No—the Samsung Galaxy Z Flip4 is not unconditionally waterproof. It has an IPX8 water-resistance rating, based on a specific test: still submersion in fresh water up to 1.5 meters deep for up to 30 minutes. Samsung advises against beach and pool use, and the phone has no dust-resistance rating.
What the Galaxy Z Flip4’s IPX8 rating means
Samsung says the Galaxy Z Flip4 met the IPX8 requirements of IEC 60529 in a laboratory test: the device was held still in fresh water at a depth of 1.5 meters for 30 minutes. That describes the test conditions; it is not a guarantee that the phone will survive every real-world exposure. Samsung Japan Support
The rating does not establish protection beyond the stated depth or duration. It also should not be treated as proof that the phone is safe for swimming, water sports, moving water, or exposure to jets or other high water pressure. Samsung Japan Support

No. Samsung explicitly says beach and pool use are not advised for the Galaxy Z Flip4. Its support guidance also says to avoid salt water and pool water. The IPX8 freshwater test does not establish that chlorinated pool water or seawater is safe for the phone. Samsung Business Spain Samsung Japan Support

What liquids and conditions should you avoid?
Samsung cautions against more than immersion in salt or pool water. Its foldable-device guidance lists soapy water, oils, perfume, sunscreen, hand sanitizer, cosmetics, and alcohol-containing liquids as exposures to avoid. It also warns against high water pressure. Does IPX8 mean the Z Flip4 is dustproof?
No. Samsung says the Galaxy Z Flip4 is not dust-resistant and has no IP dust-resistance rating. In IPX8, the “X” means the rating provides no dust-protection classification for this model; it does not mean a dust rating can be inferred from the water rating. Samsung Business Spain Samsung Support

What to do if the phone gets wet
If the Galaxy Z Flip4 contacts salt water, pool water, soapy water, or another listed liquid, Samsung’s foldable-device guidance recommends rinsing it with fresh water and thoroughly drying it with a clean, soft cloth. Follow Samsung’s care instructions for the device rather than assuming that its IPX8 rating covers the exposure. Samsung warns that improper exposure or failure to follow its guidance can affect the phone’s function, appearance, and warranty coverage. Samsung Support

Can you rely on the rating for a used or damaged Z Flip4?
Not as a guarantee. Samsung says water resistance is not permanent and may weaken over time or through natural wear. The stated laboratory result therefore should not be taken as proof that a used, worn, or damaged phone still has its original level of protection. Samsung Support
