Usually, noindex an HTML sitemap when it exists mainly as a visitor navigation directory and is not a useful search landing page. Leave it indexable when the page offers distinct, valuable information that you want people to discover in search. Google has no blanket rule requiring HTML sitemaps to be noindexed. The decision is about the purpose and quality of that page—not about whether your XML sitemap should be submitted.
First, separate an HTML sitemap from an XML sitemap
The word “sitemap” describes two different resources. An HTML sitemap is an ordinary, human-facing page containing links to sections, categories, products, articles or other URLs. Visitors can open it in a browser and use it as a directory.
An XML sitemap is a machine-readable file that describes URLs to search engines. It is normally submitted in webmaster tools or referenced from robots.txt. It is not a substitute for an HTML navigation page, and an HTML page is not a substitute for an XML sitemap when you want to provide a crawl-discovery signal.

Google’s sitemap guidance says to include URLs you want to see in search results. That guidance does not create a universal requirement for HTML sitemap pages, because an HTML sitemap is a page with its own content and purpose.

When noindex is the right setting
The page is only a navigation utility
A long directory that exists solely to help a visitor reach deeper pages often makes a poor search landing page. It may contain little explanatory text, repetitive link lists, or an organization that makes sense only inside your site. In that case, allowing the directory itself into search can send users to a page that does not answer a focused query. A page-level noindex keeps that utility available to visitors without asking search engines to present it as a destination.
The page duplicates other navigational pages
If the same categories, archives or links are already represented by stronger section pages, the HTML sitemap may add no distinct information. Noindexing the duplicate directory can keep search visibility concentrated on pages designed to explain a topic or serve a specific intent. This is a page-quality decision, not a claim that duplicate links are automatically harmful.
The directory is mechanically generated and thin
Some systems generate an HTML sitemap containing only titles and links. If there is no useful introduction, context, taxonomy or unique information, the page may not deserve a search result. Noindex is reasonable while retaining the page as an accessible site directory.
When you should leave an HTML sitemap indexable
It is a useful landing page in its own right
An indexable HTML sitemap can make sense when it has clear organization and helps a searcher understand what the site covers. Examples include a curated directory with descriptive headings, concise explanations, meaningful groupings and links to important resources. If you would be comfortable sending a new visitor to the page from a search result, indexability is defensible.

It serves a distinct audience or task
A directory for a large documentation set, a standards library or a geographically organized service can provide information that is not available on one category page. In those cases, the page may be more than a bare link dump. Keep it indexable if that distinct utility is part of your acquisition strategy.
You want the page itself discoverable
Search visibility is a site-owner choice. Google does not promise that an indexable page will rank, but leaving the directive off allows the page to be considered. Make the decision deliberately; do not assume that every HTML sitemap should be hidden or that every one should be promoted.
What noindex actually does
noindex is an indexing directive. It tells a search engine that supports and processes the directive not to include the page in its index. It does not block crawling, remove links from the page, or automatically apply the rule to URLs linked from that page.

If a crawler cannot access the URL, it cannot reliably read the instruction. Google specifically warns that a page blocked by robots.txt may still appear in results—for example, if other pages link to it—because Google cannot retrieve the page and confirm the noindex rule.

Bing follows the same practical requirement for this use: Bingbot removes a page after it recrawls the URL and detects NOINDEX. Keep the URL crawlable if you are relying on the directive.
How to noindex a normal HTML sitemap
Option 1: robots meta tag
For an HTML document, place this element inside the page’s <head> section:
<meta name="robots" content="noindex">The directive applies to the page that sends it. You can include additional directives if your policy requires them, but do not add a robots.txt disallow that prevents crawlers from reading the page.

X-Robots-Tag: noindexGoogle documents the meta tag and the HTTP header as having the same noindex effect. A header is especially useful for non-HTML resources, but it can also be used when your server or application centrally controls response headers. Use one method consistently enough that you can verify what the crawler receives.
Keep the URL fetchable
Do not combine a noindex directive with a robots.txt rule such as Disallow: /sitemap.html when the goal is deindexing. Remove the crawl block, deploy the page-level directive, and let the crawler retrieve the response. A canonical tag, authentication wall, redirect or server error can also prevent the intended page from being processed, so check the actual live response rather than relying on source files alone.
Implementation workflow
- Classify the URL. Confirm that it is the human-facing HTML directory, not an XML sitemap file or a category page that happens to contain links.
- Choose the page’s search role. If the directory is only a visitor aid, plan to noindex it. If it contains unique, useful information and should be a search destination, leave it indexable.
- Apply the directive. Add the robots meta tag in the document head or send the
X-Robots-Tagheader. Make sure the response is a normal successful page and remains publicly crawlable. - Check for conflicting rules. Remove a robots.txt disallow on the URL. Review redirects, login requirements, firewall rules and template conditions that could cause Googlebot or Bingbot to receive a different response.
- Inspect the live URL in Google Search Console. Use URL Inspection to see the HTML Google received and whether the page-level directive was detected.
- Monitor the Page Indexing report. Look for the URL and the status indicating that Google extracted a noindex directive. If the old indexed result remains, request a recrawl where available and allow time for processing.
- Check Bing separately if it matters to your audience. Bing must recrawl the page before it can act on
NOINDEX; its status may not change at the same time as Google’s.
How long removal takes
Noindex is not an instant deletion button. A search engine has to recrawl the URL, receive the directive and update its index. Google says recrawl timing varies and can take months depending on the page’s importance. Bing’s guidance likewise ties removal to a recrawl and detection. A result that persists shortly after deployment does not by itself prove that the tag is broken.
Use the live inspection result to distinguish a timing delay from an implementation error. If the fetched HTML lacks the meta tag, or the response header is missing, waiting will not fix the configuration.

What noindexing an HTML sitemap does not do
- It does not noindex linked pages. The directive applies to the HTML sitemap URL only. Articles, products or categories linked from it remain eligible under their own signals and can be discovered through other crawlable links or sitemap files.
- It does not replace an XML sitemap. If you want search engines to discover and process important URLs, maintain your XML sitemap separately.
- It does not stop crawling. Crawlers may continue to request the page so they can see changes and confirm the directive.
- It does not guarantee removal everywhere. Search engines differ in how they interpret and process directives, and indexing databases update on different schedules.
- It does not improve rankings automatically. Noindex changes eligibility for the directory page; it is not a ranking boost for the rest of the site.

Google states that submitting a sitemap is merely a hint: it does not guarantee that Google will download the sitemap or use it for crawling URLs. Treat submission as communication, not an indexing command.
XML sitemap limits are not HTML sitemap limits
Google’s current sitemap documentation lists a limit of 50 MB uncompressed or 50,000 URLs per sitemap file. Larger sets must be split into multiple files, typically coordinated through a sitemap index. Those limits apply to sitemap files. They do not establish a maximum size or link count for an HTML sitemap page, and they are not a reason by themselves to noindex the HTML version.
Troubleshooting common outcomes
The page still appears in Google
- Inspect the live URL and confirm Googlebot received
noindex. - Check that robots.txt does not block the URL.
- Verify that the directive is in the final response, not only in a client-side script or an unserved template.
- Allow for a recrawl and index update after the corrected response is available.
Search Console says noindex, but visitors cannot open the page
Noindex and availability are separate concerns. Check server status codes, authentication, CDN rules and application errors. The page must remain accessible to the crawler if you want the directive processed, and it should remain accessible to people if it is still intended as a navigation aid.
Some URLs linked from the directory lose visibility
Review those URLs independently. Noindex on the directory does not transfer to its links. Look instead at their own meta directives, HTTP headers, canonicalization, internal linking and XML sitemap inclusion.
Google and Bing show different statuses
That can happen because each engine crawls on its own schedule and may interpret directives differently. Confirm the response delivered to each crawler, keep the URL crawlable, and monitor each webmaster platform rather than assuming one report represents all engines.
A practical decision checklist
- Would a searcher gain a complete, useful answer by landing on this directory?
- Does it contain information or organization that is not duplicated elsewhere?
- Is its primary purpose visitor navigation rather than search acquisition?
- Can Googlebot and Bingbot fetch the page without a robots.txt block?
- Have you verified the final HTML or HTTP header in a live inspection?
- Are you treating the XML sitemap as a separate discovery file?
If the first two answers are no and the page is primarily a navigation aid, noindex is a sound setting. If the page is genuinely useful as a standalone directory, leave it indexable and improve its content rather than hiding it by default.
