To secure a SCIM endpoint, protect every connection with TLS, authenticate each provisioning client with a strong credential, and authorize that client for only the operations and resources it needs. SCIM defines how clients exchange identity data; it does not provide a complete authentication and authorization system. A valid credential alone is not enough to prevent a client from reading or changing too much.
What SCIM does—and what it leaves to you
SCIM standardizes requests and resources used to provision identity data over HTTP. RFC 7644 states that “The SCIM protocol is based upon HTTP and does not itself define a SCIM-specific scheme for authentication and authorization.” The service provider therefore needs to protect the endpoint using transport security and established HTTP authentication and authorization mechanisms. RFC 7644, Section 2
Keep the protocol’s requirements separate from integration instructions for a particular identity provider. The standard sets security expectations; the provider’s documentation explains which token types or flows its integration supports.

RFC 7644 requires SCIM clients and service providers to require transport-layer security. The service provider must support TLS 1.2, and the client must check the server’s identity. These are requirements in the specification, not evidence that a particular deployment meets them. RFC 7644, Section 7

- POWERFUL SECURITY KEY: The Security Key C NFC is the essential physical passkey for protecting your digital life from phishing attacks. It ensures only you can access your accounts.
- WORKS WITH 1000+ ACCOUNTS: Compatible with Google, Microsoft, and Apple. A single Security Key C NFC secures 100 of your favorite accounts, including email, password managers, and more.
- FAST & CONVENIENT LOGIN: Plug in your Security Key C NFC via USB-C and tap it, or tap it against your phone (NFC) to authenticate. No batteries, no internet connection, and no extra fees required.
- TRUSTED PASSKEY TECHNOLOGY: Uses the latest passkey standards (FIDO2/WebAuthn & FIDO U2F) but does not support One-Time Passwords. For complex needs, check out the YubiKey 5 Series.
- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
- Serve the SCIM API only over HTTPS; do not allow provisioning requests over plaintext HTTP.
- Configure the endpoint to support TLS 1.2 or later, and ensure clients validate the server certificate and identity rather than disabling checks.
- Check the entire path from client to endpoint. A TLS-terminating gateway or proxy must not leave a downstream segment exposed or rely on an untrusted connection.
Authenticate clients with an explicit, manageable credential
Because SCIM does not prescribe a SCIM-specific authentication scheme, choose one supported by your identity provider and service architecture. RFC 7644 discusses approaches including TLS client authentication and bearer tokens used over TLS with an OAuth token framework. It advises avoiding Basic Authentication because it relies on a relatively static, symmetric secret. RFC 7644, Sections 2 and 7
Whichever approach you use, treat credentials as secrets: provision them through a controlled process, restrict where they are stored and who can retrieve them, and define how to rotate and revoke them. For bearer tokens, RFC 7644 says the provider must be able to determine that the token has a limited lifetime. It also requires sufficient entropy for bearer tokens and cookies that authorize access, and requires those credentials to travel over TLS. RFC 7644, Section 7

- POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
A token can let its holder read, modify, or delete resources. Do not treat possession of a valid token as proof that every SCIM operation is appropriate. Validate the token according to its mechanism and map the authenticated client to an access policy.
Authorize the subject, action, and resource
RFC 7644 says a service provider must map an authenticated client to an access-control policy. The policy should account for the requesting subject, the requested action, and the affected resource. In practice, scope each provisioning integration to the identity records and operations it actually needs rather than granting broad directory access by default. RFC 7644, Section 7

- Subject: Identify the authenticated client and, where applicable, the security subject represented by its token.
- Action: Decide which operations that client may perform; do not assume permission to read implies permission to create, update, or delete.
- Resource: Restrict access to the users or other identity resources within the integration’s intended scope.
When a token carries authorization scopes, account for them alongside the local access policy. A token’s scope and the provider’s own authorization decision are related controls, not substitutes for one another.

Microsoft Entra
Microsoft Entra’s SCIM integration guidance describes long-lived bearer tokens as well as OAuth-based options. For an Entra-issued token, the guidance recommends validating the issuer and expected tenant. Its SCIM API reference documents the Microsoft Graph SCIM base path as https://graph.microsoft.com/rp/scim. These are Microsoft-specific integration details, not requirements imposed on all SCIM services. Microsoft Entra SCIM integration guidance · Microsoft Graph SCIM API overview
Okta
Okta’s integration guide says a SCIM API endpoint must use TLS and be protected against anonymous access. It lists OAuth 2.0 authorization code, Basic Authentication, and an HTTP Authorization header among supported methods. That list describes Okta integration options; it does not override the RFC’s advice to avoid Basic Authentication where a stronger approach is available. Okta SCIM provisioning integration guide

Use a pre-launch security checklist
- The SCIM endpoint requires HTTPS, supports TLS 1.2 or later, and does not accept provisioning traffic over plaintext HTTP.
- Clients validate the server identity; certificate checks are not disabled.
- Anonymous requests are denied, and the chosen client-authentication mechanism is documented.
- Credentials are handled as secrets, have a defined rotation and revocation process, and bearer tokens have a limited lifetime the service provider can determine.
- Authorization maps each authenticated client to a policy that evaluates subject, action, and resource.
- Token scopes and local permissions are reviewed together, with access restricted to the provisioning tasks required.
- Provider-specific token validation, such as issuer and tenant checks where applicable, matches the identity provider’s documented guidance.
