Singapore cannot add EV chargers at every carpark simply by delivering more hardware: each site also needs enough electrical capacity to supply them. Transport Minister of State Dr Amy Khor said in a 2025 speech that “there are some carparks where the existing electrical infrastructure, like the consumer switch rooms, lack the capacity to support the deployment of EV chargers.” That describes some sites, not every carpark. Meanwhile, the national challenge extends beyond individual switch rooms to the distribution grid and power generation.
Why can’t Singapore just install more EV chargers?
A charger draws electricity from the site’s electrical system. If the switch room or consumer intake substation serving a carpark cannot support the additional demand, installing more chargers may require electrical upgrades first. Many public carparks were not designed for EV chargers or significant additional electricity draw, Dr Khor said in her 2025 Ministry of Transport Committee of Supply speech.
The constraint is site-specific. Official sources do not quantify what share of Singapore carparks lack capacity, or give a representative cost or schedule for upgrading a particular switch room. Those depend on the site.

A consumer switch room is the visible, local part of a larger electricity system. The Energy Market Authority (EMA) says preliminary findings indicate upgrades will be needed at consumer intake substations, the electricity distribution grid and power generation over the next two decades. That is the agency’s planning horizon, not a completion date for every upgrade. EMA also says estimates will become more precise as EV charging behaviour and technology develop.

- At a carpark or development: The switch room or intake substation can limit how much charging equipment a site can support.
- Across the network: Distribution infrastructure and generation must also support rising electricity demand.
How load management helps—and what it cannot do
Dynamic load management changes how charging demand is distributed across available capacity. Dr Khor described it as a way to optimise existing electricity capacity while infrastructure is upgraded. It can help a site use its available power more effectively, but it does not increase the physical capacity of a switch room or the wider grid.
EMA has also described a demand-response sandbox with ComfortDelGro. In its 21 October 2024 announcement, the agency said the pilot would explore how EV charging operators could aggregate nearly 1,000 stations and adjust charging speeds during demand-response events to help balance electricity demand and supply. That was a pilot description, not evidence that every charging network currently offers this capability.

How far has Singapore’s charger rollout reached?
Singapore’s target is 60,000 EV charging points by 2030: 40,000 in public carparks and 20,000 in private premises. The Ministry of Transport reported 30,500 points deployed as of March 2026. Deployment totals show progress, but they do not mean every site has the same electrical capacity or that all planned upgrades are complete.

HDB carparks
As of December 2025, all HDB towns were described as EV-ready and more than 90% of HDB carparks had charging points. The Ministry of Transport’s plan is to have at least one fast-charging hub in every HDB town by the end of 2027.

- WORKS WITH EVERY NON-TESLA EV: Standard J1772 connector plugs straight into Ford, Chevrolet, Hyundai, Kia, Nissan, BMW, Volkswagen, Audi, Rivian, Lucid and every other EV or plug-in hybrid sold with a J1772 port - no adapter needed. Tesla drivers can charge too, using the J1772 adapter that comes with the car.
- PLUG IN, NO HARDWIRING: Level 2 charger delivers up to 40A to fully charge most EVs overnight. Plugs into a 240V, 4-prong NEMA 14-50 outlet (the RV/range type - NOT a dryer outlet) on a dedicated 50A circuit. The extra-long 25 ft cable easily reaches across a garage or driveway. Before ordering, check your car's port type and that you have the right outlet.
- CONTROL & SAVE FROM YOUR PHONE: A stronger built-in antenna keeps the charger online even in a garage or basement. Use the free app to start/stop charging, set speed (6-40A), get reminders, and track energy use and cost. Schedule off-peak overnight charging to cut your electric bill. Requires 2.4 GHz WiFi.
- SAFETY-CERTIFIED & WEATHERPROOF: Independently tested and certified (UL, ETL, FCC, Energy Star). A fully sealed IP66 / NEMA 4 housing stands up to rain, snow, heat and dust indoors or out, and internal steel shielding protects the electronics for years of reliable use.
- GLOW-IN-THE-DARK HOLSTER: The included high-visibility holster glows in the dark so you can find and dock the plug easily at night. Holds the connector securely when not in use.
New developments and qualifying electrical works
Some new building and electrical works must plan for EV charging capacity under Land Transport Authority (LTA) requirements. The rules apply to qualifying applications to erect or re-erect a building, or to increase approved gross floor area by at least 50%. They also apply to qualifying electrical works that raise the approved electrical load above 280 kVA.
For covered projects, the minimum passive provision is 1.3 kVA for each car and motorcycle parking lot. Passive provision means electrical capacity and infrastructure set aside to support current or future charging; it is not itself an installed charger. Installed active charging points must have a combined draw of at least one-fifth of the required passive provision. These criteria do not apply to every existing building or charger installation.

Shared chargers in private residences
The Electric Car (EV) Common Charger Grant (ECCG) supports eligible smart chargers in shared areas of non-landed private residences. The grant co-funds 50% of relevant costs, subject to component caps. Its overall cap is $4,000 for each of the first 2,000 supported chargers and $3,000 for each of the next 1,500.

They must be able to adjust their charging rate in response to information, monitor and record energy use and timestamps, transmit that information, and use Open Charge Point Protocol version 1.6 or later. The program ends on 31 December 2026 or when the 3,500-charger limit is reached, whichever comes first.

What the rules mean for chargers and operators
The Electric Vehicles Charging Act commenced on 8 December 2023. LTA says chargers must meet applicable approval and registration requirements, and operators providing EV charging services must be licensed. For covered new building and electrical works, minimum-provision rules require planning for both reserved capacity and installed charging points; existing-site constraints still need to be assessed individually.
Singapore Standard 722 (SS 722) superseded Technical Reference 25 (TR 25) on 1 April 2026, according to the Ministry of Transport. Charger deployments and operators should follow the applicable current standards and LTA requirements.
