Small hydropower and run-of-river are not opposing technologies. “Small” describes a project’s scale or installed capacity, while “run-of-river” describes how a plant uses river flow, generally with much less storage than a large reservoir project. One installation can be both.
That distinction matters because neither label predicts environmental performance by itself. The meaningful comparison is site-specific: what barrier or weir is built, how much water is diverted, how much residual flow remains, how generation varies, where water returns, and how fish passage, sediment and habitat are managed. Some studies found limited detectable biological effects at particular small run-of-river plants, but those results do not establish that every project has a negligible impact.
What “small hydropower” and “run-of-river” actually mean
Small hydropower is a scale category
Small hydropower classifies a project by size, usually its installed generating capacity or overall project scale. The label says how much generating equipment is installed; it does not, on its own, say whether the plant has a reservoir, diverts water through a canal or tunnel, uses an existing weir, or operates continuously.
Because capacity thresholds vary between jurisdictions and programs, “small” should be treated as a project-size description rather than a universal environmental category. A small installation can still involve a substantial intake, a diversion reach, a powerhouse and a barrier across the channel. Conversely, a larger plant may use a different arrangement. The physical works and operating rules determine the river effects.

Run-of-river is a configuration and operating approach
A run-of-river plant generates from the river’s available flow with limited storage compared with a large storage-reservoir scheme. It may use a low dam or weir to raise the water level at an intake, then return water downstream through a tailrace. Some designs divert water around a section of the natural channel, creating a reach between the intake and the point where flow returns.
Run-of-river therefore does not mean “no dam,” “no diversion” or “no altered river.” A project can be run-of-river and still change connectivity, flow, sediment movement, temperature, water chemistry and local habitat. The amount and timing of those changes depend on the structure, the diversion distance, the residual-flow requirement and the way the turbine is dispatched.
Why the categories overlap
“Small” answers a size question; “run-of-river” answers a design question. Treating them as mutually exclusive leads to a false head-to-head comparison. The useful question is whether a particular small plant is also run-of-river, what river works it requires and how those works are operated.

Barriers and river connectivity
Any weir or dam can interrupt the longitudinal connection that fish and other aquatic organisms use to move between habitats. The relevant questions are whether a structure is new or already present, how difficult it is to pass, whether a fish-passage route is provided and whether fish can also pass safely through the intake and turbine system.
A low structure may have a smaller physical footprint than a large storage dam, but height alone does not determine biological significance. A short barrier in a reach used for spawning or seasonal migration can matter more than a larger structure in a less sensitive location. Species present, their swimming abilities and the timing of their movements all affect the result.

Diversion reaches and residual flow
In a diversion scheme, water leaves the natural channel at the intake and returns at the tailrace. The intervening reach can experience a different volume, depth, velocity and wetted area. A residual-flow rule is intended to keep water in that reach, but its ecological value depends on the amount, seasonal timing and variation of the release.
Comparing projects therefore requires more than the plant’s maximum flow or capacity. Ask for the minimum residual flow, how it changes through the year, how quickly generation can alter discharge and the distance between intake and return. A short diversion with a responsive flow regime presents a different exposure from a long diversion that leaves a channel persistently depleted.

Flow timing, temperature and water chemistry
Hydropower works can alter the pattern of water moving through a reach. Changes in depth and velocity affect habitat for fish, aquatic plants and invertebrates. Holding or routing water through an intake and powerhouse can also influence temperature and water chemistry, particularly where the project changes residence time or mixes water from different parts of the channel.
The U.S. Energy Information Administration identifies altered river flow, temperature, chemistry, fish movement, sediment and surrounding ecology as possible pathways for hydropower effects. These are potential mechanisms, not a prediction that every small plant will produce every effect. Site hydrology, operating rules and the receiving habitat determine which pathways are material.
Sediment transport and habitat structure
Rivers carry sediment that maintains bars, riffles, pools and channel structure. A weir, intake or bypass can change where sediment settles and how much moves downstream. Sediment accumulation upstream may alter habitat there, while sediment starvation downstream can affect channel form and spawning areas.

Weir pools deserve separate attention. The Environment Agency’s 2015 assessment reviewed possible changes in habitat characteristics but noted that it found no specific studies treating weir pools as ecosystems. That evidence gap does not demonstrate that weir pools are harmless; it means their ecological role has not been directly characterized well enough to support a blanket conclusion.

Even without a large reservoir, a project can require an intake, access works, a powerhouse, a buried or open diversion route, transmission equipment and a tailrace. Construction and maintenance can affect nearby land and riparian habitat. The relevant footprint is the complete scheme, not only the turbine building.
What field studies found—and what they did not prove
Environment Agency fish study, 2016
A UK Environment Agency investigation examined fish communities at small run-of-river schemes. Its 2016 summary states: “The impact of these schemes on fish is limited, although the small number of samples means that subtle changes may not have been detected.”
This is useful evidence for the sites and methods examined, especially because it did not detect a large effect in the sampled fish communities. The agency’s warning about sample size is equally important: a study can miss modest or localized changes when few sites or samples are available. The finding should therefore be read as limited detected impact in that investigation, not as proof that small run-of-river plants are benign in every river.
Italian Alpine macroinvertebrate study, 2022
A five-year before-after-control-impact study examined one small run-of-river plant on a glacier-fed stream in the Italian Alps. Sampling covered six sites along the stream, and the authors reported no significant plant-related variation in benthic macroinvertebrate communities.

The before-after-control-impact design compares changes through time at an affected location with changes at control locations, which helps separate plant-related patterns from broader annual variation. However, the result remains bounded by the study’s setting: one plant, one stream type and the features and operating measures present there. The authors called for additional work across different plant features and operating conditions.
Why these studies cannot rank every project
The two studies address particular biological communities in particular configurations. Fish and benthic invertebrates respond differently, and a result for one river does not describe another river with different species, sediment, temperature, barrier design or operating rules. Neither study supplies a universal threshold below which impacts disappear.
Evidence that a measurable effect was not detected is not evidence that no effect exists. It may indicate a genuinely small response, a response confined to another season or species, or a change smaller than the study could resolve. A project assessment should use the available findings as context while still examining its own habitat, species and operations.
Lifecycle greenhouse-gas emissions are a separate comparison
River ecology and climate emissions answer different questions. A plant can have low lifecycle emissions and still create a local barrier or altered diversion reach; conversely, a project with a modest local footprint still needs a lifecycle inventory to account for construction materials, equipment and infrastructure.

They estimated lifecycle global-warming impacts of 5.5–8.9 g CO2-equivalent per kWh for electricity from those projects. Their comparison was 403 g CO2-equivalent per kWh for UK marginal-grid electricity.

Those values are study estimates under the authors’ system boundaries and assumptions. They describe the three projects examined, not a universal emissions factor for all small or run-of-river hydropower. The grid figure is a UK marginal-electricity comparator, not a measure of river damage, fish mortality or habitat change. Use it to discuss lifecycle climate performance, and use ecological assessments to discuss river effects.

The following table separates the questions that should be asked of a real proposal. It avoids treating a size label and a configuration label as competing technologies.

How to evaluate a proposed project step by step
- Map the complete scheme. Mark the intake, any weir or dam, the diversion channel or pipe, powerhouse, tailrace and the entire reach between withdrawal and return. Include access and transmission works when considering land and habitat.
- Describe the flow regime, not just the nameplate capacity. Obtain the proposed residual-flow amount, seasonal rules, expected generation timing and the distance over which diverted flow is absent from the natural channel.
- Identify connectivity points. Determine where fish and other organisms encounter a barrier, intake or turbine. Check how passage is provided and whether the design addresses both upstream and downstream movement.
- Characterize habitat and species before construction. Record fish, benthic macroinvertebrates, spawning or refuge areas, channel forms, sediment conditions and temperature or chemistry patterns that could be altered.
- Examine sediment handling. Ask where sediment is expected to settle, how continuity downstream will be maintained and how changes at the intake, weir pool and tailrace will be detected.
- Match monitoring to plausible effects. A fish question needs fish measurements; a benthic-community question needs invertebrate sampling; a flow question needs records that capture seasonal variation. Monitoring should be capable of detecting the subtle changes that a small-sample study might miss.
- Separate local ecology from lifecycle emissions. Review the project’s emissions boundary, construction assumptions and electricity comparator independently from the river-impact assessment.
- Compare alternatives on the same evidence. If an existing weir can be used instead of a new barrier, or if the diversion reach can be shortened, compare those designs using the same flow, passage, sediment and monitoring criteria.
When can run-of-river be environmentally preferable?
A run-of-river configuration may avoid some impacts associated with a large storage reservoir, particularly the extensive inundation associated with creating a reservoir. That advantage is conditional: the project still has to account for barriers, diversion, residual flow, sediment and the infrastructure footprint. “Less storage” is not the same as “no river impact.”
The strongest case for a lower-impact design is one in which the physical works are limited, the affected reach is short, residual flow preserves meaningful habitat, passage works for the species present, and sediment and habitat changes are measured over time. Those are design and site characteristics, not automatic consequences of the run-of-river label.
When does the small label provide little environmental information?
Installed capacity alone says little about the length of a diversion, the height or location of a weir, the sensitivity of downstream habitat or the species that must pass the site. A small plant in a highly connected migration corridor can pose a significant local issue, while another small plant at a previously modified structure may present a different set of questions.
Capacity also does not determine lifecycle emissions by itself. The 2015 assessment covered projects from 50 to 650 kW and produced a range rather than a single value, showing why project-specific boundaries and assumptions matter.
Common claims to reject
- “Run-of-river has no environmental impact.” It can still involve a weir or dam, a diversion reach, altered residual flow, fish-passage issues, sediment changes and effects on temperature, chemistry or habitat.
- “Small hydropower is always better than large hydropower.” The available evidence does not provide a consistent, multi-site ranking across all ecological and lifecycle impacts.
- “A study found no significant change, so every plant is harmless.” The Alpine result applies to one plant and stream, while the UK fish investigation cautioned that its small sample might miss subtle changes.
- “Low grams of CO2-equivalent per kWh prove the river impact is low.” Lifecycle emissions and local ecosystem effects are separate assessments.
- “A weir pool is just an artificial pond with a known ecological outcome.” The Environment Agency’s review found a lack of direct ecosystem studies of weir pools, so their effects must be evaluated rather than assumed.
Bottom line for comparing the two
Small hydropower and run-of-river should be treated as overlapping descriptors, not rival environmental technologies. The defensible comparison is between complete project designs: barrier and passage arrangements, diversion length, residual-flow rules, operating variation, sediment continuity, habitat and species, monitoring quality and lifecycle accounting. Existing studies provide encouraging results for some sites—limited detected fish effects in the UK investigation and no significant macroinvertebrate variation at the studied Italian Alpine plant—but their boundaries matter. A project earns a lower-impact assessment through its site-specific design and evidence, not through the words “small” or “run-of-river.”
