ServiceNow is pairing a simpler way to create AI agents with a runtime identity system intended to stop those agents from acting outside approved boundaries. Build Agent is generally available in ServiceNow Studio, while AI Passport—announced for expected availability in the fourth quarter of 2026—would give first-party and third-party agents cryptographically signed, verifiable authority.

What ServiceNow announced

The change has two connected parts. Build Agent lowers the technical barrier to creating applications and agents, including from professional development environments. AI Passport addresses what happens after deployment: whether an agent is genuinely identified, operating in the scope it was granted, and still allowed to continue.

ServiceNow says applications deployed on its AI Platform inherit platform controls for audit trails, security, compliance, scalability and performance. Deployment approvals and lifecycle governance are handled through App Engine Management Center (AEMC), rather than left entirely to the person who generated the application.

“Vibe coding is transforming how fast people can build. But speed without governance and an enterprise runtime produce apps that too often look ready but aren’t,” said Jithin Bhasker, ServiceNow’s group vice president and general manager for Creator Workflows and App Engine.

How Build Agent changes agent and application creation

Natural-language development across common builder roles

Build Agent is aimed at professional developers, platform administrators, business analysts and citizen developers. It can turn a description of a business need into application components while keeping the result inside ServiceNow’s application model and runtime controls.

The tool became generally available on May 6, 2026, in ServiceNow Studio and supports all application scopes. ServiceNow also extended it to Cursor, Windsurf, Claude Code and GitHub Copilot, so teams can use AI-assisted development environments while targeting the ServiceNow platform.

New applications versus existing workflows

Build Agent is primarily a creation tool: it helps generate new applications, data structures, interfaces and workflow logic. AI Agent Studio serves a broader agent-design and operations role, including conversational creation and the extension of existing ServiceNow workflows. The two are complementary rather than interchangeable: Build Agent accelerates construction, while AI Agent Studio and AI Agent Orchestrator cover the agent lifecycle after a use case has been defined.

What the platform supplies around generated code

ServiceNow says generated applications can use its enterprise data and workflow context, then pass through approval and lifecycle processes in AEMC. That is materially different from deploying an isolated script: administrators can apply the platform’s existing security, compliance, audit, scalability and performance mechanisms to the resulting application.

One partner-reported example illustrates the possible speed, but not a guaranteed benchmark. Elmer de Valk, CEO of Plat4mation, said Build Agent generated “nearly 80% of the application” in one project. That is a company-reported result, not an independently audited measurement.

What AI Passport is—and how runtime enforcement works

A signed credential, not just a log entry

AI Passport is designed as a cryptographically signed credential. At runtime, the platform checks the credential against the scope authorized by the enterprise. This makes identity and authority part of each action decision, rather than something reconstructed only from logs after an incident.

The credentials use open specifications and can be issued and verified for ServiceNow agents as well as third-party agents. In a multi-agent workflow, each handoff can therefore be checked instead of trusting an unverified chain of delegated calls.

Context-aware permissions

Passports are grounded in live enterprise context, including Configuration Management Database (CMDB) data, governance-risk-and-compliance (GRC) policies and workflow approvals. An agent’s permitted action can consequently depend on the current asset, policy state or approval status, not just a static role assigned when the agent was created.

Graduated responses when an agent goes out of scope

ServiceNow describes several possible responses when an agent deviates from its authorized scope:

  • Redirect: send the request toward an approved path or resource.
  • Restrict: narrow what the agent can do while preserving a safe portion of the workflow.
  • Reconnect: require the agent to establish the proper identity or context before proceeding.
  • Kill switch: stop execution when continuing would create unacceptable risk.

Actions and enforcement decisions are audited. Frank Dickson of Dickson Research characterized the distinction this way: “Most agent governance today is a security camera. It records what happened so someone can review the tape later. AI Passport is a bouncer at every door.”

Availability: what is shipping, controlled or still planned

Date Release or claim Status
March 12, 2025 Yokohama release with preconfigured agents across CRM, HR, IT and other workflows; AI Agent Studio and AI Agent Orchestrator for building, onboarding, monitoring and value management Generally available as described in the release
May 6, 2026 Build Agent in ServiceNow Studio, support for all application scopes and extensions to Cursor, Windsurf, Claude Code and GitHub Copilot Generally available
October 15–16, 2026 AI Passport, shadow-AI detection and AI Cost Management Expected in Q4 2026, not described as generally available
October 15, 2026 EmployeeWorks enhancements including ToolSmith, Productivity Assistants and Productivity Routines Controlled availability
October 15–16, 2026 Operational Resilience for financial services Available immediately, according to ServiceNow

These labels matter. A generally available builder should not be treated as proof that every related governance feature is already deployed, and a controlled-availability feature may require a separate program or eligibility decision.

What an enterprise should put in place before deploying autonomous agents

  1. Name an owner for every agent. Define who approves its scope, reviews its behavior and can authorize retirement.
  2. Describe permitted actions in business terms. Tie access to systems, records, CMDB assets, policies and approval states rather than granting a broad technical role.
  3. Use deployment gates. Route generated applications through testing, security review and AEMC approval before production.
  4. Set operating limits. Establish budgets, rate limits, escalation paths and an explicit kill-switch procedure for unattended routines.
  5. Monitor quality, usage and value. AI Agent Studio and AI Agent Orchestrator are intended to cover onboarding, monitoring and value tracking; treat those measures as operating controls, not a one-time launch checklist.
  6. Verify delegated calls. For multi-agent workflows, require identity and scope checks at each handoff, including calls to third-party agents and connectors.

CIO coverage on October 15, 2026 quoted analysts urging named owners, allocated budgets and hard enforcement checks for unsupervised routines. Those comments identify operational questions companies must answer; they do not establish that ServiceNow’s announced controls fail.

Why the governance pitch matters now

ServiceNow cites its 2026 Banking AI Maturity Index as finding that 100 percent of banks report using AI, while only 24 percent have governance to match it. The release does not include the index methodology, so the figures should be read as ServiceNow’s survey claim rather than an independently verified industry benchmark.

The scale problem is also illustrated by Chandan Pani, CISO at LTM Limited, who said the company deployed 1,500 agents, each assigned an employee ID and manager. At that size, an inventory and after-the-fact audit trail are not enough if an agent can continue acting after its role, data or approval context changes.

ServiceNow’s broader direction is to combine agentic AI, Workflow Data Fabric and workflow automation on one platform. Amit Zavery, the company’s president, chief product officer and chief operating officer, said the goal is to embed connected AI where work happens while measuring business outcomes “faster, smarter, and at scale.”

Partner and marketplace implications

The ServiceNow Build Program and ServiceNow Store are the clearest commercial extension of the strategy. ServiceNow says independent software vendors, developers and technology partners can build, test, certify and distribute agents, applications and connectors through tiered participation and a marketplace. The company says more than 1,000 partners were transitioning to the revamped Build Program and that its global ecosystem exceeded 2,700 partners in 2026.

That is an ecosystem opportunity, not evidence of a public affiliate-commission program. Partners should verify current participation terms, certification requirements and distribution economics directly before making a business case.

What remains unresolved

  • AI Passport, shadow-AI detection and AI Cost Management were announced as expected for Q4 2026, so production behavior and regional rollout should not be assumed before release.
  • ServiceNow has not supplied independent performance benchmarks comparing Build Agent with conventional development.
  • Governance still requires human decisions about ownership, spending limits, acceptable autonomy and emergency response; a credential does not substitute for those policies.
  • Availability can differ by feature, release program and geography. Confirm the entitlement and status for the specific ServiceNow instance before designing a dependency around an announced capability.

ServiceNow’s proposition is therefore broader than “AI that writes an app.” Build Agent addresses creation speed; AI Agent Studio and Orchestrator address lifecycle operations; and AI Passport is intended to make an agent’s identity and authority enforceable at the moment it acts.
