Samsung Galaxy Data Saver is a phone-wide policy, while turning off Allow background data usage is a control for one app. Data Saver limits background mobile-data traffic for many apps and lets you exempt essential apps. The per-app switch limits only the app you select. In both cases, the app can normally use data when you open it; neither option is a master switch for the internet or Wi-Fi.

Choose Data Saver when you want a broad reduction in background mobile-data use, such as on a capped plan or while roaming. Choose the per-app setting when one Galaxy app is consuming data or should be restricted without changing how other apps behave.

The difference in one table

Question Data Saver Turn off Allow background data usage
How many apps does it affect? A broad set of apps that use background mobile data Only the app you select
Where is it controlled? Settings > Connections > Data usage > Data saver Settings > Connections > Data usage > Mobile data usage > select an app
Can you make exceptions? Yes. Add apps to Apps that can always use data (the label may be Allowed apps) No global exception list is necessary because the restriction is already limited to one app
What happens in the foreground? The app can still request data while you are actively using it The app remains usable in the foreground; its background mobile-data traffic is restricted
Does it control Wi-Fi? No. Wi-Fi behavior has separate controls No. Wi-Fi behavior has separate controls
Best use Reduce background mobile-data use across the phone Stop one app from using mobile data when you are not using it

Samsung describes Data Saver as a feature that prevents some apps from sending or receiving data in the background. The Galaxy Z Fold6 manual similarly describes it as reducing data use by preventing some background apps from sending or receiving data. The word some matters: Android and each app decide how background work responds, and Samsung provides an exception list for apps that must remain connected.

How Samsung Galaxy Data Saver works

It is a global background-mobile-data policy

When Data Saver is on, the phone asks apps to reduce or defer background traffic over the cellular connection. This can include content refreshes, synchronization, backup transfers, or other network activity that occurs while you are not actively using an app. The policy is broad rather than tied to a single package, so enabling it is a practical way to reduce background use without opening every app’s settings.

Data Saver does not shut off the Mobile data switch. Calls, messaging, browsing, and other services can still use cellular data according to their own permissions. An app that is open on screen may also use the connection for the task you requested, such as loading a page or sending a file.

Exceptions keep critical apps connected

Samsung includes Apps that can always use data in the Data Saver screen. Some Galaxy software versions call the same list Allowed apps. Add an app when delayed background delivery would be a problem—for example, an app that you rely on for time-sensitive alerts. The exception applies to the global Data Saver policy; it does not change the app’s other network permissions.

What the setting cannot promise

Data Saver is not a guarantee that every byte of background traffic disappears. Apps can respond differently, and Android gives them a way to detect that the restriction changed. Android documents the ACTION_RESTRICT_BACKGROUND_CHANGED broadcast, which apps can monitor to switch to a lower-data mode or defer work. The actual result therefore depends on the app’s implementation.

How per-app background-data restriction works

It targets one selected app

Turning off Allow background data usage changes the background mobile-data permission for the app you selected. Other apps continue under their existing settings, even if they are large data users. This makes the control useful when you have identified a single source of unwanted usage or want one app to stay quiet while leaving the rest of the phone unchanged.

Foreground use is still available

The restriction is aimed at traffic that occurs when the app is working in the background. You can open the app and use features that need a connection. Depending on the app, it may perform a burst of work after you open it because deferred updates are processed then.

There is no companion allow-list

Because the switch applies to only one app, Samsung does not need a second list of exceptions for this policy. If you later want that app to resume background mobile-data activity, return to its Mobile data usage page and turn Allow background data usage back on.

Turn on Data Saver for the whole Galaxy phone

  1. Open Settings.
  2. Tap Connections.
  3. Tap Data usage.
  4. Tap Data saver.
  5. Turn on Turn on now.

Remain on the Data Saver page if you need to preserve background access for a particular app. Open Apps that can always use data (or the equivalent Allowed apps label), then enable the apps that should bypass the global policy. Review this list occasionally: every exception reduces the amount of background traffic Data Saver can prevent.

Check that the policy is active

Galaxy software commonly shows the Data Saver switch as enabled on the same page. You can also watch the phone’s mobile-data usage over the next billing period in Settings > Connections > Data usage. A lower total does not prove that every app stopped background work, but it can reveal whether the broad policy is addressing your problem.

Restrict background mobile data for one app

  1. Open Settings.
  2. Tap Connections.
  3. Tap Data usage.
  4. Tap Mobile data usage.
  5. Select the app whose background traffic you want to limit.
  6. Turn off Allow background data usage.

The app remains installed and its foreground behavior is not removed. To reverse the change, repeat the path and enable the same switch. If you are unsure which app to select, use the Mobile data usage list to identify apps with unusually high cellular totals, then apply the restriction to the specific offender rather than disabling background data indiscriminately.

Use Allowed networks for apps when the network type matters

Data Saver and the per-app background switch answer the question “may this app use background mobile data?” They do not replace Samsung’s network-selection control. Galaxy phones that expose Allowed networks for apps can assign an app to Wi-Fi only, Mobile data only, or Whichever network is available. This is a different decision: it chooses which connection an app may use, rather than simply limiting background activity.

On supported models, look under Settings > Connections > Data usage > Allowed networks for apps, select an app, and choose the available network policy. Use Wi-Fi only for a large-sync app when you want cellular transfers excluded, while leaving ordinary background behavior available on Wi-Fi. If the menu is absent, your model, carrier software, SIM state, or Android version may not expose it.

Notifications, synchronization, and backups

Why alerts can arrive late

Push delivery and synchronization may rely on background mobile data. If Data Saver is active, an app is not on the exception list, or its individual background-data switch is off, that work can be delayed until the app is opened, a permitted network becomes available, or the app performs another allowed update. The delay is app-dependent; some services queue events efficiently, while others expect unrestricted background connectivity.

How to protect a time-sensitive app

  1. If Data Saver is the active policy, open its exception list and add the app that must receive timely alerts.
  2. If you restricted that app individually, return to its Mobile data usage page and re-enable Allow background data usage.
  3. If you selected Wi-Fi only under Allowed networks for apps, verify that the phone is connected to Wi-Fi when alerts are expected, or choose a network option that includes mobile data.
  4. Send a test notification or wait for a known synchronization event while the phone is idle, then repeat with the screen on. This separates a background-data restriction from a problem that occurs during active use.

Adding an app to Data Saver’s always-allowed list does not override every other restriction on the phone. It only exempts that app from the global Data Saver rule, so review its individual mobile-data permission and allowed-network choice as well.

Which setting should you use?

Choose Data Saver when your goal is a phone-wide reduction

  • Your cellular plan has a small allowance and many apps refresh in the background.
  • You are roaming and want a conservative default without auditing every app.
  • You want one broad switch that can be relaxed for a short list of essential apps.
  • You are unsure which app is responsible for background usage and prefer a reversible policy while you investigate.

Choose the per-app switch when the problem is specific

  • One social, media, cloud, or utility app is consuming more mobile data than expected.
  • You want other apps to continue normal background synchronization.
  • You are testing whether a single app causes delayed battery or data use.
  • You need a surgical restriction that does not require maintaining an exception list.

Use both when you need layered control

You can enable Data Saver and also disable background data for a particular app. The global policy reduces background traffic generally, while the per-app switch guarantees that the selected app is not granted background mobile-data access independently of the global setting. Conversely, an app placed on the Data Saver exception list can remain connected while other apps are restricted.

Common real-world setups

Limited monthly plan

Enable Data Saver at the start of the billing cycle and add only genuinely time-sensitive communication or security apps to the always-allowed list. Check Mobile data usage before the cycle ends. If one nonessential app still appears high in the list, disable its individual background-data permission rather than expanding the exception list.

One app is using data overnight

Open Mobile data usage, select that app, and turn off Allow background data usage. Leave Data Saver off if the rest of your apps need normal background operation. Open the restricted app when you want a manual refresh.

Roaming with selected apps permitted

Turn on Data Saver before roaming, then allow only apps whose background connection is worth the roaming cost. For large transfers, use Allowed networks for apps to require Wi-Fi where that option is available.

Notifications are more important than maximum savings

Keep Data Saver enabled for the broad reduction, but place the notification-critical app on the exception list. Confirm that the app’s own background-data switch remains enabled and that its allowed network is not set to Wi-Fi only unless that is intentional.

What these controls do not do

  • They do not disable mobile data completely. To prevent all cellular traffic, use the phone’s separate Mobile data switch or your carrier’s controls.
  • They do not automatically block Wi-Fi. An app may continue using Wi-Fi according to its own permissions and any Allowed networks for apps choice.
  • They do not uninstall, force-stop, or remove foreground access. Opening an app can still trigger network activity.
  • They do not guarantee identical behavior across apps. Android exposes the restriction state, and developers decide how to defer, retry, or prioritize work.

Troubleshoot unexpected results

Symptom Likely setting to check Action
Several apps stop refreshing on cellular data Data Saver is enabled Open Data Saver and add only essential apps to the always-allowed list, or turn Data Saver off.
One app updates only after you open it Its Allow background data usage switch is off Open Settings > Connections > Data usage > Mobile data usage, select the app, and enable the switch.
Alerts arrive on Wi-Fi but not on cellular data Data Saver exception, per-app permission, or Allowed networks for apps Check all three controls for the affected app and run an idle notification test.
An app still uses data while you are using it Foreground activity is allowed This is expected. These controls target background behavior; restrict or stop the app through a separate control if foreground use must also be prevented.
The expected menu is missing Model, carrier, software version, SIM state, or inactive mobile connection Install available system updates, confirm that a mobile connection is active, and look for equivalent labels such as Allowed apps.

Verify the app you changed

It is easy to change the wrong entry when several apps have similar names. Return to Mobile data usage, tap the exact app package shown by Galaxy Settings, and confirm the switch state. Then test with the phone idle on cellular data; an immediate foreground test cannot tell you whether the background rule is working.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Account for delayed work

A restriction may defer rather than permanently discard synchronization. After restoring permission or connecting to an allowed network, open the app and check whether queued messages, backups, or updates complete. The timing depends on the app, so one short test is not a universal measure of every background task.

Why screens differ between Galaxy phones

Samsung cautions that menu screens and availability vary by wireless provider, software version, phone model, SIM state, and whether the device has an active mobile connection. A Galaxy phone may use slightly different capitalization or place an option behind an overflow menu. The underlying distinction remains the same: Data Saver is the broad policy, while Allow background data usage is attached to an individual app.

If your labels differ, start in Settings > Connections > Data usage and look for the closest equivalent. Data Saver is normally listed at the top level. The per-app control is normally inside Mobile data usage after you tap an app. Allowed networks for apps may not be present on every model.

A practical decision checklist

  1. Define the scope: If many apps are using cellular data in the background, start with Data Saver. If one app is responsible, start with its individual switch.
  2. Protect essential background work: Add critical apps to Data Saver’s always-allowed list, and keep their individual background-data permission enabled.
  3. Choose the connection: Use Allowed networks for apps when an app should be Wi-Fi only, mobile-data only, or free to use either connection.
  4. Test while idle: Leave the phone on cellular data with the screen off, then check notification or synchronization timing.
  5. Review usage: Revisit Settings > Connections > Data usage to see whether the policy addresses the original source of consumption.
  6. Undo selectively: Restore only the permission that fixes the problem instead of abandoning a useful phone-wide policy.
