If your Samsung phone or tablet shows a “Screen Overlay” warning while you grant an app permission, turn off the conflicting app’s Appear on top permission, then try again. This warning is about an app drawing over another app—not, by itself, a fault with the display. Flickering, color changes, touch problems, or physical damage need separate troubleshooting.
What “Screen Overlay” means
Samsung defines a screen overlay as a feature that lets an app appear on top of other apps. A messaging chat bubble displayed over a browser is one example. Overlays can make it harder to tell which app or screen is requesting access, so Android may require you to disable the overlay while granting another app a permission such as Camera access. Grant permissions only to apps you trust. Samsung’s Screen Overlay guidance explains the warning.
Turn off the conflicting app’s overlay permission

Open Settings > Apps.

Tap the three-dot More options menu, then choose Special access > Appear on top.

Find the app causing the conflict and turn off its overlay permission. The setting may instead be labeled Apps that can appear on top or Draw over other apps.

Return to the app where you saw the warning and retry the permission action.
Menu names and locations vary by Samsung model and software version. If the path differs, search Settings for “Appear on top” or “Draw over other apps.” Start with the app you were using and any visible chat bubbles or screen-color tools; there is usually no need to disable overlays for every app.

If the screen problem is not a permission warning
A warning that appears during a permission request is different from a screen that flickers, displays abnormal colors, fails to respond to touch, or has visible damage. Samsung lists temporary system errors, outdated software, display settings, app compatibility, and physical damage among possible causes of abnormal display behavior. Use the troubleshooting route that matches the symptom rather than treating all display problems as overlay conflicts. Samsung’s display troubleshooting guide covers display issues; its steps and menu names may vary by model and software version.

Flickering is a separate symptom and does not establish that an overlay permission is responsible. Follow Samsung’s screen flickering or glitching troubleshooting guide for that issue.

Touchscreen problems
Start with software and app troubleshooting for touch problems. If the issue continues, Samsung recommends checking touchscreen status with Phone diagnostics in Samsung Members. A third-party screen protector or accessory can affect touch sensitivity in some cases, but whether it matters depends on the device and symptom. Back up personal data before attempting a factory reset. See Samsung’s touchscreen troubleshooting guide for its recommended steps.
Visible physical damage
A damaged display may not function normally. For visible damage, contact Samsung support or service for guidance specific to your model rather than assuming a particular replacement part or repair method is appropriate.
