If Galaxy notifications arrive only after you open an app, Data Saver may be blocking that app’s background connection. Turn Data Saver off, or add the app to Allowed to use data while Data saver is on. If that does not restore alerts, check background-data permission, sleeping-app lists, notification permissions, Do not disturb, Power saving, and software updates.
Why Data Saver delays Galaxy notifications
Push notifications require an app to maintain or periodically refresh a background data connection. Samsung’s Data Saver limits background mobile-data activity for apps that are not exempt. Samsung describes the feature this way: “Data saver prevents some apps from sending or receiving data in the background.” A message, mail alert, calendar reminder, or authentication prompt can therefore remain on the service’s server until the app is opened and allowed to connect.
This is different from a notification being deleted. The service may have generated the alert correctly, but the phone has postponed the network activity needed to retrieve it. Opening the app forces a connection, so several waiting alerts can appear together.

Notification permissions, individual notification categories, Do not disturb, Power saving, and outdated app or Galaxy software can suppress alerts independently of network access. Fix the settings in that order rather than assuming every delayed alert has the same cause.

Fast diagnosis before changing settings
Use the symptom that best matches what you see:

Test one change at a time when possible. Otherwise, you may fix the symptom without learning which setting caused it, making future troubleshooting harder.
Fix Data Saver first
Option 1: Turn Data Saver off temporarily
- Open Settings.
- Tap Connections.
- Tap Data usage.
- Tap Data saver.
- Switch Data Saver off.
Send yourself a test message or trigger a test alert while the affected app is closed. If it arrives promptly, Data Saver was restricting the app’s background connection. You can leave the feature off, but mobile-data use may increase because more apps can transfer data while you are not using them.
Option 2: Keep Data Saver on and exempt only the affected app
- Go to Settings > Connections > Data usage > Data saver.
- Tap Allowed to use data while Data saver is on.
- Enable the affected app.
- Close the app, wait for a new alert, and test again on mobile data.
This is usually the better compromise. Allow only apps whose alerts are time-sensitive, such as messaging, mail, authentication, or calendar apps. Leave games, shopping apps, video services, and other nonessential apps restricted unless you specifically need their background updates.

Allow background data for the app
An app can be exempt from Data Saver and still be denied background mobile data. Check the app’s mobile-data controls:

- Open Settings > Connections > Data usage > Mobile data usage.
- Select the affected app.
- Make sure Allow background data usage is enabled.
- If your software shows an Unrestricted data usage control, enable it for this app when you need it to operate through Data Saver.
Google’s Android guidance explains that unrestricted access lets an app download data for future reference or provide notifications while you are not using it. The setting may be presented as a switch on the app’s mobile-data page or as an exception within Data Saver, depending on the Galaxy software version.
Check both Wi-Fi and mobile data. A notification that works on Wi-Fi but not on cellular usually points to a mobile-data restriction, while failure on both networks suggests another setting or an app problem.
Remove the app from Sleeping and Deep sleeping apps
Samsung’s battery manager can restrict an app separately from Data Saver. Samsung states that when apps are “sleeping,” some functions may be unavailable while the app is closed, including notifications. Samsung developer documentation likewise says inactive applications cannot perform activities such as notifications or updates.
- Open Settings.
- Tap Device care or Battery and device care.
- Tap Battery.
- Tap Background usage limits.
- Open Sleeping apps and remove the affected app.
- Open Deep sleeping apps and remove it there too, if listed.
Removing an app from these lists does not force every app to run continuously. It tells the battery manager not to apply those particular sleep rules. Battery life may change slightly, so reserve unrestricted background behavior for apps whose alerts matter.
Some Galaxy versions offer an “Never sleeping apps” list instead of requiring removal from a sleeping list. Add the app there only if ordinary background operation still fails after the other checks.

Confirm notification permission and categories
Network delivery and visible alerts are separate. The app may receive a message but be prevented from showing a banner, playing a sound, or vibrating.
- Open Settings > Apps.
- Select the affected app.
- Tap Notifications.
- Enable Allow notifications.
- Open the individual notification categories and enable the types you need.
- Check each category’s sound, vibration, lock-screen, and pop-up choices.
For example, a mail app can have separate categories for direct messages, promotions, and account security. Enabling the app globally does not necessarily enable every category. If only one kind of alert is missing, inspect that category rather than changing all notification settings.
Also check the app’s own settings. Many apps include an internal notifications page with separate switches, schedules, or priority controls. A disabled in-app alert cannot be restored from Galaxy settings alone.
Temporarily disable system suppressors
Do not disturb
Open the phone’s quick settings panel and turn off Do not disturb while testing, or review its schedules and exceptions in Settings. A schedule can make notifications appear to fail at particular hours even when Data Saver and battery settings are correct.
Power saving
Turn off Power saving temporarily and trigger another test alert. Samsung lists Power saving as a possible notification blocker. If alerts return, review the mode’s background-data and app restrictions, then decide whether the battery benefit is worth delaying that app’s alerts.
Do not use the temporary test as a permanent recommendation for every app. The goal is to identify which system suppressor is active and then adjust only the necessary exception or schedule.

Refresh the app and Galaxy software state
After correcting access and battery controls, refresh software that may have become stuck:
- Open Settings > Apps > [app] > Storage and tap Clear cache. Clearing cache removes temporary files; it should not remove the account itself, although an app may rebuild local data afterward.
- Update the app from its app store.
- Open Settings > Software update and install any available Galaxy update.
- Restart the phone.
- Retest with the app closed on Wi-Fi and then on mobile data.
Use Clear data only as a later recovery step and only after confirming that you know the app’s sign-in and backup requirements. It can reset the app and remove locally stored information.
A controlled test that identifies the remaining blocker
Once settings are changed, use a repeatable test rather than waiting for an unrelated alert:
- Connect to mobile data, with Wi-Fi turned off.
- Confirm the app is not on a sleeping or deep-sleeping list.
- Close the app without swiping away every recent app unless your model requires that gesture.
- Send a message or generate a known test event from another device or account.
- Record whether the alert appears while the screen is locked.
- Repeat on Wi-Fi.
- Turn Data Saver back on, leaving the app in its allowed list, and repeat once more.
Immediate delivery in all three tests indicates that the exception is working. Delivery on Wi-Fi but not mobile data points back to mobile-data permission or a carrier connection. Delivery only after opening the app, despite all settings being correct, indicates that the app’s own service, account session, or server may need attention rather than another Galaxy toggle.

The practical balance is to preserve Data Saver, exempt only essential apps, and keep battery exceptions narrow. That combination protects mobile-data and battery budgets without making time-sensitive notifications wait for the next app launch.

When notifications still do not arrive
The app is allowed everywhere but alerts remain delayed
Verify that the account is signed in, the app’s internal notification switch is enabled, and the service itself has not paused notifications. Then check whether the problem affects one app or every app. A single-app failure is more likely to be an app or account issue; an all-app failure points to a system-wide suppressor, connectivity problem, or software fault.
Only one notification category is missing
Return to Settings > Apps > [app] > Notifications and inspect that category’s sound, vibration, pop-up, and lock-screen settings. Do not change Data Saver if other categories from the same app arrive on time.

Alerts appear in batches after a long delay
Check Data Saver, background-data permission, and both sleeping-app lists again. Batch delivery is consistent with the app being unable to perform background activity until the system permits a connection or you open the app.
Alerts stopped after a Galaxy update
Recheck every path rather than assuming the update preserved the previous state. Samsung says labels and screens vary by model, carrier, and software version, and an update can move a control or reset an app’s permission. Install any additional app update, clear the cache, restart, and run the controlled test on both connection types.
Setting-label and model differences
Galaxy phones do not all expose identical menus. You may see Device care or Battery and device care; an allowed-data control may be called Allowed to use data while Data saver is on or appear as Unrestricted data usage. Carrier firmware can also place Data Saver under a slightly different Connections or Data usage screen.
Use the setting names in this guide as landmarks, then follow the closest equivalent on your phone. Searching Settings for “Data saver,” “background usage limits,” “sleeping apps,” or “notifications” is often faster than relying on an older menu map. The underlying controls are the same: permit background data, prevent battery sleep for essential apps, and allow the notification categories you actually need.
