No. A formal product requirements document (PRD) is not a prerequisite for every coding-agent task. For a small, clear change, a concise brief is usually enough; for work that is broad, ambiguous, cross-cutting, or high-risk, research the codebase and review an implementation plan before asking the agent to make changes.

PRD, task brief, and implementation plan: what is the difference?

A PRD describes the problem, the intended user outcome, requirements, constraints, and how success will be recognized. A task brief can be much shorter: it tells the agent what change to make, where relevant context lives, and how to judge the result. An implementation plan explains how to deliver the desired change in a particular codebase.

These documents serve different purposes. A PRD focuses on what should be achieved; a plan focuses on how to achieve it. For a narrowly scoped coding task, a clear brief may cover what the agent needs without requiring a separate PRD.

When is a short brief enough?

Start with a focused request when the desired behavior is specific, the affected area is easy to identify, and the consequences of a mistake are limited. OpenAI recommends structuring Codex prompts like GitHub issues and including relevant paths, components, diffs, or documentation where useful. OpenAI’s Codex workflow guidance does not require a formal PRD for every task.

A useful brief states:

  • Outcome: What should change from the user’s perspective?
  • Context: Which files, components, examples, or documentation are relevant?
  • Constraints: What must remain unchanged, or what conventions should the agent follow?
  • Acceptance check: What behavior, test, or output will show that the change works?

For example, “Update the account settings page so users can change their display name. Follow the existing form-validation pattern in the profile component, do not change the API contract, and add or update tests for invalid and successful submissions” is more actionable than “Improve account settings.”

When should you ask the agent to plan first?

Ask for codebase research and a reviewable plan when the task spans multiple components, has unclear requirements, involves complicated dependencies or legacy code, or contains substantial business logic. A plan is also useful when you need to agree on an approach before implementation or want a human checkpoint before consequential changes.

OpenAI advises asking Codex for an implementation plan in Ask mode before switching to Code mode for large changes. Its ExecPlan guidance describes self-contained plans for complex features and significant refactors, including the motivation, assumptions, implementation steps, and demonstrable behavior. That is a detailed method for substantial work, not a requirement for every prompt.

GitHub likewise describes research, planning, and iteration before opening a pull request as useful when the goal is to understand a codebase or agree on an approach before writing code. Its guidance flags broad refactors, dependency-heavy legacy changes, substantial business logic, and unclear tasks as difficult cases. GitHub’s Copilot cloud agent guidance applies to that product and workflow; it should not be read as a universal policy for every coding agent.

How to choose the right amount of planning

Task signal Practical starting point
Small, specific change in a known area Give the agent a concise brief with the desired behavior, relevant paths or examples, constraints, and a way to verify the result.
Several connected changes or multiple affected components Ask the agent to inspect the relevant code and propose an implementation plan; review it before implementation.
Ambiguous goal, unfamiliar codebase, or complex dependencies Start with research and questions or assumptions, then agree on a plan before code changes begin.
High-consequence or sensitive change Use a written brief, deliberate human review, and the safeguards appropriate to the risk. GitHub’s caution about certain production-critical and security-sensitive tasks is specific to Copilot cloud agent.

There is no evidence-backed numeric threshold for when a PRD becomes necessary. Consider the task’s scope, ambiguity, number of affected components, dependency or legacy-code complexity, business consequences, and how much context the agent can infer or retrieve. As those factors increase, invest more in research and a plan; do not treat the existence of a PRD as a guarantee of better code.

Put recurring project context in repository instructions

If the agent repeatedly needs the same conventions, architecture notes, known quirks, or build and test instructions, keep that durable context in a repository instruction file supported by the agent. OpenAI describes AGENTS.md as a way to provide context the agent cannot infer, and GitHub documents supported custom instruction-file formats for Copilot cloud agent. Repository instructions complement a task brief; they do not replace the specific outcome or acceptance check for the current change. Keep one-off requirements in the prompt and reusable project context where the agent can consult it.

What the available guidance does—and does not—show

The cited sources offer vendor guidance on prompts, planning, and repository instructions. They do not report a controlled comparison showing that writing a PRD produces better results, a measured improvement percentage, or a universal point at which a PRD becomes necessary. Use documentation to clarify the work and make decisions reviewable, not as a promise that a particular document format will ensure success.
