Small payments can cost more to process as a share of their value because many payment plans charge both a percentage and a fixed amount per transaction. The fixed amount does not shrink when the sale does. To compare costs fairly, calculate both the cost per transaction and the cost as a percentage of payment value—then include monthly fees and the costs of handling each payment method.
Why does a small payment cost more to process?
When a processor charges a percentage rate r plus a fixed fee f for each successful transaction, the processing cost on an average payment A is approximately rA + f. As a share of the sale, that is r + f/A. The percentage component stays constant, but the fixed component takes a larger share as the payment amount falls.
For example, imagine a hypothetical plan charging 2.9% plus $0.30 per successful transaction. On a $5 payment, the fee would be about $0.445, or 8.9% of the sale. On a $50 payment, it would be $1.75, or 3.5%. This example illustrates the math; it is not a universal tariff or a current quote. Stripe describes percentage-plus-fixed pricing as a common structure and gives 2.9% plus 30¢ as an illustration, not a rate applicable to every merchant.
The same effect matters at business scale. Multiply the average cost per transaction by the number of transactions to estimate transaction fees, then add recurring account or platform charges. A business with many low-value sales may have a higher acceptance cost relative to revenue even if its headline percentage looks modest.

What counts as payment acceptance cost?
“Interchange” is not the merchant’s complete processing bill. Visa explains that interchange is transferred between acquiring and issuing banks; merchants negotiate and pay a merchant discount to their financial institution, typically calculated as a percentage per transaction. Interchange can influence a merchant’s negotiated price, but it is not synonymous with the total amount the merchant pays.
A merchant’s full cost may also include network assessments, processor markup, and account or platform fees. Stripe’s overview describes these as distinct components and explains that provider pricing may bundle them in different ways. Compare the actual contract and transaction types, not just a quoted rate or a single interchange figure.

How do payment pricing models affect low-value sales?
Pricing models trade transparency, simplicity, and predictability differently. The names and exact terms vary by provider, so use these categories as a guide to what to inspect in a contract.
| Model | How it is structured | What to examine |
|---|---|---|
| Flat-rate or simple pricing | A small number of bundled rates, sometimes one rate across networks, cards, or transaction types. | Easy to forecast, but a single price may charge the same for payment types with different underlying costs. |
| Interchange-plus or unblended pricing | Underlying wholesale fees are itemized, with a processor margin added. | Can make components more visible, but the total varies with card, network, and transaction mix. |
| Tiered pricing | Transactions are grouped into pricing tiers under the provider’s rules. | Check how transactions are classified and what determines each tier; the headline tier may not describe every sale. |
The Reserve Bank of Australia describes merchant plans as unblended, blended, and fixed/simple, while Stripe discusses flat-rate, interchange-plus, and tiered models. These labels are not necessarily exact equivalents across providers. A predictable bundled plan may suit a business that values stable forecasting; a more itemized plan may be useful when the business can understand and manage the components. Neither is automatically cheaper for every transaction mix.

How to compare the real cost for your business
Use your own average ticket, payment-size distribution, transaction volume, and payment methods. A single average can hide the effect of many tiny sales, so use a representative period and include the mix of in-person and online transactions, card types, and routing that the business actually processes.
- Collect the contract and statements. Record the percentage and per-transaction charges for each relevant payment type, plus monthly, platform, gateway, or account fees.
- Group transactions by type and amount. Separate in-person from online sales where pricing differs, and capture how many transactions fall into low, middle, and high payment ranges.
- Calculate variable fees. For each group, apply the applicable percentage to payment value and add the fixed transaction fee for each transaction.
- Add recurring fees. Allocate monthly charges across the period’s transaction count or payment value. Do not omit a fixed monthly fee just because it does not appear on each receipt.
- Include operating costs that differ by payment method. Consider cash handling, labor, reconciliation, fraud, and chargebacks where they materially affect the comparison.
- Compare two useful measures. Divide total monthly acceptance cost by transaction count for average cost per transaction; divide it by total payment value for acceptance cost as a share of sales.
- Repeat the calculation for alternatives. Use the same period, sales mix, and cost definitions for every provider or payment method, and check contract terms for recurring versus one-time fees.
This separates a low per-transaction price from a low cost as a share of revenue. It also prevents a low headline rate from obscuring monthly fees or operational expenses.

What do published figures tell us—and what do they not?
Published interchange and acceptance-cost numbers can show how costs behave, but they are not quotes for a particular merchant. Their scope, geography, date, payment type, and included costs matter.

This is an average for U.S. Visa debit transactions, not all payment acceptance costs or an offer to a merchant.
- United States, covered issuers, 2023: The Federal Reserve reports average authorization, clearing, and settlement cost of $0.041 per transaction, excluding issuer fraud losses. That was approximately half the 2009 value. These are issuer-side costs, not a merchant’s total processing bill.
- United States debit regulation: The Federal Reserve’s Regulation II description sets a standard for covered issuers of $0.21 plus 0.05% of transaction value, with a possible additional $0.01 fraud-prevention adjustment for eligible issuers. Certain small issuers and specified prepaid or government-program transactions are exempt. This rule does not cap all merchant processing costs.
- Australia, merchant-level data from 2018/19: The RBA’s 2020 analysis found eftpos averaged around 37 basis points less expensive than Visa and Mastercard debit. The gap was 52 basis points for the smallest merchants and 25 basis points for the largest merchants with eftpos transactions. These historical sample results are not current quotes or universal savings.
- Australia, policy review in October 2024: The RBA said the cents-based cap for debit and prepaid interchange was lowered to 10 cents “to reduce the cost of low-value transactions at smaller merchants.” This is an Australian policy example, not a U.S. rule.
The Federal Reserve also reported that the 2023 base debit interchange cap exceeded average per-transaction authorization, clearing, and settlement costs including issuer fraud losses for 80.1% of covered issuers and 99.2% of covered transactions. That comparison concerns covered issuers and transaction costs; it does not establish the cost of accepting a payment for an individual merchant.

Is cash or another payment method always cheaper?
No method is cheapest for every business once its full costs are counted. A Federal Reserve Financial Services summary of a 2011 study reported costs of $0.53 per $100 of sales for cash, $1.12 for signature debit, and $0.81 for PIN debit. Those figures reflect that study’s retailer types and included cost categories, are historical, and exclude credit cards. They should not be treated as current prices or a universal ranking.
Compare payment methods using the same definition of cost. Card statements may reveal processing charges, while cash can involve handling, labor, reconciliation, and loss exposure. Online and in-person card transactions may also have different terms or operational risks. Your own sales mix and operating model determine whether a method’s apparent fee advantage remains after those differences are counted.
