Create a SharePoint document library to organize the files, folders, or link items you want people to open, then generate a QR code for each destination URL. The code does not change who can access that destination: set and verify sharing permissions before printing or distributing it.
What a SharePoint QR code library contains
A SharePoint document library is the place to organize the resources behind your codes. Each QR code encodes a URL, so decide whether scanning should open a particular file, folder, or a stable page that explains the resource. You can keep a human-readable label and an inventory of each code’s destination and owner alongside your process for maintaining them.
A library can hold files and, in supported modern SharePoint experiences, link items to URLs in another library, site, or external website. Microsoft says the New > Link feature is unavailable in classic experience and SharePoint 2016 or earlier. Microsoft’s instructions for adding a link to a document library describe the feature.
Create the document library
- Open the SharePoint team site where the resources should live.
- Select New > Document library.
- Choose a blank library, an existing library, or a template.
- Enter a useful name and description, then select Create.
Site owners can create or manage libraries; other members may not have the required permissions. Microsoft documents a limit of 2,000 lists and libraries combined per site collection, including the main site and subsites. That is a service limit, not a recommended target for how large a QR-code library should be. See Microsoft’s document-library creation guidance.

Organize destinations before generating codes
Choose a structure that makes it easy for maintainers to find the destination and its owner. Folders can organize resources by topic, location, asset, or audience. Microsoft also describes using views to filter, group, and sort a library; a combination of folders and views can help when a library becomes large. See Microsoft’s guidance on creating folders.
For each code, record what it should open and who is responsible for it. If the destination is a file or folder, use its Share or Copy link action to obtain the URL. If you want a code to point elsewhere, add a link item where the modern SharePoint experience supports it. Use a stable destination when possible: changing the item or its sharing configuration can make a printed code unsuitable for its audience.

Set access before encoding the URL
Use the item’s Share or Copy link action, and inspect its link settings before generating the code. Sharing choices depend on organization policy; for example, an administrator can disable the Anyone option. A QR code does not make a private file public or grant permissions. The recipient still needs an allowed link and the access required by the destination.

If people outside the intended audience will scan the code, choose an access configuration that permits them, consistent with your organization’s policy. Microsoft explains link types and permissions in its guidance on sharing files, folders, and list items.

Choose how to generate the QR code
The available sources do not establish a current built-in QR generator across SharePoint editions and tenants. A Microsoft staff response to a SharePoint Online question on April 17, 2023, said there was no out-of-the-box method at that time and suggested third-party tools; treat that as dated guidance, not a guarantee about every current tenant. Before choosing a route for many codes, check whether it supports per-item or bulk generation, the output format, printing, compatibility with your SharePoint environment, and your tenant’s security and admin-approval requirements. The sources do not establish that either route provides bulk creation.

Test and maintain each code
- Scan the code with a representative device and the kind of account its intended audience will use.
- Confirm it opens the intended file, folder, or page.
- Confirm the test account can access the destination under the configured link settings.
- Put a human-readable label beside a printed code, and keep an inventory entry for its destination and owner.
- If the destination URL or access policy changes, retest the code and regenerate it if needed.
Testing matters because the code preserves a URL, not a guarantee of access. For printed displays, a standard printer is sufficient; labels are optional.
