SK hynix’s U.S. subsidiary, Solidigm, is reportedly seeking Washington’s approval to send additional American chipmaking equipment to the company’s NAND operation in Dalian, China. Reuters reported the request on October 14, 2026, and TechCrunch published related details on October 15.
The reported arrangement would connect continued access to U.S.-origin manufacturing equipment in China with SK hynix’s plans to invest in semiconductor production in the United States. The identity of the lobbying veteran described in the headline, and the claim that the person has known Donald Trump for 30 years, have not been independently verified in the available public material.
What Solidigm is asking Washington to approve
Solidigm is SK hynix’s U.S. subsidiary and storage business. A company filing describes it as the U.S. entity created to operate the acquired business, including its NAND flash products.

This is not the same as building a new Chinese plant, and the reports distinguish the request from an expansion of the completed Dalian Mod B facility.

SK hynix told TechCrunch: “SK Hynix told TechCrunch it is not seeking to expand capacity at its Dalian Mod B facility, which was completed in 2023.” The distinction suggests the company is describing equipment installation in available space or another part of the site rather than adding capacity to Mod B itself.
Why equipment going to China needs U.S. approval
The United States imposed broad controls on advanced chips and chipmaking equipment destined for China in October 2022 and tightened them in 2023. Those rules can require authorization for U.S.-origin manufacturing equipment even when the purchaser is a foreign company and the equipment will be operated outside the United States.
That makes a Dalian installation a licensing question, not simply a capital-spending decision by SK hynix. Approval can depend on the equipment’s technical characteristics, the facility involved, the end use and the policy in force when the application is reviewed.

Exemptions and licenses can change
TechCrunch reported that the Trump administration revoked special export exemptions for certain SK hynix, Samsung and Intel facilities in China in September 2025. Annual licenses were later reported for Samsung and SK hynix. Those permissions are time-limited and changeable; an earlier exemption or license should not be treated as a permanent right to ship equipment.
For SK hynix, the practical risk is that a plant plan could be delayed if a license is denied, narrowed or allowed to expire. Replacing U.S.-controlled tools with equipment from other suppliers could also add cost, qualification work and time, although the available reports do not quantify those effects.
How the request fits a U.S. investment bargain
Reuters described the equipment request as tied to plans for a U.S. factory. The Trump administration has been pressing foreign chipmakers to build plants in the United States to rebuild domestic manufacturing capacity and create jobs. In that context, approval for additional equipment in China would be part of a broader negotiation: continued production flexibility in China in exchange for a larger U.S. manufacturing commitment.

The reports do not establish that Washington has approved the request, that a final U.S. factory agreement has been signed or that the two outcomes are legally linked. They describe an effort to negotiate those interests.

- U.S. manufacturing and jobs: A new U.S. facility would support the administration’s goal of expanding domestic semiconductor production.
- China production continuity: Access to additional equipment could let SK hynix maintain or increase NAND output at Dalian rather than redesigning the site around non-U.S. tools.
- National-security risk: Washington would be allowing controlled technology into China, so any approval could carry conditions, limits or a future review.
- Cost and timing: Replacing U.S. equipment with non-U.S. alternatives may avoid some licensing exposure but can require new qualification and integration work.
- Supply and pricing: Changes in Dalian output could affect the supply of NAND flash used in SSDs and other storage products.
What this means for NAND and SSD supply
NAND flash is the memory technology used in solid-state drives, phones, computers and many embedded storage systems. A decision that changes SK hynix’s ability to equip or operate Dalian could therefore affect future NAND availability, although no source in the reports provides a production-volume estimate.
TechCrunch cited TrendForce’s forecast of a 15% to 20% NAND price increase in the fourth quarter of 2026. That is a market forecast, not an SK hynix result and not proof that the Dalian request caused prices to move. It provides context for why manufacturers and customers are closely watching equipment approvals.

Business and regulatory risks for SK hynix
SK hynix’s regulatory filing warns that U.S.-China tensions, tariffs and export restrictions could reduce demand or prevent sales to some customers. The filing also describes China-related regulatory obligations affecting NAND products.
Those risks operate on several levels:
- A license decision could limit what equipment reaches Dalian.
- Tariffs or new controls could alter the economics of producing or selling NAND.
- China rules could impose additional obligations on NAND products or their distribution.
- Customers may delay purchases if they fear future supply interruptions or restrictions.
The company must therefore manage both physical manufacturing continuity and the legal ability to sell the resulting products.
What is known about the reported lobbyist
The headline refers to a lobbying veteran hired by SK hynix America and calls that person a 30-year acquaintance of Donald Trump. The available material does not identify the veteran, provide a verified quotation, or point to a Senate or House lobbying disclosure documenting the relationship.

It is reasonable to describe the hire as part of SK hynix’s effort to navigate Washington’s export-control and investment policy. It is not reasonable to present the person’s identity or the 30-year relationship as established fact until an originating article, lobbying filing or company statement confirms it.

TechCrunch reported a possible 2027 Solidigm initial public offering scenario involving approximately $10 billion in potential proceeds and a valuation of up to $100 billion. These are reported possibilities, not a completed transaction, announced valuation or guaranteed fundraising target.
An IPO could give the storage business an independent source of capital, but the reports do not establish that the offering depends on approval for the Dalian equipment or on construction of a U.S. factory.

What to watch next
- Export-license decision: Look for a dated U.S. authorization that identifies the equipment, facility and duration of permission.
- U.S. factory details: Check whether SK hynix announces a site, investment amount, construction schedule and expected jobs.
- Lobbying disclosures: A Senate or House filing could identify the hired veteran and document the claimed Trump connection.
- Dalian clarification: Watch for SK hynix to explain which unused space and production line would receive equipment, while maintaining its statement about Mod B.
- Market effects: NAND contract prices, supplier guidance and SSD availability will show whether policy uncertainty is affecting the storage market.
