A phone call, text, email or survey that sounds like a candidate can still be a scam. In an alert dated 15 October 2026, the FBI Internet Crime Complaint Center (IC3) warned that criminals are using candidates’ names, images, logos, slogans and AI-generated voices to solicit fake donations, sell merchandise that never arrives and harvest voter information before the nationwide 2026 U.S. midterm elections.
What the FBI warning says
IC3 Alert I-101526-3-PSA says criminals can use artificial-intelligence tools to generate highly realistic voices, images and written messages that impersonate candidates, campaign staff, government entities and trusted contacts. The FBI says, “The realism makes these schemes harder for victims to detect and increases the likelihood of financial loss or exposure of PII.” PII means personally identifiable information such as details that can identify you or be used to open accounts, impersonate you or target you in another fraud.
The warning applies nationwide. It describes threat patterns and protective steps, but the two FBI advisories published on 15 October 2026 do not provide an incident-count statistic for candidate voice-cloning cases.
How election scams are being staged
Fake campaign donations and scam PACs
A criminal may pose as a legitimate political-action committee, party organization or candidate committee and keep the money. The named organization has no affiliation with the solicitation. A familiar logo, slogan or candidate photograph is not proof that the request is genuine.

“Campaign investment” pools
Some pitches promise that a donation will produce a guaranteed return after a candidate wins, often while urging you to recruit other participants. The FBI’s rule is unambiguous: “Campaign donations are not an investment and will not increase in value nor be returned.” Treat a guaranteed political payout as a fraud signal.
Merchandise that never ships
Fraudulent stores use a candidate’s branding to sell shirts, signs or other political merchandise, take payment and never deliver. The seller may disappear after the transaction or provide a fake shipping update.

Fake voter-registration notices
A text or email can falsely claim that you are not registered, that your registration expired or that immediate action is required. Its link leads to a counterfeit state-registration page designed to collect PII and potentially enable additional fraud.

AI impersonation by voice, image and text
Generative tools let criminals combine a candidate’s public statements, campaign graphics and a convincing synthetic voice into a call, video, voicemail or message. A voice that sounds exactly right is therefore not independent authentication.

Use five checks before you respond
Assess the contact as a whole rather than trying to identify one “AI tell.” Compare it against these checks derived from the FBI guidance:

How to verify a donation request
- Pause. Do not press a link, call back the number shown by caller ID or continue a conversation that demands immediate payment.
- Identify the claimed organization. Write down the committee, PAC, party or campaign name exactly as presented.
- Check federal filings. Use the FEC’s registration and financial-filings information to determine whether the organization exists and whether the request matches its stated identity. A real committee’s existence does not prove that the message you received came from it, so match contact details independently.
- Use an independently found contact channel. Locate the campaign or committee’s official website or published office number yourself. Ask whether the solicitation, payment method and merchandise offer are real.
- Keep payment and identity details private. Never send gift-card codes, cryptocurrency, banking credentials, passwords or unnecessary PII because a caller claims to be a candidate or election official.
How to check your voter registration safely
Do not use the link in a registration-warning text or email. Open Vote.gov yourself and use its state-specific registration information. For polling-place and election information, consult the U.S. Election Assistance Commission (EAC), USA.gov or your local election office. These channels let you verify the claim without handing information to the sender.

If a message says your registration problem must be fixed by paying a fee, buying a product or sending credentials, treat that demand as fraudulent. Save the message before deleting it so investigators and the platform can review the evidence.
Can you tell whether a candidate’s voice is AI-cloned?
There is no reliable “listen once” test in the FBI warning. Synthetic speech can be highly realistic, and a clean recording, familiar catchphrase or apparent campaign background does not establish authenticity. Instead:

- Hang up or stop replying when the request is unexpected.
- Contact the campaign, committee or government office through a number or website you found independently, not through the incoming message.
- Check whether the same announcement appears through the organization’s verified public channels.
- Be especially skeptical when the voice asks for a payment, login, one-time code, voter number or other PII.
- Do not forward an unverified recording as fact; it may amplify a fraud or false voting information.
Caller ID, a familiar voice and a convincing image can all be spoofed or generated. Independent confirmation is stronger evidence than audio quality.
What to do if you already paid or shared information
- Stop communicating with the sender and do not send additional money or documents.
- Contact the payment provider or financial institution immediately using its official contact channel and ask what recovery or fraud-freeze options are available.
- Change passwords that were exposed, beginning with the email account that can reset other accounts. Do not reuse the old password.
- Preserve screenshots, the full message or email headers when available, phone numbers, usernames, website addresses, payment receipts and the exact information you disclosed.
- Watch for follow-up calls claiming they can recover your money for an upfront fee; that can be a second scam.
How to report a fake PAC, voice scam or election fraud
Report election-related scams to your local FBI field office or the FBI’s Internet Crime Complaint Center (IC3). Include the sender’s identity, phone number or email address, websites, social-media accounts, payment information, dates and a description of what happened. For suspected election crimes, retain screenshots and use the FBI’s reporting channel as well as the platform’s reporting tools. False voting information and suspicious posts should be reported even when you did not lose money.
When reporting, distinguish what you directly received from what you merely heard. That helps investigators preserve the original evidence and assess whether the same campaign is targeting other voters.

What voters should remember before the midterms
The FBI’s second election advisory, also dated 15 October 2026, recommends seeking election information from trustworthy sources, verifying who produced content and considering the producer’s intent. A legitimate campaign may ask for support, but an unsolicited demand for urgent payment or personal data still requires independent verification. No voice clone, logo or promise of a guaranteed return changes that rule.
