Choose AI Overhaul SSE first if you want a clearly documented choice of main, scripted, and Lite variants, or if you expect to build a heavily patched load order. Choose Immersive Citizens when its documented focus on danger, weather, profession, travel, and relationship reactions is the behavior you specifically want and its current Anniversary Edition file fits your setup. Neither mod is proven universally better, faster, or more compatible, and installing both is not a safe way to combine their features.
The names are easy to confuse because both overhaul vanilla NPC artificial intelligence. They are separate projects with overlapping goals. Your game runtime, selected file, location and NPC mods, and available compatibility patches matter more than a blanket popularity ranking.
Quick verdict
There is no controlled benchmark in the published mod material that establishes a winner for performance, bug rate, or overall immersion. The practical decision is about documented scope and how much control you need over compatibility.
| Choose | When it fits best | What to verify first |
|---|---|---|
| AI Overhaul SSE | You want selectable main, scripted, or Lite builds; varied schedules and idle areas; and an official patch hub for a complex mod list. | Download the file for your exact runtime, select the appropriate variant, and check patches for every major location, NPC, or AI mod in your load order. |
| Immersive Citizens | You want the project’s explicitly described reactions to danger, weather, professions, travel, and relationships, and its current edition-specific file supports your game. | Confirm that the current main file is for your runtime and inspect compatibility information for each city, NPC, and AI-related mod you use. |
| Neither yet | You cannot identify your executable version, required patches, or which mod will control the same NPCs and locations. | Inventory your load order before changing anything. A compatibility decision made after installation is often harder to repair. |
What the two mods actually are
AI Overhaul SSE
AI Overhaul SSE changes the artificial intelligence of many vanilla NPCs. Its published description emphasizes more realistic and immersive behavior, while its documentation describes varied schedules, additional or changed idle locations, and other behavior changes. The project separates those changes into three documented choices:
#1 Best Overall
- Winner of more than 200 Game of the Year Awards, Skyrim Special Edition brings the epic fantasy to life in stunning detail.
- The Special Edition includes the critically acclaimed game and add-ons with all-new features.
- All-new features include remastered art and effects, volumetric god rays, dynamic depth of field, screen-space reflections, and more.
- Entertainment Software Rating Board (ESRB) Content Description: Blood and gore, intense violence, sexual themes, use of alcohol
- Main: the full-feature version without scripts.
- Scripted: a beta option with additional scenes or behaviors.
- Lite: a lower-intervention option whose documentation says it makes no direct NPC edits and adds no extra markers.
That variant structure is important. “AI Overhaul” is not one identical plugin in every download. A patch made for the main build may not be appropriate for the scripted or Lite build, and the resulting NPC behavior can differ accordingly.
Immersive Citizens
Immersive Citizens describes its purpose as improving friendly-NPC artificial intelligence so citizens act and react to their environment or to an aggressor. Its feature description specifically calls out:
- Survival Instinct: a response to danger.
- Schedules and occasional travel.
- Reactions to weather.
- Behavior influenced by profession and relationships.
- Responses to the surrounding environment and threatening actors.
Those descriptions indicate a broader emphasis on contextual reactions. They do not constitute a controlled comparison with AI Overhaul, and they do not prove that every NPC in every location behaves in all of those ways in every edition.

Players sometimes ask whether “Immersive Citizens – AI Overhaul SE” and “AI Overhaul SSE” are the same mod. They are not. The similar wording reflects a shared subject—NPC AI—not shared authorship, a combined project, or a guarantee that the plugins can be stacked. Treat each as a separate overhaul and read the requirements and compatibility notes for the exact file you intend to install.
Feature-by-feature comparison
| Decision axis | AI Overhaul SSE | Immersive Citizens | How to apply it |
|---|---|---|---|
| Published behavior scope | Many vanilla NPCs; varied routines, idle areas, and behavior changes. | Friendly-NPC schedules, travel, danger response, and reactions to environmental or social context. | Use the behavior emphasis that matches your preferred play style; do not treat either description as a measured superiority claim. |
| Variant choice | Main, scripted, and Lite are documented. Lite avoids direct NPC edits and extra markers. | The current files page presents a main file and compatibility patches. | Variant selection can change both behavior and which patches you need. |
| Compatibility work | An official patch hub exists, and the project permits community patches under stated conditions. | Compatibility patches are listed on its current files page. | Look for a patch covering your exact combination rather than relying on a general “compatible” label. |
| Runtime support | The file listing distinguishes Anniversary Edition 1.6.1130+ from older Skyrim SE 1.5.97 files. | The current main file is labeled as requiring Anniversary Edition. | Check the executable/runtime before downloading; edition names alone are not precise enough. |
| USSEP status | The cited requirements section says USSEP is no longer a hard requirement but remains recommended. | Verify requirements for the selected current file directly. | Do not carry old installation advice into a new load order without checking the live requirements. |
| Performance evidence | No controlled comparative benchmark is published in the material reviewed. | No controlled comparative benchmark is published in the material reviewed. | Choose on behavior and compatibility documentation, not an assumed FPS or stability winner. |
When AI Overhaul SSE is the better first candidate
You want an explicit Lite option
The Lite documentation is the clearest reason to investigate AI Overhaul first. It says the Lite build has no direct NPC edits and no extra markers. That lower-intervention design can be attractive when another mod already edits NPC records or when you want to reduce the number of world references that must be reconciled. It is not a promise of universal compatibility: you still need to inspect the exact files in your list and test the result.

You expect to patch a large load order
The project maintains an official patch hub and states that community compatibility patches may be created and published when its plugins are used as a master, subject to the project’s conditions. This gives you a documented route for resolving conflicts with city overhauls, NPC replacers, and other behavior mods. It does not mean a patch exists for every combination. A patch for one city overhaul, for example, cannot be assumed to cover another city, a different NPC replacer, or a different AI Overhaul variant.
You want to compare intervention levels
Main, scripted, and Lite let you make a deliberate trade-off instead of accepting one fixed package. The main version is described as the full feature build without scripts. The scripted version is identified as beta and adds scenes or behaviors. Lite removes direct NPC edits and extra markers according to its documentation. If you are troubleshooting, knowing which of those three designs you installed is more useful than treating “AI Overhaul” as a single undifferentiated feature.

The published 1.9.5 listing distinguishes Anniversary Edition 1.6.1130+ files from older Skyrim SE 1.5.97 files. That is a concrete advantage only if you select the file that matches your executable. The page records version 1.9.5 and an update date of June 19, 2026; those details can change, so recheck the live listing immediately before installation.
When Immersive Citizens is the better fit
You care most about contextual reactions
Immersive Citizens is the more natural candidate if your priority is the behavior its description names directly: friendly NPCs reacting to danger, weather, professions, relationships, and their surroundings, with schedules and occasional travel. A player who wants townspeople to respond visibly when a threat appears may prefer that stated emphasis over a package chosen primarily for variant control or patching flexibility.
The current Anniversary Edition file fits your game
The current files page identifies its main file as requiring Anniversary Edition. If your installation is on the older 1.5.97 Skyrim SE runtime, do not assume that an Anniversary Edition file will work simply because both are called “Special Edition” in casual conversation. Locate a file explicitly marked for the runtime you actually launch, or choose a different mod until the edition support is clear.

Your location and NPC mods have matching patches
Immersive Citizens can be a good choice for a carefully curated list, but its environmental behavior makes exact compatibility checking essential. Read the current compatibility entries for every major city overhaul, settlement edit, NPC overhaul, and other AI mod that touches the same records or locations. “Works with many mods” is not the same as “works with your complete load order.”
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRuntime, edition, and requirement checks
Perform these checks before downloading either overhaul:
- Identify the executable you run. Record whether your installation uses the Anniversary Edition 1.6.1130-or-newer runtime or the older Skyrim SE 1.5.97 runtime. Use the version shown by your game installation or launcher tools, not the name printed on a retail box.
- Open the mod’s current Files section. Match the file label to that runtime. AI Overhaul’s listing separates AE 1.6.1130+ and SE 1.5 files; Immersive Citizens’ current main file is labeled for Anniversary Edition.
- Read Requirements for the selected file. For AI Overhaul 1.9.5, USSEP is described as recommended rather than a hard requirement. That status applies to the cited page and version; verify it again if the file changes. For Immersive Citizens, confirm the requirements attached to the exact current file.
- Note the variant and edition in your mod notes. Write down “main,” “scripted,” or “Lite” for AI Overhaul, plus the runtime and download date. This prevents you from installing a patch intended for a different variant months later.
Compatibility is the deciding technical issue
Why two AI overhauls are not additive
Both projects alter vanilla NPC behavior. Their published descriptions do not endorse installing them together, and the reviewed material provides no compatibility guarantee for a combined setup. Installing both as if each supplied an independent layer can leave one plugin overwriting the other, produce conflicting packages or scenes, or create behavior that neither author’s patch guidance covers. Pick one as your baseline instead of trying to merge them by load-order guesswork.
Build a conflict inventory
Before installing, list every mod that changes one of the following:
- Major cities, settlements, interiors, or navmesh-adjacent spaces.
- Vanilla NPC records, factions, packages, schedules, or appearances.
- AI packages, scenes, combat responses, travel, or sandbox behavior.
- Worldspace layouts that may require a location-specific compatibility patch.
Then search the chosen overhaul’s current compatibility list for the exact name and version of each item. A similarly named mod, an older edition, or a different variant is not an exact match.

Use patches as targeted bridges
AI Overhaul’s official patch hub and stated patch permissions make it possible for the community to publish bridges between its plugins and other projects. Immersive Citizens also lists compatibility patches. A patch is a specific data merge for a known combination, not a universal safety certificate. Install only patches that identify both sides of your combination and follow their required load-order instructions.
Do not change overhauls casually in an existing save
NPC packages, scenes, and location edits can be referenced by an ongoing save. The safest decision is made before starting a playthrough. If you must change an overhaul, read the current author guidance for removal or replacement, make a separate backup, and test the new setup on a disposable save before trusting a long-running character.
A safe installation workflow
The exact buttons differ between mod managers, but the order below keeps the important decisions visible.
- Back up your profile and saves. Preserve the current load order and at least one save from before the change. Do not overwrite your only working profile.
- Confirm the runtime. Write down the executable version and select the corresponding file. For AI Overhaul, distinguish AE 1.6.1130+ from SE 1.5; for Immersive Citizens, verify that the selected file’s edition label matches your game.
- Choose one project. Do not install both to compare them inside the same save. If you are evaluating AI Overhaul, select main, scripted, or Lite before downloading.
- Read the selected file’s Requirements and description. Record dependencies, recommendations, variant notes, and any installation warnings. For AI Overhaul 1.9.5, treat USSEP as recommended rather than an automatic hard dependency, while still checking the current page.
- Install the base file through your mod manager. Keep the archive and plugin name identifiable. Avoid renaming files in a way that hides whether the build is main, scripted, Lite, AE, or SE.
- Install only matching compatibility patches. Use the official patch hub or the current compatibility list. Confirm that every patch names your exact overhaul variant, runtime, and conflicting mod.
- Review plugin order and warnings. Resolve missing masters and file conflicts before launching. A warning that identifies a missing requirement is a stop sign, not a prompt to continue and troubleshoot later.
- Test in a controlled location. Load a pre-change test save or a new character, visit a settlement affected by your other mods, wait through more than one in-game schedule period, and observe whether NPCs appear, travel, sandbox, and respond normally.
- Test the locations that motivated the installation. Check each city, settlement, or NPC group for which you installed a patch. One working town does not validate every other combination in the load order.
- Keep a change log. Record the file version, variant, runtime, patches, and date. This makes a later diagnosis possible if an author updates a file or you add another location overhaul.
How to interpret behavior after installation
Schedules and idle activity
AI Overhaul’s published scope includes varied routines and idle areas. Immersive Citizens also describes schedules and occasional travel. Seeing an NPC choose a different idle spot or leave a usual area can therefore be an intended behavior change, not automatically a bug. Compare the result with the mod’s stated scope and with the compatibility notes for that location.

Danger and environmental reactions
Immersive Citizens explicitly describes Survival Instinct and reactions to danger, weather, profession, and relationships. If those contextual responses are your main reason for installing it, test them in a controlled save and in locations covered by the current compatibility list. Do not infer from one NPC’s response that every citizen has identical rules.

Scenes and scripted behavior
AI Overhaul’s scripted option is described as beta and adds scenes or behaviors. That makes variant identification especially important when diagnosing an unexpected scene, a missing package, or a patch conflict. A patch built for the non-scripted main version may not account for those additions.
Troubleshooting branches
An NPC stands still, disappears, or follows an implausible routine
- Confirm that the installed file matches the runtime and that no required master is missing.
- Check whether the NPC’s city, home, faction, or appearance is changed by another mod.
- Verify that the compatibility patch covers the exact overhaul variant and the exact conflicting mod.
- Reproduce the issue in a clean test profile rather than adding more patches at random.
A city becomes unstable after adding a patch
- Disable only the newest patch in a copied profile and reproduce the same route.
- Check whether the patch was intended for a different edition, version, or variant.
- Read the patch author’s load-order instructions; do not assume placing a file last fixes every record conflict.
- If the problem remains, test the city overhaul with the AI overhaul removed from the profile, not from your only live save.
You cannot tell which AI overhaul is active
Remove the ambiguity from your notes and mod manager. Search the installed list for both project names, identify enabled plugins, and keep only the one you selected for the test profile. Similar names do not indicate a shared mod, and a disabled-looking optional file can still matter if a patch lists it as a master.
You are choosing between a stable existing list and a new playthrough
For an established, patch-heavy list, start by checking AI Overhaul’s documented variants and official patch hub. For a new list built around contextual citizen reactions, inspect Immersive Citizens’ current Anniversary Edition file and the patches for the locations you plan to overhaul. In either case, make the runtime and compatibility checks before committing to a character.
What the published evidence does not prove
The official descriptions reviewed do not provide a controlled FPS test, a comparative bug-rate study, or a named independent reviewer’s head-to-head verdict. Download counts, endorsements, and author work-hour claims would not establish which mod is better for your installation. The dated fact that can be stated precisely is that AI Overhaul SSE lists version 1.9.5 with an update date of June 19, 2026. Files, requirements, patch lists, and runtime support are volatile, so confirm them again on the live pages when you install.
Quick Recap
Decision checklist
- Pick AI Overhaul SSE when variant choice, the Lite option, and documented patching support are your priorities.
- Pick Immersive Citizens when danger, weather, profession, travel, and relationship reactions are the behaviors you are seeking and its current file matches your edition.
- Do not install both together as an assumed feature stack.
- Match the file to the executable, not merely to the words “Special Edition.”
- Check every major location, NPC, and AI mod in your real load order for an exact compatibility patch.
- Test on a backed-up or disposable save before changing a long-running character.
