To share Docker across multiple WSL 2 distributions and Windows without Docker Desktop, run one Docker Engine in a chosen WSL 2 distribution, then point each client to that daemon. The other distributions need a Docker CLI, not another daemon. For Windows and other WSL clients, a Docker context using SSH is usually the safer, easier-to-manage connection; network reachability still depends on your WSL setup.
How the shared-Docker setup works
The distribution running Docker Engine owns the daemon and its images, containers, and volumes. Every client that connects to that same daemon sees and manages that shared engine state. A Docker context saves the endpoint so you do not have to add a host option to every command.
Installing Docker Engine separately in each distribution creates separate daemons and separate engine state. Do not point multiple daemons at one data directory: Docker documents that daemon data directories are distinct and warns against sharing one between daemons.

| Connection | When it fits | Security and setup |
|---|---|---|
| SSH context | Windows or another WSL distribution can reach the daemon host over SSH. | Docker CLI can forward requests over SSH to the host’s Docker socket. Configure SSH and grant access only to trusted users. |
| TCP context | You have a specific need for a network endpoint and can secure and restrict it. | Docker supports TCP endpoints, but remote access without TLS is not recommended. Do not expose an unauthenticated daemon on all interfaces. |
Docker warns that accepting remote client connections can expose the host to unauthorized access and other attacks. The Docker API is highly privileged, so favor SSH or properly secured TLS and limit which interfaces and clients can reach it.

Prepare one WSL 2 distribution as the daemon host
Choose and verify the host distribution
Pick one WSL 2 distribution to own the Docker Engine. Check the WSL distribution list and version in Windows with wsl --list --verbose; use the distribution marked version 2 as the host, or convert the intended one to WSL 2 using Microsoft’s current WSL guidance. Keep the host choice consistent so you know where engine data and daemon configuration live.
Enable systemd if the host needs it
Docker’s service-management instructions may rely on systemd. Microsoft says systemd is supported on recent Store versions of WSL. Check your WSL version; if the host does not have systemd enabled, edit that distribution’s /etc/wsl.conf to include:
[boot]
systemd=true
The setting is per distribution. Enabling systemd in the daemon-host distribution does not enable it in your other WSL distributions. After editing the file, restart WSL using Microsoft’s documented procedure, then open the host distribution again.

Install Docker Engine in the host only
Use Docker’s current Engine installation guide for the host distribution and its specific release. Repository setup and package commands can change, so follow the live instructions for your exact Linux release rather than reusing a command copied for a different distribution. Install the Docker CLI in client environments as needed, but do not install or start another Engine daemon there.
Start and verify the host daemon
Use the service mechanism appropriate to the distribution. If systemd is enabled and the Docker package provides the service, start it with sudo systemctl enable --now docker and check it with sudo systemctl status docker. In the host distribution, verify that the local CLI can reach its daemon with docker info. Resolve any service or permission issue here before configuring remote clients.
Connect each WSL client with a Docker context
Each client needs a route to the host’s SSH service and a Docker CLI. SSH contexts send Docker requests to the daemon host’s Unix socket; they do not require the client distribution to run its own daemon. Create a context separately on each client, replacing the example account and host with ones reachable from that client:

docker context create wsl-engine --docker host=ssh://user@reachable-host
docker context use wsl-engine
docker info
For another WSL distribution, reachable-host must resolve or route to the daemon host from that distribution. WSL network modes and addresses vary, so do not assume a single IP address or that one distribution’s localhost is another distribution’s localhost. Configure SSH on the host and use an account authorized to access the Docker socket; socket access grants substantial control over the host.
A context is local to the CLI environment where you create it. Create the equivalent context in each WSL client and in Windows; creating it once does not automatically configure the other environments.
Connect Windows to the WSL-hosted daemon
Windows needs a Docker CLI of its own; installing Docker Engine inside WSL does not install or configure a Windows CLI. Configure SSH access from Windows to the daemon host, then create a context in PowerShell. If Windows can reach the host’s SSH service at localhost, the example is:

docker context create wsl-engine --docker "host=ssh://user@localhost"
docker context use wsl-engine
docker info
Use localhost only when it is actually the reachable address for the daemon host’s SSH service. Otherwise, use an address that works from Windows and is permitted by your firewall and WSL network configuration.
Account for WSL networking mode
Microsoft documents localhost forwarding in the default WSL 2 NAT setup and mirrored networking as an option on Windows 11 version 22H2 and later. The connection direction and the service being reached matter: test whether Windows can reach the specific SSH endpoint you configured rather than assuming that a general localhost rule makes every service available. Mirrored networking changes connectivity behavior; follow Microsoft’s current WSL networking guidance for the mode enabled on your machine.

docker context showidentifies the active context on that client.docker infoshould return daemon information instead of a connection error.docker ps -alists containers on the selected daemon.docker image lslists images on that same daemon.
To confirm shared state, create a harmless test container from one client and check whether it appears in docker ps -a from another. Remove the test container when finished. If one client shows different containers or images, check its active context and endpoint before changing daemon configuration.
When rootless Docker is worth considering
Docker also documents a rootless mode, which runs the daemon and containers without a root-owned daemon. It uses a user service, socket, and data directory with rootless-specific defaults. Consider it when reducing daemon privileges is important, but verify that it supports the workloads and features you need; it is not a drop-in assumption for every container setup.
Quick Recap
Common connection failures
- The context cannot connect: Confirm the host daemon is running, the SSH service is reachable from that particular client, and the context points to the intended account and endpoint.
- SSH connects but Docker reports a socket permission error: The SSH account may not have permission to access the host’s Docker socket. Grant access only to a trusted account rather than weakening socket permissions broadly.
- Windows cannot reach localhost: Verify the WSL networking mode, that the host’s SSH service is running and reachable, and that firewall rules permit the connection. Do not replace a failed test with an exposed unauthenticated TCP daemon.
- Different clients show different containers: They are likely using different contexts or different daemon endpoints. Check
docker context showanddocker context inspecton each client.
