Shinwon Construction Co., Ltd. (KRX:017000) is a much smaller, more construction-focused company than Korea’s large listed contractors. Its 2025 construction-capability assessment was KRW 290.738 billion, ranking 93rd, compared with KRW 34.7219 trillion for Samsung C&T, KRW 17.2485 trillion for Hyundai E&C and KRW 11.8969 trillion for Daewoo E&C. Shinwon reported KRW 211.31 billion of 2025 revenue, while its revenue declined 18.67% year over year and operating profit fell 42.72%.

That gap changes how the shares should be interpreted. Shinwon offers exposure to a concentrated portfolio of domestic construction, housing, civil engineering, plant, logistics and leisure projects. Major contractors have far greater bidding capacity, larger balance sheets and, in some cases, substantial non-construction businesses. The Ministry of Land, Infrastructure and Transport’s capability ranking helps show industry position and eligibility for projects; it is not a stock valuation, profitability league table or promise of investment returns.

At a glance: Shinwon is a rank-93 contractor, not a smaller version of a major conglomerate

Shinwon Construction in this comparison means Shinwon Construction Co., Ltd. (신원종합개발), KRX ticker 017000. It is a different company from ShinWon Corporation (KRX:009270), despite the similar name.

The clearest distinction is operating scale. Shinwon’s 2025 capability-assessment amount was KRW 290.738 billion and its rank was 93. The leading listed contractors were measured in tens of trillions of won. Samsung C&T’s assessment amount was KRW 34.7219 trillion, Hyundai E&C’s was KRW 17.2485 trillion and Daewoo E&C’s was KRW 11.8969 trillion.

“Small-cap” cannot be confirmed from the supplied figures because current market capitalization is not provided and changes with the share price. Operationally, however, Shinwon is a small contractor relative to those groups: its 2025 revenue was KRW 211.31 billion, versus the multi-trillion-won scale of the major companies.

2025 capability ranking: what the numbers actually measure

The annual construction-capability assessment compiled by Korea’s Ministry of Land, Infrastructure and Transport is used for bidding eligibility, contractor selection, credit evaluation and guarantee review. It combines a contractor’s recognized ability to undertake construction work with industry and financial indicators. The result is useful for judging market position and access to projects.

It should not be read as a forecast of share-price performance. A high-ranked contractor can still face weak margins, claims, delays or a falling order cycle, while a lower-ranked company can report a profitable project year. The assessment amount is also not the same as annual revenue: one is a sector capability measure and the other is accounting revenue recognized during a reporting period.

Company 2025 rank 2025 capability assessment What the comparison indicates
Samsung C&T 1 KRW 34.7219 trillion Largest assessment amount among the named contractors
Hyundai E&C 2 KRW 17.2485 trillion About half Samsung C&T’s assessment amount, but still a multi-trillion-won leader
Daewoo E&C 3 KRW 11.8969 trillion Top-three national contractor by the 2025 assessment
DL E&C 4 KRW 11.2183 trillion Top-five contractor; amount reproduced in the KRX filing table
GS E&C 5 KRW 10.9454 trillion Top-five contractor; amount reproduced in the KRX filing table
HDC Hyundai Development 10 KRW 5.8738 trillion Still far above Shinwon’s assessment amount
Shinwon Construction 93 KRW 290.738 billion Smaller national position and materially lower bidding capacity

The unit matters. The Ministry table expresses the leading figures in hundred-million-won units; KRW 347,219 hundred million equals KRW 34.7219 trillion. Comparing the raw unit numbers without conversion would overstate or understate the gap.

Shinwon’s 2025 financial profile

Shinwon’s 2025 annual report gives the following consolidated figures:

Rank #2
Measure FY2025 Interpretation
Revenue KRW 211,310,547,626 (KRW 211.31 billion) Nearly all of the year’s sales came from construction activities
Operating profit KRW 8,599,532,119 (KRW 8.60 billion) Calculated operating margin: approximately 4.07%
Net income KRW 4,857,629,900 (KRW 4.86 billion) Calculated net margin: approximately 2.30%
Assets KRW 222,107,596,324 Year-end asset base of about KRW 222.11 billion
Liabilities KRW 110,009,755,024 About 49.5% of reported assets
Equity KRW 112,097,841,300 Liabilities were approximately 98.1% of equity

The margin calculations above use the annual-report figures and are rounded; they are not guidance or a forecast. The balance-sheet percentages are simple calculations from the reported year-end totals, not a substitute for examining maturity dates, guarantees, project-level obligations or restricted cash.

Year-over-year deterioration

Compared with 2024, Shinwon’s 2025 revenue declined 18.67%, operating profit declined 42.72% and net income declined 12.12%. Profit therefore fell faster than sales at the operating level. That pattern is consistent with the economics of project-based contracting: a delayed handover, weaker housing sales, higher input costs or a lower-margin mix can remove a disproportionate amount of profit when the company has a limited number of active projects.

What Shinwon actually does

Shinwon is not limited to one type of building, but its reported revenue is overwhelmingly construction-related. Construction revenue was KRW 209.316 billion of KRW 211.311 billion total in FY2025, or approximately 99.1% of sales.

Civil engineering

The annual report describes road, tunnel, bridge, subway, rail, airport and port work. These projects can diversify the physical asset types the company builds, but they remain dependent on contract awards, bidding competitiveness, public and private spending and execution discipline.

Private building and housing

Shinwon develops and builds housing under its 아침도시 and 어퍼하우스 brands. Housing exposure brings sensitivity to presales, financing conditions, local inventory and the Korean property cycle. It can also create project-specific exposure to construction costs and completion timing.

Industrial plants, logistics and leisure

The filing also identifies industrial facilities such as quartzware and specialty-gas plants, logistics warehouses and leisure facilities. These projects give Shinwon several end markets, but the company does not disclose a diversified conglomerate structure comparable with Samsung C&T’s separate business groups.

How Shinwon compares with the major listed contractors

The most useful comparison separates size, business mix, earnings quality and risk. Treating every won of revenue as equivalent would produce a misleading result.

Comparison axis Shinwon Construction Major listed contractors
Industry position 2025 capability rank 93; KRW 290.738 billion assessment Samsung C&T rank 1; Hyundai E&C rank 2; Daewoo E&C rank 3; DL E&C rank 4; GS E&C rank 5
Revenue scale FY2025 revenue KRW 211.31 billion Multi-trillion-won businesses; Samsung C&T reported KRW 40.742 trillion total FY2025 revenue
Construction concentration KRW 209.316 billion of KRW 211.311 billion revenue was construction revenue Varies by group; Samsung C&T reports engineering and construction separately from trading and investment, fashion and resort
Project access Smaller assessment amount and less capacity to absorb a single project problem Higher assessment amounts and greater ability to bid for large, complex projects
Geographic and segment breadth Activities disclosed across domestic civil, housing, plants, logistics and leisure work Broader group and international reach varies by company; the largest groups operate across multiple sectors
Primary investor exposure Greater sensitivity to individual projects, housing conditions, financing and local execution More diversification, but also exposure to large-project execution, overseas operations and group-specific businesses

Samsung C&T is not a like-for-like revenue peer

Samsung C&T’s FY2025 company release reported KRW 40.742 trillion in total revenue and KRW 3.293 trillion in operating profit. Its Engineering & Construction Group alone generated KRW 14.148 trillion of revenue and KRW 536 billion of operating profit. The company also reports trading-and-investment, fashion and resort groups.

For a construction comparison, Samsung C&T’s engineering-and-construction figures are the closer reference. For a company-level comparison, its consolidated revenue includes businesses Shinwon does not have. Comparing KRW 211.31 billion of predominantly construction revenue with Samsung C&T’s KRW 40.742 trillion total without adjusting for segment mix would exaggerate the difference in construction operations and obscure the diversification difference.

Hyundai E&C, Daewoo E&C, DL E&C and GS E&C

These companies occupy the top tier of the 2025 capability table. Their rankings and assessment amounts indicate access to a much larger pool of public, commercial, industrial and infrastructure tenders than Shinwon’s rank 93 position. The table does not establish that any one of them will earn a higher margin in every period; it establishes relative scale and recognized construction capability.

Why Shinwon’s earnings can move more sharply

Shinwon’s annual report describes construction as an “주문생산적 산업,” or order-production industry. Demand is difficult to forecast, and bidding competitiveness, economic cycles and market conditions materially affect results.

Project concentration

With almost all revenue tied to construction, the timing and margin of a relatively small number of contracts can influence the whole income statement. A delayed start or completion can shift revenue between years. A cost overrun or dispute on one project can have a larger percentage effect on a smaller contractor than on a company with hundreds of concurrent operations.

Housing and development conditions

Private housing work is exposed to presales, mortgage availability, interest rates, local demand and unsold inventory. Financing stress can delay a project even when the physical construction plan is sound. Investors should distinguish signed backlog from economically viable, adequately financed work.

Input costs and subcontracting

Materials, labor, equipment and subcontractor prices can compress margins when contracts do not pass through cost increases. A 4.07% operating margin leaves less room for an unexpected cost event than a reader might infer from the company’s positive operating profit alone.

Public and industrial cycles

Civil infrastructure depends on public budgets and tender schedules. Industrial plants and logistics facilities depend on customer capital expenditure. Those cycles do not necessarily move with housing, but their diversification benefit depends on how much revenue each category actually contributes in a given year.

Balance-sheet questions to ask before comparing the stocks

Shinwon ended FY2025 with KRW 222.11 billion of assets, KRW 110.01 billion of liabilities and KRW 112.10 billion of equity. Those totals provide context, but they do not show the full risk of a construction balance sheet.

  • Check whether receivables, contract assets or inventory are rising faster than revenue.
  • Separate ordinary trade payables from project financing, guarantees and other obligations connected with development sites.
  • Review cash and short-term borrowings rather than treating total assets as immediately liquid.
  • Look for provisions, contingent liabilities, claims and changes in completion estimates.
  • Compare operating cash flow with accounting profit across several years.

Large contractors can absorb a weak project more easily because they have broader operations and larger financing access, but scale does not eliminate execution risk. A major overseas plant or infrastructure contract can still produce losses, delays or disputes. The relevant question is how much damage one project can do to the group, not simply which company has the highest rank.

A practical framework for comparing Shinwon with a Korean construction stock

  1. Confirm the issuer and ticker. Verify that the company is Shinwon Construction Co., Ltd. (017000), not ShinWon Corporation (009270).
  2. Align the period. Use the same fiscal year for revenue, operating profit, net income, assets and liabilities. Keep the 2025 capability assessment separate from FY2025 accounting results.
  3. Normalize the business mix. Compare Shinwon’s construction revenue with a peer’s construction segment when the peer also reports trading, fashion, resort or other businesses.
  4. Calculate margins. Operating margin and net margin show whether revenue growth is turning into profit. For Shinwon in FY2025, the rounded results were approximately 4.07% and 2.30%.
  5. Read the trend, not one year. Shinwon’s 2025 declines of 18.67% in revenue, 42.72% in operating profit and 12.12% in net income show why a single profitable year is insufficient.
  6. Inspect the order book and project pipeline. Identify contract value, expected completion, customer quality, financing, presales and cancellation or delay conditions.
  7. Test downside concentration. Ask what happens if the largest project is delayed, if housing presales weaken or if material prices rise faster than contract compensation.
  8. Use the capability rank correctly. Treat it as evidence of bidding position and market standing, not as a forecast of share price or return.
  9. Refresh market data. Share price, market capitalization, valuation multiples, backlog and analyst estimates change after the 2025 figures and should be checked at the time of investment research.

Which investor profile fits each type of company?

Shinwon suits a concentrated construction thesis

An investor considering Shinwon is primarily taking a view on the company’s project execution, housing and development conditions, civil and industrial order flow, financing environment and ability to protect margins. The smaller scale can make operating results more sensitive to a few contracts. That sensitivity can create upside when a strong project cycle arrives, but it also increases the effect of delays and cost shocks.

Major contractors suit a diversification-and-scale thesis

The large listed contractors provide exposure to greater bidding capacity and broader business platforms. Samsung C&T demonstrates the clearest example in this group: its engineering-and-construction operation sits alongside trading-and-investment, fashion and resort businesses. Diversification can reduce dependence on one domestic housing market, although it makes consolidated earnings harder to interpret without segment analysis.

Neither profile is automatically safer or more attractive. The trade-off is concentration and potential operating sensitivity at Shinwon versus scale, complexity and large-project execution risk at the major contractors.

Common mistakes when reading this comparison

  • Calling Shinwon “small-cap” without a market-cap figure. Its rank and revenue establish small operating scale relative to the named peers, not a permanent exchange classification.
  • Equating capability rank with profitability. The assessment supports bidding and credit decisions; it is not a margin ranking.
  • Comparing consolidated sales with construction-only sales. Samsung C&T’s total includes non-construction groups, while Shinwon’s sales are almost entirely construction-related.
  • Ignoring the year. The assessment is for 2025, and Shinwon’s financial figures are FY2025. Later prices, market values and estimates may differ.
  • Assuming several project categories equal broad diversification. Civil, housing, plants, logistics and leisure are listed activities, but construction still represented approximately 99.1% of Shinwon’s FY2025 revenue.
  • Using a positive net income as proof of low risk. Shinwon earned KRW 4.86 billion in 2025, but operating profit fell 42.72% year over year.

Bottom line

Shinwon Construction is best understood as a smaller, highly construction-focused Korean contractor with 2025 revenue of KRW 211.31 billion and a capability-assessment rank of 93. Samsung C&T, Hyundai E&C, Daewoo E&C, DL E&C and GS E&C operate at a fundamentally different scale, with assessment amounts from KRW 5.8738 trillion to KRW 34.7219 trillion among the figures listed here.

The investment question is therefore not simply which stock is “better.” It is whether you prefer Shinwon’s concentrated exposure to domestic projects and housing-sensitive execution, or the major contractors’ larger bidding platforms and broader—but more complex—business mixes. Use the capability ranking to frame competitive position, then rely on comparable segment financials, cash flow, project obligations and current valuation data for an investment decision.
