Changing an account’s primary email address should be treated as an identity change, not a routine profile edit. Require fresh proof of identity, keep the proposed address pending until it is verified, alert the existing address, and deliberately manage confirmation tokens and sessions. Scale the checks to the account’s risk rather than assuming that a currently signed-in session is enough.

Why an email change needs stronger checks

A primary email address may identify an account and receive password-reset messages. If an attacker takes over an active session and can change that address without re-authenticating, the attacker may be able to redirect recovery messages and make the account harder for its owner to regain. OWASP’s Web Security Testing Guide describes this risk for primary identifiers used in password changes or resets: OWASP guidance on weak password-change and reset flows.

OWASP’s Email Validation and Verification Cheat Sheet puts the point plainly: “Changing an email address is equivalent to changing identity.” Its recommendations are to re-authenticate, notify the existing address, and confirm control of the proposed address; for high-risk systems, consider requiring confirmation at both addresses: OWASP email validation and verification guidance.

Design the change as a pending transaction

Do not overwrite the active address as soon as a user submits a new one. Keep the current address in force while verification is outstanding. OWASP’s example flow stores the proposed address separately, uses time-limited nonces, provides a way to report an unexpected request, and updates the registered address only after the required confirmation succeeds: OWASP’s registered-email-change flow.

  1. Check the session. If it is no longer valid, require the user to sign in before starting the change.
  2. Explain the steps and collect the proposed address. Keep it separate from the active address; do not redirect password-reset messages to it yet.
  3. Re-authenticate and choose the verification branch. Use the enrolled MFA factor when available, or the current password in the example for accounts without MFA. Apply additional checks when the account or activity warrants them.
  4. Create a pending request. Generate unique, single-purpose, time-limited confirmation and unexpected-activity tokens. Do not let a missing or expired token complete the change.
  5. Send the messages. Notify the existing address and send a confirmation request to the proposed one. The old-address notice should give the account holder a clear way to report a request they did not make.
  6. Validate and act on the response. Check that the expected token exists and has not expired. Handle an unexpected-change report rather than proceeding as if the request were legitimate.
  7. Commit only after confirmation. Update the registered address after the required confirmation succeeds, invalidate the authenticated session or cookie, and require a fresh sign-in.

These steps describe OWASP’s guidance, not a universal mandated sequence for every service. Its example uses different confirmation requirements depending on whether MFA is enabled. The appropriate friction depends on the assurance already provided and the consequences of account takeover.

Choose verification strength for the account’s risk

A valid session proves that a browser has an authenticated session; it does not necessarily prove that the person requesting a sensitive identity change is still the account holder. OWASP recommends re-authentication for high-risk actions. Its MFA guidance also supports checking an existing factor, assessing risk, notifying the user out of band, and considering delay or step-up verification for high-value accounts: OWASP Multifactor Authentication Cheat Sheet.

  • MFA-enabled account: OWASP’s example asks the user to verify with MFA, notifies the current address, and requires confirmation at the proposed address.
  • No MFA enrolled: OWASP’s example asks for the current password and requires confirmation from both the current and proposed addresses.
  • High-value account or unusual activity: Consider stronger step-up checks or a delay, based on the service’s risk assessment. NIST describes risk-based step-up authentication when a session needs to meet a higher assurance level, but does not prescribe an email-change scoring formula.

There is no numeric risk score or universal formula established by these sources. Set policy according to the impact of account compromise, the strength of existing authentication, and the context of the request; avoid presenting a home-grown score as a standard.

Decide which addresses must confirm

Confirmation at the proposed address proves that the requester can receive mail there. A notification to the existing address gives the current account holder a chance to notice an unauthorized request. They serve different purposes; neither replaces fresh authentication.

Logitech C270 720p Webcam Plug-and-Play Wide Screen Video Calling - Black
  • Compatible with Nintendo Switch 2’s new GameChat mode
  • Crisp HD 720p/30 fps video calls with diagonal 55° field of view and auto light correction. Compatible with popular platforms including Skype and Zoom.
  • The built-in noise-reducing mic makes sure your voice comes across clearly up to 1.5 meters away, even if you’re in busy surroundings.

  • The adjustable universal clip lets you attach the camera securely to your screen or laptop, or fold the clip and set the webcam on a shelf. You’re always ready for your next video call.

OWASP’s example branches on MFA availability: with MFA, it confirms the new address and sends a notification to the old one; without MFA, it calls for confirmation at both. Its broader guidance says to consider both confirmations for high-risk systems. A service can choose a less stringent process when MFA provides stronger proof, but should make that choice deliberately against its account risks.

For a practical user-facing safeguard, Login.gov advises users not to remove the old email address until the new one has been confirmed. That is an operational example, not a universal standard: Login.gov’s email-address instructions.

Plan for unexpected or incomplete requests

The old-address message is part of the recovery design, not merely a courtesy. It should identify that an email change was requested and explain how to report it if the account holder did not initiate it. The flow should define what happens after a report and should not silently complete a pending change when its confirmation is missing, invalid, or expired. OWASP’s example explicitly includes time-limited nonces, unexpected-change reporting, and session invalidation after success.

Review the flow before shipping

  • Does changing the primary identifier require fresh authentication rather than relying only on the existing session?
  • Does the proposed address remain pending until the required confirmation is received?
  • Are the old-address notification and new-address confirmation distinct, useful messages?
  • Can a user report an unexpected request, and does the flow handle that report before committing?
  • Are confirmation tokens single-purpose and time-limited, and are missing or expired tokens rejected?
  • Does the flow invalidate the authenticated session after a successful change?
  • Are extra checks or a delay available where account value or request risk justifies them?
