Smart technology can give residents more ways to control doors, lighting, blinds, temperature and communication in some Australian Specialist Disability Accommodation (SDA) homes. It is not a standard feature of every SDA dwelling: the National Disability Insurance Agency (NDIA) specifies technology-related requirements for only two of the four design categories, while additional automation depends on the home and the resident’s needs.

What SDA is—and what it does not include

The NDIA describes SDA as “housing designed to have features which meet your disability support needs.” It is intended for NDIS participants with extreme functional impairment or very high support needs. SDA is housing, not the daily support service provided in a home. SDA funding is paid to the housing provider; in-home supports such as Supported Independent Living (SIL) are separate. Participants pay rent and bills. NDIA: What is specialist disability accommodation (SDA)

The NDIA recognizes four SDA design categories. Their design features differ, so neither automation nor a particular device should be assumed to be available in every SDA home.

Design category What the category means for technology
Improved Liveability The Standard’s specific internet, Wi-Fi and communication requirements described below do not apply to this category.
Fully Accessible Stable high-speed internet capability and Wi-Fi coverage throughout the dwelling are required.
Robust The Standard’s specific internet, Wi-Fi and communication requirements described below do not apply to this category.
High Physical Support Stable high-speed internet capability and Wi-Fi coverage throughout the dwelling, plus a communication system for contact with supports when they are out of line of sight, are required. Home automation and communication technology are examples of features associated with this category.

Category features are considered alongside an individual’s needs and other supports; they do not establish that a specific consumer device is funded or appropriate for a participant. Which technology is required by the SDA Design Standard?

The NDIA’s SDA Design Standard was published in October 2019 and applies to new and new-build refurbished SDA from 1 July 2021. Section 23 specifies that Fully Accessible and High Physical Support dwellings must have the capability for high internet speeds to be maintained stably, with Wi-Fi coverage throughout all areas. The clause’s wording is: “Internet connection shall be provided with the ability for high internet speeds to be maintained and stable in nature with wi-fi coverage throughout all areas of the dwelling.”

For High Physical Support dwellings, the Standard also requires a video, intercom or other communication system that enables a participant to communicate with supports when they are not within line of sight. These requirements should not be generalized to the other two categories or mistaken for a mandate to install particular smart-home products. How automation can work in a home

Where a home has integrated automation, residents may be able to operate functions through voice commands, wall switches, accessible buttons, touch panels or a phone or tablet app. Possible controls include:

An Amazon Echo smart speaker is one possible voice interface in an Alexa-enabled setup, not a complete home-automation system. The available provider example does not establish which model is suitable, whether a standalone speaker will work with a particular installation, or whether a device is funded for a participant. A system may also offer switches or touch panels rather than relying on voice.

How to assess a system for a resident

Choosing controls should start with an individual assessment, rather than with a device or brand. The NDIA’s guidance considers participant needs, goals, health professional reports and how category features work with other supports. A provider’s list of inclusions is not proof that a particular setup will suit a resident. NDIA: What are the specialist disability accommodation design categories?

  • Access to controls: Identify which methods the resident can use—such as voice, switches, accessible buttons, panels or a phone or tablet—and whether there are workable alternatives.
  • Functions needed: Clarify which doors, lights, blinds, temperature controls and communication functions the resident needs to operate.
  • Connectivity: For Fully Accessible and High Physical Support homes, check that Wi-Fi coverage reaches all dwelling areas, as the Standard requires. Confirm how any connected controls will work where coverage or internet access is unreliable.
  • Communication with supports: In a High Physical Support home, check how the required communication system enables contact when supports are out of sight, and whether the resident can use its interface.
  • Individual fit and compatibility: Consider access, communication, sensory and support needs, along with compatibility with equipment already installed.
  • Responsibility for the system: Establish who assesses, installs, maintains and supports the controls, and how faults or changes will be handled.

The available sources do not compare specific brands or platforms, assess reliability, privacy or security, or establish lifecycle costs. They also do not provide independent outcome studies showing that smart technology reduces support hours, improves safety, cuts costs or increases quality of life. Treat those as questions to assess for an individual home, not promised effects.
