Use a team password manager for credentials that employees must use or share during interactive sign-ins. Use a secrets manager for credentials that applications, services, and infrastructure retrieve programmatically. Most growing teams need both: one governs human access, while the other delivers workload credentials at runtime. The right choice depends on who or what uses a credential, how it is retrieved, and which controls are required throughout its life.

The short answer: match the store to the credential’s user

A password manager is built around people. It gives employees and administrators a controlled place to access, share, and revoke passwords and other credentials used to sign in to websites, consoles, and internal systems.

A secrets manager is built around workloads. An application, deployment pipeline, virtual machine, container, or other service requests a database password, API key, token, or certificate through an API, SDK, CLI, or platform integration when it needs one. The credential is kept out of source code and configuration files, and the service can apply access policies, logging, versioning, monitoring, and rotation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

These are primary workflows, not mutually exclusive product labels. Team password managers increasingly include SSH keys, API tokens, and developer-secret features. Secrets managers can support human administration, but they are usually not designed to be the easiest place for every employee to retrieve and share interactive-login credentials. Decide by use case rather than assuming one category must handle everything.

What each manager is designed to do

Secrets manager

A secrets manager centrally stores sensitive values and makes them available to authorized software or operators. AWS describes its service as storing, retrieving, and rotating credentials for databases and other services. Its guidance also covers automatic rotation and the use of APIs so an application can request a credential instead of embedding it in plaintext.

Typical contents include:

  • Database usernames and passwords used by applications.
  • API keys and OAuth tokens held by services.
  • Credentials for queues, caches, storage systems, and third-party integrations.
  • Deployment, infrastructure, and automation credentials.
  • SSH keys or certificates used by non-human processes, where the implementation supports them.

The important characteristic is controlled, repeatable retrieval by a workload or tightly governed administrative process. A secret can be versioned, monitored, disabled, and rotated without asking every developer to edit a configuration file or copy a new value into a project.

Team password manager

A team password manager organizes credentials that people need during interactive sign-ins. It provides team permissions, sharing rules, and a way to revoke an employee’s access when their role changes or they leave. The user-facing experience is central: an employee can locate the account, authenticate according to company policy, and use the credential without exposing it in chat, spreadsheets, or personal notes.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Enterprise password-manager offerings may also include passwords, SSH keys, API tokens, and developer secrets. For example, 1Password lists those categories alongside team permissions. That broader feature set does not make the two categories identical. The question is whether a human is selecting and using the credential or software is retrieving it as part of an automated operation.

Secrets manager vs. password manager: side-by-side comparison

Decision factor Team password manager Secrets manager
Primary credential user Employee, administrator, contractor, or other person performing an interactive sign-in. Application, service, infrastructure component, deployment job, or other workload.
Typical retrieval path User-facing application or browser-based access, with team sharing and permission controls. API, SDK, CLI, agent, runtime integration, or platform-native workload access.
Common contents Website and console passwords, shared accounts, SSH keys, API tokens, and other credentials people handle. Database credentials, service passwords, API keys, OAuth tokens, certificates, and deployment secrets.
Core lifecycle concern Granting, sharing, and revoking a person’s access as roles change. Versioning, monitoring, rotating, and safely replacing a value while services continue to run.
Governance focus Team membership, vault or collection permissions, approval rules, and human access records. Workload identity, least-privilege policies, access logs, secret versions, and runtime controls.
Best operational fit Employee access, support teams, administrators, and credentials that require deliberate human use. Cloud and application environments where software must obtain credentials without hard-coded values.
Overlap May include developer-secret, SSH, API, and automation features. May allow administrative access, but its workflow is usually optimized for controlled programmatic retrieval.

How retrieval changes the security design

Interactive human retrieval

When a person signs in, the system must answer questions such as: Is this employee still authorized? Which team or project may they access? Can they share the credential with a colleague? What happens when they transfer or leave? A password manager’s permissions and activity records are designed around those decisions.

Shared credentials deserve particular care. If several people use one account, record who is allowed to use it, restrict the vault or collection to that group, and remove access promptly when duties change. A manager should not have to search through chat history or a departing employee’s laptop to find the current value.

Programmatic retrieval

A workload needs a different path. It should authenticate with its own identity, request only the secret it needs, and receive the value over an encrypted connection. The application should not contain a password in source code, a committed configuration file, or a copied shell script. AWS’s Secrets Manager FAQ describes centralized storage, retrieval, access control, rotation, auditing, and monitoring, and explains that applications can use service APIs rather than embedding credentials in plaintext.

Runtime retrieval also changes failure planning. If a secret is rotated, the application must know how to obtain the new version, refresh a connection pool, and recover from a temporary mismatch. A manager that stores a value securely but provides no workable refresh path can still cause an outage.

Lifecycle controls: sharing is not rotation

Human and workload credentials have different lifecycles.

Human-access lifecycle

  • Provision access when a person joins a team or takes on a role.
  • Limit the credential collection to the people who need it.
  • Record access and sharing activity.
  • Revoke access immediately after a role change or departure.
  • Change shared credentials when the authorized group changes or when exposure is suspected.

Workload-secret lifecycle

  • Create a separate identity for each application, service, or deployment process where practical.
  • Grant only the specific secret and actions that identity requires.
  • Keep prior versions long enough for a controlled transition, then disable or remove them according to the recovery plan.
  • Monitor reads, failed requests, unusual locations, and unexpected volume.
  • Rotate credentials on a schedule or after a triggering event, and test that clients can reload them.

A password manager can hold an API token for a developer to use manually, while a secrets manager can deliver a token to a running service. The value alone does not determine the right system; the retrieval and lifecycle do.

Security controls you still have to configure

Selecting a secrets manager does not automatically secure an environment. AWS’s recommendations for Secrets Manager include individual user accounts, least-privilege access, multi-factor authentication, TLS, activity logging, encryption at rest through AWS KMS, limiting access, monitoring secrets, and considering rotation and key configuration. These are AWS-specific best-practice recommendations, not a universal guarantee that any product or deployment will be secure.

“Store credentials and other sensitive information in AWS Secrets Manager.”

— AWS Secrets Manager best practices

Apply the same discipline to a team password manager: use individual accounts rather than a shared administrator login, enforce multi-factor authentication, define groups and collections deliberately, review access regularly, and retain audit records for the period your policies require. The manager protects the storage and access workflow; it cannot compensate for excessive permissions, an unmanaged endpoint, or an identity account that has been compromised.

When a team password manager is the better first investment

Start with a team password manager when most of your immediate risk comes from people sharing or reusing credentials.

Strong indicators

  • Employees store passwords in browsers, spreadsheets, documents, or chat.
  • Support or operations staff share console accounts across shifts.
  • You need to remove access quickly when someone leaves.
  • Administrators use many vendor portals and internal systems interactively.
  • Your organization lacks a clear inventory of human-held credentials.

Define ownership for each vault or collection, map access to job roles, and establish an offboarding procedure before migrating credentials. Do not import every secret indiscriminately. Values used only by applications should move to a secrets service or remain in the platform that is purpose-built for their runtime use.

  • 【Plug and play】: This mouse and keyboard pad is powered by USB, plug and play, no driver required. One button control light modes. Press one time to change the lighting mode, press twice to change the brightness, press and hold about 3 seconds turn ON/OFF.

Strong indicators

  • Passwords or tokens appear in source control, images, build logs, or deployment files.
  • Applications connect to databases or APIs using long-lived static values.
  • Several services need different permissions or separate credentials.
  • You need audit records showing which workload retrieved a secret and when.
  • Rotation requires coordinated versioning and a repeatable deployment process.

Begin by inventorying every non-human credential, identifying its owner and consumer, and documenting how each consumer authenticates. Then create workload identities and least-privilege policies before moving values. A central store without identity separation merely relocates the risk.

Why many teams should use both

Separating human and machine access reduces ambiguity. Employees receive the credentials they need through a password manager, while applications obtain their own secrets through a secrets service. The two systems can have different administrators, policies, logging destinations, and rotation schedules.

Developer workflows may bridge the systems. 1Password documents command-line, service-account, SDK, and Connect workflows for developer secrets. It also documents an environment integration that can sync secrets to AWS Secrets Manager. The documentation identifies that integration as beta, so confirm its current status, supported features, and failure behavior before making it part of a production design. The documented model allows team members to edit the environment without each person receiving individual AWS credentials.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A bridge should not become a reason to give every developer broad cloud access. Keep the synchronization identity narrowly scoped, log changes on both sides, and define which system is authoritative for each value. Decide how conflicts, deletion, rotation, and rollback work before enabling synchronization.

A practical decision process

  1. List the credential consumers. Mark each item as human, application, infrastructure, deployment automation, or mixed. A mixed use case may require separate credentials rather than one shared value.
  2. Describe the retrieval event. Write down whether a person signs in through a user-facing interface or software requests the value through an API, SDK, CLI, agent, or platform integration.
  3. Classify the lifecycle. For human credentials, define onboarding, sharing, and offboarding. For workload credentials, define versioning, refresh, monitoring, and rotation.
  4. Map identities and permissions. Use individual accounts for people and distinct workload identities for services where possible. Grant the smallest practical scope.
  5. Check environmental fit. Confirm compatibility with your cloud platform, identity provider, deployment model, languages, CI/CD tooling, logging system, and compliance obligations.
  6. Design failure handling. Test what happens if the manager is unavailable, a token expires, a rotation produces a bad value, or an employee loses access. Document recovery without placing secrets in an emergency spreadsheet.
  7. Choose one system of record per secret. If you integrate two products, specify ownership, synchronization direction, audit responsibility, and the process for correcting drift.
  8. Measure operational effort. Include administration, policy review, integration maintenance, incident response, access reviews, and migration work in the budget. A feature that requires constant manual copying may not reduce risk in practice.

Implementation playbook for a team password manager

1. Establish the identity foundation

Require individual user accounts and multi-factor authentication. Connect the manager to your existing identity and group structure if the product supports it, but retain a documented break-glass process for an identity-provider outage.

2. Build role-based collections

Create collections around teams, systems, or responsibilities rather than one vault shared by the entire company. Give people the minimum collection access needed for their jobs, and assign an owner who reviews membership.

3. Migrate and clean

Import only credentials that people actually use. Remove duplicates, identify accounts with unknown owners, replace weak or reused passwords, and separate application-only secrets from human credentials.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Operate the joiner-mover-leaver process

Make access changes part of onboarding, transfers, and offboarding. Revoke sessions and collection access when appropriate, rotate shared credentials after a high-risk departure, and retain the activity evidence required by your policy.

Implementation playbook for a secrets manager

1. Inventory and label

Record the secret’s owner, consumer, environment, privilege, creation date, rotation method, and recovery dependency. Label production, staging, and development values separately.

2. Create workload identities

Give each service or deployment process a distinct identity where practical. Avoid a single account that can read every secret. Use least-privilege policies and restrict access by environment and function.

3. Replace embedded values

Change applications to retrieve secrets at startup or through a controlled refresh mechanism. Remove values from source control and build artifacts, then invalidate exposed credentials after confirming the new path works.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Add observability

Send access and administrative events to your logging system. Alert on unexpected principals, locations, times, or request rates. Review failed retrievals separately from successful reads because repeated failures can indicate either a broken deployment or an attack.

5. Test rotation and rollback

Rotate a non-production credential first. Verify that clients obtain the new version, existing connections recover, and a failed rotation can be rolled back without printing the value to logs. Repeat the exercise in production under a controlled change window.

Common mistakes and how to correct them

Putting every secret in the password manager

This is convenient for a small team but leaves applications dependent on a human-oriented workflow. Move runtime credentials to a secrets service and keep only the human administrative credentials in the password manager.

Putting every credential in the secrets manager

A technically secure store can still be a poor employee experience. If staff cannot retrieve and share interactive credentials efficiently, they may create unofficial copies. Use a password manager for human access and limit the secrets service to the workloads and operators that need it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Confusing storage with authorization

Encryption at rest does not decide who may read a value. Review identities, policies, network paths, MFA requirements, logs, and alerting. Test both allowed and denied requests.

Rotating without a client plan

Changing a value is not the same as updating every consumer. Document refresh behavior, overlap between old and new versions, connection renewal, and rollback before automating rotation.

Sharing cloud credentials with developers

Where a supported integration can publish or synchronize a secret, use a narrowly scoped service identity instead of giving every team member broad cloud credentials. Verify the integration’s current availability and behavior, especially when documentation labels it beta.

Assuming category boundaries never change

Product capabilities evolve. Reassess integrations, developer features, audit exports, rotation support, and pricing during procurement and at renewal. Base the architecture on required controls and retrieval paths, not on a marketing label.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

How to evaluate products without choosing by brand alone

No single vendor is a universal winner. Compare candidates against your cloud environment, identity setup, deployment model, compliance requirements, and budget.

  • Identity and access: Can you use individual accounts, MFA, groups, workload identities, and least-privilege policies?
  • Retrieval interfaces: Are the required APIs, SDKs, CLIs, agents, and language libraries available and maintained?
  • Rotation: Does the system support your databases, APIs, certificates, and application refresh patterns, or will rotation remain manual?
  • Audit and monitoring: Can you export useful records, distinguish human from workload activity, and alert on suspicious access?
  • Availability and recovery: What happens during an outage, region failure, identity-provider failure, or accidental deletion?
  • Integration ownership: Who maintains connectors to your CI/CD system, cloud platform, ticketing process, and logging stack?
  • Administration: How much ongoing work is required for access reviews, policy changes, onboarding, and offboarding?
  • Data handling: Which regions, encryption keys, retention settings, and compliance reports meet your obligations?

Run a proof of concept with one representative human workflow and one representative workload workflow. Measure setup effort, denied-access behavior, rotation recovery, logging quality, and the steps required to restore service after a bad change. Treat those observations as architecture evidence, not as a promise that the same result applies to every environment.

Example architectures

Small services company

Employees need access to billing, hosting, support, and analytics consoles, while a web application connects to a database and payment API. Put employee and administrator credentials in a team password manager. Store the application’s database password and payment token in a secrets manager, with a service identity that can read only those values in production.

Platform engineering team

Engineers deploy many services across development, staging, and production. Use the password manager for human console access and emergency administrative credentials. Use separate workload identities and environment-specific secret policies for deployments. Make rotation and refresh part of the deployment pipeline rather than a manual quarterly task.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Contractor-heavy organization

Contractors require temporary access to a small set of systems. Grant time-bounded password-manager collections for interactive work, avoid sharing a permanent account where individual identities are possible, and revoke access automatically or through a documented offboarding trigger. Keep application credentials out of contractor-managed devices by having workloads retrieve them directly.

Bottom line for the decision

Choose a team password manager when the credential’s consumer is a person who must sign in, share access, or be removed from a team. Choose a secrets manager when the consumer is software that needs controlled runtime retrieval, auditing, and rotation. If your organization has both employee access and automated workloads—which is the normal case—deploy both, connect them only where the integration is justified, and assign a clear owner and lifecycle to every credential.
