Neither is universally better. Satellites provide broad-area awareness, including remote terrain beyond camera networks, while ground-based cameras can refresh a local view frequently and show visible fire behavior in context. The right choice depends on whether you need initial detection, visual confirmation, or close tracking of a covered area. Satellite active-fire products identify thermal anomalies—not exact fire perimeters—and both methods have important blind spots.

What each system actually measures

Satellite active-fire detection measures heat in a pixel

Wildfire satellites detect thermal energy that differs from surrounding land. A mapped point is an active-fire or thermal anomaly detection, not a surveyed boundary. NASA’s Fire Information for Resource Management System (FIRMS) warns that one detection can represent a small, intense flame front or a much broader area of burning inside the sensor pixel. Its approximate footprints are about 375 meters for VIIRS and about 1 kilometer for MODIS. A single point therefore cannot tell you the fire’s exact edge, depth, or safe route.

Satellite products also differ by orbit and sensor. Polar-orbiting instruments pass over a location intermittently, typically observing a given wildfire only a few times per day. Geostationary satellites watch a fixed portion of the planet continuously, but their coarser resolution makes small or partially obscured fires harder to resolve. NASA explains this orbit-and-sensor trade-off in its wildfire-observation overview.

Ground cameras provide visual context from a fixed site

A camera shows what is visible from its location: flame, smoke column, glow, wind-driven spread, and nearby terrain. The image can reveal context that a thermal pixel cannot, such as whether smoke is rising behind a ridge or whether an apparent glow is an industrial source. The limitation is geometric. A camera can observe only its viewshed, and hills, trees, haze, darkness, outages, and poor placement can hide a fire.

ALERTCalifornia, a UC San Diego public-safety program, reports more than 1,200 high-definition cameras as of February 2026. Its program description says cameras can make 360-degree sweeps about every two minutes and include near-infrared night vision. The program reports clear-weather viewing distances of up to 60 miles by day and 120 miles by night; those are program-reported capabilities, not a guarantee for every site or incident. See the program home page.

Satellite detection and cameras compared

Decision factor Satellite detection Ground-based cameras
Geographic reach Broad coverage, including remote and uninstrumented terrain Limited to installed-camera viewsheds and the network’s geographic reach
Update pattern Polar systems revisit intermittently; geostationary systems update continuously over fixed regions at coarser resolution Varies by network; ALERTCalifornia reports approximately two-minute 360-degree sweeps
Spatial detail Product-dependent; FIRMS lists approximately 375 m VIIRS and 1 km MODIS footprints High-definition local imagery, with useful detail decreasing with distance, haze, and obstructions
Visibility limits Clouds, smoke, pixel size, viewing geometry, and thermal characteristics can suppress or distort detections Terrain, vegetation, haze, darkness, camera siting, outages, and network coverage can block the view
Best-supported role Broad-area detection and monitoring of thermal activity Local visual confirmation and observation of visible behavior where coverage exists
What it cannot establish alone An exact fire perimeter, cause, flame height, or a safe evacuation decision Conditions outside the viewshed or behind obstructions; a clear image does not prove there is no fire elsewhere

The table describes capabilities, not guaranteed response times. Whether a satellite alert or camera view appears first depends on the instrument, location, data processing, communications, weather, and how the operating agency is staffed.

Why satellite cadence and resolution change the answer

Polar-orbiting satellites trade revisit time for detail and coverage

Polar instruments can survey large areas and detect heat far from roads or towers, but a particular location may be observed only a few times each day. A fire can grow, split, or move between overpasses. A detection that arrives later may still be the first indication in a remote area, but it should not be interpreted as a live, continuous video feed.

Geostationary satellites refresh continuously at coarser resolution

Geostationary systems repeatedly scan fixed portions of the planet, which helps analysts follow rapidly changing thermal activity between polar overpasses. The trade-off is pixel size: a small fire may occupy only part of a coarse pixel, and the signal can be difficult to separate from hot surfaces or background variation. “Satellite” therefore does not describe one universal refresh rate or level of detail.

Know which FIRMS layer you are reading

NASA’s US/Canada FIRMS map includes active-fire products from VIIRS, MODIS, and Landsat. Interpret each detection with its spatial resolution, satellite view geometry, and detection-confidence information. The map also notes that GOES-19 replaced GOES-16 as GOES-East on April 7, 2025, so older labels or screenshots can be misleading when someone describes current layers. The operational map is at NASA FIRMS US/Canada.

What cameras add—and what their network cannot guarantee

Frequent local sweeps can show visible change

A two-minute sweep can help an operator compare smoke direction, column height, flame visibility, and movement from one image to the next. Near-infrared capability can make a night scene useful when ordinary daylight imagery is unavailable. These advantages apply only when the fire is inside the camera’s view and atmospheric conditions preserve enough contrast.

Placement determines coverage

ALERTCalifornia says camera sites are selected using factors such as funding, tower availability, physical access, and viewshed coverage. A network can therefore have excellent performance in one valley and no useful line of sight in the next. Cameras may also be temporarily unavailable. The program’s technology and agency-use details are described at ALERTCalifornia Research & Technology and its limitations and operating FAQ at the ALERTCalifornia FAQ.

Human review and AI alerts are aids, not proof

ALERTCalifornia says trained fire professionals monitor the network. Its potential AI detections can include a confidence estimate and an estimated location, helping an agency prioritize a review. A confidence score does not turn an image into a confirmed incident: personnel still need to check the scene, compare other information, and account for camera faults or non-fire sources.

Historical results are not a current performance guarantee

A 2025 U.S. Government Accountability Office review reports that ALERTCalifornia detected more than 1,200 fires in 2023, sometimes before 911 calls. That is a historical result for that network and year, not a current annual rate or a universal benchmark for every camera system. The review is available in GAO-25-108589.

Which is better for each tracking task?

Initial detection in remote or uninstrumented terrain: satellites usually have the advantage

When there is no tower, road, or staffed lookout, satellite coverage can reveal a thermal anomaly across a large area. This is especially useful for broad situational awareness and for finding activity outside a camera network. The alert still needs confirmation because a pixel may contain a small fire, a larger burning area, or a non-fire heat source.

Initial detection inside a covered local area: either can lead

A camera may show a smoke column before a coarse satellite pixel reaches a usable threshold. A satellite may detect heat where the camera is aimed elsewhere or where smoke obscures the visual scene. Do not assume that one source always arrives first; compare the actual instrument, scan schedule, processing delay, and local coverage.

Visual confirmation: cameras usually provide more useful detail

For a suspected ignition inside a clear viewshed, a camera can show whether smoke is rising, whether flames are visible, and how wind is affecting the column. The image can help an operator distinguish a likely fire from dust, fog, or a transient heat source. Confirmation remains conditional on line of sight and image quality.

Following visible behavior over minutes: cameras are generally stronger where installed

Frequent sweeps let operators observe changes between frames. This is the right tool for watching a smoke column build, flame visibility change, or a front approach a landmark that the camera can see. It does not describe behavior behind a ridge or beyond the network.

Regional spread and activity beyond the camera network: satellites are essential

Satellite products cover a much larger area and can reveal multiple thermal anomalies across a region. Their pixels are too coarse to serve as a precise perimeter, but they provide a map-level view that a handful of towers cannot.

Cloudy, smoky, or heavily obstructed conditions: neither source is automatically reliable

FIRMS warns that clouds can hide active fires. NASA also notes that smoke can weaken a fire’s thermal signal and that smoldering fires may radiate less energy in the measured bands. Cameras can lose contrast in dense smoke, haze, darkness, or rain, and terrain can block the scene. Under these conditions, confidence should decrease rather than being replaced with certainty from the other source.

A practical way to combine both sources

Agencies and analysts can treat satellites as broad sensors and cameras as local, visual sensors. The following sequence keeps each source in the role it can support:

  1. Scan the regional satellite picture. Look for thermal anomalies across the full area of interest, including remote terrain and locations outside camera viewsheds. Record the product, timestamp, detection confidence, and approximate pixel footprint.
  2. Check the geometry and environmental conditions. Note whether the observation came from a polar or geostationary system, the satellite viewing angle, cloud cover, smoke, and the product’s stated resolution. A point with a 375-meter or 1-kilometer footprint is an area indicator, not a boundary.
  3. Search available camera views. If the anomaly lies within a network’s viewshed, inspect the latest frame and several earlier sweeps. Look for a persistent smoke or flame signal, wind-driven movement, and landmarks that help estimate direction.
  4. Cross-check non-fire explanations. Consider industrial heat, flaring, prescribed burning, reflected sunlight, dust, or sensor artifacts. A camera image can help, but an absence of visible smoke is not proof that the satellite signal is false.
  5. Escalate through the responsible authority. Send the location estimate, timestamps, source names, confidence information, and relevant images to the incident-management or dispatch system. Do not treat a public map or an AI alert as an operational order.
  6. Track change with the appropriate refresh rate. Use camera sequences for minute-scale visible changes in covered terrain and satellite updates for regional movement, new anomalies, and areas without cameras. Keep the two timelines separate so an intermittent satellite observation is not mistaken for continuous absence.
  7. Replace estimates with authoritative incident data when available. Once fire officials publish perimeters, closures, evacuation zones, or field observations, use those for decisions that affect people and property.

Common failure modes and how to interpret them

A satellite point appears away from the visible flames

The point may represent the center of a large pixel, an area of burning within that pixel, or a location shifted by viewing geometry. It is not evidence that the camera is wrong or that the fire boundary is at the symbol. Compare the timestamp, confidence, and product footprint, then look for corroborating imagery.

No satellite point appears for a fire seen on camera

Cloud, smoke, low-intensity or smoldering combustion, the interval between polar overpasses, and sensor-band limitations can suppress a detection. A camera observation may therefore be valid even when a satellite layer is blank.

A satellite alert has no visible smoke

Thermal anomalies can come from sources other than wildfire, and a fire may be hidden by terrain or darkness from the camera. Treat the alert as a lead requiring confirmation, not as a confirmed perimeter or cause.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A camera shows clear sky but the area is not safe

The camera sees only one line of sight. Fire can be behind a ridge, outside the frame during a sweep, or farther from the tower than useful detail allows. A clear image cannot establish that surrounding land is fire-free.

The camera feed is unavailable

Outages, communications failures, maintenance, weather, and power problems can remove a view temporarily. Use satellite data and official incident channels as alternate inputs, while recording that the camera source was unavailable rather than assuming no fire was present.

Safety: what these systems must not be used to decide alone

NASA FIRMS labels its active-fire and thermal-anomaly data as limited in accuracy and states: “Do not use for the preservation of life or property.” That warning applies to using the FIRMS map alone for evacuation, sheltering, route selection, firefighting tactics, or a conclusion that an area is safe. The map is valuable for awareness and analysis, but life-safety decisions belong to responsible emergency authorities and their verified incident information.

Camera imagery has the same boundary in practical terms. A high-definition frame can be delayed, obstructed, or misinterpreted, and it cannot show conditions outside the view. Follow evacuation orders, road closures, local emergency alerts, and instructions from incident commanders even when a satellite layer or camera feed appears quiet.

What newer satellite systems change—and what they do not yet prove

On July 7, 2026, California announced the launch of the first three FireSat wildfire-detection satellites in partnership with Earth Fire Alliance. The announcement describes high-resolution, frequent monitoring as the system’s intended capability. It is a program announcement, not independent validation of comparative operational performance. Until published, real-world results establish cadence, detection accuracy, cloud and smoke performance, and false-alarm behavior, treat the stated capability as developing rather than as a replacement for existing satellite products or camera networks. The announcement is at California’s July 7, 2026 release.

How to choose a primary source for a specific operation

  • Choose satellite-first monitoring when the area is large, remote, or sparsely instrumented; when you need regional context; or when you must search beyond known camera viewsheds.
  • Choose camera-first monitoring when the target is inside a known viewshed and the priority is frequent visual confirmation of smoke, flame, or movement.
  • Require both for high-consequence operations: use satellite coverage to find activity and camera or field confirmation to add local context, while checking official incident information before acting.
  • Document uncertainty by recording the sensor or camera, observation time, footprint or viewpoint, weather and smoke conditions, confidence estimate, and any known outage.
  • Do not compare headline counts alone. Camera numbers, pixel sizes, scan intervals, and historical detections describe different capabilities and cannot be combined into a single accuracy or response-time score.

Bottom line for tracking fire behavior

Satellites are the stronger wide-area net; ground cameras are the stronger local visual witness when a fire is visible from a functioning, well-placed camera. Tracking fire behavior reliably means using both according to their strengths: satellite thermal anomalies to discover and map activity across broad or remote areas, cameras to inspect visible changes at short intervals, and official incident data to make decisions about people and property. Neither source alone provides a complete, continuously verified fire picture.
