Short answer: Small modular reactors (SMRs) can lower the size of each investment, limit on-site construction and allow capacity to be added in modules. Traditional large reactors generally deliver more megawatts per unit and retain a longer operating record and established supply chains. Current evidence does not support a universal claim that SMRs are cheaper, safer or faster. Results depend on whether a design has moved beyond its first build, whether factories and suppliers are ready, how the project is financed, the licensing route, and the site and grid.
The practical comparison is therefore not “small versus large” in isolation. A utility should compare a specific SMR design and deployment plan with a specific large-reactor project using the same country, financing assumptions, schedule definition, safety requirements and lifetime-cost boundary.
What counts as an SMR?
The OECD Nuclear Energy Agency (NEA) defines a small modular reactor as a reactor producing 10 to 300 MWe, with more modularisation, standardisation and factory-based construction than a conventional unit. “Small” describes output relative to today’s large reactors; “modular” describes how the plant is designed and manufactured, not simply the number of reactors on a site.

More than 50 SMR concepts were under development in the NEA’s 2021 assessment. They include different coolants, fuel arrangements, power ratings and safety systems, so an SMR is not one technology with one cost or safety profile. A 2016 NEA market study presented a high-case scenario of up to 21 GWe by 2035, about 3% of installed nuclear capacity. That figure was a potential scenario, not an observed deployment result and should not be used as a forecast of actual build-out.

What is a traditional nuclear plant?
For this comparison, a traditional plant means a conventional large reactor, usually a gigawatt-scale unit built as a major one-off project. Large reactors can use two or more units at one site, but each unit still involves substantial civil works, heavy components, site-specific engineering, licensing and grid infrastructure. Their technology, operating procedures and supply chains have been used for decades, although individual new projects can still be first-of-a-kind for a country, vendor or design.
Cost: where SMRs could help and where they can lose
Large reactors spread fixed costs over more output
A large reactor has high absolute capital cost, but many engineering, licensing, control-room and site costs do not increase in direct proportion to output. Spreading those fixed costs over a high-power unit can reduce capital cost per kilowatt when construction is controlled. Existing operators may also have experienced staff, established maintenance arrangements and a known fuel cycle.
The downside is concentration of risk. A single project requires a very large commitment before it produces electricity. Interest during construction grows when the schedule slips, and a delay affects the entire planned block of capacity. Financing terms, inflation, exchange rates, regulatory changes and contractor performance can therefore dominate the final price.

An SMR programme can begin with one module and add units as demand, transmission capacity and financing allow. A smaller first purchase can reduce the absolute amount of capital exposed at one time and may fit a smaller grid or an industrial site that cannot absorb a gigawatt-scale unit. Factory fabrication and repeatable modules can move more work into controlled facilities, reducing the amount of complex assembly performed outdoors at the site.
The NEA’s cost analysis makes the condition explicit: lower absolute and per-kilowatt construction costs depend on serial production, optimised supply chains and smaller financing costs. The first unit of a design may require new tooling, qualification, licensing work and worker training. Those costs are spread over later units only if a genuine production series follows. An SMR that remains a one-off prototype can lose much of the manufacturing advantage while still carrying the cost of a new design.
Why a simple “cost per kilowatt” ranking misleads
Compare projects on a common basis before drawing a conclusion. A meaningful comparison specifies the same currency year, country, exchange-rate treatment, construction start date, discount rate, debt and equity mix, contingency, owner’s costs, transmission connection and decommissioning boundary. It also states whether the figure is an overnight construction cost, a total financing cost or a levelised cost of electricity.

The NEA and EPRI’s 2025 cost publication compares 23 technologies in 21 countries. Its scope demonstrates why there is no single global SMR price: labour, regulation, tax treatment, financing rates, site conditions and supply-chain maturity differ by country. Use country-specific assumptions rather than importing a headline estimate from another market.

Treat that as an overview indication, not a universal percentage for every reactor. A project with a low construction estimate can still have high lifetime cost if financing, fuel, operations, maintenance, waste management or decommissioning provisions are underestimated.
Cost items that should appear in a utility comparison
- Overnight plant cost, including reactor island, turbine island, balance of plant and owner’s costs.
- Financing during construction, interest-rate exposure and the effect of each month of delay.
- Site preparation, cooling-water systems, transmission upgrades and emergency-planning infrastructure.
- First-of-a-kind engineering, licensing, qualification and factory tooling for an SMR programme.
- Fuel fabrication, transport, storage and any special fuel-cycle services.
- Operations staffing, maintenance outages, replacement components and security.
- Spent-fuel management, decommissioning funding and end-of-life site restoration.
- Contingency based on comparable projects, not an arbitrary percentage.
Safety: design advantages are not a blanket verdict
Potential SMR safety features
The U.S. Department of Energy identifies possible SMR advantages including simplified designs, passive or enhanced safety features, below-grade siting, security-by-design and reduced handling of nuclear material. Passive systems are intended to use gravity, natural circulation or stored energy rather than relying on powered pumps and immediate operator action for particular accident functions. A smaller core and an integral layout can also reduce some accident-driving inventories or piping runs, depending on the design.
These are design objectives and potential benefits, not a finding that every SMR is safer than every large reactor. An applicant still has to demonstrate its safety case to the relevant regulator. The result depends on the reactor physics, containment, cooling systems, control logic, seismic and flooding analysis, fire protection, human factors and the assumptions used in the licensing basis.
Large reactors have safety strengths of their own
Large reactors have extensive operating experience, tested maintenance practices and a substantial body of regulatory review. That experience can reveal failure modes and improve procedures, training and inspection. It does not remove risk: a large unit contains more radioactive inventory and may require robust cooling and emergency measures after severe events. “Mature technology” means a broader evidence base, not zero hazard.
Questions that apply to both plant sizes
Both SMRs and large plants are nuclear facilities. Each requires physical protection, cybersecurity, material accountancy, safeguards, radiation protection, spent-fuel management, emergency arrangements and a funded decommissioning plan. A proposed reduction in an emergency-planning zone must be accepted by the regulator; it cannot be assumed from the reactor’s nameplate size.

Site hazards matter in either case. Seismic motion, extreme heat, flooding, wildfire, aircraft impact, water availability and nearby industrial activity can change the design and cost. Operator competence, maintenance quality, regulator capacity and supply-chain quality remain safety-critical regardless of module size.
Construction time and schedule risk
What modular construction is expected to change
DOE states that SMRs are envisioned to require limited on-site preparation and to substantially reduce the lengthy construction times typical of larger units. A factory can repeat welding, inspection, testing and assembly under controlled conditions while civil work proceeds at the site. Standard modules may also make quality assurance more consistent and allow a utility to learn from one unit before ordering the next.
The NEA’s 2025 dashboard describes this potential as “economies of multiples”: repeating standardised units could improve predictability, quality control and construction risk over time. The phrase is important. It describes a benefit from a production series, not an automatic property of the first module.
Why there is no universal SMR completion time
Official sources reviewed for this comparison do not establish a single SMR-versus-large-reactor completion time. First-of-a-kind design work, licensing, manufacturing capacity, transport limits, site preparation, workforce availability and grid connection can dominate the schedule. A short reactor-assembly period does not make the overall project short if the design is still being licensed or a factory is waiting for qualified components.
Large-reactor projects have documented delays and cost overruns, particularly for first-of-a-kind Generation III projects. The NEA identifies learning, governance, financing, harmonised standards and supply-chain performance as major drivers of cost and schedule. An SMR programme faces the same management risks and adds dependencies on specialised factories, transport routes and repeat orders.
Schedule measures to request from a vendor
- Separate dates for design completion, regulatory approval, site licence, first concrete, module delivery, fuel loading and commercial operation.
- A base schedule and a quantified schedule-risk analysis, including contingency.
- Evidence from completed units of the same design, not only laboratory or component tests.
- Factory throughput, qualified suppliers, inspection capacity and the date each long-lead item can be delivered.
- Transport studies for module dimensions, weight, ports, rail, roads, bridges and on-site lifting.
- Grid studies covering interconnection, protection, ramping, minimum load and outage planning.
How grid and site conditions change the choice
When several SMRs can fit better
A smaller grid may not be able to absorb the sudden loss of a gigawatt-scale unit. Multiple modules can reduce the size of each contingency event and permit staged capacity additions. They may also serve industrial loads, district heat or remote systems where a large plant would exceed demand, transmission capability or available cooling water.

Staging introduces operational trade-offs. Every module needs maintenance, surveillance, security and outage coordination. A site with several units may have more interfaces and more equipment to manage than a single large unit. The economic value of incremental build depends on whether future demand and financing actually materialise.
When a large reactor can be the better fit
A strong transmission network, a large steady load and access to an experienced nuclear workforce can favour a large unit. The plant can deliver substantial power from one site and spread many fixed costs over high output. If the design and supply chain are already established in that country, the large project may have less technology risk than an SMR that has not yet completed a commercial build.
Conversely, a large unit may be a poor match for a small grid, constrained site or utility that cannot carry a multi-year megaproject on its balance sheet. The decision should follow the system’s load shape, reserve requirements, cooling-water availability and transmission plan rather than a generic preference for “modular” or “traditional.”
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.A practical decision framework for utilities
Use the following sequence when comparing a specific SMR proposal with a specific large-reactor proposal.
- Define the service. Set required net capacity, annual energy, flexibility, heat output, commissioning window and retirement date. Identify whether the plant is replacing firm capacity, supplying new industry or supporting a variable-renewables system.
- Normalise the financial model. Use the same country, currency year, discount rate, financing structure, tax treatment, contingency and lifetime boundary. Report both total capital and cost per kilowatt or megawatt-hour, with assumptions visible.
- Classify technology maturity. Label each option first-of-a-kind, early series or nth-of-a-kind. Count completed commercial units of the same design and distinguish an operating reactor from a demonstration, test facility or announced project.
- Audit the schedule. Map licensing, procurement, factory production, transport, civil works, installation, fuel loading and grid connection. Test delays in the activities that sit on the critical path and calculate the financing effect.
- Review the safety case. Examine passive systems, containment, severe-accident strategy, below-grade structures, emergency-planning assumptions, site hazards, security and cybersecurity. Confirm which claims are licensed requirements and which remain design objectives.
- Check fuel and waste arrangements. Verify fuel availability, enrichment or fabrication requirements, spent-fuel storage, transport, ultimate disposal route and decommissioning funding. A smaller reactor does not eliminate these obligations.
- Test supply-chain readiness. Identify qualified manufacturers for pressure vessels, steam generators, control systems, nuclear-grade concrete and specialised fuel. Check factory capacity against the proposed order sequence rather than assuming it will exist.
- Model operations. Compare staffing, refuelling outages, maintenance, forced-outage assumptions, capacity factor, ramping and replacement-part inventories. For an SMR site, model both one-module and multi-module outages.
- Run alternative scenarios. Evaluate high and low demand, interest rates, construction delays, carbon prices, fuel prices, cooling-water constraints and the possibility that later modules are never ordered.
- Set go/no-go gates. Require evidence at each gate: licence progress, firm supplier contracts, site permits, financing close, factory qualification and a credible plan for waste and decommissioning.
Common mistakes and how to avoid them
Using a vendor target as an achieved cost
Projected overnight cost or factory output is not the same as a completed project. Ask for the estimate’s currency year, scope, contingency, financing treatment and source, then compare it with independent country-specific studies.
Assuming “modular” means mass production
A reactor assembled from modules can still be a one-off. The manufacturing advantage appears only when designs are standardised, orders repeat and suppliers learn. A programme that changes the design between units may lose that learning effect.

Comparing a mature large reactor with a first SMR
This is an unfair maturity comparison. Put first-of-a-kind status, regulatory novelty and completed-build evidence in the same table as cost and schedule. Also test a large reactor that is new to the country against an SMR with an established operating fleet, if those are the real options.
Treating safety claims as size-based
“Small” does not by itself establish a smaller emergency zone, fewer safeguards or lower risk. Read the licensed design basis and site-specific hazard analysis. Confirm how spent fuel, security and severe accidents are handled.
Ignoring the rest of the power system
Plant cost alone misses transmission, reserve capacity, cooling infrastructure and the value of staged additions. Include those system costs and benefits in the same model for both options.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat the evidence supports today
SMRs offer a credible strategy for reducing the absolute size of projects, adding capacity incrementally and moving more work into repeatable factory production. Those advantages are most persuasive where the grid is small, demand is staged, site work can be standardised and a real order series supports learning.
Large reactors retain economies of scale, a broad operating base and established construction and regulatory experience. They can be economically attractive when a large, steady load and strong financing can support the initial investment and when the chosen design has a proven supply chain.
Neither category wins automatically. A sound decision compares a defined project’s total lifetime cost, financing exposure, schedule evidence, licensed safety case, fuel and waste obligations, grid fit and operating plan. Until multiple standardised SMR units are built and operated in series, claims of universal cost or schedule superiority remain unproven.
