No—not just because a newer iOS release or SDK is available. Raise an app’s minimum iOS version only when your users, a required feature or dependency, support costs, or Apple’s submission rules make the change necessary. Before changing the deployment target, answer five questions about who would lose access, what truly requires the newer OS, whether older versions can be supported safely, what that support costs, and which release rules apply.
First, separate the deployment target from the SDK
An app’s deployment target is the oldest operating-system version the app declares it can run on. Apple’s MinimumOSVersion documentation says the App Store uses this value to identify compatible OS releases. For apps built with Xcode, the value comes from the Deployment Target build setting; Apple says not to set the MinimumOSVersion property-list key manually for those apps.

The SDK is different: it supplies the platform APIs used to build the app. Apple lists SDK support, deployment-target ranges, device support, and Simulator support as separate items in its Xcode system requirements. For example, its Xcode 27.2 beta 2 row lists the iOS 27 SDK and an iOS 15–27 deployment-target range. That range illustrates why using a newer SDK does not, by itself, mean your app must drop older iOS versions.
Apple also has a separate upload-tool requirement: its App Store submission guidance says iOS apps uploaded to App Store Connect must be built using Xcode 26 or later. Treat the SDK, minimum runtime OS, and accepted Xcode version as distinct release decisions.

1. Who would lose access if you raise the minimum?
Start with your app’s own audience, not a broad iOS adoption figure. Use first-party analytics, support records, and customer feedback to understand which active users run each OS version and how important those users and use cases are to the app. Where the evidence permits, break it down by device and geography as well as OS version.
- Estimate which active users would no longer be able to install or use the next release.
- Check whether affected users rely on a particular device or use case that matters to your product.
- Look for support requests or customer commitments that could reveal impact not visible in aggregate usage totals.
Do not describe a general market-adoption statistic as the share of your own users. The Apple sources cited here establish submission rules, not how many people use each iOS version; that impact requires your app’s data.

2. Which requirement actually needs the newer OS?
Write down the specific API, framework, SDK, or third-party dependency driving the proposal. Then determine whether it truly requires a higher minimum OS for the whole app, or whether only one optional feature uses it.
- If the feature is optional, consider enabling it only on supported OS versions while keeping a useful path for everyone else.
- If a dependency sets a minimum OS requirement, confirm that the dependency is essential and that no compatible alternative or older supported version meets the app’s needs.
- If the new capability is central to the app and cannot be implemented or replaced on older systems, record that as the reason for a higher target.
A feature-level requirement and an app-wide runtime floor are not automatically the same thing. Make the broader change only when the app’s actual functionality or required dependencies justify excluding older OS versions.

3. Can older iOS versions get a safe, useful fallback?
Apple recommends allowing users time to transition: its guidance on running code on a specific platform or OS version says, “Rather than require the latest system software for each app update, target one or two older operating system versions to give people time to transition gradually.” The same guidance supports using availability checks for newer APIs.
For each newer-OS feature, define what the app does on older supported versions. A fallback should preserve a useful experience where possible, rather than merely prevent a crash. Map and test each path: the newer API path, the older-OS fallback, and relevant transitions between them. If there is no safe or useful fallback for a core part of the app, that weighs more strongly in favor of raising the minimum.

4. What does retaining older-version support cost your team?
Estimate the work for this app rather than assuming there is a universal threshold. Include engineering and QA effort, dependency constraints, security maintenance, and customer-support impact. Identify who owns compatibility fixes and testing, and decide what evidence would trigger ending support later—for example, a change in your app’s user distribution, a dependency’s support policy, or a feature that no longer has a viable fallback.
Apple does not publish a general cost threshold that says when an app should drop an OS version. The trade-off is specific to your product and team: weigh ongoing support work against the users and use cases that would be excluded.

5. Does the target meet Apple’s dated submission rules?
As of October 7, 2026, Apple’s Submitting for the App Store page says that, effective September 9, 2026, iOS and iPadOS apps uploaded to App Store Connect must target iOS 13 or later. Apple also announces that starting in April 2027, apps and games must target iOS 15 or later and be built with the iOS/iPadOS 27 SDK or later.

These thresholds are policy requirements, not evidence about your users’ OS versions. Recheck Apple’s live submission pages before each release: dates and upload requirements can change, and the deployment target, SDK, and Xcode version remain separate checks.
Keep hardware requirements separate
If the app needs particular hardware, Apple’s UIRequiredDeviceCapabilities documentation describes a way for the App Store to filter devices by required capabilities. A hardware filter does not answer whether the app can run on an older OS, and it is not a substitute for deciding the deployment target.
Make the decision with app-specific evidence
Compare the current and proposed targets against the same five questions: who loses access, whether the feature or dependency truly needs the newer OS, whether older-version fallbacks are safe and tested, what ongoing support costs, and whether the proposed target meets Apple’s dated upload rules. Raise the minimum when that evidence supports it—not simply because the latest iOS and SDK exist.
