Choose ServiceNow AI Control Tower when your main problem is enterprise-wide AI portfolio governance: discovering every AI use case, routing approvals, documenting risk, coordinating compliance, and measuring business value across clouds and business systems. Choose Microsoft Foundry (formerly Azure AI Foundry) when your main problem is governing agents, models, and tools inside Azure: identity, role-based access, policy, networking, guardrails, deployment, tracing, and operational evaluation.

They are not interchangeable products. A large organization can use Foundry for Azure-native engineering and runtime controls while using AI Control Tower as the cross-enterprise inventory, approval, GRC, and value-management layer.

Start with the governance problem, not the product name

“Microsoft Azure AI Foundry” is the term many teams still use in searches and existing architecture documents. Microsoft’s current branding is Microsoft Foundry. It is an Azure management grouping for agents, models, and tools, backed by Azure services for identity, policy, networking, safety, tracing, monitoring, and evaluation.

ServiceNow AI Control Tower (AICT) addresses a different center of gravity. ServiceNow describes it as the system of record for the AI asset lifecycle: intake, assessment, build, review, deployment, monitoring, value realization, and closure. The asset can be an internally built system or a third-party AI use case. Its records are intended to connect AI activity to owners, approvals, risk decisions, controls, and business outcomes.

What ServiceNow AI Control Tower governs

One record for each AI asset

AICT keeps the lifecycle record for an AI system, model, dataset, prompt, or other governed asset. The lifecycle begins with intake and continues through assessment, build, review, production deployment, monitoring, value measurement, and retirement. Because intake includes third-party use cases, a business unit does not avoid governance merely by buying an AI capability instead of building one.

Explicit ownership and approval gates

The AI asset owner supplies the business context, expected value, deployment information, and retirement decision. That owner does not unilaterally clear risk. ServiceNow’s AI Risk and Compliance (AIRC) application performs independent risk classification, regulatory and ethical assessment, impact assessment, control validation, and approval work. An AIRC manager can approve progression or block it when required controls are missing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

AICT and AIRC are complementary applications, not substitutes. AICT records where an asset is in its lifecycle; AIRC provides the independent risk and compliance decision that allows the lifecycle to advance.

Portfolio visibility and value realization

ServiceNow lists AI-footprint visibility, lifecycle management, risk and compliance workflows, automated scoring and trend analysis, and measurement of value, adoption, and engagement. This is useful when an AI center of excellence, legal team, risk office, or executive committee needs to answer questions such as: Which AI systems exist? Who owns them? Which assessments are overdue? Which deployments are blocked? Are approved systems being used and producing the expected outcome?

Expanded capabilities announced for May 5, 2026

ServiceNow’s May 5, 2026 release announcement describes five dimensions for the expanded tower: Discover, Observe, Govern, Secure, and Measure. The announcement reports 30 new integrations across AWS, Google Cloud, Microsoft Azure, SAP, Oracle, and Workday; runtime observability; NIST- and EU AI Act-aligned risk frameworks; identity and least-privilege controls; and cost and return-on-investment dashboards.

Treat the 30-integration figure as a dated vendor announcement, not a permanent service guarantee. Confirm the current connector list, supported versions, data flows, and licensing for your tenant before making it a procurement requirement.

What Microsoft Foundry governs

A unified Azure control plane

Foundry groups agents, models, and tools under Azure management. Its governance story therefore extends beyond a model catalog. Microsoft documents tracing, monitoring, evaluations, Microsoft Entra identity, role-based access control (RBAC), content filters, network isolation, and Azure Policy as parts of the platform and its surrounding Azure control framework.

Azure-wide policy and inventory

Microsoft’s governance guidance places Foundry inside broader Azure controls. Azure Policy can enforce consistent requirements; Entra Agent ID supports agent inventory and identity; deployment policies and lifecycle controls apply to models; and the operating model includes cost, security, operations, compliance, and data governance. The exact controls available depend on the Azure services and regions used by the workload.

Foundry Agent Service as the runtime layer

Foundry Agent Service is the managed runtime for agents. Microsoft documents dedicated agent identities, private networking and data-residency controls, fine-grained RBAC, integrated content safety, version snapshots, stable endpoints, and end-to-end traces, metrics, and evaluations. These features help a platform team control how an agent is deployed and operated after it leaves development.

Some guardrail, evaluation, and optimization capabilities are preview or region-dependent. A feature shown in documentation may therefore require a specific region, subscription configuration, or preview enrollment before it can be used in production.

How an AI approval moves through each platform

AI Control Tower workflow

  1. Intake: register an internally built or third-party AI use case, its business owner, purpose, data, suppliers, and intended users.
  2. Assessment: capture the impact, regulatory, ethical, security, and operational information needed for classification.
  3. Risk decision: route the asset to AIRC for independent risk classification, control validation, and approval or block.
  4. Build and review: record design and implementation evidence, then obtain the reviews required by policy.
  5. Deployment: connect the approval to the production decision and retain the accountable owner.
  6. Monitoring: track governance events, risk trends, adoption, engagement, and other evidence over the asset’s operating life.
  7. Value realization and closure: compare expected and realized value, then document retirement when the system is withdrawn.

This workflow is valuable when a deployment decision must be visible to non-engineering functions and auditable months or years later.

Foundry workflow

  1. Define the Azure boundary: choose the subscription, resource groups, regions, network pattern, and data-residency requirements.
  2. Establish identity: assign Entra identities, including dedicated identities for agents where required, and map human and workload roles through RBAC.
  3. Apply policy: use Azure Policy and deployment controls to enforce approved configurations for models, agents, and connected tools.
  4. Build and version: develop the agent or model integration, preserve version snapshots, and expose a stable endpoint for controlled promotion.
  5. Evaluate: run workload-specific evaluations and review traces and metrics before production release.
  6. Protect runtime traffic: configure content filters, guardrails, private networking, and other data and access controls supported in the selected region.
  7. Operate: monitor production traces, metrics, evaluations, cost, and incidents; use lifecycle controls to update, pause, or retire the deployment.

This workflow is strongest when the people approving and operating the workload are already organized around Azure subscriptions, platform standards, and production reliability.

Multi-cloud and business-system coverage

AICT is the stronger fit when the inventory must include systems outside Azure. Its stated integration scope reaches AWS, Google Cloud, Microsoft Azure, SAP, Oracle, and Workday, and its intake model covers third-party AI. That lets a governance office create one enterprise view even when engineering teams use different clouds or business applications.

Foundry can govern Azure resources and can participate in a larger enterprise governance architecture, but its native center of gravity remains the Azure control plane. An organization with significant AWS, Google Cloud, packaged-application, or supplier AI activity will normally need additional inventory and workflow mechanisms if Foundry is the only governance system.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do not interpret “multi-cloud” as automatic visibility into every account or application. Confirm which connectors are available for your edition and region, what objects they discover, how often they synchronize, and whether metadata or payload data leaves the source environment.

Runtime security, identity, and networking

Where Foundry is more specific

Foundry exposes platform controls close to the running workload: dedicated agent identities, fine-grained RBAC, content filters, private networking, data-residency options, stable endpoints, version snapshots, and end-to-end traces, metrics, and evaluations. These controls help an engineering team answer which identity called a tool, which version was deployed, what the agent did, and how it behaved.

Where AICT adds enterprise context

AICT can record the owner, purpose, risk classification, approval status, business process, and required controls around that workload. Its identity and least-privilege capabilities, including those described in the May 5, 2026 announcement, are part of a broader governance record rather than a replacement for Azure network and runtime enforcement.

For a production design, keep enforcement in the platform that actually handles the request and use the enterprise governance layer to register the control, evidence, exception, and accountable owner. A ServiceNow approval should not be treated as a substitute for Azure RBAC, private networking, or content filtering.

Risk frameworks, NIST, and the EU AI Act

AICT’s documented risk and compliance process is designed to classify risk, validate controls, conduct impact assessments, and obtain independent approval. The expanded tower announcement specifically names NIST- and EU AI Act-aligned frameworks.

Foundry’s responsible-AI guidance is workload-specific. Microsoft calls for privacy and consent controls, explainability, auditability, RBAC, and circuit breakers for agents. It assigns responsibilities across research, policy, and engineering teams and recommends documenting decisions for accountability. Microsoft also states that agents accessing public and private data, executing tasks in internal and external systems, and autonomously driving decisions require auditability of agent activity, RBAC, and circuit-breaker functionality.

Neither product removes the need for a legal or compliance determination. “Aligned” does not mean that a deployment is automatically compliant in every country or sector. Map each obligation to an owner, a technical control, evidence, a review interval, and an escalation path.

Business value and operating model

AICT is designed to connect AI investment to enterprise strategy. Its listed measures include value, adoption, engagement, cost, and ROI, allowing a portfolio leader to compare approved use cases and identify systems that are unused, underperforming, or delivering less value than forecast.

Foundry supplies the engineering and operations evidence needed to run an Azure workload: deployment state, traces, metrics, evaluations, identity activity, policy results, and runtime incidents. That evidence is essential, but converting it into an executive portfolio view of benefits, adoption, and business outcomes generally requires surrounding Azure or enterprise tooling.

Choose the operating model before choosing the product. If a central AI office owns intake and value realization while platform teams own runtime controls, a two-layer design is natural. If one Azure platform team owns the full delivery and operating process, Foundry may cover the immediate governance need with less process overhead.

Availability, data residency, and edition checks

ServiceNow warns that AICT feature availability can vary by region, regulated market, FedRAMP and IL5 environments, Australia IRAP environments, and self-hosted deployments. ServiceNow also notes that application data may be transferred to a centralized ServiceNow environment or a third-party cloud provider. Ask for a tenant-specific data-flow diagram and confirm which metadata, prompts, documents, and assessment records are transferred.

Foundry features can vary by Azure region, subscription, service version, and preview status. Confirm support for the required agent, evaluation, guardrail, networking, and data-residency features in the exact region where production will run. Verify Entra, RBAC, policy, quota, and private-network prerequisites before committing to an architecture.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Which platform fits common enterprise situations?

Choose AI Control Tower first for a multi-cloud AI portfolio

Use AICT as the starting point when your organization has AI work in several clouds, third-party AI embedded in business processes, or a governance committee that needs one intake and approval process. It is also the better fit when value realization and executive reporting are as important as technical enforcement.

Choose Foundry first for an Azure platform team

Use Foundry as the starting point when most AI workloads are Azure-based and the immediate risk is uncontrolled production behavior: excessive permissions, unapproved model deployments, weak network isolation, missing traces, or inadequate runtime safety. Its controls sit close to the agents, models, and tools that engineers operate.

Use both for regulated, multi-cloud enterprises

A combined pattern is often the most coherent: AICT registers the asset, owner, business purpose, risk decision, approval, exception, and value target; Foundry enforces Azure identity, policy, networking, safety, versioning, and runtime observability. Synchronize lifecycle state and evidence so an approved asset cannot drift into an untracked deployment.

Implementation playbooks

90-day AICT-led foundation

  1. Define the asset taxonomy: agents, models, datasets, prompts, applications, and third-party services.
  2. Assign an owner for every asset and establish the AIRC role that can approve or block progression.
  3. Design the intake form around purpose, users, data classes, suppliers, jurisdictions, decisions made, and expected value.
  4. Map each lifecycle gate to required evidence and an escalation path.
  5. Connect the highest-value cloud and business-system sources first; validate discovery against known inventories.
  6. Set baseline measures for adoption, engagement, cost, outcomes, and overdue reviews.
  7. Pilot with a small set of high-impact use cases, then expand after false positives, missing owners, and data-flow issues are corrected.

90-day Foundry-led foundation

  1. Establish the Azure subscription, resource-group, region, network, and data-residency boundary.
  2. Create Entra identities and RBAC roles for developers, operators, security reviewers, and agents.
  3. Write Azure Policy and deployment rules for approved models, regions, networking, logging, and lifecycle states.
  4. Require version snapshots, stable endpoints, traces, metrics, and evaluations before production promotion.
  5. Configure content filters, guardrails, private networking, and circuit-breaker behavior appropriate to the workload.
  6. Define incident, rollback, update, and retirement procedures and test them with a non-production agent.
  7. Record business owner, risk classification, and approval evidence in the enterprise governance system, whether that is AICT or another approved system.

Procurement and architecture questions

  • Which AI assets are discovered automatically, and which require manual registration?
  • Can the system represent third-party AI, embedded features in business software, datasets, prompts, and agent tools?
  • Where is each record stored, and can prompts, documents, or assessment data be transferred outside the source environment?
  • Which controls are generally available, which are preview, and which are restricted by region, regulated market, or edition?
  • What is the exact relationship between lifecycle ownership, independent risk approval, and technical deployment authority?
  • How are exceptions, compensating controls, blocked deployments, and expired approvals represented?
  • Can evidence from Azure traces, evaluations, policy results, and access logs be attached to the enterprise asset record?
  • How are value, adoption, engagement, cost, and ROI calculated, and who validates the underlying business data?
  • What happens when an asset changes model, prompt, data source, tool permission, owner, or deployment region?
  • What are the subscription, RBAC, connector, integration, implementation, and ongoing administration requirements?

Pricing and total cost

The cited public materials do not provide a comparable price for AICT and Foundry. Do not infer that one is cheaper from product-page feature counts. Obtain current vendor quotes and add an implementation estimate covering integrations, identity architecture, policy design, data-residency review, lifecycle process design, migration of existing inventories, training, and ongoing control monitoring.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For a fair comparison, model the cost of the operating process as well as licenses and Azure consumption. A technically capable platform can still be expensive if every business unit requires manual registration, duplicate evidence collection, or custom integration work.

Common failure modes and fixes

Buying a runtime control plane for a portfolio problem

If executives cannot identify all AI use cases, suppliers, owners, and approvals, adding more Azure deployment rules will not create an enterprise inventory. Establish the portfolio and intake layer first.

Buying a workflow system without enforcement

An approved record does not stop an engineer from deploying an agent with excessive permissions. Pair lifecycle approval with Foundry or equivalent technical controls that enforce identity, network, policy, safety, and observability requirements.

Treating preview features as contractual capabilities

Label every dependency as generally available, preview, region-dependent, or subject to service limits. Recheck it at design approval and before production launch.

Assuming one approval covers every material change

A model replacement, new data source, new tool permission, changed region, or autonomous decision path can alter risk. Define change triggers that reopen assessment and approval.

Ignoring data-transfer and residency implications

Document what data each platform receives, where it is processed, who can access it, and how long evidence is retained. Verify the answers for the actual tenant and regulated market rather than relying on a global product description.

Decision

Select ServiceNow AI Control Tower when governance is primarily about enterprise inventory, workflow, independent risk decisions, compliance evidence, multi-cloud discovery, and measurable business value. Select Microsoft Foundry when governance is primarily about building and operating Azure agents, models, and tools with Entra identity, RBAC, Azure Policy, private networking, safety controls, versioning, and observability.

For a large, regulated enterprise using Azure alongside other clouds and business systems, the most complete pattern is usually complementary rather than competitive: AICT supplies the cross-enterprise governance record and approval process, while Foundry supplies Azure-native enforcement and runtime evidence. Validate region, edition, data residency, preview status, licensing, and implementation effort before finalizing the design.
