Short answer: SNMP normally uses UDP 161 for polling requests sent by a network management system (NMS) to a managed device, and UDP 162 for traps or informs sent by the device to the NMS. Those are destination roles, not instructions to open both ports broadly or in both directions. Secure deployments restrict source addresses, use read-only permissions and narrow MIB views, keep SNMP on a management network, and prefer SNMPv3 with authentication and privacy.

What ports does SNMP use?

The familiar SNMP port numbers describe different traffic flows. A firewall policy must specify the initiator, destination, protocol, and permitted source addresses rather than simply allowing “SNMP.”

UDP 161: polling requests to the managed device

An NMS normally sends GET, GETNEXT, GETBULK, and, where explicitly required, SET requests to UDP port 161 on the device being monitored. The device returns the response as part of that request flow. Source restrictions should allow only the designated management stations or monitoring collectors.

UDP 162: traps and informs to the NMS

Traps and informs are unsolicited notifications initiated by the managed device. The usual destination is UDP 162 on the NMS or notification receiver. Allow this path only when the deployment uses notifications, and limit permitted senders to the managed devices that should report to that receiver.

Polling NMS Managed device, UDP 161 Permit selected NMS addresses to reach UDP 161; allow only the related response traffic.
Traps Managed device NMS, UDP 162 Permit selected device addresses to reach UDP 162 only if traps are configured.
Informs Managed device NMS, UDP 162 Permit the same notification path when informs are used; verify the receiver’s behavior.

UDP is conventional, not universal

The IETF transport-mapping standard identifies UDP over IPv4 as the preferred mapping for systems that support IPv4, but SNMP also has other transport mappings. Confirm the protocol, address family, listening port and direction in the exact device and NMS documentation. Do not treat UDP 161 and 162 as universal settings for every implementation.

Is opening SNMP port 161 bidirectionally enough for SNMPv3?

No. For ordinary polling, the required policy is normally an NMS-to-device flow whose destination is UDP 161, plus the stateful return traffic associated with those requests. Opening unsolicited traffic to UDP 161 in both directions increases exposure without enabling a normal polling requirement.

If the device must send traps or informs, add a separate device-to-NMS rule whose destination is UDP 162. If notifications are not used, do not open 162 merely because SNMP is enabled. A practical review asks four questions:

  2. Which managed devices send notifications?
  3. Which destination port and transport does the actual software use?
  4. Are the firewall rules limited to those addresses and flows?

Validate the result against packet captures or platform documentation, especially when a collector uses a nondefault listener, IPv6, TCP, a proxy or a vendor-specific transport option.

Why SNMPv1 and SNMPv2c community strings are risky

SNMPv1 and SNMPv2c use community strings as shared, password-like access values. Cisco describes them as being transmitted in clear text, without strong authentication or encryption. Anyone able to capture the traffic can learn a string and reuse it from an allowed network position.

A read-only community generally permits monitoring queries. A read-write community can permit configuration changes through SET operations, so compromise can become a device-management incident rather than a visibility problem. Never use the commonly known values public or private, and remove communities that are no longer required.

If legacy compatibility is unavoidable

Some older devices or management systems still require v1 or v2c. Reduce the risk with all of the following controls:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Generate a unique, non-obvious string for each administrative domain or device group; do not reuse a value across unrelated environments.
  • Restrict each community to trusted NMS source addresses with an access-control list (ACL).
  • Use read-only access unless a documented task genuinely requires writes.
  • Do not reuse a notification community for polling.
  • Inventory and remove old, test and vendor-default communities.
  • Check the exact operating-system behavior. Cisco notes that on some IOS releases a trap community may also become usable for SNMP access unless it is separately restricted.

These measures limit who can use a clear-text credential; they do not turn v1/v2c into an encrypted protocol. Plan a migration to SNMPv3 where the device and NMS support it.

How ACLs, MIB views and permissions work together

SNMP access control has more than one dimension. An ACL answers who may connect. A MIB view answers which management objects are visible. Read-only or read-write permissions answer what operations are allowed. Combining them is stronger than relying on any single control.

Control Question it answers Typical least-privilege setting
Source ACL Which IP addresses may send SNMP requests? Only designated NMS or collector addresses.
MIB view Which portions of the MIB can an identity access? Only objects required for the monitoring task.
Operation permission Can the identity read, write or receive notifications? Read-only unless a specific change workflow requires writes.
Group or user assignment Which identity receives those restrictions? Separate roles and narrowly scoped groups.

The SNMP architecture separates security services from access control. VACM (View-based Access Control Model) is the IETF model for associating users or groups with views and permissions. Authentication by itself does not restrict the management data a user can see. Review group, user, view and ACL assignments whenever staff roles, collectors or managed devices change.

Why SNMPv3 is preferred

SNMPv3 USM (User-based Security Model) provides message-level security. The authPriv security level combines authentication with privacy, so messages can be authenticated and encrypted. Cisco recommends authPriv for secure deployments, while warning that algorithms and command syntax vary by device model and software release.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Choose the strongest mutually supported algorithms

First determine what both ends support: the managed device, its operating-system release and the NMS. Do not select an algorithm simply because it appears in a generic configuration example.

SNMPv3 USM option 2025 Canadian guidance status Deployment implication
SHA-2 HMAC variants Sufficient Prefer when supported by both endpoints and allowed by organizational policy.
SHA-96 HMAC Phase-out Retain only for compatibility while planning replacement.
MD5 Phase-out Avoid for new configurations.
AES-CFB-128 privacy Sufficient Prefer for encryption when supported.
DES privacy Phase-out Replace rather than select for new users.

The Canadian Centre for Cyber Security guidance is Version 3 and effective January 2025. It recommends randomly generated pre-shared secrets, different secrets for authentication and privacy, and storage of localized keys rather than the original user secrets on managed devices. Apply the cryptographic policy that governs your organization and verify implementation support before changing algorithms.

USM and transport security

SNMPv3 can use USM or transport-security approaches. The Canadian guidance recommends the Transport Security Model (TSM) where available and considers USM at authPriv sufficient when configured according to its recommendations. Availability depends on the platform and NMS, so record which model is actually deployed.

Where SNMP should be reachable

Use a dedicated management network

Keep SNMP interfaces reachable only from an internal management LAN or a separate management VLAN whenever possible. A monitoring station should not need to access device-management services from every user, server or guest segment. Segmenting the traffic reduces the number of systems that can attempt authentication or capture legacy SNMP traffic.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not expose SNMP directly to the internet

If administrators must manage devices from outside the internal network, use a protected IPsec tunnel and enforce the same source, identity and MIB restrictions inside that path. Avoid publishing UDP 161 or 162 directly on a public address.

Disable unused agents

Disable SNMP on devices that are not actively managed. The Canadian Centre for Cyber Security states: “We recommend that SNMP be disabled on any device which is not being actively managed.” Check newly installed equipment as well as legacy devices; an agent enabled by a factory template can create an overlooked entry point.

Deployment procedure for a secure SNMP service

  1. Inventory the requirement. List devices that need polling, the NMS addresses, required MIB objects and whether traps or informs are actually used.
  2. Confirm platform support. Check the exact model and operating-system release for SNMPv3, USM or TSM, supported authentication and privacy algorithms, MIB-view syntax and notification behavior.
  3. Design the flows. Permit NMS-to-device polling at the documented destination port, and add device-to-NMS notification traffic only where required. Confirm address family and transport.
  4. Create identities. Use individual or role-based SNMPv3 users where supported. Generate random secrets, separate authentication and privacy secrets, and protect the credential record.
  5. Apply least privilege. Bind users or groups to read-only permissions and a MIB view containing only the objects needed by the monitoring task. Reserve write access for a specific, controlled workflow.
  6. Restrict sources. Apply ACLs to the NMS and notification receiver addresses. Ensure no broad “any source” rule remains from testing.
  7. Test before cutover. Verify successful polling, expected error handling for an unauthorized source, inaccessible objects outside the view, and receipt of a test notification if notifications are enabled.
  8. Remove legacy access. Delete default and unused v1/v2c communities after all dependent systems have migrated. Recheck firewall rules and device configuration from a separate administrative session.
  9. Review periodically. Reconcile users, groups, views, ACLs, collectors and managed-device inventories as infrastructure and responsibilities change.

SNMP security choices compared

Decision axis Less secure or broader choice Preferred direction
Protocol and security model v1/v2c community strings SNMPv3 USM or TSM where supported
Message protection Clear text, or authentication without privacy authPriv with mutually supported current algorithms
Source scope Any reachable address ACL limited to designated NMS or notification sources
Data scope Full MIB visibility Narrow MIB view tied to the monitoring purpose
Operation scope Read-write for general monitoring Read-only; narrowly delegated writes only when required
Network placement General or public network Isolated management VLAN or protected IPsec tunnel

Common failures and what to check

Polling times out

  • Confirm that the NMS source address is permitted by the device ACL and every intervening firewall.
  • Check that the NMS is targeting the device’s configured polling port and transport.
  • Verify that the SNMP version, username or community, authentication protocol and privacy protocol match on both ends.
  • Check whether a MIB view or VACM rule denies the requested object even though the user authenticated.

Traps or informs never arrive

  • Confirm that the device is configured with the receiver’s address and destination port, normally UDP 162.
  • Permit the device-to-receiver flow; a rule that only allows NMS-to-device polling does not enable notifications.
  • Check source ACLs on the receiver and whether the device uses the expected SNMP version and notification credentials.

A legacy device requires v2c

Use a unique read-only community, restrict it to the smallest possible source set, limit the MIB view, isolate the traffic on the management network and document the exception. Treat the clear-text credential as temporary compatibility debt, not as an equivalent to SNMPv3.

Operational review checklist

  • SNMP is disabled on devices that are not actively managed.
  • Polling and notification rules have separate, documented directions.
  • Only designated NMS and receiver addresses can connect.
  • UDP 161 and 162 are opened only where the deployment requires them.
  • SNMPv3 authPriv is used where supported.
  • SHA-2 HMAC and AES-CFB-128 are selected when mutually supported and approved.
  • MD5, SHA-96 HMAC and DES are being phased out.
  • Authentication and privacy secrets are random, different and protected.
  • Users and groups have explicit VACM permissions and narrow MIB views.
  • Read-write access and unused communities have been removed.
  • SNMP is confined to a management LAN, VLAN or protected tunnel.
  • Configuration has been checked against the exact device model and software release.
