Sometimes—but a market decline alone is not a buy signal. Falling prices can improve the entry valuation for an information-technology company or fund, yet the same decline may reflect recession risk, higher interest rates, weaker corporate IT budgets, industry disruption or permanent damage to a business. A sound decision combines valuation, earnings and free-cash-flow durability, balance-sheet strength, economic sensitivity, diversification and your own time horizon. For most investors, a diversified position added in stages and rebalanced to a preset limit is more dependable than trying to identify the exact bottom.
What a falling market tells you—and what it does not
A broad-market decline tells you that investors are pricing shares lower. It does not tell you whether an IT stock is cheap, whether its future earnings are intact, or whether the decline has further to run. The reason for the sell-off matters more than the size of the headline drop.
Pullbacks are also normal rather than exceptional. Fidelity’s data through December 31, 2025, shows that the S&P 500 fell at least 5% in 93% of calendar years and at least 10% in 48% of calendar years since 1980. Its average calendar-year return over that period was 13.3%. Naveen Malwal, an institutional portfolio manager with Strategic Advisers, LLC, summarized the pattern for Fidelity: “Since 1980, the S&P 500 Index has experienced a decline of about −14% on average in any given calendar year.”

| Market observation | What it means for an IT-stock decision |
|---|---|
| S&P 500 down 5% or more | A common pullback; investigate the cause rather than treating it as proof of a bargain. |
| S&P 500 down 10% or more | A deeper correction that can create better valuations, but also raises the chance that growth and earnings expectations are being reset. |
| IT shares falling more than the index | Could reflect higher interest rates, weaker technology demand, crowded positioning or company-specific problems. |
| IT shares holding up while the index falls | Relative strength is not proof of safety; expensive shares can still disappoint if expectations are too high. |
Why IT stocks can be especially sensitive
Information technology is not one economic exposure. Software subscriptions, semiconductor manufacturers, hardware makers, IT services companies and equipment vendors have different customers, contract structures and cycles. Treating them as a single trade can hide important risks.
Interest-rate and valuation sensitivity
Many technology valuations depend heavily on profits expected years in the future. When market interest rates or the discount rate used by investors rises, those distant cash flows are worth less today. High-growth shares can therefore fall even when their current revenue is still increasing. The effect is valuation-related; it does not automatically mean the underlying business has deteriorated.
The Federal Reserve has reported that equity forward price-to-earnings ratios were near the high end of their historical range, driven substantially by the largest companies. A falling share price may reduce that multiple, but it may also be accompanied by lower earnings estimates. Check both sides of the ratio.
Economic and corporate-spending cycles
Fidelity’s business-cycle guidance says information-technology stocks tend to lag the broader market when investors anticipate an economic slowdown, while defensive sectors may outperform. Businesses can delay hardware purchases, reduce consulting projects, slow hiring or renegotiate software commitments when budgets tighten. Semiconductor demand can also move sharply with inventory cycles.

Recurring-revenue software is not immune to a slowdown: customers can reduce seat counts, choose cheaper tiers, extend renewal negotiations or demand concessions. Hardware and semiconductors may react faster because orders and inventories can change quickly. Services companies may face slower project starts and pressure on utilization. Read the company’s customer and contract mix instead of assuming that “technology” means durable growth.
Industry disruption and regulation
A market-wide sell-off can obscure a permanent change in competitive economics. A new open-source alternative, a shift in platform standards, export restrictions, cybersecurity failures, antitrust action or a product becoming obsolete can impair a company even if the overall index recovers. A lower multiple is not compensation for a business model that is losing its addressable market.
Diagnose the reason for the decline before buying
Broad valuation reset
If a rate shock or broad risk reduction lowers many companies together while revenue forecasts and balance sheets remain sound, the opportunity may be a cheaper entry price. Confirm that the decline is not concentrated in one business line and that management has not reduced its outlook.
Recession or budget contraction
When the market is pricing weaker employment, profits or corporate capital spending, use conservative revenue and margin assumptions. A stock can appear inexpensive on peak earnings and become expensive on normalized earnings after a downturn.

Company-specific deterioration
Investigate missed guidance, customer losses, falling gross margins, rising support costs, accounting changes, excessive dilution or a weakening balance sheet. If the competitive thesis has changed, buying more solely because the price is lower is averaging down on an untested premise.
Regulatory or geopolitical shock
Determine which products, countries and customers are affected, whether restrictions are temporary, and what portion of revenue or supply depends on them. Do not assume that a diversified-looking product portfolio eliminates a single critical dependency.
Test valuation against business quality
Use several measures because no single multiple captures a technology company’s economics. Compare the current price with forward earnings and a normalized earnings estimate, then cross-check the result against cash generation and the assumptions required to reach those profits.
| Measure | Questions to answer | Warning sign |
|---|---|---|
| Forward P/E | What earnings estimate is in the denominator, and how often has management met similar forecasts? | The multiple falls only because analysts are cutting earnings faster than the price. |
| Normalized P/E | What would profits look like across a full cycle rather than at unusually high or low margins? | The stock looks cheap only on peak-cycle earnings. |
| Free-cash-flow yield | How much recurring cash flow is generated relative to the share price? | Cash flow depends on one-time working-capital benefits or heavy stock compensation. |
| Revenue growth | Is growth broad-based, retained at renewal and supported by customer demand? | Growth comes mainly from acquisitions, price increases that customers resist or one large account. |
| Margins | Are gross and operating margins stable, improving or being purchased with unsustainable spending? | Revenue rises while unit economics, retention or operating leverage deteriorate. |
| Balance sheet | Does the company have net cash, manageable debt maturities and adequate liquidity? | Refinancing is needed during a period of high rates or weak cash generation. |
| Dilution | How quickly is the share count increasing through options, restricted stock or acquisitions? | Per-share growth lags reported company growth. |
High-quality growth can still be a poor purchase at an extreme valuation. Conversely, a low P/E can signal deteriorating economics, customer concentration or a balance-sheet problem. Build a realistic base case, a downside case and an upside case; the purchase should remain acceptable without relying on the most optimistic scenario.

Fidelity’s Q3 2025 analysis found that, since 1990, technology stocks in the riskiest category tended to outperform over the following 12 months when they were in the cheapest relative-valuation quartile. That is an historical association, not a timing rule or a guarantee. It supports comparing relative valuation and risk, not buying every technology stock after a fall.
Choose how to add exposure
The right implementation depends on how much company-specific and sector-specific risk you already have. Investor.gov warns that a narrowly focused mutual fund or ETF may not provide diversification. Vanguard likewise advises resisting performance chasing and maintaining diversified exposure.
| Implementation | Strength | Main risk | When it may fit |
|---|---|---|---|
| Individual IT stock | Direct exposure to a business you understand and believe is mispriced. | Product, management, litigation, customer and balance-sheet risk are concentrated in one company. | You can analyze filings, tolerate large drawdowns and enforce a strict position limit. |
| IT-sector ETF | Spreads company-specific risk across multiple technology holdings with one trade. | It remains concentrated in one sector; holdings may overlap with your existing broad-market funds. | You want a measured sector tilt and have checked the fund’s index, costs, holdings and concentration. |
| Broad-market fund with an IT tilt | Combines technology exposure with financials, health care, industrials and other sectors. | The technology allocation may be smaller than you expect, and large holdings can still dominate. | You want participation in a recovery without making a single-sector bet. |
| No added exposure | Preserves liquidity and avoids increasing risk during uncertainty. | You may miss a rebound and later buy at a higher price. | You need the money soon, have expensive debt or cannot tolerate another substantial decline. |
A disciplined process for buying during a sell-off
- Write down the existing exposure. Include individual shares, workplace plans, broad funds and options. Look through fund holdings so that several products are not simply owning the same large technology companies.
- Classify the decline. Decide whether the dominant driver is a broad valuation reset, rate shock, recession risk, industry disruption, regulation or company-specific deterioration. Record the evidence and what would invalidate your interpretation.
- Define a fair-value range. Use forward and normalized earnings, free-cash-flow yield and conservative growth and margin assumptions. Do not substitute the previous share price for fair value.
- Stress-test the downside. Model slower revenue, lower margins, delayed customer spending, higher financing costs and additional dilution. Check whether the company can fund operations without an unfavorable capital raise.
- Set the maximum position or sector weight before purchasing. A limit prevents a falling price from automatically becoming an ever-larger allocation. Include exposure held indirectly through broad funds.
- Choose a staged schedule. Divide the intended allocation into predetermined purchases over a period that matches your cash flow. Staging reduces the cost of being early or late; it does not guarantee a profit.
- Use a broad core where appropriate. A diversified equity allocation with a measured IT tilt can reduce the consequences of being wrong about one industry.
- Rebalance rather than chase. Add only according to the written allocation rule, and trim when the position exceeds its permitted range. Do not keep adding simply because the price has fallen.
- Review the thesis on new information. Reassess after earnings, guidance changes, major customer announcements, material regulatory developments or balance-sheet events. A changed thesis is a reason to stop or reduce, not a reason to defend the original purchase.
How much technology is too much?
There is no universal percentage. The appropriate limit depends on your other holdings, income stability, emergency savings, debt, tax situation and ability to remain invested through a prolonged drawdown. A technology allocation is more concentrated than it appears when broad-market funds and workplace plans already hold the sector’s largest companies.

- Set a maximum for both one company and the entire IT sector before a purchase.
- Include unvested employer shares and compensation when judging concentration in your household finances.
- Use rebalancing bands so a rising sector does not silently become your portfolio’s dominant risk.
- Keep emergency reserves and near-term spending outside a volatile sector allocation.
Match the decision to your time horizon
Long horizon
An investor with many years before withdrawals, adequate emergency reserves and tolerance for drawdowns can use scheduled contributions or staged purchases. The advantage comes from maintaining a plan through uncertainty, not from predicting the lowest day.

Near-term spending needs
If the money is needed soon, a market recovery may arrive too late. Liquidity and an asset allocation suited to the withdrawal date should take priority over a tactical IT purchase.
Debt and financial resilience
Paying down expensive debt and strengthening cash reserves can be a better risk-adjusted use of money than increasing exposure to a volatile sector. A portfolio decision should not leave you forced to sell after another decline.
Common mistakes and how to correct them
- “The market is down, so everything is cheap.” Check earnings revisions and normalized cash flow; price declines can accompany worsening fundamentals.
- Buying the previous leader automatically. Leadership, pricing power and competitive advantages can change. Re-underwrite the business rather than anchoring to its old high.
- Confusing an ETF with full diversification. Inspect sector, country, company and factor concentration. A narrowly focused fund can still move like one trade.
- Using one valuation multiple. Combine earnings, cash flow, margins, debt and dilution to avoid a misleadingly low headline P/E.
- Putting all intended cash in at once. A staged plan can limit regret when volatility continues, provided the schedule is followed consistently.
- Averaging down without a thesis. Add only when the original assumptions remain valid and the position is still within its limit.
- Ignoring taxes and trading mechanics. Consider realized gains or losses, account type, bid-ask spreads and fund settlement rules before changing a position.
- Expecting a precise bottom. No cited evidence identifies a guaranteed low, universally best IT stock or current price target. Past performance and historical valuation relationships do not guarantee future returns.
Bottom line
Buying IT stocks during a broad-market fall can be sensible when the decline is primarily a valuation reset, the company’s earnings and cash flow remain durable, the balance sheet is sound and the purchase fits a diversified plan. It is not sensible merely because the chart is lower. Diagnose the sell-off, test valuation against conservative fundamentals, account for rates and economic cycles, cap concentration and buy in stages that you can continue through further volatility. Current prices, earnings estimates, interest rates and fund holdings must be refreshed before acting.
