SEBI has published the Securities and Exchange Board of India (Portfolio Managers) Regulations, 2026, but they do not take effect until April 1, 2027. The ₹25 lakh mutual-fund-only Portfolio Management Services (PMS) route, investments in securities awaiting listing and unlisted debt were described in July 2026 as consultation proposals—not as confirmed operating permissions. The available official listing confirms the regulation’s date and commencement date, but does not establish the final conditions for those proposals.
What has SEBI confirmed?
SEBI’s regulations index lists the Securities and Exchange Board of India (Portfolio Managers) Regulations, 2026, dated October 12, 2026, with an effective date of April 1, 2027. The regulations have therefore been published, but the new framework is not yet in force. SEBI’s regulation record provides those dates.
The official listing available for this explainer does not show the operative clauses needed to confirm whether the specific investment permissions and minimums discussed during consultation made it into the final rules, or under what safeguards. Treat those details as unresolved until the final text is checked.
What was proposed for PMS investors?
SEBI published a comprehensive review consultation paper on July 23, 2026. A July 23 report by Business Standard described several proposals in that consultation. They should not be read as permissions investors can use now.
#1 Best Overall
| Feature | What July 2026 consultation coverage said | What is established here |
|---|---|---|
| Minimum for regular PMS | ₹50 lakh, as reported by Business Standard | Reported consultation detail; final operative condition not verified |
| Mutual-fund-only PMS | A proposed ₹25 lakh minimum, as reported by Business Standard | Reported consultation detail; final route, eligibility and conditions not verified |
| To-be-listed domestic securities | The report said the consultation proposed allowing investment in these securities | Final scope and conditions not verified |
| Unlisted debt | The report said the consultation proposed a limit of up to 10% of a client’s AUM in investment-grade unlisted debt | Final cap, eligibility rules and safeguards not verified |
SEBI’s stated aim, as quoted in the report, was: “This proposed framework aims to effectively serve mass-affluent investors who seek professional PMS for their MF investments.” The quote describes the proposal’s purpose; it does not confirm that the proposed route is available.
Can you invest through PMS with ₹25 lakh?
Not on the strength of the consultation report alone. The ₹25 lakh figure was reported as the proposed minimum for a mutual-fund-only PMS route. The 2026 regulations are scheduled to take effect on April 1, 2027, and the material available here does not verify that the final regulations retain this threshold, define which mutual funds qualify, or establish the route’s other requirements.

Before committing money, check the final regulation and any applicable SEBI directions for the effective date, minimum investment, eligible funds, manager eligibility, fees, disclosures and investor protections. A minimum threshold is only an access condition; by itself, it says nothing about whether a PMS is suitable for your goals, risk tolerance or costs.

- Before April 1, 2027: The 2026 regulations have been published, but their stated commencement date has not arrived. Do not treat the proposed ₹25 lakh route or expanded investment permissions as live based on consultation coverage.
- From April 1, 2027: The listed effective date is the scheduled start of the new regulations. Confirm whether SEBI has amended that date and read the final operative clauses before relying on any particular minimum, asset category or cap.
- When comparing PMS offers: Verify the applicable minimum, investment universe, provider eligibility, full charges and protections from current regulatory documents and the provider’s disclosures. The reported proposals do not establish provider availability or pricing.
Why the final text matters
For securities awaiting listing, the unlisted-debt proposal and the mutual-fund-only route, small differences in the legal wording can determine which investments or clients qualify and what restrictions apply. The available official regulation record confirms publication and timing, but not those operative details. Until they are verified in the final text, the defensible description is that these were proposals reported during the July consultation—not confirmed features investors can act on.
