Smart App Control is a Windows 11 execution-control feature. It combines Microsoft’s cloud app-intelligence service with Windows code-integrity checks to decide whether an app or other executable may run. In enforcement mode, malware, potentially unwanted apps (PUA), and unknown unsigned code are blocked by default. The trade-off is compatibility: developer builds, unsigned utilities, legacy programs, scripts, mods, and corporate tools can be stopped when Windows cannot establish that they are trusted.

It is available only on qualifying Windows 11 installations, works alongside antivirus software rather than replacing it, and has an important one-way transition rule: after evaluation ends or you manually change the setting, returning to evaluation requires resetting or reinstalling Windows on the documented versions.

What Smart App Control does

Microsoft describes Smart App Control as “an app execution control feature that combines Microsoft app intelligence services and Windows code integrity features to protect users from untrusted or potentially dangerous code.” The feature makes a decision when an app or executable starts, before that code is allowed to run.

Its policy is effectively default-deny for software that cannot be established as trustworthy. Microsoft’s overview states that malware, potentially unwanted apps, and unknown unsigned code are blocked by default. This is different from a warning-only download prompt: a blocked program does not proceed unless the user changes the overall Smart App Control state or obtains a version that satisfies the trust checks.

Smart App Control is aimed at ordinary Windows use in which applications come from established publishers and carry valid signatures. It is less suited to machines that routinely run self-built binaries, experimental tools, old installers, plug-ins, game modifications, or other software that has not acquired a trusted signature or a positive cloud reputation.

Requirements and availability

The documented baseline from Microsoft Learn is Windows 11 version 22572 or later and a clean Windows installation. Microsoft explicitly counts a device reset as a clean installation. The feature is not available in Windows 10 and is intended for new Windows 11 installations. Availability can also depend on the supported regions enabled by Microsoft; the company says additional regions may be added over time.

Requirement or condition What it means
Windows edition Windows 11; Smart App Control is not available in Windows 10.
Build Version 22572 or later is the documented minimum.
Installation state A clean installation is required. Resetting the device counts as a clean install.
Geography The feature is enabled only in supported regions; availability can change as Microsoft expands rollout.
Existing setup It is intended for a new Windows 11 installation. A normal in-place switch on an established installation may not be offered.

To verify whether your installation exposes the feature, open Windows Security > App & browser control > Smart App Control. If the page is absent, the installation, region, or Windows version may not meet the requirements.

How the protection decision is made

Smart App Control follows a documented sequence rather than relying on a single antivirus signature.

  1. An app starts. Windows presents the app or binary to Smart App Control’s checks.
  2. Cloud reputation is consulted. Microsoft’s cloud-powered security service attempts to make a confident safety prediction using its app-intelligence data.
  3. A known-safe result allows execution. If the service predicts that the app is safe, Smart App Control permits it to run.
  4. A malicious or potentially unwanted result blocks execution. A prediction of malware or a PUA is denied.
  5. An uncertain result triggers signature validation. If the service cannot make a confident prediction, the app must have a valid certificate-based signature. Microsoft says the certificate must chain to a certificate authority in the Trusted Root Program.
  6. Unsigned or invalidly signed uncertain code is blocked. If no confident cloud verdict exists and the signature is missing or invalid, Windows treats the program as untrusted.

This explains why a program can be harmless in practice yet still fail to launch: Smart App Control is evaluating trust evidence, not only whether a user recognizes the program. A newly compiled utility may have no reputation, and an old application may use signing that is no longer valid.

Evaluation, On, and Off modes

Evaluation mode

Evaluation runs in the background while Windows observes how the device is used. It is designed to determine whether enforcing the policy will be compatible with the software mix and workflow on that machine. Microsoft specifically warns that legitimate corporate, developer, and other advanced activities can produce a poor experience.

At the end of evaluation, Windows may move to enforcement if the device appears to be a good fit. If the observed software pattern suggests repeated compatibility problems, Windows can automatically turn Smart App Control off instead. This automatic decision is why a user may discover that the feature changed state without deliberately disabling it.

On (enforcement) mode

In the On state, Smart App Control actively applies the execution policy. Apps and binaries must either be recognized as safe by Microsoft’s app-intelligence service or carry an acceptable certificate-based signature. Malware, PUAs, and unknown unsigned code are blocked by default.

Off mode

Off means Smart App Control is no longer applying its execution gate. Windows and your antivirus still have their own protections, but the specific Smart App Control decision is not being made for each launch.

The mode-change consequence

Microsoft Support says that once evaluation has completed, or after the user manually switches Smart App Control on or off, returning to evaluation requires reinstalling or resetting Windows on the documented versions. There is no ordinary “start evaluation again” button. Treat a manual change as consequential, especially on a primary workstation.

What software is most likely to be blocked

Compatibility depends on whether Windows can obtain a confident verdict or validate a trusted signature. The following categories deserve extra caution:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Self-built applications and daily developer builds that have not been signed.
  • Unsigned administrative utilities and niche tools downloaded from small project sites.
  • Older applications whose certificates are expired, invalid, or not trusted by the current certificate chain.
  • Corporate software, internal line-of-business tools, and test packages distributed without a recognized signature.
  • Game mods, plug-ins, launchers, and other extensions that create or load unknown binaries.
  • Scripts or automation packages whose launchers ultimately execute unrecognized binaries.

These examples are not automatically malicious. They are simply more likely to lack the evidence Smart App Control requires when its cloud service cannot make a confident prediction. A signed release from the same project may run where an unsigned development build does not.

Smart App Control versus antivirus

Smart App Control should be treated as an additional execution gate, not a replacement for endpoint security. Microsoft says it works with Microsoft Defender and with non-Microsoft antivirus products. Keep one real-time antivirus product active even when Smart App Control is On.

Question Smart App Control Antivirus protection
Primary job Decides whether an app or binary is trusted enough to execute. Detects and responds to malware using the product’s own signatures, reputation, and other security engines.
Unknown unsigned code Blocked by default when no confident cloud verdict exists and the file lacks a valid trusted signature. Behavior varies by product; antivirus is not defined by Smart App Control’s signature rule.
Decision basis Microsoft cloud app intelligence plus Windows code-integrity and certificate checks. Product-specific detection and behavior controls.
Developer and legacy compatibility Can interfere with unsigned builds, old software, scripts, mods, and internal tools. Compatibility effects depend on the antivirus product and its configuration.
Reversal Returning to evaluation after evaluation or a manual state change requires a reset or reinstall on the documented versions. Settings and exclusions are product-specific; this Smart App Control reset rule does not apply to every antivirus setting.
Relationship Additional protection layer. Should remain enabled alongside Smart App Control.

How to check the current state

  1. Open the Windows Security app.
  2. Select App & browser control.
  3. Open Smart App Control.
  4. Read the displayed state: Evaluation, On, or Off.

The page is also where Windows communicates that the feature is unavailable or that a mode decision has been made. If an application is blocked, note the exact program and its publisher before changing the system-wide state; the message can help distinguish an unsigned build from a general Windows launch failure.

Can you turn Smart App Control back on without reinstalling?

If the feature is already Off because evaluation completed or you manually changed the setting, Microsoft’s documented answer is generally no: returning to evaluation requires resetting or reinstalling Windows on the supported versions. You may be able to switch an available setting from Off to On in some circumstances, but that is not the same as restoring evaluation, and the availability of that control depends on the device state.

When a reset is necessary, the Windows 11 path is Settings > System > Recovery > Reset this PC. Choose the reset option appropriate for your backup plan, and copy personal files, license information, and required installers before starting. Because Microsoft counts a reset as a clean install, buying separate installation media is not always necessary. A full reinstall from Windows 11 installation media is the other documented route.

When Smart App Control is a good fit

Your workload Practical guidance Reason
Mainstream signed applications, web browsing, documents, and games Keep Evaluation running and allow it to move to On if Windows recommends enforcement. The policy is designed for software with established reputation or valid signatures.
Frequent downloads from unfamiliar sources Favor Smart App Control On, provided your required applications continue to work. Unknown unsigned code is denied by default.
Software development with self-built or unsigned binaries Test the workflow during Evaluation; expect possible incompatibilities. Unknown builds may fail the cloud-or-signature requirement.
Corporate or specialist tools Confirm that internal packages are properly signed before relying on enforcement. Microsoft identifies corporate and advanced tasks as potential poor fits.
Legacy applications, mods, plug-ins, or scripts Keep a recovery plan and do not switch modes casually. Older or unsigned components are more likely to be treated as untrusted.

Evaluation is the safest decision period because it is intended to reveal these compatibility problems before enforcement. Let it finish when practical instead of immediately forcing On or Off.

Troubleshooting a blocked application

  1. Confirm the state. Check Windows Security > App & browser control > Smart App Control and determine whether enforcement is On.
  2. Identify the exact file. Record the application name, version, publisher, and whether it is a development or legacy build.
  3. Look for a signed release. Obtain a current build from the legitimate publisher that carries a valid certificate-based signature.
  4. Check for a maintained replacement. An updated version may have acquired cloud reputation or corrected an expired signature.
  5. Assess the workflow before changing Smart App Control. Disabling it can restore compatibility, but returning to evaluation later may require a reset or reinstall.
  6. Keep antivirus protection enabled. Smart App Control and antivirus address different parts of the security problem.

Do not interpret a block as proof that the application is malware, and do not interpret a successful launch as proof that it is safe. Smart App Control is enforcing a trust policy; it is one layer in a broader security setup.

Bottom line

Smart App Control is most valuable on a clean Windows 11 installation used mainly for mainstream, signed software. It adds a strong default-deny barrier against malware, potentially unwanted apps, and unknown unsigned code. The same strictness can disrupt development, legacy, corporate, and modding workflows, so use Evaluation to test compatibility and remember that changing the mode can commit you to a reset or reinstall if you later need evaluation back.
