Start with a risk-adjusted, all-in cost comparison—not the sticker price of a replacement house. Renovating can preserve a low existing mortgage and avoid selling and purchase costs, while buying a cheaper home can reduce the amount you borrow. When rates are high, however, a new loan may cost far more than your current one, and moving creates commissions, closing costs, moving expenses and possible repairs. Choose the option that costs less over the years you expect to stay and solves your household’s space, location, condition, accessibility and operating-cost needs.

Why high rates make this decision unusually difficult

Mortgage interest changes both affordability and the value of keeping an existing loan. Freddie Mac explains: “A lower mortgage rate makes homes more affordable because it costs you less to borrow money, which in turn increases your purchasing power.” A replacement property can be cheaper yet still produce a higher payment if its mortgage rate is substantially above the rate on your current loan.

This is why many owners with mortgages near 3% hesitate to sell. The FDIC’s 2026 Risk Review says, “Elevated Mortgage Rates Continued to Weigh on Home Sales in 2025,” noting that existing owners remained reluctant to give up ultra-low rates. The same review reported year-over-year declines in permits and housing starts through the fourth quarter of 2025. That market backdrop does not decide your case, but it explains why a move can destroy valuable financing that is difficult to replace.

Rates have been higher before—the 30-year fixed mortgage reached a historical peak of 18.63% in 1981, according to Freddie Mac—but the relevant comparison is the rate you can actually lock today against the rate you already have. Do not assume that a future refinance will rescue a move or a remodel; model the decision using the terms lenders offer now.

Define the decision before calculating dollars

Set your expected holding period

Estimate how long you will occupy the property after the work or move. A project with large upfront costs may be sensible over 10 years but uneconomic if you expect to relocate in two. Use a conservative horizon if employment, family size or health needs are uncertain. Run at least a short, base and long stay scenario.

List nonfinancial requirements

Write down requirements that money alone cannot neatly price: an additional bedroom, a home office, school or transit access, a single-level layout, proximity to caregivers, flood or wildfire exposure, and the ability to live through construction. A cheaper property that fails a must-have requirement is not a viable alternative, even if its spreadsheet total is lower.

Build one side-by-side worksheet

Use the same assumptions, dates and holding period for both choices. Record the following categories rather than comparing only principal and interest.

Cost or risk category Renovate current home Buy a cheaper home
Mortgage Existing balance, rate, remaining term; add any renovation borrowing New principal, offered rate, term and required down payment
One-time transaction costs Permits, design, inspections and financing fees Seller commission and seller charges, buyer closing costs, lender fees and prepaid items
Project or property work Written scope, bids, contingency, temporary housing and storage Immediate repairs, upgrades and deferred maintenance discovered after purchase
Recurring ownership costs Taxes, insurance, utilities and maintenance after the work Taxes, insurance, utilities, maintenance and any commuting change
Equity and interest Principal reduction on the existing loan plus new debt payoff Principal reduction on the new loan, interest paid and equity lost when selling
Execution and resale risk Contractor delays, change orders, appraisal limits and resale appeal Inspection surprises, neighborhood marketability and sale timing
Household fit Whether the finished plan solves space, location, condition and accessibility needs Whether the replacement home meets those needs without another major project

Keep cash flows in separate columns for each month or year. A project that lowers monthly expenses but consumes your emergency reserve may carry more risk than its headline savings suggest.

Price a renovation realistically

Start with a fixed scope and competing bids

Describe finishes, quantities, structural work and who supplies each item. Obtain written bids that identify allowances, exclusions, payment milestones and change-order rules. Include architectural or engineering work, permit and inspection fees, utility upgrades, dumpster or storage rental, and required code corrections. A cosmetic estimate is not a budget for a project that moves walls, plumbing, electrical systems or the roof.

Add contingency and the cost of living elsewhere

Use a contingency appropriate to the uncertainty of the scope; there is no universal renovation percentage that applies to every location or project. Price temporary rent, a hotel, meals, pet care, storage and additional commuting while rooms are unusable. State whether interest accrues during construction and whether contractor draws create lender fees.

Test the finished value, not just the invoice

An as-completed appraisal can limit how much a lender will finance. Improvements that are highly personal may not add equivalent resale value, and an over-improved house can be harder to sell in its neighborhood. Treat any future sale value as uncertain rather than assuming a particular percentage of costs will be recovered.

Calculate the true cost of buying the cheaper home

Estimate net proceeds from your current home

Begin with a realistic market value, then subtract the existing mortgage payoff, seller commission, transfer taxes, attorney or escrow charges, required repairs, concessions and moving-related preparation. The amount left—not the list price—is the cash available for the new down payment and reserves.

Include every acquisition cost

For the replacement home, add inspection and appraisal fees, lender charges, title and recording costs, prepaid taxes and insurance, points, moving and storage, immediate repairs, furnishings needed for a different layout, and any overlap between two homes. Obtain written estimates for property taxes, insurance, utilities and commuting; a smaller house does not guarantee lower operating costs.

Use the offered loan, not a target rate

Compare monthly principal and interest using the lender’s actual annual percentage rate, term, points and loan amount. Include mortgage insurance when the down payment requires it. A lower purchase price may reduce principal, but extending a new loan to 30 years can increase total interest and reset the payoff clock.

Find the break-even month

The Federal Reserve’s refinance worksheet defines break-even as total fees divided by monthly after-tax savings. Its example is $2,500 in fees divided by $91 in monthly savings, producing 27 months. Apply the same logic to moving versus renovating:

Break-even months = (extra one-time cost of the option with higher upfront spending) ÷ (monthly savings from that option).

For a move, extra one-time cost can include selling and buying charges, moving, financing fees, immediate repairs and the value of work you would otherwise do in the current home. For a renovation, it can include design, permits, contingency, temporary housing and renovation-financing fees. Use after-tax cash flow where taxes actually change the result, and include maintenance and insurance differences in the monthly figure.

Illustrative example: suppose moving costs $42,000 more upfront than renovating, but the replacement home saves $700 per month in principal, interest, taxes, insurance and utilities. The simple break-even is 60 months. If the move also requires $300 more monthly maintenance or commuting, savings fall to $400 and break-even extends to 105 months. These figures are examples of the method, not a market forecast; substitute your quotes and expected stay.

Compare cumulative cost at your planned departure date, not only at break-even. If you might sell before the calculated month, the cheaper monthly payment never recovers the transaction costs. Run sensitivity cases for a lower sale price, a renovation overrun, a delayed completion, higher insurance, and a longer period of elevated rates.

Understand renovation financing choices

HomeStyle Renovation

Fannie Mae’s HomeStyle Renovation is a conventional purchase or refinance structure that can combine renovation costs with the mortgage, subject to an as-completed appraisal, maximum loan limits, lender underwriting, property rules and other eligibility requirements. For a purchase transaction, renovation costs cannot exceed 75% of the lesser of the purchase price plus renovation costs or the property’s as-completed appraised value. The lender controls draw procedures, contractor approval and documentation, so confirm those details before signing a contract.

HomeStyle Refresh

Fannie Mae’s HomeStyle Refresh is intended for smaller improvements, including eligible energy or water-efficiency work, environmental remediation, disaster preparedness and repairs. Its FAQ states that improvements may be financed up to 15% of the as-completed appraised value, subject to program eligibility, loan-to-value limits and standard underwriting. It is not a blanket approval for every project or property.

Home equity line or home-equity loan

A HELOC commonly has a variable rate and a draw period followed by repayment; a home-equity loan generally provides a fixed lump sum. Compare the payment after the draw period, rate caps, minimum draws, appraisal fees, annual fees and whether the lender can freeze unused credit. Both are secured by your home, so preserve a reserve for overruns rather than borrowing the maximum available.

Cash-out refinance

A cash-out refinance replaces the existing mortgage. Fannie Mae cautions that it can reduce equity, extend payoff time and increase total interest; rolling fees into the balance does not make them free. If your current rate is far below the offered rate, refinancing the entire balance may be substantially more expensive than leaving the first mortgage intact and using a smaller, separately priced renovation loan.

Compare the mortgage math explicitly

For each option, record the loan amount, interest rate, term, points, closing costs financed versus paid in cash, and projected balance at the end of your holding period. Compare:

  • Monthly principal and interest at the actual offered rate.
  • Total interest paid through the expected sale date, not merely over the full nominal term.
  • Principal balance and estimated equity after the same number of months.
  • Taxes, insurance, mortgage insurance, utilities and maintenance outside the payment.
  • What happens if you sell before the loan reaches its scheduled payoff.

Do not call a payment “savings” if it comes from stretching the term, paying interest-only during a HELOC draw, or deferring maintenance. Show those effects in separate lines so the comparison remains transparent.

Account for execution and resale risk

Renovation risks

  • Hidden structural, moisture, electrical or plumbing conditions can trigger change orders.
  • Permit or inspection delays can extend temporary housing and financing costs.
  • Contractor capacity, material availability and draw approvals can delay completion.
  • An appraisal may value the finished work below its cost, limiting additional borrowing.

Moving risks

  • A low asking price may conceal foundation, roof, drainage, mold or systems work.
  • Inspection concessions and immediate repairs can erase the apparent discount.
  • Selling before buying, or carrying two homes, creates timing and liquidity exposure.
  • The new commute, insurance market or utility profile may cost more than projected.

Ask which risks you can actually absorb. A household with little cash reserve may rationally choose a smaller, clearly scoped renovation over a move with uncertain sale proceeds, even when the move has a lower expected cost. Conversely, a renovation that requires structural work, relocation during construction and high-interest borrowing may be too concentrated a risk.

A practical decision sequence

  1. Document the current baseline: market value, mortgage balance, rate, remaining term, taxes, insurance, utilities, maintenance and nonfinancial shortcomings.
  2. Obtain renovation evidence: written scopes, multiple bids, permits, design costs, contingency, temporary housing and financing terms.
  3. Model the replacement: realistic sale proceeds, seller costs, purchase closing costs, down payment, new rate and term, moving, repairs, taxes, insurance, utilities and maintenance.
  4. Calculate monthly and cumulative totals: show cash flow and loan balance at the expected stay horizon, then calculate the break-even month.
  5. Stress-test assumptions: increase renovation cost, reduce sale price, lengthen construction, raise insurance and test an earlier move.
  6. Verify availability with lenders: program eligibility, appraisal, loan-to-value, credit, debt-to-income, contractor and property rules determine whether any renovation mortgage, HELOC or refinance is actually available.
  7. Choose only if the result meets household needs: reject a financially cheaper option that fails a must-have location, accessibility, safety or space requirement.

Decision rules you can use

  • Favor renovating when the current home is in the right location, the existing mortgage is materially cheaper than today’s offers, the scope is technically manageable, and the all-in project cost remains affordable with contingency.
  • Favor buying cheaper when the current home cannot meet a nonfinancial requirement, renovation would involve major uncertain systems or prolonged displacement, and the replacement still produces acceptable monthly and cumulative costs after every transaction expense.
  • Pause either choice when the plan depends on an unquoted rate, a speculative resale gain, using all emergency savings, or a future refinance that is not guaranteed.

The right answer is not the house with the lowest price or the smallest payment. It is the option whose verified, risk-adjusted cost stays manageable through your expected ownership period while delivering a home that works.
