A satellite reentry forecast is a moving time window, not an exact appointment. For an uncontrolled object, atmospheric-density errors, changing solar activity, spacecraft orientation, and gaps between tracking observations can shift the estimate by hours. A location forecast is weaker still: because a low-Earth-orbit object travels roughly 7–8 km/s, a few minutes of timing error can move the possible ground track thousands of kilometres. Forecasts usually narrow as the event approaches, but an exact impact point is not normally predictable in advance.
What a satellite reentry forecast actually tells you
Forecast centers estimate when an object will descend into the atmosphere and provide a range around a nominal time. The range reflects the limits of the orbit data and physical models. The nominal time is the center of the calculation, not a promise that the spacecraft will reenter then.
For a passive, uncontrolled reentry, the object is no longer performing a planned deorbit maneuver. It is gradually losing altitude because atmospheric drag removes orbital energy. The forecast must therefore estimate how quickly the atmosphere will slow the object, when it will encounter denser air, and how breakup and surviving debris affect the final event.

A map line needs the same caution. A plotted ground track generally shows where the object could be during the stated time interval. It is not a guaranteed impact line, and it does not mean debris will reach every point along the line.

ESA Space Debris Office head Holger Krag has summarized the practical limit: “With our current knowledge and state-of-the-art technology, we are not able to make very precise predictions.” ESA also notes that an uncertainty of a few hours can remain even days before reentry.
How agencies calculate the forecast
Forecasting is an orbit-propagation problem. Analysts start with tracking observations, estimate the spacecraft’s state, and propagate that orbit forward while repeatedly updating it as new observations arrive. The calculation includes gravity, atmospheric drag, and the object’s physical characteristics.
Long-term forecasts: years away
When an object is still years from reentry, the result is mainly a lifetime estimate. Small errors in atmospheric density and other inputs accumulate over thousands of orbits, so a precise date is not meaningful at this stage. Long-term products are useful for cataloguing risk and planning future observations, not for announcing a specific day or location.
Medium-term forecasts: a few weeks away
With only weeks remaining, updated tracking and improved estimates of mass, attitude, and drag make the lifetime calculation more useful. Forecasts still depend strongly on future solar and geomagnetic conditions, which cannot be known exactly in advance.
Short-term forecasts: less than a day
During the final day, the object is observed more frequently when its orbit and geography allow. The remaining lifetime is shorter, so accumulated uncertainty has less time to grow. Even so, the thermosphere can change rapidly, the next sensor pass may be delayed, and the breakup altitude and surviving debris are not known perfectly.

| Forecast regime | Typical lead time | What the output is good for | Main limitation |
|---|---|---|---|
| Long term | Years | Broad lifetime and observation planning | Small model errors accumulate over many orbits |
| Medium term | A few weeks | Refining the expected date as tracking improves | Future solar and geomagnetic forcing is uncertain |
| Short term | Less than one day | A narrower time window and possible ground-track regions | Density changes, attitude, sensor timing, and breakup remain uncertain |
The propagation can account for the non-spherical Earth, gravitational effects from the Sun and Moon where relevant, atmospheric density, solar and geomagnetic forcing, spacecraft attitude, projected area, mass, and aerodynamic drag or lift coefficients.
Why thermospheric density dominates the uncertainty
At reentry altitudes, drag depends on how many atmospheric particles the spacecraft encounters. The thermosphere is extremely thin compared with air at the surface, but its density varies substantially. NASA’s Swift Re-entry and Thermosphere Neutral Density Modeling Challenge identifies thermospheric density as “the dominant source of uncertainty in the atmospheric drag and associated satellite orbit determination and reentry.”

Solar and geomagnetic activity can therefore accelerate orbital decay without warning in the forecast’s original assumptions. A denser thermosphere produces more drag and an earlier reentry; a less dense one lets the object remain in orbit longer.
Models also need the spacecraft’s effective cross-section. A tumbling object, a deployed panel, or an attitude change can expose a different area to the flow. The same mass and orbit can therefore decay at different rates depending on orientation. ESA’s ERS-2 explanations note that the orientation changes exposed area and drag, while observations only update the estimate when the object passes a telescope or radar.
What the “20% of remaining lifetime” rule means
For an uncontrolled reentry, ESA’s Tiangong-1 FAQ gives a practical rule of thumb: uncertainty is “on the order of 20% of the remaining orbital lifetime.” This is not a universal confidence interval or a guarantee for every spacecraft. It is an operational way to express how uncertainty often scales while the object is still in orbit.

For example, if a model says 10 hours remain, a rough 20% interpretation corresponds to about 2 hours of timing uncertainty. If only 2 hours remain, the same convention corresponds to about 24 minutes. The actual published window can be asymmetric and can change when a new observation or a revised density estimate is introduced.

ESA’s ERS-2 live reporting illustrated the convention with a window of ±0.55 hours. That interval represented possible reentry times around the nominal solution; the associated ground track included positions reached during the window, including cases with an additional or one fewer complete orbit than the nominal calculation.
Why a small time error becomes a huge location error
Objects in low Earth orbit move at roughly 7–8 km/s. During a 10-minute timing difference, that speed corresponds to several thousand kilometres along the orbit’s path. The Earth also rotates beneath the orbit, so the surface track shifts as the possible reentry time changes.
A NASA Goddard Space Flight Center BeppoSAX FAQ provides a historical, mission-specific illustration. About 10% timing uncertainty near the final orbit could have meant approximately ±9 minutes, or more than 7,000 km along the ground. If the latest tracking data were several hours old, the uncertainty could have reached about ±45 minutes. Those figures demonstrate the conversion from time uncertainty to distance; they are not universal limits for every reentry.
For this reason, an agency may publish a broad band of possible passes over the equator, oceans, or several continents rather than a single impact coordinate. ESA states that only from about one day before the actual event does it become possible to roughly identify which ground tracks, and therefore which regions, might witness the reentry. Kilometre-scale impact-location prediction for an uncontrolled reentry is beyond current technical capabilities.

Why the forecast time keeps changing
Forecast updates are expected, not evidence that the calculation is failing. Each update can incorporate a different combination of physical and observational changes.
- New tracking data: Radar or optical observations revise the object’s position, velocity, and sometimes its attitude or rotation state.
- Atmospheric updates: Solar ultraviolet and geomagnetic measurements alter the estimated thermospheric density.
- Attitude and area changes: Tumbling, breakup, or a newly exposed surface changes drag.
- Observation gaps: The object may not be visible to a sensor on every orbit, leaving the model to extrapolate between passes.
- Decay nonlinearity: As altitude falls, drag rises rapidly, so a small change early in the final phase can move the eventual date by many orbits.
A forecast can move later if the atmosphere is less dense than expected or earlier after a period of stronger heating. Revisions can also appear discontinuous when a new orbit solution replaces an older one.
How much better is the forecast in the final hours?
The window generally shrinks as the remaining lifetime decreases and tracking observations become more frequent. However, “narrower” does not mean “exact.” ESA warns that even hours before reentry, the possible breakup location can span a complete orbital revolution.
Several uncertainties persist to the end:
- Thermospheric density can change faster than the model forecast.
- The next usable radar or telescope pass may occur later than expected.
- The spacecraft’s attitude and cross-sectional area may be unknown.
- Breakup altitude, fragmentation, and the survival of dense components affect where material reaches lower altitudes.
- A few minutes of timing uncertainty still correspond to a long distance along the ground track.
The useful question in a final update is therefore not “What is the exact impact point?” but “Which time interval and orbital passes remain plausible, and how fresh are the observations supporting them?”
Controlled and uncontrolled reentries are different cases
A controlled reentry uses a planned propulsion maneuver to target a designated corridor, usually over a remote ocean area. Operators know the maneuver time and can shape the trajectory before atmospheric entry. An uncontrolled, or natural, reentry occurs after the spacecraft can no longer be commanded and passively loses altitude under drag.

| Characteristic | Controlled reentry | Uncontrolled reentry |
|---|---|---|
| How descent begins | Planned deorbit maneuver | Natural orbital decay from atmospheric drag |
| Targeting | Designated corridor can be selected | No reliable impact point can be selected after control is lost |
| Main forecast inputs | Maneuver execution, vehicle state, atmosphere, and entry targeting | Tracking, thermospheric density, attitude, drag, and breakup behavior |
| Meaning of the 20% rule | Do not apply without mission-specific evidence | ESA rule of thumb for remaining-lifetime uncertainty |
The 20%-of-remaining-lifetime convention and the very large location uncertainty cited by ESA describe uncontrolled reentries. They should not be transferred to a specific controlled mission without that mission’s data.
How to read a forecast responsibly
- Identify the mission type. Check whether the event is controlled or uncontrolled.
- Read the time as a window. Note both endpoints, the nominal time, and the time zone.
- Check the update timestamp. A forecast based on older tracking data can cover more orbits.
- Look for the uncertainty definition. It may be a rule of thumb, a statistical interval, or an engineering estimate; these are not interchangeable.
- Interpret maps as possible tracks. A shaded corridor shows where the object could be during the interval, not where debris must fall.
- Use the responsible agency’s latest bulletin. Solar activity and new observations can move the window after media reports or screenshots were published.
How dangerous is an uncontrolled reentry?
Risk depends on the object’s mass and construction, how much survives atmospheric breakup, the area covered by surviving debris, and population exposure along the possible footprint. There is no universal public probability that applies to every reentry or every person.
Many objects break apart and ablate high in the atmosphere, while dense components can continue lower. A broad ground-track band can cross mostly unpopulated ocean and land, but the forecast alone does not establish the probability of injury at a particular address. For a named event, rely on the responsible space agency and civil-protection authorities rather than treating a map line as a prediction of a strike.
How common are these events?
ESA estimates that about 100 tonnes of defunct satellites, uncontrolled spacecraft, spent upper stages, and other discarded objects reenter each year. That figure describes the total mass reentering Earth’s atmosphere, not the number of dangerous fragments that reach the ground. Individual events still require their own trajectory, breakup, and exposure analysis.
Quick Recap
Key takeaways
- A reentry forecast is a time range with uncertainty, not an appointment.
- Thermospheric density and space weather are the largest sources of drag uncertainty.
- For uncontrolled objects, ESA commonly expresses timing uncertainty as roughly 20% of the remaining orbital lifetime.
- At 7–8 km/s, minutes of timing error can move the possible ground track thousands of kilometres.
- New observations and a shorter lifetime usually narrow the window, but they do not guarantee a precise impact point.
- Controlled, targeted reentries are a different operational problem and need mission-specific estimates.
