For an ordinary card purchase in the United States, Samsung Pay does not appear to add a separate Samsung fee. The card issuer’s agreement still controls charges such as foreign-transaction fees, interest, cash-advance costs, and any account fee. Samsung Wallet also contains services beyond card payments, and those services can have separate charges.
The evidence summarized here is primarily US-specific. Your actual cost depends on four details: the country, the card or account, the payment method (such as a bank card or PayPal), and the Samsung Wallet feature you use.
Does Samsung Pay charge a fee?
In the United States, the available provider terms do not identify a fee charged by Samsung simply because you tap an eligible card through Samsung Pay for a normal purchase. Samsung Pay is a digital way to use an underlying payment card; it does not replace that card’s account agreement.
That distinction matters. A card can still have an annual fee, interest, a cash-advance charge, an overdraft charge, or a foreign-transaction fee. Those costs come from the issuer and the card product, not automatically from Samsung Pay. A payment partner such as PayPal can also impose its own terms, and a mobile carrier can charge for the data or messages needed by some Wallet functions.

Samsung Pay features are now presented within Samsung Wallet in the US. The fee answer therefore changes when you move from an ordinary card tap to another Wallet service, such as a money transfer.
The four questions that determine your cost
Before deciding whether a transaction is “free,” identify the following:
- Where is the merchant or service? A US purchase and a purchase from a merchant outside the 50 states and the District of Columbia can be treated differently.
- Which account is being charged? The rules for a credit card, debit card, prepaid product, or PayPal account are not interchangeable.
- What payment route did you choose? Adding a card, making a domestic purchase, making an international purchase, and transferring money are separate activities.
- Which Wallet feature is involved? Samsung’s disclosures cover multiple services, not only contactless card payments.
If any of those details is unknown, a blanket statement that Samsung Pay is free is too broad.
Who can charge you?
| Possible charge source | What it may relate to | What the evidence establishes |
|---|---|---|
| Samsung | Use of the wallet for a normal card purchase | No separate US Samsung fee is identified in the sources reviewed for an ordinary card purchase. |
| Card issuer or account provider | Annual fees, interest, cash advances, overdrafts, foreign transactions, exchange rates, or other account terms | The underlying card or account agreement continues to apply. |
| PayPal | Purchases made with a PayPal account through Samsung Pay | PayPal’s US terms state no fee solely for using PayPal through Samsung Pay, but impose a 2.5% international transaction fee for merchants outside the 50 US states and the District of Columbia. |
| Mobile carrier | Messages or mobile data used by some Wallet functions | Samsung’s US Wallet page warns that carrier message and data rates may apply. |
| Wallet-service or regulated partner | Money movement and other features outside a card tap | Samsung says certain services can have additional transaction fees; partner terms may also apply. |
Using a card for a normal US purchase
For a routine purchase at a US merchant, Samsung Pay functions as the presentation method for your eligible card. The sources reviewed do not show Samsung adding a per-transaction fee to that use. The merchant still receives a card payment, and your issuer processes it under the card’s normal agreement.
“No Samsung fee” does not mean “no possible cost.” For example, a credit card’s interest can apply if you carry a balance, and a debit account can have its own overdraft or account charges. Those outcomes are determined by the issuer and the account, whether you paid with the physical card, Samsung Pay, or another wallet.
Check the transaction details in your issuer’s app or statement if the amount looks different from the checkout total. A pending authorization, tip adjustment, tax, exchange-rate conversion, or issuer fee can change the final posted amount without being a Samsung Pay charge.

Adding or enrolling a card
Adding a card to Samsung Pay is different from making a purchase. Chase’s US digital-payments guidance says: “Chase does not charge any fees to add your credit, debit and/or Chase Liquid cards to Samsung Pay.” The same guidance says the applicable card terms and conditions, debit deposit account agreement, or Chase Liquid agreement govern purchases.

Its US Samsung Pay terms, last modified in March 2026, say: “We do not currently charge a fee for the use of your Card in Samsung Pay.” The word “currently” matters: it describes the policy at that time and is not a permanent promise for every issuer or future date.
These examples demonstrate why there is no universal issuer rule. A different bank or card product can publish different terms, even when the same Samsung phone and Wallet software are used.
What happens when you use Samsung Pay abroad?
Using Samsung Pay outside the US does not erase the physical card’s foreign-purchase rules. Samsung’s US FAQ explains the practical result: “The same currency exchange rates and fees will still apply.” Samsung directs customers to their card issuer for card-specific details.
That statement covers the card’s treatment of the foreign transaction, not a new Samsung surcharge. If your issuer applies a foreign-transaction fee to the physical card, the same policy can apply when that card is represented in Samsung Pay. If the issuer uses a particular exchange-rate method, that method remains relevant.

How to check an issuer’s foreign-use policy
- Open the card issuer’s current agreement or fee schedule, rather than relying on a general Samsung Pay page.
- Look for sections titled foreign transaction, international purchase, currency conversion, or similar wording.
- Confirm whether the fee is a percentage, a flat amount, or both, and whether the issuer uses its own rate or a network rate.
- Check whether the destination, merchant location, or billing currency changes the treatment. A merchant can be outside the US even when an online checkout is displayed in US dollars.
- Ask the issuer if the wording is unclear. Samsung’s FAQ specifically recommends contacting the issuer for card-specific details.
PayPal through Samsung Pay: the 2.5% exception
PayPal’s US Terms of Use for Samsung Pay, last updated September 14, 2026, are a material exception to an unqualified “Samsung Pay is free” answer.
- PayPal says it does not currently charge a fee solely for making a purchase with a PayPal account through Samsung Pay.
- PayPal charges a 2.5% international transaction fee when the merchant is outside the 50 US states and the District of Columbia.
- The 2.5% fee applies whether or not the transaction involves currency conversion.
- If currency conversion occurs, PayPal’s terms state that Mastercard’s foreign-exchange rates apply.
This is a PayPal fee, not a Samsung fee, and it should not be generalized to other cards or payment methods. The relevant trigger is the merchant’s location under PayPal’s terms, not merely the fact that you are holding or traveling with a US phone.
Example: why the payment route matters
| Scenario | Fee conclusion supported by the terms |
|---|---|
| US merchant, eligible bank card in Samsung Pay | No separate Samsung fee is identified; the card’s normal agreement applies. |
| US merchant, PayPal account selected in Samsung Pay | PayPal says no fee solely for using PayPal through Samsung Pay; normal PayPal or account terms can still matter. |
| Merchant outside the 50 states and DC, PayPal selected | PayPal’s 2.5% international transaction fee applies, even without currency conversion. |
| Foreign merchant, bank card selected directly | Check that issuer’s foreign-transaction and exchange-rate terms; the PayPal 2.5% rule does not apply unless PayPal is the payment route. |
Samsung Wallet services beyond card payments
Samsung Wallet is broader than the contactless card function. Samsung’s US Wallet page warns that message and data rates may apply and that additional transaction fees may apply for certain services. Because the page covers multiple Wallet functions, that disclosure should be read as service-specific rather than as evidence that every card tap costs extra.

Possible incidental costs include your carrier’s charge for mobile data or messages, a fee disclosed by a financial institution, or a transaction fee shown by a particular Wallet partner. Samsung advises users to confirm applicable charges with their financial institution.
USDC transfers to external wallets
In an October 7, 2026 Samsung Newsroom announcement, Samsung described a separate money-movement feature: Samsung does not charge a fee for USDC transfers to external wallets. The receiving wallet or exchange may impose its own fee. Samsung also says these services are provided by regulated partners and are subject to partner terms.
A fee-free Samsung transfer in that specific example should not be confused with a universal rule for all digital-asset services. The statement concerns USDC transfers to external wallets and says nothing about every token, destination, network, or partner.

International transfers to eligible bank accounts
The same October 2026 announcement says international transfers to eligible bank accounts have fees that vary by destination and amount. Samsung says the applicable fee is shown in the app before you confirm the transfer.

Pick the symptom - the matching free tool is one click away.
Read that confirmation screen carefully. The amount, destination, recipient-bank eligibility, and partner terms can affect the displayed charge. This is a money-transfer service, not evidence that an ordinary Samsung Pay card purchase carries a fee.
Charges that belong to the underlying card
When you pay with a card in Samsung Pay, the wallet does not rewrite the account’s pricing. Depending on the product, the issuer may charge:
- Annual or periodic account fees: recurring costs stated in the card agreement.
- Interest: finance charges that can result from carrying a balance or using a promotional rate after its conditions end.
- Cash-advance fees and interest: charges associated with transactions the issuer classifies as cash advances.
- Overdraft or insufficient-funds charges: possible debit-account costs when the account rules permit them.
- Foreign-transaction or currency-conversion fees: charges and rates that can apply to purchases processed outside the issuer’s domestic rules.
None of these is universal. Their presence, amount, and exceptions depend on the issuer, account type, and current agreement. Samsung Pay cannot be used to avoid an account fee that the card issuer applies to the same transaction made with the physical card.
A practical fee-check before you pay
Use this short process when the cost matters, particularly for travel or a transfer:
- Identify the country. Record where the merchant, recipient, or service is located. For PayPal’s special rule, determine whether the merchant is outside the 50 states and DC.
- Identify the funding source. Note the exact credit card, debit card, prepaid product, or PayPal account selected in Samsung Wallet.
- Identify the activity. Decide whether you are adding a card, buying goods, making a foreign purchase, sending USDC, or sending money to a bank account.
- Read the provider’s current terms. Use the issuer’s fee schedule for a card, PayPal’s terms for a PayPal route, and the in-app disclosure for a Wallet transfer.
- Review the confirmation screen. For services that calculate a fee dynamically, verify the displayed amount, exchange rate, destination, and total before selecting Confirm.
- Keep the receipt and posted statement. Compare the final posted amount with the checkout total and any disclosed fee. A pending amount can change before settlement.
What to do if you see an unexpected fee
First, classify the charge
Look at the statement description and transaction details. Determine whether the line is from Samsung, the card issuer, PayPal, a carrier, a transfer partner, or the merchant. A fee shown on a bank statement is not automatically a Samsung Pay fee.

Then compare the route you used
Confirm which funding source was selected at checkout. A PayPal transaction can invoke PayPal’s terms; a direct card transaction invokes the card issuer’s terms. For a transfer, compare the amount shown in Wallet immediately before confirmation with the final account entry.
Contact the right provider
- Ask the card issuer about annual fees, interest, foreign transactions, exchange rates, overdrafts, or other account charges.
- Ask PayPal about a PayPal transaction, especially one involving a merchant outside the 50 states and DC.
- Ask your mobile carrier about message or data charges.
- Ask Samsung or the named regulated partner about a Wallet transfer or other Wallet-service fee.
Provide the transaction date, merchant or recipient location, selected payment method, currency, and fee description. Those details let the provider apply the correct terms instead of treating the issue as a generic Samsung Pay question.
How current are these fee rules?
Several terms are explicitly time-sensitive. American Express used “currently” in terms last modified in March 2026. PayPal’s Samsung Pay terms were last updated September 14, 2026. Samsung’s transfer examples were announced October 7, 2026, and transfer fees can vary by destination and amount.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteWallet features, partner arrangements, exchange rates, and issuer schedules can change. Bottom-line decision guide
| If you are doing this | Use this fee expectation |
|---|---|
| Paying a US merchant with an eligible card | No separate Samsung fee is identified in the available US material; the card agreement governs. |
| Adding a Chase card | Chase says it does not charge a fee to add its listed cards to Samsung Pay. |
| Using an American Express card | American Express says it does not currently charge a fee for card use in Samsung Pay; the policy can change. |
| Paying a foreign merchant directly with a card | Samsung says the physical card’s exchange rates and fees still apply; check the issuer. |
| Paying a foreign merchant with PayPal in Samsung Pay | PayPal’s US terms impose a 2.5% international transaction fee when the merchant is outside the 50 states and DC, regardless of conversion. |
| Sending USDC to an external wallet | Samsung says it does not charge a transfer fee in the announced service; the receiving wallet or exchange may charge. |
| Sending an international transfer to an eligible bank account | Fees vary by destination and amount and are shown in the app before confirmation. |
The safest answer to “Is Samsung Pay free?” is therefore: Samsung does not appear to add a fee to an ordinary US card purchase, but the card issuer, PayPal, carrier, or a separate Wallet service can still charge according to its own terms.
