and behavior depend on configuration; the documentation describes Copilot approvals as a public preview subject to change. GitHub Learn also explains turning on Copilot code review and setting up repository review instructions.
Automated feedback can help surface issues, but it does not replace the acceptance definition or the human review process. Make explicit in your team’s workflow whether automated feedback is advisory and what approvals or checks are required before merge.
Quick Recap
A practical readiness check
- The intended user and outcome are clear.
- Constraints, dependencies, assumptions, and exclusions are recorded.
- Acceptance criteria were agreed with the customer or authorized reviewer before implementation.
- Each criterion has a suitable way to verify it.
- Material ambiguities have been resolved rather than guessed at.
- The change and its diff are focused, and relevant checks have been run.
- The pull request explains why the change is needed, what changed, and where to focus review.
- Team expectations for automated feedback, human approval, and merge readiness are clear.
